Trenton, NJ –-(Ammoland.com)- Yesterday (May 9 2013), the Senate Budget and Appropriations Committee made significant changes to several of the bills advancing through the Senate.

While some positive technical changes were made in response to testimony of Second Amendment leaders, sweeping negative changes that directly impact gun owners were made to S2723 (the permitting / FID card bill).

These include:

  • The Second Amendment right of every handgun owner to acquire additional handguns would be suspended until they prove that they have had formal firearms training, regardless of prior experience. That proof would need to be provided at each renewal of the new firearms card.
  • Handgun purchasers would be subject to a 7-day waiting period between the time they present the new firearms card for purchase until the time they could actually take physical possession of the firearm.
  • According to Senate President Stephen Sweeney, the right to purchase a firearm under the new card could be electronically switched off by local police “if they have a suspicion or concern.” Under current law, Second Amendment rights can only be suspended after conviction of a serious crime – not based on mere “suspicion or concern.” The new approach turns the presumption of innocence on its head and violates due process.

In advance of the full Senate floor vote scheduled for Monday, May 13 2013, please keep contacting Senate President Stephen Sweeney and your own State Senator and urge them to (1) stop all gun bills opposed by ANJRPC from proceeding further in the Senate; and (2) pass proactive legislation enforcing the 30-day permitting deadline widely ignored by police chiefs, and extending the life of handgun purchase permits to one year (both of these innocuous measures have been suggested repeatedly by Second Amendment leaders but have not been acted on).

An audio recording of yesterday’s hearing is available here (find Thursday, May 9 from the menu, then click “listen”).

Highlights of the hearing include:

  • – Senate President Stephen Sweeney describing how the new firearms card could be electronically switched off by local police “if they have a suspicion or concern” (begins at 1:11:00)
  • – ANJRPC testimony against the new FID card bill (begins at 58:30 & 1:17:40)
  • – ANJRPC testimony on severe unintended consequences of a vehicle impoundment bill added to the agenda at the last minute (begins at 29:45)
  • – ANJRPC testimony against fifty caliber ban (begins at approximately 7:30)
  • – NJ2AS testimony against pension divestment bill demonizing firearms manufacturers and sellers (begins at 17:00)
  • – Gun ban extremist Bryan Miller gushing over anti-gun bill amendments (begins at 1:34:50)

The final stop in the Senate will be on Monday, May 13 at 1:00 p.m., when the full Senate is scheduled to consider the full slate firearms bills released from Senate committees. Gun owners are welcome to observe the proceedings in person in the Senate Gallery (there will be no testimony), located at 125 West State Street in Trenton.

Please watch for further updates and alerts.

NJ is heavily democratic. In many ways it is worst than New York. Sure, a ton Jersey subjects, including women mind you, rushed out to buy whatever firearm and ammo they could get their hands on while they still can, but you can bet the family jewels that most of these folks will still vote Democrat comes the next election; not that most of the Jersey Rhino Republicans are much better.

I notice that NONE of the proposed measures has EVER been effective at reducting crime. They are feel-good and sound-good measures that achieve political benefit, but don’t make us safer. It is tragic that this level of bigotry is acceptable in New Jersey.

Mike

NRA has done little for NJ residents. NJ is a Dem controlled State and will never get better for gun owners. Only answer is to move out to another State

@Tenring Bob: “Soooo glad I left N.J. It was bad before and its getting worse. In Minnesota your handgun permit is free and is mailed to you in 7 days, its good for a year and UNLIMITED purchases.” WOW! It’s FREE! And GOOD FOR A WHOLE YEAR!! You’re actually happy your masters don’t charge you to exercise the right you were born with. Gee! So they know who legally owns guns in Mn and where they live. Hopefully that will reduce the incidence of smashing their jack-booted way into the wrong house when the good collectivists of Mn decide to… Read more »

Keep saying NJ is a lost cause. Before you know it YOUR state will be a lost cause too. Think it can’t happen? Ask the fine folks of Colorado.

Illinois was a lost cause too until SAF decided to help them out. They are going to have shall issue concealed carry next month from the looks of it.

We are all in this together. Please support us, help us, urge national organizations like NRA, GOA, SAF to help us. It’s not too much to ask.

Unclezip

Wow. It’s a good thing I don’t bother to ask permission to exercise my rights.

See the nice YouTube video where the NJ state legislators left the mike on while making the comment “we need to confiscate, confiscate, confiscate!”

Seriously, MN is a nice place assure from the cold weather. And we NEVER have hurricanes.

NJ is a lost cause. Everyone in NJ must consider themselves ‘expendable’ like the PT boat crews in the Pacific. The voting populace LIKES being controlled by their betters.

MontieR

I don’t care what they say ANY regulation of our rights is in DEFIANCE of the constitution and illegal. There is NO authority anywhere in the constitution for the government to regulate in ANY way our God given rights. Shall not be infringed is but ONE of these rights.

Tenring Rob

Soooo glad I left N.J. It was bad before and its getting worse. In Minnesota your handgun permit is free and is mailed to you in 7 days, its good for a year and UNLIMITED purchases. There is no card for buying long guns and no fee for NICS check. You can get a CCW without knowing a judge. You can carry a handgun openly while hunting because your not the only predator in the woods. You can target shoot without joining a gun club. Jersey is a lost cause, last American please bring the flag.

To HBH; You mean you actually KNOW a CCW from NJ. I’ve never met one who wasn’t retired Military or Police.
As for a 7 day waiting period, you mean the 2-4 months I wait for a handgun purchase form isn’t adequate.
And I guarantee the fee for the approved instruction will be substantial. And expect LONG waits to take the class. This is BIG BROTHER at it’s worst. G-d I hate this state.

HBH

Like most other states if you have a CHL in your resident state you can circumvent that because it has already been done.HBH
