class="wp-caption-text">Pennsylvania Game Commission</p></div><p><strong>HARRISBURG, PA –</strong>-(AmmoLand.com)-  Pennsylvania Game Commission Executive Director Carl G. Roe today announced that 44 of the 60 licensed elk hunters were successful during the 2009 elk season.  Of that total, 20 were antlered elk and 24 were antlerless elk.</p><p>“Elk are one of North America’s premier big game animals,” Roe said.  “Pennsylvania is privileged to offer this unique hunting opportunity, a product of successful wildlife management that helps to finance wildlife conservation and supports Pennsylvania’s rich hunting heritage.  It’s an unparalleled experience for hunters, particularly those who can’t afford to go on an expensive one- or two-week guided elk hunt out West.</p><p>“This year’s overall success rate was 73 percent, which is down slightly from the past year, which I believe that this can be attributed to the improved food conditions this year throughout the elk range, thanks in large part to the decline in gypsy moth defoliation.”</p><p>Along with extracting samples needed for disease testing, the agency also collected samples necessary to examine food preferences and habitat use by elk.  Also, hunters collected liver samples that will be evaluated for mineral contents.</p><p>The largest antlered elk was taken by Reed Bamburger, of Graysville, Greene County.  He took a 652-pound (dressed weight), 8&#215;9 on Nov. 2, in Covington Township, Clearfield County.</p><p>Those hunters rounding out the top five heaviest antlered elk harvested, were: Lisa Banasick, of Connellsville, Fayette County, took a 643-pound, 9&#215;11 on Nov. 5, in Gibson Township, Cameron County; Ronald Werkheiser Jr., of Hellertown, Northampton County, took a 617-pound, 7&#215;7 on Nov. 4, in Karthaus Township, Clearfield County;  Kenneth E. Hunter, of Muncy, Lycoming County, took a 604-pound, 8&#215;8 on Nov. 3, in Jay Township, Elk County; and Alvin Hubler, of Munson, Clearfield County, took a 589-pound, 6&#215;7 on Nov. 3, in Benezette Township, Elk County.</p><p>The heaviest antlerless elk was taken by Larry Davis, of Fairborn, Ohio, who harvested a 474-pound (dressed weight) antlerless elk on Nov. 3, in Benezette Township, Elk County.</p><p>Those hunters rounding out the top five heaviest antlerless elk harvested were: Gary Weikert, of Arendtsville, Adams County, who harvested a 444-pound antlerless elk on Nov. 4, in Covington Township, Clearfield County; Randolph Maus, of Halifax, Dauphin County, who harvested a 413-pound antlerless elk on Nov. 5, in Gibson Township, Cameron County; Ronald VanDyke, of Harrisville, Butler County, who harvested a 403-pound antlerless elk on Nov. 2, in Gibson Township, Cameron County; Scott Hite, of Port Republic, Maryland, who harvested a 398-pound antlerless elk on Nov. 5, in Gibson Township, Cameron County; and Adam Palyo, of Jefferson Hills, Allegheny County, who also harvested a 398-pound antlerless elk on Nov. 6 in Grove Township, Cameron County.</p><p>Roe also noted that Jim Nyce, of Green Lane, Montgomery County, who was the successful bidder for the first-ever Elk Conservation Tag, harvested an antlered elk, as well.  Nyce harvested a 6&#215;6 on Oct. 14, in Benezette Township, Elk County. class="wp-caption-text">United States Army Marksmanship Unit</p></div><p><strong>FORT BENNING, Ga.— </strong>-(AmmoLand.com)- Soldiers from the U.S. Army Marksmanship Unit began to close out yet another successful competitive season by winning multiple medals at a number of matches recently.</p><p>Sgt. Daniel Horner got things going on a right note by winning the U.S. Practical Shooting Association Multi-gun National Championship in Boulder City, Nev. for the second time. Horner completely dominated the competition, winning by more than 380 points and establishing himself as the standard bearer in the sport.</p><blockquote><p>“I couldn’t have done it without the support of my team and the Army,” said Horner, a native of Suffolk, Va.. “This is the biggest match of the year for me. I plan to win it again next year.”</p></blockquote><p>Across the Pacific Ocean, several Soldiers from the USAMU showed up at the World Cup Finals in Beijing with something to prove and left with more hardware for the USAMU trophy case.<br
/> Starting things off in the Men’s Rifle 50m prone match, Sgt. Michael McPhail earned his first medal in a World Cup event when he won the silver medal. McPhail missed out on the gold by .04 but was still extremely pleased with his performance.</p><div

Holguin placed fourth in the 2008 Olympics on the same range and was happy that the results were more positive this time around.</p><blockquote><p>“It was great to be back on the Olympic Range of Beijing, and this time walking out with something in my hands,” he said.</p></blockquote><p>Holguin’s USAMU teammate, Sgt. Vincent Hancock, also stood on the winner’s podium in China, winning a silver medal in Men’s skeet. Hancock withstood a driving snowstorm to earn the medal on the same range where he was crowned an Olympic champion in 2008.<br
/> Staff Sgt. Ryan Hadden, a two-time World Cup match winner in 2009, placed in fifth place overall in Men’s trap, also overcoming the falling snow to finish an outstanding season on the range.</p><p>A number of Soldiers performed extremely well at the 300-meter National Rifle Championships held at Pool Range.</p><p>Spc. Joseph Hein won a gold medal in the 3&#215;40 match, outlasting McPhail by one target. McPhail also claimed a silver medal in the Men’s 3&#215;20 match and just beat out Sgt. 1st Class Eric Uptagrafft, who took home the bronze.</p><p>In the women’s 3&#215;20, Spc. Sherri Gallagher won the silver medal in the Women’s 3&#215;20 event. Lt. Col. Rhonda Bright earned a bronze medal.</p><p>Only a few more events remain on the calendar for 2009, although the Soldiers continue their primary mission of training Soldiers in marksmanship proficiency, as well as attending numerous clinics around the country. The USAMU will soon begin preparations to host the 2010 Fort Benning Rifle and Pistol championships Feb. 3-5 and 10-12.</p><div

class="wp-caption-text">United States Army Marksmanship Unit</p></div><p><strong>FORT BENNING, Ga. —</strong>-(AmmoLand.com)- Junior shooters from across the country descended on Fort Benning Nov. 6-8 as the U.S. Army Marksmanship Unit’s Action Shooting team hosted a junior camp at Krilling Range.</p><p>With two national champions, a two-time international sniper champion and a previous attendee at the camp among the instructors, the opportunity to learn from the best was a chance 48 of the top up-and-comers in the growing sport of action shooting couldn’t pass up.</p><blockquote><p>“I needed more training, and my Mom thought if I came here I would meet new friends and have a lot fun,” said nine-year-old Lee Wills, the camp’s youngest participant and a native of Gainesville, Va.. “She was really right.”</p></blockquote><p>The kids were picked to attend the camp after a thorough selection process, said Sgt. 1st Class Aaron Hampton, the camp director. Each junior had to meet certain criteria such as being a ranked U.S. Practical Shooting Association competitor or able to show that you have a good deal of shooting experience.</p><blockquote><p>“This isn’t a beginner’s class,” Hampton said. “By no means is it geared to teach you the fundamentals. Our goal is to help grow the sport.”</p></blockquote><div

rel="nofollow" href="../sinclair/reloading" target="_blank">reloading</a> the weapon Nov. 7 at Krilling Range. Coley and the USAMU Action Shooting team held a junior camp for 48 juniors Nov. 6-8. Coley himself was an attendee just last year and joined the Army after his positive experience at the camp.</p></div><p>Once the juniors met the criteria, they had to submit an essay on what they wanted to gain from coming to the camp and also what the second amendment means to them. Many submissions included a fondness for the Army and desires to one day join the ranks.</p><blockquote><p>“I wanted it to be something that was personal and heartfelt but also something that they’d have to spend a little bit of time to research and understand,” Hampton said. “If you have nine-year olds who can write you a two-page essay on the second amendment, they probably want to show up. It was designed to be a litmus test on how dedicated they were.”</p></blockquote><p>The attendees had the opportunity to learn from the best. Sgt. Daniel Horner, who recently won the Multi-Gun National championship in Boulder City, Nev., worked with the juniors on drawing and accuracy. Sgt. 1st Class Robby Johnson, a two-time International Sniper Competition champion, gave a block of instruction on the introduction to the rifle. The attendees also learned movement techniques, transitions, and reloads.</p><blockquote><p>“I was here last year and had lots of fun,” said Mark Saffery, a 13-year-old from Jacksonville, Fla. “I’ve been competing for three years now. This camp is the best part of the year. We get to learn something from every AMU mentor. They are so awesome and really great guys.”</p></blockquote><div

Shane Coley, the newest member of the USAMU, attended the camp in its inaugural year last fall. Before attending the camp, he had no plans on joining the Army. That all changed rather quickly.</p><blockquote><p>“It helped me so much when I came here,” Coley remarked, who arrived at the USAMU after completing basic and advanced individual training a mere three weeks ago. “I got to meet a bunch of new people in the sport, but I also had great mentors and great teachers in the Soldiers on the team.</p><p>“I really wanted to prove to them that I could be here. After the world championships last year Sgt. 1st Class Hampton came up to me and we talked. And now I’m here. It is a little weird because a lot of these guys are my friends, but I have to set boundaries. I want to teach them and instruct them. This is a great camp and these kids realize how valuable it is.”</p></blockquote><p>This is a tricky time of year for the Action Shooting team to hold the camp. Soldiers compete in their national championships in late October, and the Fort Benning Three-Gun challenge, which they host, is held the first weekend of December. But it’s a no-brainier for Hampton and his Soldiers to continue bringing the kids back to Krilling Range and keep growing the sport that they all cherish.</p><blockquote><p>“I believe in two things: one, if you’re going to do something you need to go ahead and do it and, two, if you got momentum keep it going because it’s hard to get it started again,” he concluded.</p><div

class="wp-caption-text">Ohioans For Concealed Carry</p></div><p><strong>Ohio -</strong>-(AmmoLand.com)- The 8th Ohio District Court of Appeals has overturned the trial court&#8217;s decision and ruled that Ohio Revised Code 9.68, which provided for statewide preemption of gun laws, to be unconstitutional as it pertains to rifles and shotguns and open carry. The 8th District court feels it applies only to concealed carry licensing laws.</p><p>Cleveland sued the State in March 2007 alleging that the preemption law violated home rule and that they should be able to ban &#8220;assault weapons,&#8221; prohibit open carry of firearms, maintain a gun registration scheme, and pass any such gun ordinance they wished. Ohioans For Concealed Carry and the National Rifle Association filed a joint motion to intervene, but that motion was denied and Cleveland lost at the trial court level on the strength of the Ohioans For Concealed Carry v. City of Clyde case where the Ohio Supreme Court ruled that R.C. 9.68 was constitutional because it was a &#8220;general law that is part of a comprehensive statewide legislative enactment.&#8221; Cleveland appealed their loss, and OFCC and the NRA appealed the denial to intervene.</p><p>In this ruling, the 8th District found that R.C. 9.68 was unconstitutional partially on the grounds of the 1993 Ohio Supreme Court case Arnold v. Cleveland which upheld an assault weapons ban, a case decided thirteen years before R.C. 9.68 was passed preempting such laws.</p><p>The Court agreed with Cleveland&#8217;s assertion that R.C. 9.68 violated the Home Rule provision of the Ohio Constitution which states:</p><p>Municipalities shall have authority to exercise all powers of local self-government and to adopt and enforce within their limits such local police, sanitary and other similar regulations, as are not in conflict with general laws.</p><p>Cleveland argued that R.C. 9.68 is unconstitutional because it is not a general law, despite the findings of the Ohio Supreme Court, and attempts to curtail the City’s police powers in matters other than the concealed carry of firearms.</p><p>In particular, they were concerned about Cleveland Codified Ordinance (C.C.O.) 627.08, possession of firearms by minors; C.C.O. 627.09, possessing deadly weapons on public property; C.C.O. 627.10, possessing certain weapons at or about public places; C.C.O. 627A.02, access to firearms, prohibiting children access to firearms; C.C.O. 628.03, unlawful conduct, prohibiting possession and sale of assault weapons; and C.C.O. 674.05, registration of handguns.</p><p>The State of Ohio countered that R.C. 9.68 read in conjunction with Substitute House Bill 347 did in fact demonstrate a comprehensive scheme to regulate firearms, as previously ruled in the OFCC v. Clyde case. The 8th District Court disagreed, saying that the OSC ruling only applies to concealed carry and that the Clyde case only referred to Section 9 of H.B. 12 (the original concealed carry bill) and not R.C. 9.68., though admitted that &#8220;the Clyde court impliedly upheld R.C. 9.68 as it relates to handguns.&#8221;</p><p>Therefore, the 8th District Court felt comfortable ignoring the Clyde ruling and applied R.C. 9.68 only to concealed carry laws because it was not &#8220;comprehensive&#8221; enough to be a General Law in their opinion because it &#8220;leaves unregulated: (1) the discharge of firearms, (2) the possession and sale of assault weapons, (3) the open carry of firearms on public property and public places, (4) the possession and use of firearms by minors, (5) the registration of handguns as required by the City, (6) the registrations and licensure of firearms dealers, (7) permit or licensing requirements before an individual purchases a handgun, and (8) background checks before the purchase or transfer of firearms.&#8221;</p><p><strong>O.R.C. 9.68 reads:</strong></p><blockquote><p>The individual right to keep and bear arms, being a fundamental individual right that predates the United States Constitution and Ohio Constitution, and being a constitutionally protected right in every part of Ohio, the general assembly finds the need to provide uniform laws throughout the state regulating the ownership, possession, purchase, other acquisition, transport, storage, carrying, sale, or other transfer of firearms, their components, and their ammunition. Except as specifically provided by the United States Constitution, Ohio Constitution, state law, or federal law, a person, without further license, permission, restriction, delay, or process, may own, possess, purchase, sell, transfer, transport, store, or keep any firearm, part of a firearm, its components, and its ammunition.</p></blockquote><p>The 8th District ignored &#8220;the general assembly finds the need to provide uniform laws throughout the state regulating the ownership, possession, purchase, other acquisition, transport, storage, carrying, sale, or other transfer of firearms, their components, and their ammunition&#8221; and only focused on the next sentence which left off the word &#8220;carrying.&#8221; The Court does not believe that &#8220;possess&#8221; and &#8220;transport&#8221; applies to carrying a firearm, therefore found that the City prohibiting open carry is legal.</p><p>The 8th District also found that &#8220;R.C. 9.68 does not establish police regulations but instead limits legislative power of municipal corporations&#8221; and &#8220;attempts to curtail the City’s home-rule police powers without enacting legislation to remedy the purported ill of a confusing &#8216;patchwork&#8217; of municipal regulations involving firearms.&#8221; Citing this shortfall, the Court found that 9.68 is not comprehensive and does &#8220;little to fill in the gaps&#8221; in what they see for laws regarding &#8220;firearm possession, use, transfer, and ownership&#8221; and &#8220;does not prescribe a rule of conduct upon citizens generally.&#8221;</p><p>Taking all of that into account, the 8th District ruled that &#8220;R.C. 9.68 fails to satisfy the general law test&#8221; and &#8220;that it is not a general law.&#8221; In another section, they ruled that it was an abuse of legislative power because it awarded attorney fees to any citizen who challenged a City ordinance if that ordinance was found to be violation of R.C. 9.68.</p><p>Ohioans For Concealed Carry strongly believes that the 8th District used flawed logic in determining that R.C. 9.68 is unconstitutional and that the Ohio legislature rightfully and legally passed R.C. 9.68 with the intention of not only preempting local laws regarding concealed carry, but all firearms laws in the state while lawfully granting municipalities the ability to regulate firearms discharges and zoning laws for commercial firearms sales.</p><p>The Ohio legislature was quite explicit that carrying firearms is a protected right as noted in the Ohio Constitution which states in Article 1 Section 4 that &#8220;the people have the right to bear arms for their defense and security.&#8221;</p><p>OFCC expects that Ohio Attorney General Richard Cordray will appeal the 8th District&#8217;s faulty decision to the Ohio Supreme Court and that the OSC will correctly rule that Statewide Preemption is a Constitutional and General law and halt the attempts of anti-gun administrations from denying gun rights to their citizens. OFCC will also continue our fight to not be shut out in our attempts to intervene and defend the gun rights of Ohio citizens.</p><p><strong>About:</strong><br

class="wp-caption-text">South Dakota Fish, Game &amp; Parks</p></div><p><strong>CUSTER, S.D. –</strong>-(AmmoLand.com)-  The 2009 Custer State Park Fall Classic Bison Auction will be held on Saturday, Nov. 21 at the park corrals. This year’s offering includes six mature cows, 10 two-year old heifers, 20 yearling heifers, 65 heifer calves, 85 bull calves, 40 yearling bulls, 12 two-year old breeding bulls, and 12 burros.</p><p>The auction will begin Saturday morning at 10 a.m. (Mountain Standard Time) at the Custer State Park corrals, located 15 miles east of Custer on Highway 16A and then 9 miles south on the Wildlife Loop Road. Signs will be posted to assist in locating the corrals. A buyer’s reception will be held prior to the auction on Friday, Nov. 20 from 6 to 8 p.m. at the Creekside Lodge, located next to the State Game Lodge in Custer State Park.</p><p>For the past 44 years, the park has made its surplus bison available for sale to the private sector. With every right there is a correlative responsibility. The ancient right to bear arms has been described in antiquity as the obligation to bear arms in defense of your community. In those ancient times if you would not arm yourself to defend your community you were often shunned if not run out of town all together.</p><p>Chuck Baldwin in and article published by NewsWithViews.com quoted the statistic that &#8220;as of 2004, 50% of the adults in the United States own one or more firearms.&#8221; My first reaction was, why so few? As someone who once wore a badge and a gun to protect the property and lives of citizens I can testify that my biggest disappointment was the apathy and even cowardice of the people I was often expected to protect.</p><p>To refuse to come to the aid of others has been considered a crime and good Samaritan laws have prosecuted citizens who failed to assist and aid people in need of assistance or protection.</p><p>Yet, I have heard many people say they would not own a gun or they did not believe in guns. On further inquiry everyone of these purveyors of pseudo-pacifism confirmed that if someone was breaking into their house they would call the police, who will come with guns. The truth is they do believe in guns, but they are either to lazy, to cheap, to cowardly, or just to irresponsible to own one.</p><p><a

These geese can be hunted November 21 through November 27 and December 17 through January 30, 2010. The daily bag limit is two Canada geese.</p><blockquote><p>&#8220;The Atlantic Population is the largest Canada goose population in North America,” said DNR Waterfowl Project Leader Larry Hindman. “However, prolonged snow and ice cover due to cold spring temperatures resulted in few young being produced. class="wp-caption-text">United States Army Marksmanship Unit</p></div><p><strong>FORT BENNING, Ga. —</strong>-(AmmoLand.com)-  Junior shooters from across the country descended on Fort Benning Nov. 6-8 as the U.S. Army Marksmanship Unit’s Action Shooting team hosted a junior camp at Krilling Range.</p><p>With two national champions, a two-time international sniper champion and a previous attendee at the camp among the instructors, the opportunity to learn from the best was a chance 48 of the top up-and-comers in the growing sport of action shooting couldn’t pass up.</p><blockquote><p>“I needed more training, and my Mom thought if I came here I would meet new friends and have a lot fun,” said nine-year-old Lee Wills, the camp’s youngest participant and a native of Gainesville, Va.. “She was really right.”</p></blockquote><p>The kids were picked to attend the camp after a thorough selection process, said Sgt. 1st Class Aaron Hampton, the camp director. Each junior had to meet certain criteria such as being a ranked U.S. Practical Shooting Association competitor or able to show that you have a good deal of shooting experience.</p><blockquote><p>“This isn’t a beginner’s class,” Hampton said. “By no means is it geared to teach you the fundamentals. Our goal is to help grow the sport.”</p></blockquote><div

Coley himself was an attendee just last year and joined the Army after his positive experience at the camp.</p></div><p>Once the juniors met the criteria, they had to submit an essay on what they wanted to gain from coming to the camp and also what the second amendment means to them. Many submissions included a fondness for the Army and desires to one day join the ranks.</p><blockquote><p>“I wanted it to be something that was personal and heartfelt but also something that they’d have to spend a little bit of time to research and understand,” Hampton said. “If you have nine-year olds who can write you a two-page essay on the second amendment, they probably want to show up. It was designed to be a litmus test on how dedicated they were.”</p></blockquote><p>The attendees had the opportunity to learn from the best. Sgt. Daniel Horner, who recently won the Multi-Gun National championship in Boulder City, Nev., worked with the juniors on drawing and accuracy. Sgt. 1st Class Robby Johnson, a two-time International Sniper Competition champion, gave a block of instruction on the introduction to the rifle. The attendees also learned movement techniques, transitions, and reloads.</p><blockquote><p>“I was here last year and had lots of fun,” said Mark Saffery, a 13-year-old from Jacksonville, Fla. “I’ve been competing for three years now. This camp is the best part of the year. We get to learn something from every AMU mentor. They are so awesome and really great guys.”</p></blockquote><div

Shane Coley, the newest member of the USAMU, attended the camp in its inaugural year last fall. Before attending the camp, he had no plans on joining the Army. That all changed rather quickly.</p><blockquote><p>“It helped me so much when I came here,” Coley remarked, who arrived at the USAMU after completing basic and advanced individual training a mere three weeks ago. “I got to meet a bunch of new people in the sport, but I also had great mentors and great teachers in the Soldiers on the team.</p><p>“I really wanted to prove to them that I could be here. After the world championships last year Sgt. 1st Class Hampton came up to me and we talked. And now I’m here. It is a little weird because a lot of these guys are my friends, but I have to set boundaries. I want to teach them and instruct them. This is a great camp and these kids realize how valuable it is.”</p></blockquote><p>This is a tricky time of year for the Action Shooting team to hold the camp. Soldiers compete in their national championships in late October, and the Fort Benning Three-Gun challenge, which they host, is held the first weekend of December. But it’s a no-brainier for Hampton and his Soldiers to continue bringing the kids back to Krilling Range and keep growing the sport that they all cherish.</p><blockquote><p>“I believe in two things: one, if you’re going to do something you need to go ahead and do it and, two, if you got momentum keep it going because it’s hard to get it started again,” he concluded.</p><div

class="wp-caption-text">FirearmsCoalition.org</p></div><p><strong>Manassas, VA -</strong> There has been a close association between sexually transmitted diseases and the military for as long as the two have existed, but the focus of this article is not Venereal Disease, but a different kind of VD that has shocked the military community and the nation.</p><p>The VD which currently plagues the military and puts our soldiers at grave risk is the policy of Victim Disarmament which has been increasingly prevalent even as laws in the civilian world have been moving in the opposite direction.</p><p>While some have pointed to regulation changes during the Clinton administration as the turning point, VD on military bases has been the trend since at least the 1960’s and to a lesser extent even before that.  In military society, so heavily steeped in discipline and control, it is only natural that those in power would be inclined to drift in the direction of micro-management and centralized control.  Commanders in the modern military seem to have gravitated toward a paternalistic role and that paternalism runs all through the chain of command and seems to apply to all subordinates regardless of their age, rank, or experience.</p><p>When a Muslim major decided he was on the wrong side in the War on Terrorism and began shooting soldiers and civilian workers in a premeditated attack at a Ft. Hood processing center, we were all shocked.  Shocked that anyone in the U.S. military could turn on his brothers- and sisters-in-arms with such viciousness.  Shocked that a commissioned officer could hold such radical religious views and not be recognized as a threat.</p><p>But we were especially shocked that anyone could go on a killing spree in the middle of a busy Army base and not run into any armed resistance for over 10 minutes.<br
/> The public was dumbfounded to learn that virtually everyone on all military bases outside of war zones is required to disarm while on base.  Even officers and senior NCOs who are licensed to carry concealed in the state where the base is located are forbidden to have a readily accessible firearm virtually anywhere on base.  Only MP’s and contract security guards may legally go about a military installation armed and even they are generally forbidden to carry when not on duty.</p><p>But who could have imagined that anyone would ever dare to attack soldiers on an Army base?  Well, just as the “unimaginable” idea of using commercial aircraft as guided weapons had been widely publicized in popular novels and was officially included in national threat assessments as a likely scenario, the idea of attacking personnel on a military installation was not novel or new.  A group of home-grown wannabe Muslim terrorists made elaborate plans to do just that back in 2007.  After their plot was uncovered, many in the rights community pointed out the huge vulnerability created by the Army’s Victim Disarmament policies and called for changes, at least to allow qualified officers and senior NCOs to keep weapons handy.  Those calls went unheeded. Some commands went in the opposite direction with commanding officers tightening restrictions on weapons in base housing units and even forbidding soldiers from legally carrying when off-base and out of uniform.</p><p>In the wake of the atrocity at Ft. Hood the Army says it – along with the other branches – will be reviewing security policies and procedures.  I don’t expect to see them give up their VD policies.  It is much more likely that they will conclude that they need to hire more civilian security guards and perhaps implement some sort of alert system similar to those implemented by universities, based around text messages sent to cell phones.</p><p>After all, what if the Army allowed soldiers to be armed and they used them to commit crime, or to shoot each other over traffic disputes?  What about the danger of police mistaking an armed defender for the active murderer or an armed defender accidentally shooting innocent bystanders?</p><p>We’ve heard all of the “what if” arguments in every state that has ever debated concealed carry legislation or talked about extending the right to carry to college campuses.  For some reason the fact that none of the dire “what ifs” have ever materialized and that armed defense is consistently demonstrated to be safe and effective, just carries no weight with paternalistic authoritarians who don’t fully trust their charges.</p><p>More than two years after the Army received a dramatic warning about the vulnerability created by their VD policies, that vulnerability has been horrifically exploited.  And in the face of that experience, soldiers, sailors, airmen and marines remain helpless in the face of threats of armed attack.</p><p>Unlike Venereal Disease, Victim Disarmament can be easily eradicated, particularly in the military.
