Washington, DC -(Ammoland.com)- With your help this month, we have been able to get more than half-a-dozen new cosponsors to legislation that will protect Constitutional Carry and reciprocity.

The bill is HR 923, and it now has over 80 cosponsors.

This legislation will protect your right to carry concealed outside of your home state, whether you live in a Constitutional Carry state or not.

But the fact that it would protect citizens from Constitutional Carry states — enabling these gun owners to carry around the country without getting permits — is what makes HR 923 THE BEST reciprocity bill in the House of Representatives.

Currently, there are 11 states that have permitless carry, and even more states are looking to join the “Constitutional Carry” club.

This is why your help is needed.

We need to get several more cosponsors on this bill to let the House leadership know that reciprocity and Constitutional Carry is important to grassroots gun owners.

So if your Congressman is NOT listed below, please call 202-225-3121 and urge him or her to cosponsor HR 923.

The Representatives listed below have ALREADY cosponsored this bill and should be THANKED. (This list has been updated as of May 5, 2015.)

The right to bear arms is an enumerated civil right and according to article 18 of the USC, Sections 241 and 242, it becomes a Federal crime either to conspire to deprive someone of a constitutionally protected right (241) or for a person to act under color of law to deprive someone of his or her rights or privileges protected under the Constitution (242). This would include state laws regarding one’s 2A rights…as recently illustrated in D.C., where it was adjudged to be (probably) unconstitutional to not allow Shall Issue for CCW & D.C. officers were instructed to not ask… Read more »

The question has been put forth a few times & has yet to be addressed…presumably, because no one has the answer. Why do we have to have an HR 923 in the first place? This is akin to having a vote on a bill that allows Americans the right to speak their minds. Oh wait…Americans (especially the left) do this with impunity already & it has not created an issue because (wait for it), IT IS A RIGHT, the 1st. of many rights in our country’s Bill Of Rights. HR 923, is nothing more than a provision of opportunity for… Read more »

It is a fact that Congress “shall make no law” regarding religion, First Amendment, but for over two hundred years the Second Amendment was not binding on the States. States have laws and so far teh HELLER and McDonald cases have not considered ALL the various state laws. So, laws are needed to restore and apply rights into previously hostile states, such as Illinois, Maryland and New Jersey and California and Hawaii.

Rattlerjake

YOU ARE WRONG! It doesn’t take more laws, it takes repealing or nullification of those illegal/ unconstitutional laws!

TEX

Less laws ESP.FEDERAL is always better ! More is NEVER better when it comes to this !

Wild Bill

Jim, I am not understanding what you have written about, “So, laws are needed to restore and apply rights into previously hostile states…” I am sure that it is just me. Could you, please, explain a little more?

Jim Macklin

Before incorporation of the Second Amendment against state actions, states were free, within the limits of their own state constitutions and bills of rights to pass all sorts of laws. Since McDonald states must comport with the federal bill of rights. That requires states to amend and repeal existing law or the federal government to pass laws to nullify existing state laws. In 1789 it was assumed that all legislative bodies would keep constitutionality in mind. But that has proven to often to be hopeless optimism. When Illinois adopted a new constitution in 1970 they included the words, “subject only… Read more »

It is sad for me, as all “my” Congressional representatives are Democrats, and will not back this sane law. One only thinks about his backyard, and how Oregon would give up its rights, not realizing the benefit for his constituents.

This “legislation will protect your right to carry concealed outside of your home state, whether you live in a Constitutional Carry state or not.” However, would this bill allow one to carry in their home state? I have to admit. I find the following text of the bill regarding “other than the State of residence” confusing: “May possess or carry a concealed handgun (other than a machinegun or destructive device) that has been shipped or transported in interstate or foreign commerce in any State other than the State of residence of the individual that— “(A) has a statute that allows… Read more »

Rattlerjake

I also notice that it doesn’t say that you have to have a ccw if your state of residence requires one, to be able to carry in the other states. So if NC requires a ccw and I don’t have one, I can still carry concealed in the other 49 (or is it the other 56?).

Wild Bill

I think that it is 56 only in Barry Soetoro’s mind. But seriously folks, it is like Wayne writes, why do we need a statutory right, when we already have a Constitutional Right?

Eric_CA

Funny Wild Bill.

Eric_CA

RattlerJake, If I’m not mistaken, I interrupt it the same way. One can carry in other states, but not in their home state. One can carry “in any State other than the State of residence of the individual that— “(A) has a statute that allows residents of the State to obtain licenses or permits to carry concealed firearms; or “(B) does not prohibit the carrying of concealed firearms by residents of the State for lawful purposes; and …” Why can’t it read an ‘individual who is carrying a government-issued photographic identification document and a valid license or permit which is… Read more »

Well at least SC has 4 on the list.

The lefts penchant for fixing things untill they are broken, is a BOLD statement to their limmited mental capacity. Evrything they touch turns to crap. Every good idea they push and pervert into something unrecognisable. The simplicty of our founding document confounds their limited mental capacity. Liberalism is a serious mental disability. Their inability to grasp and understand a simple statement (the right of the people to keep and bear arms shall not be infringed) is a telling testament to their limited mental capacity. Along with all the other deliberate complications they insert into everyday life should bar them from… Read more »

I agree 1000% Montie.

Where did all you people get the idea that laws are
needed to approve a Constitutional RIGHT.

Rattlerjake

Exactly! We already have the second amendment, it gives us the right to carry anywhere any time!

Jim Macklin

The Bill of Rights, including the Second Amendment don’t GIVE us anything. The existing rights were guaranteed. But rights often need enabling legislation. A lesson from history, don’t assume liberty for license. [License has many meanings] For the first hundred years of the USA, the federal constitution and Bill of Rights did not apply to actions by the states. A State could have an official religion, a state could pass laws against concealed carry or open carry. Cities often did such. The anti-gunners love to cite Wyatt Earp and Dodge City, KS ban on open carry for cowboys/trail herders. But… Read more »

Missing from this bill and an essential part of any reciprocity change, Gun Free School Zone exceptions MUST remove the language that limits a license to carry only if it is issued by the state where the school is located. Currently a person must have 50m CCW/CCH licenses if they are going to travel without being subject to GFSZ.
Also, currently only police officers are exempted from criminal penalty for discharge of a firearm within a school zone. Self-defense is not lawful for parents, teachers or staff within a GFSZ.

Matt in Oklahoma

Oklahoma is on there. We are struggling with our own constitutional carry but we are making progress.

JoeUSooner

We’re also struggling with the issue of campus carry… due primarily to our hoplophobic ex-governor (now president of University of Oklahoma) David Boren. But yes, we are making progress… however slowly.

TEX

@Matt,I thought that was a done deal in Oklahoma ! Didn’t it pass and going to the governor ?

James

I am proud of my South Carolina representatives standing up for our constitutional rights and especially
our 2nd amendment.
May the Lord bless you and keep you safe always.
