WEDNESDAY
Tomorrow, Wednesday, January 20, after 1 PM there will be a meeting of the Senate Courts of Justice committee in Senate Room B – many important gun bills will be heard:
- SB 48, Senator Black, STRONGLY SUPPORT, Constitutional Carry bill!
- SB 95, Senator Marsden, STRONGLY OPPOSE, allows a person to be sued if the don’t “adequately” store their firearm and it is stolen and used in a crime.
- SB175, Senator Stuart, STRONGLY SUPPORT, prevents CHP data from being shared with any state that doesn’t honor a Virginia CHP.
- SB 185, Senator Marsden, STRONGLY OPPOSE, prohibits the carrying of a firearm loaded with more than 10 rounds in a magazine or has a threaded barrel in a public place.
- SB 186, Senator Marsden, STRONGLY OPPOSE, restricts the number of courses that qualify to get a CHP.
- SB 187, Senator Marsden, STRONGLY OPPOSE, requires a special permit to be able to purchase a firearm.
- SB 198, Senator Lucas, STRONGLY OPPOSE, closes the non-existent “gun show loophole.”
- SB 217, Senator Marsden, STRONGLY OPPOSE, makes it a crime to authorize a child below a certain age to use a firearm or BB gun.
- SB 220, Senator McEachen, STRONGLY OPPOSE, “Universal Background Check” bill.
- SB 300, Senator Ebbin, STRONGLY OPPOSE, creates a new crime if an open carrier is drunk or under the influence of alcohol.
- SB 301, Senator Ebbin, STRONGLY OPPOSE, closes the non-existent “gun show loophole.”
- SB 302, Senator Ebbin, STRONGLY OPPOSE, makes it a crime to authorize a child below a certain age to use a firearm or BB gun.
- SB 411, Senator Barker, STRONGLY OPPOSE, allows a judge to order a gun confiscation without due process.
- SB 479, Senator Carrico, OPPOSE, allows *retired* police to be able to carry wherever they go, while other citizens have no such ability.
- SB 520, Senator McPike, STRONGLY OPPOSE, removes the option of online training for CHPs.
- SB 544, Senator Newman, OPPOSE, allows judges to carry without a permit anywhere they go, while regular citizens have no such ability.
- SB 608, Senator Reeves, STRONGLY SUPPORT, requires reasonable steps be taken by law enforcement to return a stolen gun.
- SB 626, Senator Vogel, STRONGLY SUPPORT, a person 21 or order that can possess a firearm can use their protective order as a CHP.
THURSDAY
Thursday, January 21, at 4 PM there will be a meeting of the House Militia, Police, and Public Safety subcommittee #1 in the 8th Floor West Conference Room – many important gun bills will be heard.
- HB 12, Delegate Ware, STRONGLY SUPPORT, honors permits from all other states. HB 1163 has better wording, however, and is preferred.
- HB 90, Delegate Taylor, STRONGLY SUPPORT, allows Virginia National Guard members with CHPs to carry at National Guard facilities.
- HB 119, Delegate Webert, STRONGLY SUPPORT, allows Virginia National Guard members with CHPs to carry at National Guard facilities.
- HB 206, Delegate Webert, STRONGLY SUPPORT, eliminates the requirement for a second form of ID when purchasing a firearm.
- HB 273, Delegate LaRock, STRONGLY SUPPORT, eliminates the requirement for a second form of ID when purchasing a firearm.
- HB 382, Delegate Fowler, STRONGLY SUPPORT, allows a state agency employee to store a firearm in their private locked vehicle while at work.
- HB 593, Delegate Bob Marshall, STRONGLY SUPPORT, clarifies that state agencies do NOT have the power to ban the carry of concealed handguns by CHP holders. Overrides Governor’s recent state agency gun ban.
- HB 766, Delegate Gilbert, STRONGLY SUPPORT, a protective order will act as a CHP while the order is in effect.
- HB 784, Delegate Adams, SUPPORT, a person who serves in the military honorably can have juvenile felonies set aside for purposes of owning firearms.
- HB 809, Delegate Lingamfelter, NEUTRAL, prohibits the selling of a “assault firearm” to someone not in the U.S. legally.
- HB 810, Delegate Lingamfelter, STRONGLY SUPPORT, removes the requirement to show proof of citizenship to purchase an “assault firearm.”
- HB 840, Delegate Webert, STRONGLY SUPPORT, allows Virginia National Guard members with CHPs to carry at National Guard facilities.
- HB 1096, Delegate Webert, STRONGLY SUPPORT, state-agency preemption bill.
- HB 1107, Delegate Lingamfelter, SUPPORT, reinstates recognition of all out-of-state CHPs that were accepted on or before 12/1/2015. It also requires the Crime Commission to study all other states and compare their CHP laws with Virginia. HB 12 and HB 1163 are better.
- HB 1163, Delegate Webert, STRONGLY SUPPORT, honors permits from all other states. Best of the bills in this category
- HB 1201, Delegate Bob Marshall, STRONGLY SUPPORT, reinstates recognition of out-of-state CHPs that were accepted before 11/1/2015 and requires the State Police to reinstate any broken agreements with other states. HB 1163 is a better bill.
