NJ Legislature Supports Police Use of “Extra Lethal “Ammunition

Trenton, NJ --(Ammoland.com)- For more than thirty years NJ Firearms Law has all but banned Citizen use, ownership or possession of hollow point type ammunition, but with the obligatory exemption for Military and Police.
It is true that Citizens can in fact buy, and use hollow points under extremely limited and exceptionally narrowly tailored circumstances, but even most cops aren’t aware of them.
Ask nearly any anti-gun politician or spokesperson for an anti-gun group and the inevitable answer justifying the law is predicated on utter ignorance and unsupportable rhetoric. Opponents will invariably exclaim that hollow point bullets are “extra lethal “ and “they are designed solely to cause devastating wounds, inflicting un-necessary pain and trauma“ and they “pose a grave threat “ or other variations of the meme.
Yet there’s that pesky exemption for the Military and Police?
The only conclusion one can reach is that the Legislature approves of and supports the issuance and potential use of these “extra lethal&#8221; rounds of ammunition by Police Officers in the performance of their duties, essentially suggesting and overtly approving that it’s perfectly acceptable for an alleged criminal to be shot by a Police Officer with them if the situation calls for it.
This means, it is the stated policy of the NJ Legislature that a person engaged in a criminal act, but not having yet had a trial or having been convicted of such an act in a Court of Law, can suffer “ un-necessary pain and trauma “ and suffer “ devastating wounds “ if an Officer decides to shoot the suspect for whatever reason.
Now, let’s shed the harsh light of scientific facts on the issue.
A hollow point bullet is not designed “solely to cause devastating wounds “ its design and construction is engineered to have the bullet expand on impact with a surface, any surface; including concrete, steel, wood, fabric and yes, flesh. By expanding on impact, the surface area of the bullet increases and causes the kinetic energy stored in the bullet to be dispersed over a greater surface area, that’s it!
Remember I mentioned fabric amongst the list of surfaces that will cause a hollow point to expand when it impacts? What are Police issue Kevlar Bullet Resistant Vests made from? That’s right, fabric. In fact, when Police issue Body Armor is tested by both the manufacturer and the government agency responsible for certifying its effectiveness, it’s tested against hollow point bullets!
Police Body Armor is actually much more likely to be more effective at stopping a hollow point bullet then a “full metal jacket“ type of bullet, which is the height of irony. Because of the Legislature’s incredible ignorance of the subject and their apparent willingness to swallow the baseless lies and fear mongering of Anti gunners..
..they’ve unintentionally created a more potentially deadly situation for those they claim to be trying to protect, Police and innocent Citizens.

(NYSE:OLN), makers of Winchester ammunition, reported that fourth quarter Winchester division sales were up 8.7 percent compared to the same period last year.</p><p>Segment earnings were $500,000, down from $3.6 million in the fourth quarter of 2010.</p><p>The company said the decline in segment earnings reflects the impact of a less favorable product mix, higher commodity metal costs, higher manufacturing costs and costs associated with the relocation of the centerfire operations to Oxford, Miss., partially offset by higher selling prices.</p>Tags: <a

title="AmmoLand Reports" href="../" target="_self">Ammoland.com</a>)-  On Friday afternoon January 27th, news broke on various social networks that four Northern New Jersey autocratic Assembly members snuck two new sweeping and completely unnecessary anti-gun bills onto the calendar of the Law and Public Safety Committee for Monday January 30th.</p><p>Assembly <strong>Bill A588</strong> concerns a new ammunition ban, cleverly disguised and marketed for the protection of Law Enforcement, but granting unprecedented powers to an unelected official, in the form of the State Attorney General; to unilaterally ban any ammunition, of any type or construction, including incredibly enough, benign plastic <em>“BB’s</em> “of the type used by Airsoft Toys, if the Attorney General deems them a “<em>threat to the safety or welfare of Law Enforcement “.</em></p><p>When reached for comments over the rationale and reasoning for such an onerous proposal, an aide to one of the sponsors claimed the bill was only concerned with banning a particular type of round, the FN 5.7 caliber SS109AP Armor Piercing one, fired from the FN Pistol, due to its concerns that the round in question can penetrate multiple layers of Kevlar Bullet Resistant Vests most commonly issued to Police Officers. Ignore for the moment the blatant and almost certainly Un Constitutional vesting of near omnipotent regulatory powers in an unelected and unaccountable Official in favor of focusing on the concerns over the ammunition specifically referenced in the Statement and the language of the proposed legislation in general.</p><p>The Statement portion of the proposal, which briefly explains the sponsors reasoning, appears on its face to target only the SS109AP 5.7 round.</p><blockquote><p><em>A round which is already restricted by both NJ State and Federal Law to Law Enforcement and Military personnel.</em></p></blockquote><p>This is readily apparent from the description of the type of round in question, with the AP initials standing for, quite obviously, its designation as an Armor Piercing round. Essentially this means that the sponsors of this legislation are arguing to make an already prohibited round <span
style="text-decoration: underline;">“<em>more illegal “</em></span> then it already is. How this is a logical conclusion on the parts of the various Assemblypersons is anyone’s guess. More troubling is the intentionally over broad language found in the proposal that would potentially make possession of virtually any round of ammunition by a law abiding citizen a criminal offense at the whim of the Attorney General.</p><p>There are any number of common and ubiquitous rifle rounds that are used in target competitions, hunting and numerous other completely legal activities that are fully capable of penetrating standard Police Issue body armor. And as more manufacturers continue to develop and market handguns that fire a rifle caliber bullet, the threat becomes obvious. The language of the proposed legislation would most certainly grant the ability to outlaw those rounds by fiat, merely by a finding by the Attorney General that they <em>“pose a threat to the safety and welfare of Law Enforcement Officers”</em>. As AirSoft toys are not considered firearms under NJ law, despite the best efforts of ideological hoplophobes in the Legislature, it’s a mystery why AirSoft “<em>BB’s</em>” are included in the language.</p><blockquote><p><em>At a future date the AG could conceivably issue an opinion and finding that because an AirSoft pellet might cause a red mark or “shoot someone’s eye out” that they meet the criteria of posing a threat to the safety and welfare of Law Enforcement and must therefore be banned.</em></p></blockquote><p>Assembly <strong>Bill A1013</strong> concerns <em>“defaced firearms</em> “ and is once again written so poorly as to criminalize the ownership use or possession of any firearm whose factory finish has been degraded by use, age or rust, or replaced, changed or enhanced with the application of numerous firearms finishing products such as <em>“bluing “</em> chemicals or DuraCoat products. Anonymous sources that spoke to the primary sponsor of A1013 on Friday, Assemblyman and Law and Public Safety Committee Chairman Charles Mainor; told this journalist that</p><p>Assemblyman Mainor ‘s intent with A1013 was solely to deal with the criminal use of defaced firearms, meaning ones that had their serial numbers obliterated by criminals in order to frustrate any potential law enforcement investigation.</p><blockquote><p><em>Once again, this is an act that is already a Federal Level Felony, so it remains unclear why a new law making it <span
style="text-decoration: underline;">“more illegal</span> “ is felt necessary.</em></p></blockquote><p>Word from my sources is that Assemblyman Mainor intends to have the overly broad language stricken from the proposal.</p><p>In an effort to be fair in my capacity as an independent journalist, I contacted the offices of each of the sponsors of both A588 and A1013, seeking on the record comments of their reasoning and explaining that I was under a 48 hour deadline. While the various aides or spokespersons were unfailingly polite and promised to get back to me either with a statement from the sponsors or to request the sponsors contact me directly to get their opinions from the horse’s mouth as it were, not one of them actually did.</p><p>I will also be following up with the NJ State Police Public Information Officer as soon as possible to get their position on these matters, specifically A588 and whether or not there is even a concern among Law Enforcement over the already banned SS109AP round, or if this is as a solution looking for a problem that doesn’t exist. My own belief, one shared by anyone familiar with the 30 year history of draconian firearms laws is that A588 is a thinly veiled effort to perform an end run around Second Amendment rights in NJ, effectively neutering them beyond all recognition. It has long been argued by various Pro Gun Control groups, their enablers in the Legislature and their sycophants in the media that; if they cant accomplish an outright gun ban, they would pursue the next best course, efforts to ban ammunition, which if successful would render law abiding citizens firearms as useful and effective as a paperweight.</p><p><strong>So why are certain Legislator’s pursuing this course?</strong></p><p>Simple, they are ideological purists, smug in their sense that they know better than everyone else, and will do whatever they can, and we the Citizens allow, to force their views on others via the force of law. It’s far easier for them to blame an inanimate object and its accessories, to slander and demonize a politically incorrect segment of society and to cater to voters who get their knowledge of firearms from Hollywood. It’s about power and control, about crass political expediency and nothing more. Legislators like the sponsors of A588 count on people’s ignorance and apathy, they use deceit and misrepresentation, aided and abetted by a complicit media to ram through policies they know won’t have any meaningful effect on criminals, in favor of punishing innocent people and running roughshod over the Second Amendment.</p><p>For twenty plus years we have witnessed, ever more onerous <em>Feel Good Anti-Gun Legislation in NJ</em>, so that politicians can claim to be <em>“doing something “</em> about violent crime, forgetting or more likely not caring the least about the fact that criminals by their very definition are predisposed to not follow the law to begin with. These policies don’t work, haven’t worked and in fact can’t work. What will pay noticeable dividends in reducing violent crime is cracking down hard on criminals that commit violent acts while possessing a firearm, including stiff, minimum mandatory sentences that will not be plea bargained away so a Prosecutor can notch another guilty plea in his or her file.</p><p>In the interim, I urge anyone reading this to contact the sponsors of both A588 and A1013, plus the members of the Law and Public Safety Committee and politely but vociferously voice your steadfast opposition to these proposals and your commitment to do everything possible to ensure their defeat in addition to any future similar legislation and those in office that come up with it, while ignoring going after criminal misuse of firearms. Even better, if at all possible given the short notice; make every effort to journey to Trenton tomorrow, Monday January 30th and voice your opposition and resolve in person during the public comment portion of the Law and Public Safety Committee hearing to be held at 2 pm.</p><p>More information for anyone planning or able to attend tomorrow’s Committee Hearing can be found by joining the <a

title="AmmoLand Reports" href="http://www.ammoland.com/" target="_self">Ammoland.com</a>)- Our Gang just returned from the 2012 SHOT Show in Las Vegas. It was a very successful <em>– and a very hectic –</em> event.</p><p>Our industry appears to be very strong right now, and the pace at the show almost felt &#8220;<em>frantic</em>&#8220;.</p><p>We picked up on five trends that we think you’ll want to keep in mind to stay ahead this year.</p><p><strong>Ammunition —</strong> All calibers. Most of the ammunition manufacturers out there wrote business way in excess of last year’s SHOT Show. Remember, ammunition has not seen a down, or even flat, year since before 2008, and 2012 will be another large year in the ammunition market. We suggest you place orders with your suppliers or stay in contact with your just-in-time suppliers and stay ahead of this market. Some calibers that may be of more interest are the popular concealed carry handgun cartridges and the long range rifle rounds.</p><p>Check with your customers in those two venues to see what they’re shooting and have plenty on hand for them and their buddies, who quite likely will be buying much the same calibers. Also, as new calibers become &#8220;<em>hot</em>&#8221; during the year, check them out with your customers. There’s always someone in the gang who has to be first at the range with the <em>&#8220;latest and greatest&#8221;</em> according to the TV show they’re watching or the magazines they’re reading. And, at this point in this conversation, I just can’t help myself&#8230; I’ve just got to plug our own vast selection of <a

Or work with our partner in the industry, <em>&#8220;Crow Shooter Supply&#8221;</em>, which is a massive wholesaler of ammunition.</p><p><strong>Concealed Carry Pistols —</strong> No new trend here, but a huge emphasis on smaller frames fitting the smaller hand, with a lot of new models of all kinds of handguns specifically targeted at this market. The question we get from all of our friends, since we’re known as the <em>&#8220;gun guys in Iowa&#8221;</em> is<em> &#8220;What pistol should I be getting for myself or my spouse?</em>&#8221; Be prepared to answer this question from your customers or friends, and become the local expert on the subject while you’re at it.</p><blockquote><p><em>Getting folks involved in shooting through the self-protection or concealed carry channel will only help our industry and solidify in their minds the enormous importance of personal ownership of firearms under the guarantees of the Second Amendment.</em></p></blockquote><p>It’s important to have these pistols in stock to display, especially for a new purchaser of a firearm. These new buyers are going to want to handle them and test them for look, feel and weight – all very important to the new customer. Also, make sure you have a good selection of holsters and carrying devices and quick-access safes. We fielded questions about all of these things, and you’ll need to be prepared to show and tell and demo. And, if you’re really smart, you’ll offer concealed carry training classes for these new customers – and all the other folks who want to get the permits. We’re really astonished at how many folks want the CCW permit whether they’re ever actually going to carry or not. They just want the option of being completely legal and properly trained if the need ever does arise.</p><p><strong>Cleaning Equipment &amp; Range Equipment —</strong> A huge field of &#8220;<em>stuff</em>&#8221; with almost unlimited possibilities was at the SHOT Show. First, of course, are the basics: eye protection and hearing protection. Next, the various and multi-assorted cleaning rods and brushes, jags, patches and solutions. Lots of choices at the show. Some new and interesting ones, too. Then range equipment, with the choices limited only by what you and your customers want, need, or can afford. We saw some wonderful action targets that’ll make shooting lots more fun and can be used to make it more competitive, too. Next, everything from range mats to rests of all sorts and styles to the specialty things used by the long-range shooters and in the various other competitive venues, especially 3-gun. Shotguns galore and all the items that can go with this market. You need to understand your particular market and from the really gigantic selection out there, choose what works for your customers and the local ranges.</p><blockquote><p><em>Just be prepared to special order what they need and you don’t stock – and be knowledgeable of what is available.</em></p></blockquote><p><strong>Tactical &amp; Long-Range Rifles —</strong> We saw a significant presence of AR-style 308 caliber platform firearms, as well as long-range rifles based on the .30 caliber bolt-face. People want to be shooting accurately at a long distance <em>– and this is where much of the buzz is at this moment.</em> We saw the coordination of rifles and ammo suitable for long ranges, as well as many accessories for the bench and field that can assist in reaching out to 300–500 yards or, listening to the shooters talking, frequently much farther.</p><p><strong>Social Media —</strong> Various forms of this phenomenon were so frequently mentioned in visits with folks that I think we need to discuss it. Marketing on the web has become almost automatic for lots and lots of companies and businesses. It seems if you want to be serious about your business you need a web site. Almost a given. Now Facebook, [<a
href="http://www.AmmoLand.com" target="_blank">AmmoLand.com</a>] blogs and forums of all kinds are becoming a major source of information. People love the web and magazines as a source of information, but now they are linking up to various info interchanges and getting <em>&#8220;the word&#8221;</em> at lightning speed on just about any subject.</p><blockquote><p><em>If you want to stay up to date with what people are looking for, you absolutely must have a web site, and by now you almost need the blogs, Facebook, and forums as a way to get people to find you and for you to get information out to them.</em></p></blockquote><p>As we said at the opening, 2012 SHOT Show was frantic. We believe a good part of that will flow on into the buying patterns of the year: A record number of NICS checks in the <a
title="AmmoLand Reports" href="http://www.ammoland.com/2012/01/02/santa-deliverers-1-5-million-firearms-for-christmas/">weeks before Christmas</a> than any other time ever. Record gun sales for 2011. Huge ammunition sales. An apparent up-tick in the number of hunting licenses issued in some areas. And, an ever increasing understanding and focus on the right to bear arms under the Second Amendment of the Constitution.</p><blockquote><p>More and more people are &#8220;<em>getting it</em>&#8221; and exercising that right. /> IFC has been working with NRA, and also with Gary Slider at www.hangunlaw.us, to help get Georgia to recognize Iowa’s Permit to Carry.</p><p>Thanks to all parties involved for their efforts. Georgia law was written such that it would recognize states that honored Georgia’s permit, but bureaucracy was getting in the way of making it official. That hurdle has now been overcome!</p><blockquote><p><em>Your Iowa Permit to Carry is now valid in 27 other states.</em></p></blockquote><p><strong>Traditional Ammunition Progress</strong><br
/> Tuesday, Senate Joint Resolution 2001 passed in the state Senate Natural Resources and Environment Committee by a 9 to 3 vote. State Senators Dennis Black (D-21), Dick Dearden (D-34), Joni Ernst (R-48), James Hahn (R-40), Shawn Hamerlinck (R-42), Tom Hancock (D-16), Tim Kapucian (R-20), Brian Schoejahn (D-12) and Kent Sorenson (R-37) voted to pass SJR 2001, while Senators Robert Hogg (D-19), Amanda Ragan (D-7) and Joe Seng (D-43) voted against it.</p><p>Today, House Joint Resolution 2001 passed in the state House Natural Resources and Environment Committee by a 17 to 4 vote. /> Tuesday the House Public Safety Subcommittee passed HF 573 by a 2 to 1 vote. This important piece of “stand your ground” self-defense legislation will now be heard by the full House Public Safety Committee as early as Tuesday of next week.</p><p>Representative Matt Windschitl (R-56) has been working on this legislation since 2007. Previously the legislation had struggled largely due to Democratic control in the House. Since the power balance in the House has shifted Rep. Windschitl has worked hard with NRA and IFC on crafting a solid self-defense bill for Iowans.</p><p>Please take time to e-mail or call Representative Windschitl and thank him for working with IFC and the NRA. Ensure him that you will be helping get behind his effort to pass this important piece of legislation this year! title="AmmoLand Reports" href="http://www.ammoland.com/" target="_self">Ammoland.com</a>)- Common hunting, target, and self-defense ammunition would be subject to ban under A588, along with BB’s, airgun pellets, and plastic airsoft pellets!</p><p>Additional legislation being considered (A1013) could land gun owners in jail for refinished or damaged firearms that might be deemed &#8220;<em>defaced</em>”</p><p>On Monday, January 30 at 2:00 p.m. the New Jersey Assembly Law &amp; Public Safety Committee is scheduled to consider A588, legislation that would enable the Attorney General to ban all handgun and most rifle ammunition if he unilaterally determines that it <em>&#8220;poses a threat to the safety and well being of law enforcement officers.”</em></p><p>Cleverly disguised as police safety legislation aimed at armor piercing ammunition (<em>which is already prohibited under federal and state law)</em>, the measure actually opens the door to a sweeping ammunition ban by an unelected public official by executive fiat. Common hunting, target, and self-defense ammunition would be subject to ban, along with BB&#8217;s, airgun pellets, and non-metallic ammunition like plastic airsoft pellets, if the Attorney General decides that they pose a threat to the safety and well being of law enforcement.</p><p>Although the bill only mentions handgun ammunition, it is in fact not limited to handgun ammunition, and would apply to all rifle ammunition for which a handgun if ever made. As an increasing number of gun manufacturers make handgun models that shoot rifle caliber ammunition, the line between <em>&#8220;handgun” vs. &#8220;rifle”</em> ammunition has become blurred, and the New Jersey State Police have already begun treating rifle ammunition in this category as if it were handgun ammunition for regulatory purposes.</p><blockquote><p><em>So long as a handgun exists that shoots a particular caliber of rifle ammunition, New Jersey treats that ammunition as if it were handgun ammunition.</em></p></blockquote><p>The Assembly Law and Public Safety Committee is also scheduled to consider A1013 on Monday. One provision of this police safety legislation significantly increases the penalties relating to &#8220;<em>defaced</em>” firearms. href="http://capwiz.com/iowacarry/issues/alert/?alertid=60703501" target="_blank">action here</a>!</p><p>The Commission has taken a page straight out of the anti-hunting extremist groups’ playbook to deter hunting through traditional ammunition bans.</p><p>Anti-conservation fanatics failed at the federal level after the EPA rejected their lead-ban petition and have now placed their focus on Iowa knowing that doves are the most popular and abundant game bird hunted in America. This traditional ammunition ban is designed to price hunters out of the market and keep them from taking part in traversing Iowa’s fields and forests after the historic dove hunting legislation passed this year.</p><p>The Commission did not cite any relevant scientific studies showing negative effects of traditional ammunition when proposing this amendment last session, and has simply jumped in the political bed with anti-hunting extremists.</p><p>Just look at what Iowa’s DNR Director, Roger Lande, had to say about the ban in the Commission’s press release: <em>“There will be a number of hunters who will be opposed to this decision, but at the end of the day, this action by the commission will help protect Iowa’s environment and wildlife from the adverse affects of lead.”</em></p><p>Dove populations are doing better than ever all while the vast majority of states allow traditional ammunition for dove hunting.</p><p>This amendment is the same position the Commission took earlier this year when it attempted to ban the use of lead shot on numerous state and federal wildlife areas across Iowa and said that they would “<em>begin limiting the use of lead for all hunting and fishing on all public areas.”</em> The Commission is blatantly subverting the will of the legislature, where the state House debated the lead issue and overwhelmingly rejected it.</p><p>Also, the Iowa DNR has a section on its website titled <em>“Get the Lead Out”</em> which has language eerily similar to the Center for Biological Diversity <em>(“Get the Lead Out”)</em> campaign – and yes, this is a propaganda piece written by the group that petitioned the EPA to ban all lead and traditional ammunition in America!</p><p>The Commission’s first attempt at a traditional ammunition ban last session was defeated with Governor Terry Branstad’s help, but this amendment has made their intentions clear. They intend to keep trying until they can get something to stick and once they do they will take this ban across the board.</p><p>Please help us take action on this by <a

title="AmmoLand Reports" href="http://www.ammoland.com/" target="_self">Ammoland.com</a>)- Anti-gun legislators from New York City have once again introduced firearms microstamping legislation <em>(A. 1157b, Assembly Codes Committee)</em> that would result in banning firearms in the Empire State.</p><p>If microstamping were to become law, firearms manufacturers would be forced to employ a patented, sole-sourced concept that independent studies, including those from the National Academy of Sciences and the University of California at Davis, found to be flawed and easily defeated by criminals.</p><p>Passage of this bill could result in layoffs of factory workers throughout New York as manufacturers, already being heavily lobbied by tax and gun friendly states, consider moving out of New York. Furthermore, firearms manufacturers could be forced to abandon the New York market altogether rather than spend the astronomical sums of money needed to completely reconfigure their manufacturing and assembly processes. This would directly impact law enforcement, firearms retailers and their law-abiding customers.</p><blockquote><p>&#8220;This is an extraordinarily dangerous bill,&#8221; said NSSF Senior Vice President and General Counsel Lawrence G. Keane. &#8220;As legislation that would mandate microstamping not only threatens law-abiding gun owners but our industry&#8217;s ability to supply the nation&#8217;s law enforcement officers and military with high-quality firearms, we encourage all citizens of New York to <a

title="AmmoLand Reports" href="http://www.ammoland.com/" target="_self">Ammoland.com</a>)- What an amazing year 2011 has been!</p><p>Since this is our final WebBench for the year, we wanted to take a little time to review just how the year has gone&#8230; and what we expect to see happen in the upcoming year, 2012.</p><blockquote><p><em>Well, we would have to say 2011 was the year for home defense and personal protection firearms with their related accessories and equipment.</em></p></blockquote><p>With the of expansion of concealed carry through all the states<em> – except for Illinois, which we understand is working on the issue [and New Jersey which will have to be sued into submission] –</em> this interest in self-protection has fueled much of the firearms sales, training, and accessorizing. When you layer over that the really tough economic times that have been thrust upon us, you get a tsunami of new and re-engaged firearm owners in America.</p><p><strong>Falling Crime Rates</strong><br
/> The amazing impact of all of this is that crime has fallen nationally for the 5th straight year in a row. So, the realization that more and more people are ready to protect themselves<em> – and are equipped and properly trained to do so –</em> has had an amazing effect on those heretofore inclined to crime. Their targets of opportunity are narrowing considerably, as people become more and more intent on not being a victim. Of course, there are no numbers supporting how many potential crimes have been stopped or prevented by trained and armed citizens exercising their right of personal protection and taking control of potentially dangerous situations – and there never will be. Nor does there need to be. All we have to do is watch those crime statistics continue to fall, even in these times of cutbacks in police budgets, and we know that those of us who take personal protection seriously and get ourselves trained properly are part of the cause of these decreasing crime rates.</p><p>Of course, we must also realize this was also the year for having fun out at the range – with tactical rifles taking the lead, and all the building/rebuilding, accessorizing and tinkering you can do with these great guns and calibers.</p><blockquote><p><em>There seems to be no end to what you can do if you&#8217;ve a mind to do it with these guns, and we&#8217;ve seen some mighty innovative things come out of this particular venue.</em></p></blockquote><p><strong>Women Shooters</strong><br
/> Another continuing trend is the amazing increase in the number of women taking part in the shooting sports. The gals are discovering that not only is it a lot of fun to go out to the range and shoot, but they are competing in more and more events. And they&#8217;re getting their friends, kids and partners involved if it wasn&#8217;t their guy who got them there in the first place. I love it, and I&#8217;m happy to see the woman in my life getting into shooting. It&#8217;s one of the things a couple can do together for fun, or even serious competition if they&#8217;ve a mind to do so.</p><p><strong>Three Gun</strong><br
/> Another huge growth factor this year is the increase in the various types of competitions and the huge growth in attendance we&#8217;ve seen at some of them. Coming to mind first, of course, is the proliferation of 3-gun matches. Lots of places, some wonderfully creative stages, and more and more of these matches being held. They are lots of fun, and the necessity of becoming proficient with 3 different firearms not only makes them more challenging – but also easier to screw up. This type of competition has practical applications for self protection&#8230;the different scenarios of the stages and the stress of competition really start to build a person&#8217;s skills. We believe the growth of shooting at the range has actually surpassed the growth of golf. Think I saw these numbers somewhere, but of course in putting this WebBench together I can&#8217;t find a source now.</p><blockquote><p>Well, we can do the old political thing about<em> &#8220;if you say it loud enough and long enough, everybody&#8217;s gonna believe it</em>&#8220;, and just make it so!</p></blockquote><p>SO FOR 1212, what do we see coming down the pike? Hate to be stuck in a rut here, but we all agree that it basically is going to be a repeat of 2011 for tactical rifles, the AR&#8217;s and clones and calibers. And more people shooting for the sheer pleasure of shooting and tinkering and fiddling with their guns. But, most importantly of all, 2012 is definitely going to be another year for personal protection, self-defense firearms and the training and accessories that make this all work&#8230; and, of course, ammunition!</p><p><strong>2012 Election</strong><br
/> Let&#8217;s look at it – we know 2012 will be heavily influenced by the major election coming in November. We know the gun issue may not get top billing because of the huge potential to do damage to one of the major parties. But, it definitely will be a sub-plot that plays out in the polls due to the enormous impact of voters watching out for their firearms ownership, personal protection and Second Amendment rights. We know that tensions in the Middle East are not going to go away – not in our lifetimes anyway. And the potential threat of terrorists&#8217; activities on our shores further fuels serious thinking about the need for personal protection. We know the economy, the massive debt and housing crisis, and unemployment cannot be cured by election time – or for that matter even for some time after.</p><p><strong>Ammunition</strong><br
/> All of these issues put stress on our cities and citizens and everyone concerned with their own personal safety and their access to ammunition – the one expendable part of the personal protection equation. Ammo&#8217;s one thing we all run out of, given enough time, so it will be a big selling item in &#8217;12, and we truly expect for the foreseeable future. The issues hanging over 2012 are not curable in just one year<em> – not a one of them –</em> so our projection goes well through 2012 and likely further.</p><blockquote><p><em>It will most assuredly be another year for the growth of ammunition sales. An astronomical year of ammunition sales. You want it, and we&#8217;ve got it. (radetec.com), located in Bethlehem, Pa., will launch the SpeedShot training grip systems at the SHOT Show in Las Vegas on Jan. 17-20, 2012 (booth no. 15938A).</p><p>Drawing on its vast experience in cutting-edge electronics technology for the medical industries, Rade Technology Corp. was established in 2010 to serve professional and amateur firearm users who want to improve shooting speed and accuracy in competitive speed shooting sports, as well as personal protection, home defense, and law enforcement.</p><p>There are two SpeedShot electronic training systems for pistols and long guns, both using a sensor in the dedicated magazine and then a choice of numerical digital or LED light display on the firearm depending on the training system chosen by the student and instructor. SpeedShot patent-pending ergonomic electronic grips replace existing pistol grips during training in order to show the number of rounds remaining in the weapon&#8217;s magazine. It does not sense the presence of a round in the chamber.</p><p>Radetec is currently rolling out pistol grips for virtually all popular pistols in the most popular caliber ammunition. Currently, Radetec systems are available for Beretta, Glock, Smith &amp; Wesson M &amp; P, and M1911 platform pistols.</p><div

In the LED light version, the light changes from unlit for four or more rounds, to blue for three rounds, to green for two rounds, to red for one round, and flashing red to indicate an empty magazine.</p><p>The digital numeric read-out indicates the actual number of rounds left in the magazine. The total number of rounds fired by the pistol since the installation of the grips can also be accessed in this configuration.</p><p>The SpeedShot counting system is powered by a five-year lithium battery. SpeedShot for pistols comes with a specially designed set of ergonomic grips with embedded electronics for each make and model of firearm, one magazine, and a user&#8217;s manual. title="AmmoLand Reports" href="http://www.ammoland.com/" target="_self">Ammoland.com</a>)- Gun and sporting organizations are supporting Senator Jon Tester’s efforts to ensure that hunters and anglers can continue using traditional ammunition and fishing tackle.</p><p>Tester this week offered an amendment to clarify that the Environmental Protection Agency does not have the ability to regulate bullets, shot or sinkers.</p><blockquote><p>“When it comes to our outdoor heritage, Montana’s hunters and anglers deserve common sense,” said Tester, Chairman of the Congressional Sportsmen’s Caucus. “It’s my job to make sure that Montana’s sportsmen can access and enjoy the Big Sky’s great outdoors without having to look over their shoulders.”</p></blockquote><p>Tester’s efforts are supported by the National Rifle Association, National Shooting Sports Foundation, American Sportfishing Association and the Congressional Sportsman’s Foundation.</p><blockquote><p>“The Tester amendment will preclude the EPA from banning traditional ammunition,” said Chris Cox, Executive Director of the NRA-Institute for Legislative Action. “This is an important issue to hunters and gun owners and we are grateful for Sen. Tester’s leadership on this matter.”</p><p>“Sen. Tester’s amendment is important to all Americans because a ban on traditional ammunition would not just affect hunters, target shooters and gun owners, but it would impact all law enforcement and the U.S. military as well,&#8221; said National Shooting Sports Foundation Senior Vice President and General Counsel Lawrence G. Keane.</p></blockquote><p>Tester’s measure also maintains the ability of the U.S. military and law enforcement to use lead ammunition.</p><p>The EPA previously decided <a
title="AmmoLand Reports" href="http://www.ammoland.com/2010/08/28/epa-denies-petition-calling-for-lead-ammunition-ban/">not to restrict traditional ammunition</a> and fishing tackle, but with that decision now in the courts, Tester’s measure would enshrine protections for hunters and anglers in law.</p><p>Currently ammunition is regulated by state and federal wildlife agencies and that ability would be retained under the Tester Amendment. The amendment would not affect current U.S. Fish and Wildlife Service safeguards aimed at protecting water fowl.</p><p>Tester is a champion for gun rights, hunting and fishing. Most recently, he <a
title="AmmoLand Reports" href="http://www.ammoland.com/2011/10/21/senator-tester-pushes-land-access-amendment-for-montanas-hunters-angler/">pushed to restore</a> the Open Fields initiative that improves voluntary access to land for Montana’s hunters and anglers.</p><p>Tester’s amendment is available <a

Hafley chose Remington Premier Nitro 27 Handicap shotshells for her winning performance of breaking 261 out of 300 clays.</p><p>Other notable Team Remington victories at the NSCA Championship matches include Gebben Miles and Diane Sorantino taking top spots in the Federation Internationale de Tir Aux Sportives de Chasse (FITASC) Championship as National Champion and Lady Champion, respectively. Both team members elected to use Remington Premier Nitro 27 Handicap shotshells for their victories.</p><p>Continuing their winning ways, Team Remington members Travis Mears and David Radulovich also relied on Remington Premier Nitro 27 Handicap shotshells for wins in their respective matches. title="AmmoLand Reports" href="http://www.ammoland.com/" target="_self">Ammoland.com</a>)- Staff Sargent Daniel Horner of the US Army’s Marksmanship Unit used the new 300 AAC Blackout cartridge to win 1st overall in the Tactical Optics division of the 2011 USPSA Multigun National Championship, held outside of Las Vegas, Nevada.</p><p>300 AAC Blackout was launched by Advanced Armament Corp. and Remington primarily for the military as a way to shoot 30 caliber bullets from the M4/AR15 platform while using standard magazines, but is expected to see a lot of use for hunting, plinking, and home defense as well.</p><p>The concept of putting a 30-caliber bullet in a shortened 223 case has been done before, but not as an industry-wide standard that anyone can make products for, royalty-free.</p><p>SAAMI, the industry standards organization, adopted 300 BLK earlier this year, and it now has broad industry support– with over 60 companies making products for it. Remington is leading the pack with the most types and highest volume of ammo available – 125 grain open-tip match with a custom Sierra bullet, 220 grain subsonic, and 125 grain AccuTip for hunting, law enforcement, and self-defense.</p><div

title="AmmoLand Reports" href="http://www.ammoland.com/" target="_self">Ammoland.com</a>)- Lead in all its forms has become a four-letter word in our society.</p><p>Of late it has become a tool for environmentalist, animal activist and anti-hunting and fishing groups – a tool with dangerous consequences, in some ways maybe more so than the metal itself.</p><blockquote><p>If there ever was an elephant in the room that could affect how we hunt, shoot, and fish from here on out, this is it.</p></blockquote><p>Environmental groups are now claiming that wildlife on a large scale are being impacted by lead poisoning, either by ingesting spent lead, or in the case of large raptors and scavengers, ingesting lead fragments from consuming gut piles or unrecovered game.</p><p>They further claim a human heath risk from eating wild game. They make no secret; they are pushing for a complete ban on the use of lead in all ammunition and fishing tackle.</p><p>The facts surrounding this issue are complex and the ramifications of a complete ban far reaching.</p><p>Lead is the easiest and least expensive metal to form into bullets, birdshot, and sinkers. As such lead is at the foundation of the traditional outdoor actives of hunting and fishing.</p><p>All forms of hunting with a firearm, plus recreational, law enforcement, and military shooting involve lead ammunition. In fishing lead is used in weights, sinkers, and jig heads, and in flyfishing, in split shot and twist-ons.</p><blockquote><p>Because lead is so widely used in the products that support these activities, two issues emerge – funding for wildlife conservation and management, and the low cost participation in these activities by young hunters, shooters, and anglers.</p></blockquote><p>It’s no secret that sportsmen and women, shooters and anglers <a
title="AmmoLand Reports" href="http://www.ammoland.com/2011/09/08/hunters-contribute-billions-to-conservation/">pay for the vast majority of wildlife conservation</a> and management through the excise taxes on equipment purchases, including ammunition. It is also no secret that if equipment manufactures are forced to use alternative metals that cost more to source and produce into product, the cost of these products has to go up, and in some cases go up substantially.</p><p><strong>Ramification #1 is future conservation funding –</strong> as costs go up participation goes down, purchases go down and excise taxes go down. Ramification #2 is the loss of inexpensive ammunition for young shooters getting into shooting or hunting. The last thing conservation, our wildlife, and hunting and fishing needs is another obstacle keeping young people for getting active outdoors.</p><p><strong>Shots Fired</strong><br
/> On August 3rd, 2010 environmental groups petitioned the Environmental Protection Agency (EPA) to issue a complete ban under the Toxic Substance Control Act.</p><p>Congress had specifically excluded ammunition from this legislation and the EPA rejected the petition on the grounds it did not have the authority for such a ban.</p><p>Subsequently, environmental groups filed suit against the EPA claiming they do have authority to ban lead ammunition. Those behind this petition would have us believe that any amount of lead deposited into the environment is a threat to wildlife and humans.</p><p><strong>Real Science</strong><br
/> Lead is a naturally occurring element in the environment and has no functional or beneficial role in biological systems. Based on our knowledge of its toxicity, lead has been banned in paint, toys, and gasoline – gasoline being of the biggest concern in transfer to humans.</p><p>Over concern for waterfowl eating spent lead pellets and the threat of lawsuits by environmental groups, the U.S. Fish &amp; Wildlife Service banned lead in all waterfowl hunting in 1991. The ban followed from research documentating the accumulation of lead shot in wetland habitats that were heavily used by waterfowl hunters, and other studies reporting mortality in bottom-feeding waterfowl following the ingestion of lead pellets while foraging.</p><p>Depending on a range of factors lead can be toxic to some wildlife, but it is primarily an issue with birds. This is because birds have gizzards, which hold on to and grind up food, rather than pass it quickly through their systems. The right type of lead can also be a toxic to humans depending on the amount consumed, over certain duration of time, individual body size, and age.</p><p>Proponents of the ban cite the impacts on individual raptors, such as Bald Eagles even though raptor populations are increasing across North America and the Bald Eagle was removed from the Endangered Species list as recently as 2007.</p><p>Understanding this issue and sorting fact from fiction is difficult because of all the variables. It is being made even more difficult by groups asking for more science. Many studies have already been conducted and a technical review of existing scientific literature on the subject was completed by The Wildlife Society, the premier professional organization for wildlife science and management, in collaboration with the Association of Fish and Wildlife Agencies. These studies show that potential ingestion rates and health impacts vary by species, age, body size, amount consumed, method ingested, and geographic area.</p><p>Some have measured the amounts and distributions of lead fragments found in carcasses and gut piles. We know that ingestion rates are related to lead concentration in the specific environments where animals may possibly ingest pellets or fragments while feeding. On the extremely low-hazard end are individual bullets fired in the field. On the high side is where shot-shell pellets concentrate where shooters regularly use the same locations, like dove fields and trap and skeet ranges.</p><p>Other than condors there is no evidence lead bullets are a serious conservation issue at the population level – meaning an entire group of one species living in a certain area.</p><blockquote><p>With the endangered California condor, every death is significant and so banning the use of lead ammunition in condor range made sense and sportsmen have supported this effort.</p></blockquote><p>Considering human health, we have to realize that the lead in gasoline was emitted into the air and settled everywhere in our environment and that is very different from how hunters and anglers are depositing lead. The question is not whether lead fragments or pellets can be found in wild game. The question is can this be a source of lead toxicity for humans?</p><p>The only reported human health issue from ingested lead ammunition comes from a study of subsistence hunters in Northern Canada that ate lead-harvested wild game in high quantities every day.</p><p>The punch line is, if there is more science needed it would on be at the population level for a specific species in a specific area.</p><blockquote><p>The real question with lead is should our policy- makers take a sledge-hammer approach to an issue science says is tightly limited to certain populations and situations?</p></blockquote><p><strong>Bottom Line</strong><br
/> The tools used for centuries by hunters, shooters, and anglers are in the crosshairs of environmentalists whose agenda appears to be mixed. Some would say theirs is a real concern for wildlife and humans. Others contend the plot to ban all lead is just another attempt to chop the legs out from under sportsmen and the user-pay model of wildlife conservation.</p><p>A blanket ban on all lead ammunition and in fishing tackle is clearly overreaching, especially when it includes lead that has no chance of being deposited in the environment, like indoor facilities for shooters, self-defense and law enforcement training. This is not a one-size fits all issue. The science simply isn&#8217;t there to support a human health issue. As for wildlife, in terms of the health of populations and ecosystem function there may be the need for localized restrictions, but those decisions are best left to local managers, not judges. Our wildlife professionals need to clearly articulate to policy-makers what is a conservation issue requiring drastic regulatory changes and what is a non-issue, or a personal choice based on a desire to not kill or sicken individual birds.</p><p><strong>S. 838</strong><br
/> After the environmental groups filed suit a Bill was introduced to Congress supported by sportsmen’s organizations that would amend the Toxics Substance Control Act to clarify the jurisdiction of the EPA. title="AmmoLand Reports" href="http://www.ammoland.com/" target="_self">Ammoland.com</a>)- Anti-hunting and anti-fishing interests are currently litigating against the Environmental Protection Agency (“EPA”) to force the EPA to expand its Toxic Substance Control Act (TSCA) authority in order to regulate traditional ammunition and recreational fishing tackle.</p><p>When the Act was established in 1976 Congress explicitly excluded from regulation any article subject to excise taxes<em> &#8212; including pistols, revolvers, firearms, shells and cartridges.</em></p><p>The <a
title="AmmoLand Reports" href="http://www.ammoland.com/2010/08/28/epa-denies-petition-calling-for-lead-ammunition-ban/">EPA has already once declined a petition</a> that asked the agency to prohibit the manufacture, processing, and distribution in commerce of lead for shot, bullets, and fishing sinkers because it did not have the authority to do so under the TSCA.</p><p>Anti-hunting and anti-fishing interests assert the EPA does have the authority and that a lead ban is necessary to address the significant impacts to wildlife populations that are resulting from traditional tackle and ammunition.</p><p>The assertions made by the petitioning groups<a
title="AmmoLand Reports" href="http://www.ammoland.com/2010/11/23/nssf-intervenes-in-lawsuit-challenging-epa-on-traditional-ammunition/"> lack credible scientific foundation</a>, especially when seeking a blanket ban on all lead use. Outside of the California condor, where every death is significant, there is no evidence of a lead crisis at the population level – an entire group of one species living in a specific area.</p><p>The biggest threat of lead in wildlife is with birds that have gizzards, which hold on to and grind up food, rather than pass it quickly through their systems.</p><p>Proponents of the ban cite the impacts on individual raptors, such as Bald Eagles even though raptor populations are increasing across North America and the Bald Eagle was removed from the Endangered Species list as recently as 2007.</p><p>If a complete ban on lead in ammunition where achieved it would have a dramatic negative impact, because of the increased cost of alternative metals, on the cost of ammunition, and therefore participation in hunting and recreational shooting, which in turn is the engine that drives most of the funding for conservation and wildlife management through the excise taxes paid on the purchases of ammunition.</p><p>Sportsmen groups have rallied to push forward the introduction of the Hunting, Fishing and Recreational Shooting Protection Act (S.838 &amp; H.R. 1558), which will amend TSCA in a manner that serves to protect and enhance our hunting, recreational shooting and recreational fishing heritage while concurrently facilitating the important benefits that the hunting, shooting and recreational fishing industries contribute to the betterment of our nation’s economy and treasured natural resources.</p><p>The Act is now being discussed and considered in committees.
