WASHINGTON DC—-(AmmoLand.com)- The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) issued a ruling authorizing licensed manufacturers who perform a manufacturing process on firearms for another licensed manufacturer not to place their serial numbers and other required identification markings on the firearm, provided the firearm is already properly marked with a serial number and all other requirements of the ruling are met.

During the manufacturing process, many firearms manufacturers contract with other manufacturers to perform various steps in the manufacturing process. Currently the applicable regulations require that each manufacturer performing a manufacturing process on a firearm, including a frame or receiver, place its identifying markings on each firearm.

However, multiple identification markings can be confusing to law enforcement and potentially hinder effective tracing of firearms used in crimes.

Further, unique marks of identification of firearms serve several purposes:

• They are used by the federal firearms licensees to effectively track firearms inventories and maintain all records.
• They enable law enforcement to trace specific firearms used in crimes from the manufacturer or importer, to individual purchasers, and to identify particular firearms that have been lost or stolen.
• They help prove in certain criminal prosecutions that firearms used in a crime have travelled in interstate or foreign commerce.

While manufacturers may request a variance not to mark, and thus avoid placing multiple markings on firearms, ATF has determined such requests are unnecessary if certain conditions have been met.

If a manufacturer desiring not to mark firearms submits information to ATF as outlined in ATF Ruling 2009-5, and is performing a manufacturing process on firearms that have been acquired from another manufacturer and already are properly marked, no variance is required and the manufacturer may engage in the manufacturing process without placing its identifying markings on the firearms.

Southeastern Oklahoma --(AmmoLand.com)- Oklahoma based LOKI Weapon Systems, a subsidiary of THOR Global Defense Group, recently donated the first of ten custom built TR-15 rifles to the Council on Law Enforcement Education and Training (CLEET) in Ada, Oklahoma. LOKI manufactures the THOR TR-15, an AR-15 rifle – and produces a variety of parts and accessories based on THOR designs. This donation (10 rifles) has a retail value over $15,000 but the real value is in the training opportunities it provides for Oklahoma’s peace officers.

When Larry Knesek, President & CEO of THOR Global Defense Group was asked why they made this donation he said, “The individuals who train here are the same men and women who are putting their lives on the line every day to ensure a safer society for all of us, it is truly an honor for us to provide them with the support and equipment they need.”

CLEET is the state agency, which is responsible for training the majority of Oklahoma’s peace officers. This donation will expand CLEET’s armory, which did not include any AR-15 tactical rifles until now. The TR-15’s will allow CLEET to offer an Advanced Rifle course to Oklahoma’s peace officers. CLEET Director, Dr. Larry Birney noted that “By expanding the armory at CLEET to include AR-15 rifles, we will be able to provide Oklahoma’s peace officers with advanced rifle training that was previously unavailable. By expanding our training opportunities, CLEET is preparing officers for all types of situations, thus increasing the level of safety statewide.”

The TR-15 rifle is used frequently by law enforcement agencies nationwide, and as part of this donation THOR has agreed to allow communities with graduates from the CLEET Advanced Rifle course to purchase this firearm at a significantly reduced cost.

Senator Susan Paddack was one of those in attendance for the donation.

She stated, “This donation comes at a time when all state agencies are experiencing budget cuts and scaling back operations. Oklahoma is fortunate to have businesses that recognize the needs of state agencies and take steps to help them better serve our citizens.”

All those in attendance were not only impressed by the generosity of THOR/LOKI but by the superior quality of the firearms.

LOKI Weapon Systems is part of the growing firearms industry in Southeastern Oklahoma. For the past seven years, members from various organizations in southeastern Oklahoma have made the annual trek to the SHOT Show, the world largest shooting, hunting, and outdoor trade show, to attract new businesses to the area. Community Angel Action is meeting the needs of our friends and neighbors, and placing the seeds for the needy to become the needed. Over 569 total volunteer hours went into the preparation and planning of this event.

FN Five-SeveN
The innovative, single action, auto loading Five-SeveN pistol now comes with the option of adjustable target sights or fixed three-dot sights. MISSOULA, Mont.—-(AmmoLand.com)- If you’re a screamer, bugler, grunter or chuckler, you may have what it takes to win the Super Bowl of elk calling, March 4-7, 2010, in Reno, Nev.

Competition is open to the public in the Rocky Mountain Elk Foundation/Leupold 2010 World Elk Calling Championships. The event will be held as part of the annual RMEF Elk Camp & Hunting, Fishing and Outdoor Expo at the Reno/Sparks Convention Center.

Featured in recent years by The New York Times and CBS Sunday Morning, the competition will return to Reno following a 2009 stint in Fort Worth, Texas.

“We’re searching for the world’s best elk callers and we think Reno may be the place to find them,” said Beth Shipley, RMEF special events director, who has been involved with the World Elk Calling Championships for 15 years. “No experience is necessary to enter and compete in the prelims, although many serious callers have already qualified for the finals by competing in regional competitions held around the country over the past several months. So, if you’re thinking of entering, start practicing now!”

Cash and prizes will be awarded for first- through third-place in all six divisions.

Preliminary rounds of competition begin Fri., March 6, at 9:00 a.m. Finals begin Sat., March 7, at 9:00 a.m., followed by awards and crowning of 2010 world champions.

Judges include naturalists, hunters and former elk calling champions.

A just-for-fun team competition also will be held. Up to three callers can work together in a comedy skit simulating interactions between bulls, cows and calves. Winners are chosen by the audience. There is no registration fee for the team event.

Spectator seating for the elk calling championships is included with daily admission to the expo: $12 per person or $25 per family, and free for kids 5 and under.

MAPLEWOOD, NJ - -(AmmoLand.com)- It has been several months since we last communicated with you concerning the development status of the Palm Pistol. Interest in the product remains high with well over 400 pre-production units reserved. We are working diligently in an effort to bring it to market by late 2010 as originally anticipated. Here are some highlights of our achievements to date:

1. On October 6, 2009 the USPTO granted trademark protection to the product name PALM PISTOL. Design and utility patents and trademark registration for CONSTITUTION ARMS are pending.
2. Critical components including the frame, barrel, receiver, latch, latch pin and barrel hinge pin are being evaluated and further refined using finite element analysis.
3. The barrel was re-chambered from 9 mm, a rimless cartridge to the rimmed .38 special. This was necessary to achieve ejection rather than extraction of the casing after firing. Additional chamberings may be considered after successful release of the first model.
4. The threaded muzzle was increased from ½ x 28 to 5/8 x 24 to accommodate increased barrel wall thickness.
5. The integral three-digit combination lock was eliminated. This feature proved to be inordinately expensive and would have increased the Palm Pistol’s retail cost and development time. It may be reintroduced at a later time based on customer feedback.
6. The estimated unloaded weight of the Palm Pistol was calculated to be 14 ounces, subject to change.
7. Completion of specification drawings for all components is anticipated later this year at which time we will be seeking bids from our suppliers for producing the first set of working prototypes.

Saturday, the House passed ObamaCare by a 220-215 vote. The bill now goes to the Senate, where South Carolina Senator Lindsey Graham — hardly a staunch conservative — has pronounced it “dead on arrival.”

We remain convinced that we can and will kill ObamaCare, but only if the grassroots keep the pressure on.

While I was very disappointed to see that ObamaCare passed, I want to thank you for your vote against the bill.

Even still, I am disturbed by the games the House leadership has been playing. The press has widely reported that Nancy Pelosi had given “byes” to a number of moderate Democrats, who would have voted for ObamaCare had their votes been needed.

I find it disgusting that there are Representatives who voted “no” on the bill, but were waiting in the wings to vote “yes if their support was needed. After all, this legislation is built upon several lies:

* It was a lie that this $1.2 trillion bill came in under $900 billion and that it will not increase the deficit, once you consider the $210-247 billion companion bill Pelosi’s trying to sneak through quietly.

* It was a lie that this bill will not raise taxes on the middle class — with $160 billion in tax penalties and taxes on everything from wheelchairs to artificial limbs — and that Americans will be able to keep the coverage they currently have under this bill.

* And it is a lie that supporters care anything about the Second Amendment, given their support of an ObamaCare bill which would put health-related gun information into a federal registry — and would allow Obama to use insurance to go against gun owners, as State Farm and Prudential have done in the past.

I hope that you will continue to vote against this bill if it comes before you again.

NEWTOWN, Conn. –-(AmmoLand.com)- Background checks on the sale of firearms were up 4.3 percent in October, according to data released by the FBI’s National Instant Criminal Background Check System (NICS).

A total of 1,233,982 checks were reported for the month, up from 1,183,279 in October 2008.

The 2009 year-to-date total for background checks is 11,403,417, an increase of 18.1 percent over the same time period last year.

FBI background checks are required under federal law for all individuals purchasing either newly manufactured or used firearms from federally licensed retailers.

As such, the checks serve as a gauge of sales but do not reflect the actual number of firearms produced or sold.

The increase coincides with a rise in excise taxes reported by firearms and ammunition manufacturers, another key economic indicator for the firearms industry.
