Annapolis, MD -(AmmoLand.com)- Two weeks ago, I put out a call to the firearms community requesting financial help so we can challenge in court the requirement of needing to obtain an HQL prior to purchasing a firearm.

The calling was to raise a minimum of $10,000 so we could retain counsel. I am thrilled to report that in the last week, you, the firearm community, stepped up to the plate and donated $19,836.68!

Today, Maryland Shall Issue has retained Cary Hansel of Hansel Law, PC as our attorney to represent us in challenging the State of Maryland for the requirement to obtain a Handgun Qualification License to purchase a firearm for self defense inside the home. While our attorney fees are now taken care of, we will incur additional expenses associated with this case for depositions, expert witnesses etc.

Over the next few months, we will be working with Mr. Hansel very closely, but please understand that there will be much information that will be held close to the vest for obvious reasons.

We thank you all for your generosity and ask that you continue to donate to this worthy cause.

If you haven’t donated yet and would like to contribute, please use this link:

About Maryland Shall Issue:

Mission Statement: Maryland Shall Issue is an all volunteer, non-partisan effort dedicated to the preservation and advancement of all gunowners’ rights in Maryland, with a primary goal of CCW reform to allow all law-abiding citizens the right to carry a concealed weapon; and to the education of the community to the awareness that ‘shall issue’ laws have, in all cases, resulted in decreased rates of violent crime.

The HQL is BS. I hold a clearance and went thru finger printing for my Gov. PIV/CAC card. I have to go thru the background and finger printing. Waste of our money (robbery) and my time.

Why is stupid Maryland is the only state that have to go thru it? It violated our 2nd amendment right “to keep and bear arms”.

The right to keep and bear arms (often referred to as the right to bear arms) is the people’s right to possess arms for their own defense.

The law should be discussed for what is — harassment and discrimination against gun owners — not some cock and bull story about safety and training.

I live in MD & personally don’t mind the HQL. Although I owned a regulated weapon prior to the 2013 law so I was exempt from the training classes. I did still have to get fingerprinted & apply for the HQL. If I had been forced to take the class I might feel differently, but I don’t think there’s any downside to gun owners being properly trained. However I do feel that the main point of this law is to make more money for the state. My problem is with the CC requirements. (I also have a problem with the… Read more »

Any mature adult desiring to arm himself WILL take care to somehow learn to safely ahd accuratly handle the weapons he owns. There are so many ways for anyone to learn… join a gun club, take a free safety class (or cheap) often sponsored by local gun and outdoor stores, learn from an Uncle or brother in law…. I have a serious problem wiht a state MANDATING some pre-determined amount and type of training, typically costing a signficant amount of cash, as a precondition to owning or even carrying a firearm for defense. Leave that to the individual. A one… Read more »
