PIERRE, S.D. --(Ammoland.com)- Thirteen communities are working with the State of South Dakota to expand the state’s firearm industry by attending the SHOT Show in Las Vegas, N.V. next week.

The SHOT Show which runs from Jan. 17-20 is the world’s largest Shooting, Hunting, and Outdoor Trade Show and Conference attracting businesses from all 50 states and more than 100 countries.

The South Dakota Governor’s Office of Economic Development (GOED) has attended the SHOT Show for the past 11 years and the state continues see success as a result of the effort.

“Last year during the show, South Dakota connected with more than 50 companies. Within four months two of those companies expanded their operations to South Dakota,” said GOED Commissioner J. Pat Costello.

“That movement created jobs and brought new wealth to South Dakota. We’re hopeful our efforts at this year’s SHOT Show will continue to bring new opportunity to South Dakota communities.”

Sturgis Cigar & Knife Co., a retailer that sells knives, imported cigars and custom branding for cigars, established an operation in Sturgis, S.D. rather than Massachusetts after connecting with Sturgis Economic Development officials at the SHOT Show last year. Sturgis Cigar and Knife’s parent company is JEM Enterprises which publishes various firearms manuals.

“Company representatives literally told the South Dakota delegation not to try and recruit the company. Four days later, the company owner decided to expand his business in South Dakota,” said Pat Kurtenbach, President of the Sturgis Economic Development Corporation. “This story is a great example of how important personal contact and community engagement is in the business development arena.”

Community groups partnering with the South Dakota GOED this year are Aberdeen Development Corporation, DeSmet Development Corporation, Focus Watertown, Glacial Lakes Area Development, Greater Huron Development Corporation, Grow Spink, Inc., Lincoln and Minnehaha County Economic Development Associations, Mitchell Area Development Corporation, Mobridge Economic Development Corporation, On Hand Development Corporation, Rapid City Economic Development, Spearfish Economic Development Corporation, and Webster Area Development Corporation.

Additionally, Bar-Sto, a Sturgis-based auto pistol barrel manufacturer and recent South Dakota recruit, will join the South Dakota delegation to encourage businesses to move to South Dakota.

“I moved my business from California to South Dakota two years ago. The difference is night and day. Here, government leaders work with your company to help it be successful. In California, it seemed government leaders did everything they could to hinder business,” said Irv Stone, Bar-Sto Owner.

The Governor’s Office of Economic Development has targeted the firearm industry for the last 10 years. In 1999, South Dakota was the first state in the nation to pass legislation to protect firearm companies from lawsuits. South Dakota’s pro-firearm regulations paired with the state’s business-friendly environment have helped the firearm and ammunition industry continue to blossom in South Dakota.

National Shooting Sports Foundation

These executives will meet with key congressional leaders on legislative and regulatory issues important to the industry, such as safeguarding the rights of sportsmen to continue to use traditional ammunition which anti-hunting groups are trying to ban, improving the ability of U.S. manufacturers and distributors to compete in an increasingly global economy while maintaining national security by modernizing the U.S. export control system that currently impedes business, and seeking a comprehensive federal study of firearms microstamping — a flawed and unreliable concept being promoted by gun-control groups.

In addition to meeting with congressional leaders, Rep. Greg Walden (R-Ore.) and Rep. Mike Ross (D-Ark.), a co-chair of the Congressional Sportsmen’s Caucus and the Second Amendment Task Force, are expected to speak to the group.

Montana Powder & Primers Bill Hearing Scheduled

Washington, DC --(Ammoland.com)-MSSA’s # 2 bill, SB 371, our bill to encourage the manufacture of smokeless powder, primers and cartridge brass in Montana has been scheduled for its public hearing before the House Taxation Committee for Thursday, 3/31, at 8 AM, in room 152 of the State Capitol.

Please contact Committee members and ask the to restore to the bill two features removed in the Senate; the tax breaks and the liability protection. come to the hearing if you can.

The tax breaks won’t cost Montana anything because there is no such business in Montana now. If such a business starts, it will provide jobs for Montana.

Montana already has liability protection for firearms and ammunition manufactures. The liability protection we want in the bill merely extends this same protection to future manufacturers of powder, primers and brass.

Remember, this is a clear RKBA issue. There are only two plants in the US that make powder now, and they’re both owned by giant defense contractors. All other powder we use for ammo is imported, and subject to any arbitrary import restriction. We need to get business like this jump-started in Montana to assure our ammunition supplies.

Congressional Sportsmen’s Foundation

WASHINGTON, DC –-(AmmoLand.com)- The United States House of Representative today passed a major piece of pro-sportsmen legislation to help firearm and ammunition manufacturers to grow business and help strengthen wildlife conservation funding.

H.R. 5552 the “Firearms Excise Tax Improvement Act of 2010” or so-called FAET legislation, sponsored by current Congressional Sportsmen’s Caucus (CSC) Member and former Co-Chair, Rep. Ron Kind, co-sponsored by 76 House members including many members of the CSC, and supported by the sportsmen community, was passed overwhelmingly 412-6 this afternoon.

“Today is a major victory for firearms and ammunition manufacturers who will now be treated equally under the U.S. tax code and as a result will be able to reinvest funds into researching and developing new products, purchasing new manufacturing machinery, and creating jobs,” said CSF President Jeff Crane. “This legislation will help to continue funding major conservation efforts throughout the nation via the Pittman-Robertson Wildlife Restoration Trust Fund.”

Rep. Kind introduced this legislation as a revision of H.R. 510, a bill co-sponsored by CSC Co-Chair Rep. Paul Ryan, which aimed to reverse the current practice that requires firearms and ammunition manufacturers to pay excise taxes more frequently (every two weeks) than other sporting goods industries. This payment schedule forces many manufacturers to borrow money to ensure on-time payment, and industry members spend thousands of man-hours administering the paperwork to successfully complete the payments — monies that are due long before manufacturers are paid by their customers.

“I’m proud to have authored this important legislation to help our firearms manufacturers focus on core business practices over frequent tax payments, better reach sportsmen, ultimately grow their business, and continuously support conservation programs nationwide,” said Rep. Kind.

“This legislation harmonizes the tax payment schedule with the other businesses who contribute excise taxes paid into the Pittman-Robertson fund,” said Rep. Ryan. “H.R. 5552 will take away this burdensome tax compliance regulation to make sure that firearms and ammunition manufacturers who provide millions of jobs are an integral part of the backbone of conservation funding in America.”

This bill addresses concerns about the budgetary implications of the original legislation and explicitly complies with statutory Pay-Go rules and does not add a penny to the deficit or create a new tax while also maintaining the current level of conservation dollars generated by the tax.

“This legislation will strengthen wildlife conservation funding in America by helping manufacturers to grow their businesses,” said NSSF Senior Vice President and General Counsel Lawrence G. Keane. “We are thankful for the tremendous support and leadership of Rep. Kind and Rep. Ryan, co-chair of the Congressional Sportsmen’s Caucus, for championing this commonsense bill.”

The firearm and ammunition excise tax is the major revenue source for funding the Wildlife Restoration Trust Fund also known as the Pittman Robertson Trust Fund. Last year firearm and ammunition manufacturers contributed approximately $450 million dollars to wildlife conservation through excise tax payments.

The CSC made passage of this bill to reform the federal excise tax a legislative priority in the 111th Congress. The effort was supported by a broad coalition of sportsmen and conservation groups, including the Congressional Sportsmen’s Foundation (CSF), National Shooting Sports Foundation (NSSF), National Rifle Association (NRA), and Safari Club International (SCI).

Nosler Ammunition Plant Explosion - No One Hurt

BEND, Ore. --(Ammoland.com)- Investigators returned to Nosler Inc.’s southwest Bend bullet factory Thursday morning to begin looking for the cause of Wednesday’s large explosion and fire, which all 100 or so workers escaped just moments before. But first, authorities worked to make sure the building was safe to enter, and that no explosive materials inside posed a danger.

The massive explosion sent shock waves through southwest Bend Wednesday afternoon, but a quick evacuation helped save all 100 workers inside. Now, investigators are trying to figure out what happened?

The explosion took place around 2:15 p.m. inside the 22-year-old, 80,000-square-foot Nosler Inc. building on SW Columbia Street near Simpson Avenue.

Through Facebook updates Nosler had this to say, “Thanks to everyone who called, wrote, posted, twittered, googled… Everyone is okay and thanks to good planning nobody was hurt. I’ll keep posting when I get news and keep everyone informed. Thank you for thinking of us, it’s always nice to see how much support we have.”

“First off, I would like to thank everyone again for your concerns and well wishes. It has been overwhelming and is greatly appreciated. I just posted some photos of our warehouse where our inventory of products that is about to be shipped out is located. We will be shipping again very soon, maybe even tomorrow. As soon as I can get to my camera I will post more photos and keep everyone up to date.”

“Clean up at the building is going very well. As you can see from the photo it was pretty well confined to one area. Everyone working with us has been fantastic and we owe a lot of gratitude to the Bend Fire Department, Bend PD, Oregon State Police, and everyone else who has helped make this go so smoothly.”

Investigators from the federal Bureau of Alcohol, Tobacco, Firearms and Explosives, along with Oregon State Police and Bend fire investigators, gathered at the blast scene Thursday morning, working to figure out what triggered the explosion.

Bend Fire Inspector Jeff Bond said fire crews arrived to find extensive damage to the southeast corner of the building and brownish-yellow smoke pouring from the damaged area.

A fire special rescue operations team combed the wreckage to be sure all workers were accounted for, while city building officials helped evaluate the damage and hazards for crews performing mop-up and overhaul operations.

Bond also said the quick evacuation by workers was “instrumental in a safe and effective exit from the structure.”

“The company instituted and practiced building evacuations over the years, and this policy paid off today,” Bond said in a news release.

A damage figure still was being compiled for a facility valued at $2.8 million for the structure and $10 million worth of contents, but Bond said it clearly was “pretty extensive.”

ATK Remains Largest Supplier of Small Caliber Ammunition to the Department of Defense.

MINNEAPOLIS - -(AmmoLand.com)- Alliant Techsystems (NYSE: ATK) has received orders totaling $372 million to produce 5.56mm, 7.62mm and .50-caliber ammunition for the U.S. Army Contracting Command in Rock Island, Ill.

This is the first significant order in the second year of a four-year contract, with additional orders expected during this fiscal year. ATK operates the Lake City Army Ammunition Plant (LCAAP) in Independence, Mo., where the rounds will be produced.

The economic growth America’s firearms and ammunition industry experienced last year was driven by an unprecedented number of Americans choosing to exercise their fundamental right to keep and bear arms and purchase a firearm and ammunition. This coincided with the continued decline in accidental firearm-related deaths (more than a 60 percent decrease in the last 20 years) and a continued drop in crime rates nationally.

Also cited in the economic impact report were the significant taxes paid by industry member companies to federal and state governments and the Pittman-Robertson excise tax the industry pays on the products it sells – this tax is the major source of wildlife conservation funding in America.

“In 2009 our industry increased its contribution to wildlife conservation by over 37.6 percent, which translates into sportsmen contributing more than $7.5 million dollars daily to conservation efforts,” said NSSF Senior Vice President and General Counsel Lawrence G. Keane.

“Ours is an industry with a storied past, steeped in tradition and a rich heritage,” continued Keane.

National Shooting Sports Foundation

NEWTOWN, Conn. –-(AmmoLand.com)- The National Shooting Sports Foundation has notified members that, as demand for ammunition continues to outpace supply,

“it is critically important that an amendment authored by Rep. Sam Graves (R-Mo.) to a seemingly obscure hazardous material bill (HR 4016) be attached to the legislation during consideration on the House floor.”

The NSSF notes that the amendment being pushed by Graves will help protect the shipment of materials necessary for the manufacturing of ammunition, and warns that without the Graves Amendment, the rate of production will slip, perhaps precipitously.

In turn, decreased production of ammunition will lead to decreased availability. This will lead to an increase in ammunition prices directly affecting consumers.
