The NCIC system is extremely in adequate, having only 1 tenth of the criminal records then private companies like Integrascan. Private companies have so much more for criminal background checks as they purchase the information under freedom of information act and are allowed to publish their records under the first amendment. The fact is the NCIC system is a discresionary system and local law enforcement only upload the worst of the worst.
