title="AmmoLand Reports" href="http://www.ammoland.com/" target="_self">Ammoland.com</a>)- On April 17, when Governor Sean Parnell adjourned the Alaska Legislature, there were four pro-gun bills left pending from the 2011 legislative session.</p><p>Due to Alaska’s two-year sessions, all pending 2011 bills will carry over and be considered in 2012.</p><ul><li><a
href="http://www.legis.state.ak.us/basis/get_bill.asp?bill=HB%20%2080&amp;session=27" target="_blank">House Bill 80</a>, sponsored by state Representative Mark Neuman (R-15), is a no-duty-to-retreat bill and would extend the right to use force, including deadly force, for self-defense anywhere a person has a legal right to be.  HB 80 passed in the state House by a 33 to 6 vote.  This bill is now pending in the Senate Judiciary Committee.</li><li><a
href="http://www.legis.state.ak.us/basis/get_bill.asp?bill=HB%20%2083&amp;session=27" target="_blank">House Bill 83</a>, also sponsored by state Representative Neuman, would establish an apprentice hunting program.  This bill is pending in the House Resources Committee.</li><li><a
href="http://www.legis.state.ak.us/basis/get_bill.asp?bill=SB%20%20%202&amp;session=27" target="_blank">Senate Bill 2</a>, sponsored by state Senator Linda Menard (R-G), would create National Rifle Association special-request license plates.  SB 2 is currently pending in the Senate Finance Committee.</li><li><a
href="http://www.legis.state.ak.us/basis/get_bill.asp?bill=SB%20105&amp;session=27" target="_blank">Senate Bill 105</a>, sponsored by state Senator Charlie Huggins (R-H), would designate the Pre-1964 Winchester Model 70 .30-06 as the official state firearm.  This bill is pending in the Senate State Affairs Committee.</li></ul><p>When the next legislative session begins in January we will be keeping you informed on the status of HB 80 in the senate. We consider it imperative to pass this legislation.</p><p>At first this may appear to unrelated to firearms. Long range projection implies that may not be so. You may be aware that the current regime in Washington floated the idea of stopping shooting on <em>“some”</em> federal lands because the noise annoyed other users. <em>(This may be a good reason to deregulate suppressors)</em></p><p>The idea of stopping recreational shooting met extreme resistance this time. You can bet the idea will be proposed again. Anti shooting forces are more successful at the local level. Consider the Palmer area and the efforts against shooting in that area.</p><p>When one considers Agenda 21 a trend by government to gain regulatory control of all lands becomes evident. Anchorage Title 21 is a heavy handed takeover of land use at the local level. It makes one wonder how long before shooting ranges will be regulated out of business. We are recommending that the Rewrite either be scrapped altogether or at the minimum all of Dan Coffey’s recommended amendments be incorporated in the Rewrite.</p><p>The Rewrite is a massive imposition of regulations that we don’t need. It will increase the cost of new construction. You will need permission to do anything to your own property. It will increase the culture of corruption. (Who has enough bribe money to get what he wants.) This is being imposed on you by a small group that wants Anchorage to be like Portland. Lynn Peterson, Portland’s planner, consults with them. Portland is rated as the worst planned city in the U.S.</p><p>The origins of these changes come from Agenda 21. There are strands of it all through Title 21. title="AmmoLand Reports" href="http://www.ammoland.com/" target="_self">Ammoland.com</a>)- Today, the Alaska Department of Fish and Game (ADF&amp;G) released a report presenting findings related to the March 8, 2010, wolf attack that killed 32-year-old Candice Berner near the village of Chignik Lake on the Alaska Peninsula.</p><p>The report summarizes agency response and subsequent investigation.</p><blockquote><p>“All lines of evidence are consistent with the conclusion that two or more wolves killed Ms. Berner. The tragic encounter occurred as she jogged down the road less than two miles from the village,” said Lem Butler, principal investigator for ADF&amp;G, and one of four authors of the report.</p></blockquote><p>ADF&amp;G’s investigation included on-scene evaluation of wolf tracks, interviews of those first to arrive at the scene, collection of wolves from the nearby area, and analyses of DNA and of other forensic evidence. Wolf DNA was recovered from the victim and her clothing. DNA test results provided by the U.S. Geological Survey lab in Anchorage indicated that two to four wolves were most likely involved, excluded other animals, and connected one of the wolves killed by the department to the incident.</p><p>The broader investigation indicated Ms. Berner was on the road, likely jogging away from town, while the wolves traveled toward town by moving along the road and openings in the brush. It could not be determined if this was a surprise encounter for both Ms. Brenner and the wolves, but evidence clearly shows a predatory response from the wolves.</p><p>ADF&amp;G personnel and Alaska State Troopers shot two wolves and contracted trappers later killed six more within 15 miles of the village. The wolves were taken for public safety and for evaluation of biological factors that may have been associated with the attack.</p><p>ADF&amp;G veterinarian Dr. Kimberlee Beckmen performed necropsies and collected samples for disease testing and DNA analyses on each of the eight wolves taken. One wolf was clearly implicated in the attack through DNA evidence. It was in apparent good health with very large fat reserves. All but two wolves were in good to excellent condition. There was no DNA evidence linking the two wolves in poor condition to the attack. Investigators found no evidence in any of the wolves of contributing factors to the attack such as rabies, disease, defense of food, or habituation to human food.</p><blockquote><p>“We hope that the report’s findings help bring closure to Ms. Berner’s family, to the community of Chignik Lake and others affected by this sad incident.” said Butler.</p></blockquote><p>He also pointed out that wolf attacks on humans are rare and people should not be unnecessarily fearful. People should always maintain a safe distance and healthy respect when encountering wolves or other wild animals. Bear and moose encounters pose more risk to travelers in Alaska than wolves, but all wild animals can be unpredictable.</p><p>Bob Berner, Candice Berner’s father, said he hopes that people will learn from his daughter’s death through an increased awareness of the potential danger and by taking steps to increase safety.</p><blockquote><p>“People should be mindful of the potential harm that wolves and other wild animals are capable of inflicting,” he said.</p></blockquote><p>The report, “Findings Related to the March 2010 Fatal Wolf Attack Near Chignik Lake, Alaska” is available at: www.adfg.alaska.gov/static/home/news/pdfs/wolfattackfatality.pdf (PDF 967 kB) . Their goal is to be in place in order to stop Predator management in region 4 in March.</p><p>I can not stress enough how much as been accomplished in the last year. We have finally removed the members who were attempting to keep the AAC from it &#8216;s mission. Now we need to insure progress in the next year. title="AmmoLand Reports" href="http://www.ammoland.com/" target="_self">Ammoland.com</a>)-  The Anchorage Second Amendment Task Force has decided unanimously to endorse Joe Miller for the Senate race. The 2ATF forum members have spoken with many of the network members and the response for Miller was overwhelming after the July 22nd candidates forum.</p><p>Network members like Miller&#8217;s straight forward answers to questions. They said there was nothng concealed in his responses. There has been a great deal of concern about the Murkowski camp ignoring repeated requests to participate in the forum.</p><p>Senator Murkowski earned a D rating from the NRA until she started holding NRA Trap Shoot fund raisers which elevated her to an A rating. The Senator has voted against gun owner rights many times. She voted for the most un-American, anti-Second Amendment attorney general in the history of the United States which shows poor taste and judgment.</p><p>Gun Owners of America (GOA) labeled her as a <em>&#8216;compromiser&#8217; </em>because of her drifting with the wind. How many times have the NRA and GOA urged us to write to Murkowski to persuade her to vote American?</p><blockquote><p>She eventually did change, but why was it necessary for us to write to her? What part of <em>&#8216;inalienable right&#8217; </em>doesn&#8217;t she understand?</p></blockquote><p>Lisa stood against America with her vote to expand the gun ban in National Parks. She voted against the repeal of concealed carry restrictions and against the sale of confiscated weapons while in the State House. How short is the memory of the NRA? The NRA fell asleep at the wheel on this one. Human error?</p><p>The Senator now claims the NRA is endorsing her. Our inquiry to the NRA confirms this is not true. The NRA is endorsing the Republican Candidate. We were told the Senator claims Chris Cox of the NRA gave her the endorsement. Cox may have given his personal endorsement but Cox doesn&#8217;t speak for the NRA on this issue.</p><p>Her opponent is Joe Miller, who earned his &#8216;A&#8217; rating the hard way. He&#8217;s displayed the same courage on his web site, by posting all relevant, historical documents about himself, as he displayed in combat. His background is infinitely superior and more qualified than Murkowski&#8217;s was at any point in her life.</p><blockquote><p><strong><em>We support Joe Miller for the next U.S. Senator from Alaska!!</em></strong></p></blockquote><p>All you have to do is fill the oval next to Millers name. Airing live from 2PM – 5PM Eastern, Eric Croft will update Gun Talk listeners on the effects of Alaskans no longer needing to obtain a concealed carry permit.</p><p>Former Alaskan Representative Eric Croft introduced HB 102 to the Alaska Legislature in 2003, which passed and was signed by then Governor Frank Murkowski. HB 102 essentially adopted the <em>“Vermont Law”</em>, stipulating that Alaskans 21 or older that were legally allowed to own a firearm or weapon no longer needed to have a concealed carry permit to carry their legal weapon of choice concealed.</p><blockquote><p>Back when this bill was proposed, Croft said, “I object to the government putting a precondition on that constitutional right <em>(to carry a weapon)</em>. I&#8217;m presumed to be a responsible citizen until proven otherwise.&#8221;</p></blockquote><p>Another reason to enact HB 102 was the fact that many weapons fell under the old conceal carry law, not just handguns. class="wp-caption-text">Montana Shooting Sports Association</p></div><p><strong>Washington, DC -</strong>-(Ammoland.com)- Alaska became the 8th state to enact a Firearms Freedom Act, the 7th enacted clone of Montana&#8217;s original bill, when Alaska Governor Sean Parnell signed HB 186, sponsored by Rep. Mike Kelly (R-Fairbanks) today.</p><blockquote><p>In a prepared statement, Rep. Kelly said:  “The Alaska Firearms Freedom Act frees Alaskans from overly-bureaucratic and restrictive federal firearm regulation, and allows our state to assume the responsibility for regulation.&#8221;</p><p>&#8220;The Interstate Commerce Clause is used by the federal government to regulate firearms that cross state borders. The Alaska Firearms Freedom Act makes it clear that Alaskans will be responsible for firearms that are made in Alaska, for use in Alaska, and have<em> ‘Made in Alaska’ stamped on them.&#8221;</em></p></blockquote><blockquote><p>“Outdoorsmen, hunters and all Alaskans defending and feeding their families, and protecting their property, should welcome this new law.”</p></blockquote><p>After the passage of the Montana Firearms Freedom Act in 2009, the other states to enact MFFA clones have been Tennessee, Utah, Wyoming, South Dakota, Idaho, Arizona, and now Alaska.  Other FFA clone bills are introduced in 20 other states.</p><p>In the lawsuit by the Montana Shooting Sports Association and the Second Amendment Foundation to validate the principles of the MFFA, captioned MSSA v. Holder <em>(U.S. Attorney General Eric Holder)</em>, currently pending is a Motion to Dismiss filed by the U.S.  Oral argument has been requested by Plaintiffs concerning the Motion to Dismiss.  A date has been set for oral argument in federal court in Missoula for mid-June, but that date will probably be rescheduled for sometime in early July.</p><p>A number of amici <em>(friends of the court)</em> have joined MSSA v. Holder to support Plaintiffs, including the Attorney General of Utah <em>(representing Utah and several other state AGs)</em>, the Goldwater Institute of Arizona, the Paragon Foundation of New Mexico, Gun Owners Foundation <em>(Gun Owners of America)</em>, the Weapons Collectors Society of Montana <em>(and Western Tradition Partners)</em>, Montana Legislators, and legislators sponsoring or cosponsoring FFA bills in other states <em>(represented by the Center for Constitutional Jurisprudence).</em></p><p>The Attorney General of Montana has intervened to support the MFFA.  Joining as an amicus in support of the U.S. is the Brady Center <em>(for all firearm restrictions)</em>.</p><p>All parties have written briefs concerning the Motion to Dismiss. We are on the edge of getting it passed if Senator Stedman will schedule it for hearing.</p><p>Two more states have passed this important legislation while our finance committee has been sitting on it.</p><p>I spoke with Sen Stedman&#8217;s office this morning and got no committment for hearing it. Please let him know how important you feel the Alaska Firearms Freedom Act is to you.</p><p>Now is the time to bombard each of these Committee Members with e-mails and telephone calls showing our support for this Bill being passed! class="wp-caption-text">Responsive Management</p></div><p><strong>Harrisonburg, VA –</strong> -(AmmoLand.com)- A study conducted recently by Responsive Management for the Alaska Department of Fish and Game (ADFG) found that most adults living in Anchorage appreciate, or at least tolerate, wildlife in the state&#8217;s largest city.</p><blockquote><p>&#8220;Anchorage residents understand the challenges of coexisting with large, potentially dangerous wild animals, but they also appreciate the uniqueness,&#8221; says Rick Sinnott, a state wildlife biologist. &#8220;Anchorage is a blueprint for living with wildlife, including bears and wolves, for the rest of the world.&#8221;</p></blockquote><p>A city of about 290,000 people, Anchorage is surrounded by natural areas. An estimated 250-300 black bears, more than 60 brown bears, 4 wolf packs, and 1,700 moose live in or near the city, according to the ADFG. The survey was conducted a little over a year after three Anchorage residents were mauled by brown bears within the city limits. According to the ADFG, the summer of 2009 was relatively quiet by comparison, with few problems with bears and no maulings in the Anchorage area.</p><p>The study was conducted to determine Anchorage residents&#8217; opinions on bear and moose populations, problems caused by bear and moose, and the management of these populations in the Anchorage area. The study included a series of preliminary focus groups and a telephone survey of Anchorage area residents of at least 18 years old.</p><p><strong>Methodology</strong><br
/> Focus groups with Anchorage residents and trail users were conducted in Anchorage, Alaska, in August 2009. The primary purpose of the focus group research was to help refine survey topics and questions for the telephone survey.</p><p>The focus groups were moderated by Mark Damian Duda, Executive Director of Responsive Management. The moderator used discussion guides developed by the ADFG and Responsive Management, which allowed for consistency in the data collection. By using the discussion guide, the moderator kept the discussions within design parameters without exerting a strong influence on the discussion content.</p><p>For the survey, telephones were selected as the preferred sampling medium because of the almost universal ownership of telephones among Anchorage residents. Additionally, telephone surveys, relative to mail or Internet surveys, allow for more scientific sampling and data collection, provide higher quality data, obtain higher response rates, are more timely, and are more cost effective. Telephone surveys also have fewer negative effects on the environment than mail surveys because of reduced use of paper and reduced energy consumption for delivering and returning the questionnaires. A central polling site at the Responsive Management office allowed for rigorous quality control over the interviews and data collection.</p><p>Interviews were conducted Monday through Friday from 9:00 a.m. to 9:00 p.m., Saturday from noon to 5:00 p.m., and Sunday from 5:00 p.m. to 9:00 p.m., local time. A five-callback design was used to maintain the representativeness of the sample, to avoid bias toward people easy to reach by telephone, and to provide an equal opportunity for all to participate. When a respondent could not be reached on the first call, subsequent calls were placed on different days of the week and at different times of the day. The telephone survey was conducted in December 2009 and January 2010.</p><p>Respondents were classified by where they lived, based on the likelihood of encountering bears in their neighborhood: downtown, midtown, and west Anchorage were in one zone; east Anchorage, the Hillside, and the military bases were in an intermediate zone; and outlying communities such as Eagle River, Chugiak, Bird, and Girdwood were in the third zone.</p><p><strong>Wildlife Values and Knowledge of Wildlife</strong><br
/> The increase in wildlife populations in the Anchorage area is an important wildlife issue to residents, particularly the moose and bear populations. Despite some concern about wildlife populations, Anchorage residents hold generally positive attitudes toward wildlife-a majority (92%) of residents say that wildlife is an important part of their community, and a majority (86%) say that wildlife encounters, despite the possible danger, make life in Anchorage more interesting and special.</p><p>Other questions in the survey tested residents&#8217; tolerance levels with bears, and a majority (61% for black bears) and nearly half (48% for brown bears) indicate being tolerant to having bears in the Anchorage area. Conversely, about a third (35%) regarding black bears and nearly half (48%) regarding brown bears do not want bears in the Anchorage area. Note that tolerance levels are higher for black bears than they are for brown bears.</p><p>The survey also tested tolerance levels regarding moose. While acknowledging that moose cause some problems, the large majority of Anchorage residents (87%) say that encounters with moose make life in Anchorage seem more interesting and special. A further indication of tolerance toward moose is that an overwhelming majority (94%) of Anchorage residents indicate that they have enjoyed watching moose in the Anchorage area in the past 2 years.</p><p>Residents&#8217; self-rated knowledge levels indicate fairly high knowledge about black and brown bears, with a majority (71%) saying that they know a great deal or moderate amount about black bears and a majority (66%) saying the same about brown bears. The leading sources of information about bear and moose among Anchorage residents are (in order of decreasing importance) newspapers (30%), television (25%), the Internet (20%), personal experience (20%), books (15%), and word of mouth (15%).</p><p><strong>Opinions on the Amount of Wildlife in the Anchorage</strong><br
/> Area Although residents are generally tolerant of wildlife in the Anchorage area, they do not want the wildlife populations to increase-a large majority want the populations of black bears (58%), brown bears (56%), and moose (63%) to remain the same. However, a substantial number of residents want a decrease in the population of black bears (28%), brown bears (31%), and moose (24%).</p><p>The survey explored how often residents actually see black and brown bears in their neighborhoods and how often they would like to see them in their neighborhoods. The most common response among residents regarding black bears is that they see them about as much as they would like to; note, however, that the large majority (61%) never see black bears, and a large majority (60%) never want to see them. However, those who see black bears the most often have the highest tendency to want to see them less often, although not to the degree of saying that they never want to see them. Those who never see black bears are the most likely to say that they never want to see them.</p><p>Regarding brown bears, the most common response among residents is that they see them about as much as they would like to see them; note, however, that the large majority (85%) never see brown bears, and a large majority (79%) never want to see them. Among those who see brown bears a few times a year, two-fifths (40%) would like to never see them. Indeed, very few people indicated that they want to see brown bears more often.</p><p>In a comparison of the two types of bear, black bears are seen more often in residents&#8217; neighborhoods than are brown bears, and residents would like to see black bears more often than brown bears.</p><p><strong>Opinions on Wildlife in Anchorage Parks</strong><br
/> A large majority of Anchorage residents think it is acceptable to have bears (both black and brown) in Far North Bicentennial Park (73% for black bears and 63% for brown bears) and in Chugach State Park (87% for black bears and 82% for brown bears). In comparing the two parks, there is more acceptance about having bears in Chugach State Park than in Far North Bicentennial Park (the latter is closer to downtown Anchorage).</p><p>Although residents for the most part think it is acceptable to have bears in Far North Bicentennial Park, majorities nonetheless support legal, regulated hunting of bears to control their populations in the park: 65% (for black bears ) and 66% (for brown bears) support legal, regulated hunting of them. Likewise, although having moose in the Anchorage area is acceptable to most residents, a majority (70%) support legal, regulated hunting of moose to control their population in the Anchorage area, including the large parks.</p><p>Another indication of the fairly high level of tolerance toward bears and moose is that the possibility of encountering a black bear, brown bear, or moose has not prevented the overwhelming majority of Anchorage residents from using trails and parks in the Anchorage area-71% (black bear), 64% (brown bear), and 90% (moose) say this. Here, too, brown bears are perceived the most negatively regarding trail and park use.</p><p>Regarding trail use, the overwhelming majority of Anchorage residents (89%) support temporarily closing trails at times when the risk of encountering a brown bear is high. Regarding a proposed new or improved trail along a salmon stream where authorities believe the risk of brown bear attacks will be increased with increased trail use, the majority (57%) of residents still favor building the trail, with conditions.</p><p><strong>Negative Interactions and Damage Caused by Wildlife</strong><br
/> Residents were asked about problems with black and brown bears in the past 2 years at their primary home, and black bear problems were more common, although very few residents reported problems with either black or brown bears-only about 1 in 20 reported having problems. The specific problems vary by the type of bear. Getting into garbage, entering a home, and damage to ornamental or fruit trees are the leading problems with black bears; building damage (but no entry), getting into garbage, being in the yard, and damage to a parked vehicle are the leading problems with brown bears.</p><p>Despite this, the overwhelming majority of residents (88%) agree that most problems with bears in the Anchorage area can be prevented by taking a few simple precautions, such as using bear-proof garbage containers. The large majority of residents (84%) support fines for not storing garbage to prevent problems with bears, and the overwhelming majority (85%) support a regulation or ordinance to require Anchorage area residents to use bear-proof garbage containers in neighborhoods frequented by bears. The large majority of residents (71%) also support paying more for their trash service if the city of Anchorage were to provide bear-proof garbage containers.</p><p><strong>Opinions on Wildlife Management</strong><br
/> Options Opinions on management options for bears and moose indicate that Anchorage residents are tolerant of wildlife. A majority of Anchorage residents oppose having wildlife authorities destroy some black or brown bears in Anchorage every year to reduce the population (54% oppose regarding black bears, and 53% oppose regarding brown bears), and a majority (63%) oppose having wildlife authorities destroy some moose in Anchorage every year to reduce the population.</p><p>This should not be taken to mean that there are not situations in which Anchorage residents would support killing bears, however. A large majority (83%) support having wildlife authorities destroy specific bears at their discretion when the bears pose a threat to human safety, and a slight majority (53%) support having wildlife authorities kill bears at their discretion that cause property damage. Residents are split over killing bears that get into garbage (46% support, and 48% oppose), and support for (35%) is exceeded by opposition to (56%) killing bears that are seen frequently in neighborhoods. Indeed, in most residents&#8217; view, just being seen is not cause to kill bears, because a majority of Anchorage residents (60%) oppose designating specific areas in Anchorage where any bears coming into the area would be killed. Regarding the interaction between bears and moose, there is much more opposition to (68%) than support for (23%) reducing the moose population (a food source for bears) in Anchorage to reduce the number of brown bears.</p><p>The full telephone survey report, including results comparing  different regions of the city, trail use, park use, and trends based on an  earlier study, is available <a

class="wp-caption-text">Anchorage Second Amendment Task Force</p></div><p><strong>Anchorage, AK &#8211; -</strong>(AmmoLand.com)- Anchorage 2ATF has been involved with the carry on campus issue. Legal contends it’s the right of students to carry weapons for self defense as affirmed by the U.S. Constitution and State of Alaska Constitutions as well as state statutes. UAA is in violation of state law by its policy of no weapons on campus.</p><p>UAA has two options to comply with state law. (1) UAA shall abolish the no weapons on campus policy. OR (2) UAA shall comply with state statute by providing adequate security screening and armed guards at all entrances on all facilities where firearms are banned. Per: Board of Regents 02.09.020</p><p>We are aware that students have been attempting to get this situation rectified for more than a year and have been largely ignored.</p><p><strong>Some of the actions are listed below.</strong></p><ul><li>April 23, 2009 Off Campus Protest</li><li>Dec. 3, 2009 Mr. Hines letter to Board Of Regents</li><li>Feb. 8, 2010 Reply to George Hines declining campus carry</li><li>Feb. 17, 2010 The threat of on campus armed protest resulted in UAA President Hamilton’s phone call to Mr. Hines</li></ul><p>Recently we learned that Mr. George Hines, a UAA student threatened a protest on campus in an attempt to get the situation resolved. Mr. Hines has been granted a meeting with the Board of Regents scheduled for April 15, 2010 in Dillingham as a result of his action.</p><p>The 2nd Amendment Task Force Network and affiliated organizations say it’s time to get this situation resolved before a tragic incident occurs. Many also think that the Board of Regents will use more delaying tactics with Mr. Hines since they wield so much power over him. Many are suggesting we start immediate armed protests on campus with media attendance to bring this issue to resolution. Some want to protest daily and others want random protests once or twice a week.</p><p>This will be a topic of discussion at this week’s forum. class="wp-caption-text">Anchorage Second Amendment Task Force</p></div><p><strong>Juneau, AK -</strong>-(AmmoLand.com)- Currently 33 states that have passed or are considering similar legislation.</p><p>HB 186 has just been moved out of the Senate judiciary committee and Now needs to be <em>&#8221;read across the floor&#8221;</em> and officially referred to the Senate finance committee, which will hopefully be done tomorrow, we will update you as soon as we get more info.</p><p>Multiple states including Montana and Tennessee have passed this legislation. Utah passed it last week and Wyoming and Virginia are on the verge of doing so.</p><p>The Firearms Freedom Act has a simple concept. /> Currently there are 33 states that have passed or are considering similar Firearms Freedom Act legislation.</p><p>The current Status of HB 186 is that it has had one hearing in the senate judiciary committee in which it was <em>&#8220;Heard and held&#8221;</em> there is going to be another hearing in the judiciary committee date unknown.</p><p>I talked to Derek Miller who is on Mike Kelly&#8217;s Staff and is handling HB186, he is hoping to have the senate judiciary committee hold another hearing on it within a week.</p><p>After which it goes to the senate finance committee.  So now would seem to be a good time to email all the committee members.</p><p>It turns out that mike Kelly is the one who sponsored House amendment # 1 which changed sec 2 (d) line 18 from <em>&#8220;Shall&#8221; to &#8220;May&#8221;</em>. Derek told me that the reason he did that had something to do with executive power I didn&#8217;t really understand, I think the idea is that this protects the AG from having to defend every Federal firearms law violator who claims HB 186 as his protection.</p><ul><li>House amendment # 1 http://tiny.cc/dXjSX</li><li>All four versions of the bill http://tiny.cc/lydUh</li><li>The version that is in the senate judiciary committee http://tiny.cc/NhTYk</li></ul><p>HB186 is presently in both the Senate Finance and Judiciary Committees. class="wp-caption-text">Anchorage Second Amendment Task Force</p></div><p><strong>Anchorage, AK -</strong>-(AmmoLand.com)- You, the citizens of the great State of Alaska, are cordially invited to participate in A Rally of Patriots in support of our unalienable right to keep and bear arms as affirmed by our constitution! This rally will take place on Monday April 19th, 2010, statewide, in a city near you.</p><p>The date April 19th has been chosen to coincide with the anniversary of the Revolutionary War Battles of Lexington and Concord. On this date, also, in Washington D.C., a million-person-plus participant march is scheduled to take place at the Washington Monument. Further information on the Washington D.C. event can be found online at http://secondamendmentmarch.com</p><p>Following the rally, there will be a parade of patriots. We encourage all to participate. The open carry of weapons, as always, is your choice and responsibility.</p><p>There are no age restrictions for this event, and parents are strongly encouraged to bring their children of all ages for their memorable participation, even though this date may be a school day.</p><p>Revolutionary War era clothing and costumes are encouraged! We respectfully discourage the wearing of camouflage, BDU, or other para-military clothing or uniform items out of respect for our uniformed military members.</p><p>After the rally and parade, there will be a potluck/covered dish cookout for guests and event participants.</p><p>Free copies of our Constitution and other pertinent information will also be available. These will be provided to empower and inform Alaskans as to their unalienable Second Amendment and Citizens’ rights.</p><p>The purpose and goal of this inaugural rally will be to reacquaint Alaskans with the intent of our forefathers when the Second Amendment was added to our Constitution, and to familiarize citizens with current state laws concerning open and concealed weapons carry.</p><p>As citizens, we understand the carry of weapons is a right to be exercised in a safe and lawful manner and that each of us is accountable for our individual actions. class="wp-caption-text">U.S. Fish and Wildlife Service</p></div><p><strong>Washington, DC -</strong> -(AmmoLand.com)-  Two famous refuges in Alaska are planning milestone celebrations during 2010, when both the Arctic National Wildlife Refuge and Izembek National Wildlife Refuge reach the mid-century mark.</p><p>The remote Arctic Refuge, the northernmost in the National Wildlife Refuge System, encompasses a vast 19.3 million acres famed for its polar bears, grizzlies and caribou herds. Plans for its anniversary are being made on a commensurate scale. They include releasing a feature-length documentary film, staging a play about Arctic explorers Olaus and Mardy Murie and mounting a photo exhibit by noted landscape photographer Jeff Jones. A companion book, Arctic Sanctuary, featuring photos by Jones and poetry and essays by Fairbanks writer Carolyn Kremers, is slated for publication next fall by the University of Alaska Press.</p><p>Izembek, the smallest of Alaska’s refuges at about 400,000 acres (300,000 of them designated as wilderness), plans a series of events culminating in a celebration on December 6, 2010, the anniversary of its founding. Visitors, including hunters and anglers, can reach the refuge only by state ferry (which now runs once a month May through October) or by air, weather permitting. The refuge, near the tip of the Alaska peninsula encompasses Izembek Lagoon, a world-renowned wetland and a pivotal stopover for hundreds of thousands of migratory waterbirds. The Izembek Refuge protects a range of species, including salmon, caribou, sea otter and brown bears.</p><p>The Eisenhower administration established the Arctic National Wildlife Range in December 1960. In 1980, the range was expanded and renamed the Arctic National Wildlife Refuge. Until, that is, the Morehouse College senior was recruited last summer as a paid student intern in a diversity internship program of the U.S. Fish and Wildlife Service, working at Back Bay National Wildlife Refuge in Virginia. Now he’s seeking a career with the Service, with the strong backing of his refuge manager.</p><p>If he and his cohorts succeed, that will also mark a success for the Conservation Intern Program (CIP), conceived to increase racial and ethnic diversity in the natural resources ranks.</p><p>National recruiting for summer 2010 CIP internships throughout the Northeast Region is expected to begin again in December. Just as last year, there will be 30 slots to fill.</p><blockquote><p>Harper, who graduated in May with a degree in psychology, calls his 12-week internship “a great experience in opening my eyes to different methods of conservation and wildlife management.”</p></blockquote><p>CIP, now entering its third year, is a joint program of the Service’s Northeast Regional Office and the Student Conservation Association ( http://www.thesca.org), a nonprofit organization that matches high school and college students with conservation service opportunities. This partnership is targeted toward freshman and sophomore students. Students selected for refuge internships on the basis of teacher and mentor recommendations receive a one-week orientation. For the next 11 weeks they get a taste of activities from biological monitoring and habitat restoration to refuge maintenance and recreational public-use programs. They live in refuge housing and are mentored by refuge staff.</p><blockquote><p>“We look at this as a feeder group for future leaders of the Service,” says Joe McCauley, manager of the Eastern Virginia Rivers National Wildlife Refuge Complex.</p></blockquote><p>Funding from the American Reinvestment and Recovery Act has permitted more openings in other refuge internship programs. These include Youth Conservation Corps positions, for students age 15-18, and the Student Temporary Employment Program (STEP) and the Student Career Experience Program, both for students age 16 and up. class="wp-caption-text">U.S. Fish and Wildlife Service</p></div><p><strong>Washinton, DC -</strong>-(AmmoLand.com)- The U.S. Fish and Wildlife Service today announced a proposal to designate critical habitat for the polar bear, and will open a 60-day public comment period on the measure. The critical habitat proposal identifies habitat in three separate areas or units: barrier island habitat, sea ice habitat and terrestrial denning habitat.</p><blockquote><p>“This Administration is fully committed to the protection and recovery of the polar bear,” said Interior Assistant Secretary for Fish, Wildlife and Parks Tom Strickland. “Proposing critical habitat for this iconic species is one step in the right direction to help this species stave off extinction, recognizing that the greatest threat to the polar bear is the melting of Arctic sea ice caused by climate change. As we move forward with a comprehensive energy and climate strategy, we will continue to work to protect the polar bear and its fragile environment.”</p></blockquote><p>The total area proposed for designation would cover approximately 200,541 square miles and is found entirely within the lands and waters of the United States. Barrier island habitat includes coastal barrier islands and spits along Alaska’s coast, and is used for denning, refuge from human disturbances, access to maternal dens and feeding habitat, as well as travel along the coast. Sea ice habitat is located over the continental shelf, and includes water 300m and less in depth. Terrestrial denning habitat includes lands within 32 km (about 20 miles) of the northern coast of Alaska between the Canadian border and the Kavik River and within 8 km (about 5 miles) between the Kavik River and Barrow.</p><p>Polar bears evolved for life in the harsh arctic environment, and are distributed throughout most ice-covered seas of the Northern Hemisphere. They are generally limited to areas where the sea is ice-covered for much of the year; however, they are not evenly distributed throughout their range. They are most abundant near the shore in shallow-water areas, and in other places where currents and ocean upwelling increases marine productivity and maintains some open water during the ice-covered season.</p><p>Polar bears are completely dependent upon Arctic sea-ice habitat for survival. They use sea ice as a platform to hunt and feed upon seals, as a habitat on which to seek mates and breed, as a platform to move to onshore maternity denning areas, and make long-distance movements, and occasionally for maternity denning. Most populations use onshore habitat partially or exclusively for maternity denning.</p><p>Throughout most of their range, polar bears remain on the sea ice year-round or spend only short periods on land. There are two polar bear populations that occur in the U.S.; the Chukchi Sea population and the Southern Beaufort Sea population. Internationally, they also occur throughout the East Siberian, Laptev, and Kara Seas of Russia; Fram Strait and Greenland Sea; Barents Sea of northern Europe; Baffin Bay, which separates Canada and Greenland; through most of the Canadian Arctic archipelago; and in the Chukchi and Beaufort Seas located to the west and north of Alaska.</p><p>The polar bear was listed as threatened, range-wide, under the ESA on May 14, 2008, due to loss of sea ice habitat caused by climate change. Other threats evaluated at that time included impacts from activities such as oil and gas operations, subsistence harvest, shipping and tourism. No other impacts were considered as significant in the decline but minimizing effects from these activities could become increasingly important for polar bears as their numbers decline.</p><p>The ESA requires that, to the maximum extent possible, the Secretary of the Interior designate critical habitat at the time the species is listed. However, the Service determined additional time was needed to conduct a thorough evaluation and peer review of a potential critical habitat designation and thus did not publish a proposed designation concurrent with the final listing rule. As part of the settlement of a subsequent lawsuit brought by a group of conservation organizations, the Department of the Interior agreed to publish a final rule designating critical habitat for the polar bear no later than June 30, 2010. Today’s announcement is a step toward fulfilling the terms of that agreement.</p><p>Critical habitat identifies geographic areas containing features considered essential for the conservation of a threatened or endangered species and that may require special management or protection. The designation of critical habitat under the ESA does not affect land ownership or establish a refuge, wilderness, reserve, preserve, or other conservation area. It does not allow government or public access to private lands. A critical habitat designation does not affect private lands unless federal funds, permits, or activities are involved. The areas of proposed critical habitat do encompass areas where oil and gas exploration activities are known to occur. Section 7 of the ESA requires federal agencies to ensure that the activities they authorize, fund or carry out are not likely to jeopardize the continued existence of the species or to destroy or adversely modify its critical habitat. If a federal action may affect the polar bear or its critical habitat, the permitting or action agency must enter into consultation with the Service. Thanks to the 70 or so of you who attended.  We were busting at the seams in that room!</p><p>It was great to see the faces and talk to so many people who are behind a common cause.  We hope everyone enjoyed themselves.</p><p>As we mentioned, Mayor Sullivan has been receptive to our requests to remove the illegal &#8220;no firearms&#8221; signs from municipal buildings but we know there are some buildings which still have them in place.</p><p>The more eyes we have looking out for these signs, the more chance we will catch them all. class="wp-caption-text">Virginia Gun Owners Coalition</p></div><p><strong>Virginia -</strong>-(AmmoLand.com)- Recently, gun owners were reminded why Americans must have the right to defend themselves wherever they travel.</p><p>A confrontation with a bear had a happy ending for a man in Alaska but one with a violent criminal had a tragic ending for two Virginia Tech students.</p><p>Greg Brush of Alaska used his .454 Casull to stop an angry 900-pound bear from ripping him to shreds.</p><p>Fortunately, Brush put a couple well-placed rounds in the right places to stop the bear from tearing him to pieces.</p><p>Guns do in fact save lives.  That is why police carry them and why law-abiding Virginians should not be disarmed in criminal safe zones.</p><p>Of course, Sarah Brady doesn&#8217;t want you to have the ability to protect yourself in the wild. /> Washington, DC 20005</p></blockquote><p>But sadly, two Virginia Tech college students hiking in Jefferson National Forest were recently found dead.</p><p>Authorities don&#8217;t seem to have a clue as to who did it.</p><p>But a couple of facts stand out about the senseless murder of David Metzler and Heidi Childs.</p><p>First, neither of these students could have legally carried concealed because both were under 21 years of age.  However, they could have owned a gun being over 18, which means they could have open carried.</p><p>Second, both attended a &#8220;criminal safe-zone&#8221; school, where over 30 students were butchered by a criminal a couple years ago.</p><p>Third, both were hiking in Jefferson National Forest, where I have always understood that you can carry a gun legally.  However, the state and federal bureaucracies have made the laws that govern self-defense virtually indecipherable.</p><p>My heart goes out to the Metzler and Childs families. class="wp-caption-text">Congressional Sportsmen&#39;s Foundation</p></div><p><strong>WASHINGTON, DC -</strong> -(AmmoLand.com)-  The National Assembly of Sportsmen&#8217;s Caucuses Executive Council met last week in Anchorage, Alaska for its annual mid-year meeting to review the 2009 legislative sessions and plan for the 2009 Annual Meeting.</p><blockquote><p>&#8220;We have set a very good agenda for the annual meeting that will be beneficial to the network of caucuses on current legislative issues, and we were also introduced to the great Alaska outdoors by their outstanding sportsmen&#8217;s caucus,&#8221; said Mike Pitts, NASC Executive Council President.</p></blockquote><p>Executive Council members, including President Rep. Mike Pitts of South Carolina, Immediate Past President Sen. John Astle of Maryland, Sen. Dan Gibbs of Colorado, Rep. Jason Brown of Missouri, Rep. Robin Webb of Kentucky, Rep. Mike Burris of Arkansas, as well as Alaska hosts Rep. John Harris and Rep. Craig Johnson, and Congressional Sportsmen&#8217;s Foundation President Jeff Crane, CSF Board Members Kevin O&#8217;Donovan and Phil Morlock, and NASC State Caucus Managers Bethany Erb and Jennifer Lundy, reflected on legislative trends, reviewed issue briefs and defined topics for the 2009 Annual Meeting to be held later this year.</p><blockquote><p>&#8220;These meetings play a critical role in planning and communication efforts which are vital to the ability of NASC to keep the various state caucuses engaged and informed on key legislative issues for the fishing and hunting community,&#8221; said CSF Board Member Phil Morlock. &#8220;The non-partisan dedication of the members of the NASC Executive Council is extraordinary, and under the leadership of Rep. Pitts the approach they maintain is an example of what can be accomplished when the common interests of hunters and anglers are the first priority.&#8221;</p></blockquote><p>The Executive Council discussed laying the groundwork to advance major issues that impact hunters, anglers and conservationists at the state and national level.
