The offender in most likely the top LEO in whatever town, an appointee of the mayor or council. I can’t imagine an elected Sheriff doing something like this, although who knows, much stranger things have happened.
File a formal criminal complaint with the Sheriff if the offender is in the city, or with the PD if the offender is the Sheriff.
Otherwise a lawsuit, vigorously pursued, is next.

Shouldn’t be too hard to a stop to this. Local officials who refuse to comply with State Law regarding imposing additional restrictions on Florida Resident’s 2nd Amendment Rights with regards to where concealed carry is allowed and restrictions on shooting ranges already face the prospect of fines & jail time. I see no reason why new laws should be needed – just jail the policeman(en) and their respective supervisors and responsible local elected officials,slap them with the fines mandated by state law – and no problem – their firearms will be returned to their owners pronto.
