Washington, DC -(Ammoland.com)- With your help this month, we have been able to get more than half-a-dozen new cosponsors to legislation that will protect Constitutional Carry and reciprocity.
The bill is HR 923, and it now has over 80 cosponsors.
This legislation will protect your right to carry concealed outside of your home state, whether you live in a Constitutional Carry state or not.
But the fact that it would protect citizens from Constitutional Carry states — enabling these gun owners to carry around the country without getting permits — is what makes HR 923 THE BEST reciprocity bill in the House of Representatives.
Currently, there are 11 states that have permitless carry, and even more states are looking to join the “Constitutional Carry” club.
This is why your help is needed.
We need to get several more cosponsors on this bill to let the House leadership know that reciprocity and Constitutional Carry is important to grassroots gun owners.

The question has been put forth a few times & has yet to be addressed…presumably, because no one has the answer. Why do we have to have an HR 923 in the first place? This is akin to having a vote on a bill that allows Americans the right to speak their minds. It is a fact that Congress “shall make no law” regarding religion, First Amendment, but for over two hundred years the Second Amendment was not binding on the States. States have laws and so far teh HELLER and McDonald cases have not considered ALL the various state laws. So, laws are needed to restore and apply rights into previously hostile states, such as Illinois, Maryland and New Jersey and California and Hawaii.

Before incorporation of the Second Amendment against state actions, states were free, within the limits of their own state constitutions and bills of rights to pass all sorts of laws. Since McDonald states must comport with the federal bill of rights. That requires states to amend and repeal existing law or the federal government to pass laws to nullify existing state laws. In 1789 it was assumed that all legislative bodies would keep constitutionality in mind. But that has proven to often to be hopeless optimism. It is sad for me, as all “my” Congressional representatives are Democrats, and will not back this sane law. One only thinks about his backyard, and how Oregon would give up its rights, not realizing the benefit for his constituents.

I also notice that it doesn’t say that you have to have a ccw if your state of residence requires one, to be able to carry in the other states. So if NC requires a ccw and I don’t have one, I can still carry concealed in the other 49 (or is it the other 56?).

The Bill of Rights, including the Second Amendment don’t GIVE us anything. The existing rights were guaranteed. But rights often need enabling legislation. A lesson from history, don’t assume liberty for license. Missing from this bill and an essential part of any reciprocity change, Gun Free School Zone exceptions MUST remove the language that limits a license to carry only if it is issued by the state where the school is located. Currently a person must have 50m CCW/CCH licenses if they are going to travel without being subject to GFSZ.
Also, currently only police officers are exempted from criminal penalty for discharge of a firearm within a school zone. Self-defense is not lawful for parents, teachers or staff within a GFSZ.
Oklahoma is on there. We are struggling with our own constitutional carry but we are making progress.
We’re also struggling with the issue of campus carry… due primarily to our hoplophobic ex-governor (now president of University of Oklahoma) David Boren. But yes, we are making progress… however slowly.
