The lack of training concerning the use and deployment of a tourniquet prompted Navarro to provide a detailed guide to Tactical Casualty Care.

After proposing a lesson plan that included the purpose and use of the tourniquet, Navarro began to see changes in his division. He wants to provide law enforcement personnel with the concepts of tactical casualty care while creating an understanding on how it relates to police officers.

Navarro says his book will also establish guidelines as to when and where lifesaving skills and concepts should be applied. For example, he discusses the mindset required to survive traumatic events, such as immediate hemorrhage control. He believes the skills that are needed to become proficient in combat lifesaving can be taught to law enforcement officers in the same way it is taught to soldiers.

“There’s an enormous communication gap between our military and law enforcement agencies,” Navarro says. “I began a personal campaign to bring attention to the fact that our soldiers are considered trainable in combat lifesaving skills by our government, whereas most of the law enforcement agencies in our country consider this type of training too difficult or beyond the scope of a police officer.”
