Governor Perry, please add personal protection for CHLs on Campus to the “Call” for Special Session!

The Texas Legislature closed on the 83rd Regular Session on May 27th. Governor Perry immediately called them into a special session. Special sessions are called by the Governor when the business of running the state is not complete.
Texans consider personal protection to be urgent business.
This issue has been fully vetted by both the House and the Senate over the past three legislative sessions. It has passed out of every committee hearing and passed in both chambers, House and Senate.
This session the issue was halted by the Senate Democratic Caucus after the bill had passed in the Texas House.
Thanks to Lt. Governor Dewhurst for doing his best to “arm-twist” right to the end!
In order to bring any legislation to the Senate floor for discussion or debate, Senate rules require a 2/3s vote. With 31 State Senators, this means 21 must agree by vote to hear any legislation. Bills then pass or fail by a simple majority. There are 19 Republicans. Two Democratic Senators stopped the process.
The block was not due to public safety but to political division!
Members from the state party testified in committee that stopping this issue was a priority on the Democratic platform. Senate Democrats responded to the urging of their party.
In House and Senate committees, students, returning from military service in combat zones, testified to their disappointment at having protected their country; only to return to college and not allowed to protect themselves. Remember a licensee must be 21 years old, submit to a finger print background check, pass the DPS-written course of material and shoot the prescribed course of fire.
Current statistics demonstrate Texas CHLs are 15 times less likely to commit a crime than other Texans. We have statistics compiled since 1995! A person doesn’t obtain a license and pass a background check to be a criminal!
Why would this issue pass in a Special Session?
There is no 2/3s rule during a Special Session!
Students for Conceal Carry on Campus is a national association which evolved out of the tragedy at Virginia Tech. They’ve done their job, we need to complete ours.
Please contact Governor Perry and politely urge our Governor to add personal protection on college and university campuses to the “Call“.

We understand that the bill may be useless with the opt-out option, but that’s where we come in. SCCC is formally established at 4 of the bigger colleges here in Texas. The opt-out section seems to make this whole bill useless, every university public and private will opt out. The majority of university administrators are hoplophobic and will do everything they can to stop carry on campus happen.
The public universities at least need to be forced to allow us to exercise our rights. The opt out section will ensure that things stay the same as they are without the possibility to leverage our votes with our state representatives.
