I have shot up there many times, and I think the range is safe but the shooters themselves are the biggest variable of weather or not something bad happens.  90% of the time I shot next to someone I felt perfectly safe.  the other times I simply went and shot something else until that individual left.  The trash sucks, there is no way around that.  But when you close the only free shooting range in Colorado springs during an economic time such as this you forces people without the means to buy a membership to go further up the mountain.  and when others are not present people tend not to behave themselves in the same manner possibly resulting in way more trash spread out all over the national forest. I knew US Marines who would not shoot at that range feeling it was unsafe. Plus, the trash there is terrible because people cannot clean up after themselves.
