Starline Brass Purchase Improves Ammunition Production Efficiencies

Phoenix, Az. --(AmmoLand.com)- As part of NRA’s continuing efforts to protect hunters from special interest groups seeking to eliminate the use of ammunition containing lead projectiles, attorneys for NRA filed paperwork in the United States District Court in Arizona on October 14, 2009 asking the Court to allow NRA to intervene and join in the lawsuit Center for Biological Diversity v. United States Bureau of Land Management et al (3:09-cv-08011-PCT-PGR).

The court could rule on NRA’s intervention request as early as the end of this month.

The lawsuit, filed January 27, 2009 by the Center for Biological Diversity (CBD), alleges that the U.S. Bureau of Land Management and the U.S. Fish & Wildlife Service (BLM, FWS) are illegally mismanaging federal lands in Arizona because those agencies failed to consider the potential impact on local wildlife resulting from authorizing activities like off-road vehicle use and allowing livestock grazing. CBD’s lawsuit also claims that California condors in Arizona are becoming ill or dying as a result of eating lead in scavenged game shot by hunters using lead shot or bullets, and that BLM and FWS are violating the Endangered Species Act by allowing hunters to use of lead shot and bullets while hunting.

National Rifle Association

NRA has been at the forefront of debunking the so-called “science” behind the theory that lead bullets are responsible for condor illness. NRA most recently worked with experts, researchers, and attorneys in California to defeat proposed state hunting regulations based on the unproven condor/lead bullets link. That success was based in large part on meticulous scientific reports prepared by experts working with NRA that exposed the deficiencies in the science, showing the theoretical link to be rooted in “psuedo-science,” as one California Fish and Game Commissioner described it.

Because of NRA’s previous experience and expertise with this issue in other states, and because there is no guarantee that either BLM or FWS will vigorously challenge the unproven assertions CBD is making about lead-based ammunition, NRA is seeking to intervene in CBD’s lawsuit to protect its members’ interests.

NRA is especially interested in defending against CBD’s lawsuit because California condors were introduced to Arizona based in large part on express promises by FWS, among others, that the reintroduction of condors would not be allowed to impact hunting.

Nebraska Game and Parks Commission

LINCOLN, Neb. –-(AmmoLand.com)- Nebraska waterfowl hunters have another type of nontoxic shot available to them, according to the Nebraska Game and Parks Commission.

The U.S. Fish and Wildlife Service has approved, effective immediately, the use of tungsten-iron-polymer shot for hunting waterfowl and coots.

It is unlawful to use or possess shotgun shells loaded with or containing shot other than nontoxic shot while hunting, taking or attempting to take waterfowl in Nebraska.

Nontoxic shot is required for all shotgun hunting on federal waterfowl production areas and national wildlife refuges and, as posted, on some state wildlife management areas.

New US Ammunition Company

California Rifle and Pistol Association

Sacramento, CA --(AmmoLand.com)- AB962, the bill that would restrict ammunition sales in California was signed this past evening by Governor Schwarzennegger.

The bill will take effect on February 1, 2011. His comments are below:

“To the Members of the California State Assembly: I am signing Assembly Bill 962.

This measure would require vendors of handgun ammunition to keep a log of information on handgun ammunition sales, store ammunition in a safe and secure manner, and require the face to-face transfer of ammunition sales.

Although I have previously vetoed legislation similar to this measure, local governments have demonstrated that requiring ammunition vendors to keep records on ammunition sales improves public safety. These records have allowed law enforcement to arrest and prosecute persons who have no business possessing firearms and ammunition: gang members, violent parolees, second and third strikers, and even people previously serving time in state prison for murder.

Utilized properly, this type of information is invaluable for keeping communities safe and preventing dangerous felons from committing crimes with firearms.

Moreover, this type of record keeping is no more intrusive for law abiding citizens than similar laws governing pawnshops or the sale of cold medicine. Unfortunately, even the most successful
local program is flawed; without a statewide law, felons can easily skirt the record keeping requirements of one city by visiting another. Assembly Bill 962 will fix this problem by
mandating that all ammunition vendors in the state keep records on ammunition sales.

As Governor, I have sought the appropriate balance between public safety and the right to keep and bear arms. I have signed important public safety measures to regulate the sale and transfer of .50 caliber rifles, instituted the California Firearms License Check program, and promoted the use of microstamping technology in handguns. I have also vetoed many pieces of legislation that sought to place unreasonable restrictions and burdens on firearms dealers and ammunition vendors.

Assembly Bill 962 reasonably regulates access to ammunition and improves public safety without placing undue burdens on consumers. For these reasons, I am pleased to sign this bill.”

Scottsdale, AZ --(AmmoLand.com)-As expected, the end of the ammo shortage is a spotty affair, with readers writing to say that their neck of the woods is still sparse or barren.

I did say it was ending, not that it’s over, sorry if I overstated the case. Cabela’s locally (Ariz.) has goods on the shelves, as does WalMart and local shops, and prices are dropping.

Hang tight fellas and gals, the boom is off the mad rush and I believe things will normalize soon. Sorry if I implied it was done and gone and everything was universally hunky dory.

One local customer at Walmart reports: “Just left with 6 boxes of blazer gold 50rd boxes for 8.95 each . (No more left ); and 2 boxes of .40 Blazer Gold 12.95 each. they still had 20+ boxes left; Lady behind the counter said they got in 5K of WBW yesterday in 9mm and one customer bought it all. How much you want to bet it will be out at the gun show for $25-30 per 100rd box.”

One major distributor was flooded with calls because of that Page Nine report, called to set me straight that it’s far from over. Gun dealers are paying retail at WalMart to obtain something to sell, ranges are suffering and having to ration, even PDs are curtailing practice. But the military has few problems, says this insider, because their small arms ammo comes mainly from AFT’s Lake City plant in Missouri, and commercial providers like PMC don’t compete directly (but really straight answers are a little hard to come by).

Some calibers are more scarce than others, with handgun loads in shorter supply. Like I said, it’s a spotty affair. And let’s face it, marksmen have plenty of ammo, right? you just can’t get more, or replace spent shells at a good price.

In other news, CBS TV reported on 9/23/09 that there’s an ammo shortage, and background checks on gun sales have spiked. They’re only ten months late, why is no one surprised.

Perhaps the real news is that America’s position is more precarious than we realize, and ammo’s just the bellwether — this could happen to toilet paper, batteries, canned goods, liquor, cigarettes, candles, bottled water– any consumer goods struck by a rumor or perceived threat, and manufacturers would not be able to meet demand.

Madison, NC –-(AmmoLand.com)- At the recent 2009 Grand American World Trapshooting Championships held in Sparta, Illinois, Remington’s Premier® STS target loads were the shotshells of choice for the sixth consecutive year.

Not only did Remington dominate Shell house sales, but shooters who used Remington ammo won more trophies than their competitors during the 10-day event in August. Grand American shooters bought more than 4,300 cases of Remington STS target loads – an amazing 54 percent of all ammo purchased – and then they used those loads to take home a total of 480 trophies, 133 more than the closest ammo competitor.

Remington shooter David Shaeffer, of Glyndon, Maryland, shattered a 21-year Singles Long Run Record by breaking 2,166 consecutive targets without a miss using Remington Premier STS Target Loads. His record-breaking Long Run streak, which began June 20, 2009, and ended two months later, bested the old record of 1,695 targets and earned David the title of 2009 ATA Clay Target Champion. Shaeffer also broke 100 straight from the 27 yard line to capture the Remington Nitro 27® Handicap Title during the Grand American. Asked why he uses Remington target loads, Shaeffer said, “I use them because they are the most consistent shell on the market today. They’re phenomenal.”

Another Remington shooter Stuart Welton, of Star, Idaho, was crowned Doubles Champion after breaking 100 straight in the program and then winning a shoot-off that went well into the night.

Several other Remington shooters performed well at Grand American events including Harlan Campbell of Tribune, Kansas, who earned championship titles in the Preliminary All-Around 400 and the Preliminary HOA 1500. Kay Ohye of North Brunswick, New Jersey, became a Veteran Champion in the Preliminary All-Around 400, Preliminary HOA 1000, Preliminary HOA 1500 and the HOA 2500. Meanwhile, Deborah Ohye-Neilson, also of North Brunswick, won Lady Champion titles in the Preliminary All-Around 400, Preliminary HOA 1000, Preliminary HOA 1500 and the HOA 2500.

Notable performances also were turned in by Shane Richardson of Bethune, Colorado; Rachel Hopkins of Pattonsburg, Missouri; Stephanie Sandler of New Ringgold, Pennsylvania; and Bronson Castleberry, manager of the Remington Gun Club in Lonoke, Arkansas, won Class AA in the Doubles Class Championship.

Remington STS Shotshells Still the Choice of Champions at the Grand American World Trapshooting Championships

NEWTOWN, Conn.—-(AmmoLand.com)-A letter signed by members of the U.S. House of Representatives’ Second Amendment Task Force raising important questions about the National Park Service’s intent to ban the use of traditional ammunition in parks that allow hunting has been sent to Department of Interior Secretary Ken Salazar. The letter, which follows a similar message sent to Salazar by U.S. senators last week, was applauded by the National Shooting Sports Foundation, trade association for the firearms, ammunition, hunting and shooting sports industry.

A bipartisan working group dedicated to defending the Second Amendment rights of American citizens, the task force wrote that “the rationale for such a ban is not based on sound scientific analysis and it would greatly restrict the ability of sportsmen to engage in hunting and fishing activities in the national parks that permit those activities.”

The National Park Service continues to pursue a ban on traditional ammunition that it announced earlier in the year would apply to park personnel involved with culling sick and wounded animals, and indicated it would consider widening the ban to all hunters. The firearms industry, sportsmen’s groups and multiple conservation organizations criticized the ban in a press release, calling it “arbitrary, over-reactive and not based on science.”

Last week in a letter to Salazar, 13 United States senators detailed their concerns about the impact a ban on traditional ammunition would have on hunters, the economy and wildlife populations.

“This action by the House Second Amendment Task Force, in conjunction with the senators’ letter, focuses attention on the National Park Service taking unilateral actions concerning traditional ammunition and is welcomed by conservation and sportsmen’s groups and the firearms industry,” said NSSF Senior Vice President and General Counsel Lawrence G. Keane. “This process needs to be as transparent as possible, and Congress’ involvement will help to ensure that this is the case.”

The NSSF has stated in communications to the park service that any decision made about federal lands with regard to ammunition products be based on thorough scientific study of wildlife population impacts. Currently, no scientific evidence indicates that wildlife populations are being negatively impacted by hunters utilizing traditional ammunition that contains lead components.

The task force’s letter adds, “we are unaware of conclusive evidence that ingestion of lead fishing tackle or ammunition threatens fish and wildlife species at the population level.”

The House Second Amendment Task Force’s letter, signed by co-chairmen Paul C. Broun, M.D (R-Ga.) and Dan Boren (D-Okla.) and nine other U.S. representatives, encouraged Salazar to

“work closely with groups that represent hunters and anglers to develop a transparent scientific process to examine the impact of lead hunting and fishing products.”

In 1979, the company became a systems integrator for tank ammunition when the U.S. Army sought to “upgun” the M1 Abrams Main Battle Tank (MBT) from a 105mm system to a 120mm main gun.

In 1979, ATK was awarded a technology transfer program for Rheinmetall’s 120mm smooth bore technology for the U.S. Army’s Abrams tank main gun upgrade. This effort resulted in the successful type classification of four rounds: the M829 Kinetic Energy (KE) tactical, the M865 KE trainer, the M830 High Explosive Antitank (HEAT) tactical, and the M831 HEAT training round. These systems-managed programs were the first for U.S. Army large caliber ammunition procurements.

ATK also developed and produced the M830A1 High Explosive Antitank – Multi-Purpose with Tracer (HEAT-MP-T) round. This innovative round increased the accuracy and firepower of the Abrams MBT to not just enhance its ability to defeat enemy armored vehicles at extended ranges, but also give the Abrams the ability to engage helicopter threats and destroy bunkers.

MINNEAPOLIS, MN --(AmmoLand.com)- Alliant Techsystems (NYSE: ATK) has received a follow-on production contract valued at $9.7 million for M228 Practice Grenade Fuzes. The contract was awarded by the U.S. Army Contracting Command, Rock Island, Illinois, and follows an initial production contract awarded to ATK in 2005.

If all options are exercised, the total value of the contract would be worth approximately $50 million throughout the expected production run from the fall of 2010 thru 2015. Work on the contract will be performed by ATK at the Allegany Ballistics Laboratory in Rocket Center, W.Va.

The M228 fuze attaches to the reusable M-69 training grenade body. When initiated during training exercises, the fuze precisely measures a time delay before detonating a small black powder charge that creates realistic audio and visual cues for the warfighter to enhance the training experience.

“ATK installed a highly-automated production line to ensure that the M228 meets the quality and delivery standards our customers expect,” said Bart Olson, Vice President and General Manager of ATK Tactical Propulsion and Controls. “ATK’s high-rate manufacturing capability provides the U.S. Army the ability to effectively meet hand grenade training requirements, and prepare our warfighters for the challenges they will face in battle.”

ATK Receives Contract for M228 Practice Grenade Fuzes

MINNEAPOLIS, MN --(AmmoLand.com)- Alliant Techsystems (NYSE: ATK) has received an initial $105 million contract award as part of a three-year contract by the U.S. Army Sustainment Command in Rock Island, Ill., to supply various types of non-standard (non-NATO) ammunition for the security forces of Afghanistan.

If all options are fully exercised, the contract value could potentially exceed $200 million. This is ATK’s second contract from the U.S. Army to supply non-standard (non-NATO) ammunition for the security forces of Afghanistan. The first $87 million contract award was announced in December 2008.

NSSF engaged in a prolonged battle in the California Legislature, but unfortunately on the final day of session, three anti-gun bills narrowly passed. The bills include: ammunition registration (AB 962), added retailer paperwork (SB 41) and prohibitions on firearm and ammunition sales at the Cow Palace exhibition center (SB 585).

NSSF and the California Association of Firearms Retailers (CAFR) urge all gun owners in the state to contact the governor’s office and respectfully urge him to veto these anti-gun bills.

Once again, the business environment in California will become more difficult for retailers during a time when the state is in desperate need of revenue.

More information on the bills:

AB 962 – Would require that firearms dealers and other vendors of ammunition keep a registry of all buyers of handgun ammunition. The bill would also ban all mail order and Internet sales of handgun ammunition and reloading components.

SB 41– Would further burden firearms retailers by requiring additional paperwork and documentation on the date of delivery of all firearms to a buyer. This bill equally affects consumers of firearms as the increased dealer costs would be passed along to the purchaser.

The bill also requires dealers to sign and to obtain the signature of the buyer or other transferee of a handgun on the Department of Justice Dealers Record of Sale (DROS) form indicating that the handgun has been delivered and the date upon which the delivery was made. It would further require dealers to date and sign a form stating that the buyer of a rifle or shotgun had taken possession of the gun.

SB 585 – Would prohibit the lawful sale of firearms and ammunition at the Cow Palace exhibition facility near San Francisco, located in Agricultural District 1-A, and would make a violation of that prohibition a crime. Its purpose is to ban gun shows at the Cow Palace and to set a precedent for the banning of all gun shows at other state-owned facilities where many sportsmen buy firearms and ammunition.

In California all firearms bought and sold at gun shows must be transferred through a federally licensed firearms retailer who is required under federal and state law to run a background check on the prospective buyer.

Three Anti-Gun Bills on Governor’s Desk – Urge Governor to Veto Bills

NEWTOWN, Conn –-(AmmoLand.com)- A letter signed by numerous United States senators to Department of the Interior Secretary Ken Salazar raising important questions about actions by the National Park Service (NPS) to ban the use of traditional ammunition in parks that allow hunting has drawn praise from the National Shooting Sports Foundation (NSSF), the trade association for the firearms, ammunition, hunting and shooting sports industry.

In the letter to Secretary Salazar, 13 senators detailed their concerns about the impact a ban on traditional ammunition would have on hunters, the economy and wildlife populations.

“At this time, the motives behind NPS actions addressing lead issues are very unclear. Especially in these difficult economic times, this action will discourage people from hunting and fishing and decrease revenue into the Pittman-Robertson fund that funds state conservation efforts,” read the letter.

The NPS continues to pursue a ban on traditional ammunition that it announced earlier in the year would apply to park personnel involved with culling sick and wounded animals, and indicated it would consider widening the ban to all hunters. The firearms industry, sportsmen’s groups and multiple conservation organizations criticized the ban in a press release, calling it “arbitrary, over-reactive and not based on science.”

“The move by members of the United States Senate to step in and raise concerns about the NPS making any unilateral actions concerning traditional ammunition is welcomed by conservation and sportsmen’s groups throughout the country and the entire firearms industry,” said NSSF Senior Vice President and General Counsel Lawrence G. Keane. “This process needs to be as transparent as possible and Congress’ involvement will help to ensure that this is the case.”

The NSSF has clearly stated in communications to the NPS that any decision made about federal lands with regard to ammunition products be based on thorough scientific study of wildlife population impacts. Currently, no scientific evidence indicates that wildlife populations are being negatively impacted by hunters utilizing traditional ammunition.

“We request that NPS cease all actions to prohibit the use of lead products on NPS lands by private citizens and NPS personnel.”

CRPA Urges the Governor to VETO AB 962 for the following reasons:

Through the collection of personal information, AB 962 creates a privacy rights issue and creates a real potential for identity theft. The detailed personal information collected includes: name, residential address, date of birth, phone number, drivers license number, signature and thumb print of ammunition purchasers. There is no requirement for secure handling or eventual disposal of the personal records of purchases by vendors. Customers could be targeted for identity theft and burglaries, including theft of firearms.

AB 962 will potentially limit smallbore rifle youth programs, including 4-H, ROTC, Scouts, and high school and college programs, due to increased costs. Youth shooting sports programs depend on discounted and specialized ammunition obtained through government subsidized programs and out of state discount vendors that supply ammunition in bulk. Big box stores don’t stock specialized .22 target ammunition and typically won’t or can’t order it for youth programs.

AB 962 will negatively impact hunter education training and safe handling programs for juniors.

AB 962 will not provide any funding source for monitoring and regulatory enforcement of this proposed new law. Local law enforcement will be saddled with enforcement of this law. In light of current cutbacks in local law enforcement, it is not reasonable to expect local jurisdictions to expend limited resources on an unnecessary law.
AB 962 is an unnecessary measure. It is already unlawful for persons prohibited from possessing firearms to obtain or possess ammunition.

SB 585 – COW PALACE GUN SHOW BAN

CRPA URGES the Governor to VETO SB 585 for the following reasons:

Supporters of SB 585 have tried to link illegal activity to gun shows at the Cow Palace; however, there is no documented evidence from law enforcement of any criminal activity associated with the Cow Palace gun shows.

Gun shows are safe; promoters are mandated to provide law enforcement to police gun shows.

Under existing laws gun shows are regulated through the Calif. Dept. of Justice (DOJ) and through the Federal Bureau of Alcohol, Tobacco and Firearms (ATF).

Guns and ammunition sold at any show are sold by licensed dealers and are subject to the same state and federal laws and waiting periods as those sold at retail establishments or through private transfers.

Gun shows provide a well regulated venue for legitimate hunters, members of the shooting sports and gun collectors.

Hunters, sport shooters and gun collectors should be able to maintain the ability to assemble in a public facility for the purpose of viewing and purchasing firearms, ammunition and sporting accessories.

Belgrade, Serbia --(AmmoLand.com)- At least six people, possibly seven, were killed on Thursday evening in a series of explosions at the Prvi Partizan Ammunition munitions factory at Uzice in western Serbia, police said.

Police, firefighters and the military sealed off the area around the Prvi Partizan ammunition factory in the town of Uzice, some 100 miles west of the capital Belgrade, said Deputy Interior Minister Predrag Maric.

“Rescuers found six bodies inside an ammunition loading facility. That’s the death toll. The injured people have been admitted to hospital,” Mr Maric said.

Another 10 people were hospitalized due to injuries in the four explosions at the Prvi Partizan ammunition factory in the town of Uzice, some 200 km southwest of the capital Belgrade, the Serbian national television reported.

The TV report said that the explosions occurred around 10 p.m. local time (20:00 GMT) Thursday in an underground part of the factory. Police said firefighters had put out the resulting fires and there is no danger of more explosions.

Mr Maric said firefighters had “doused the fires and there is no danger of more explosions”. He did not elaborate about the causes of the blast pending the end of the initial investigation.

An investigation has been launched to determine the cause of the explosions.

Interior Minister Ivica Dacic was on his way to the site, said a ministry spokeswoman.

Prvi Partizan is Serbia’s largest ammunition factory. It produces military and hunting ammunition as well as gun powder and explosives.

Prvi Partizan, which employs around 600 people, has been Serbia’s major ammunition factory for 80 years, producing military and hunting ammunition as well as gun powder and explosives.

None of the machinery at the plant was damaged, but other damage was caused by activation of the sprinkler system which resulted in a flood that will delay production. It is estimated that production and shipping will be delayed approximately 2-3 weeks.

Serbian defense industries have stepped up production in past two years, mainly exporting to Iraq, Libya, the United States and Burma. The total value of export deals in 2008 exceeded $600 million.

Serbian Defence Minister Dragan Sutanovac said last week that Serbia had secured a $100 million export deal for weapons and military equipment to Iraq.

For 2009, Remington announces a new ammunition product designed to enhance the effectiveness of your shotgun in a home defense scenario – Remington HD Ultimate Home Defense.

Remington HD Ultimate Home Defense shotgun ammunition features the same pellet material as the popular Wingmaster HD™ tungsten-bronze hunting ammunition and is offered in two loadings. Consumers can choose from a load of BB’s for the highest terminal energy or a duplex mixture of #2 and #4 pellets for excellent pattern density and outstanding stopping power with a reduced chance of over-penetration. Both loads are 12 gauge, 2 ¾-inch with 1 1/4 ounces of shot at 1250 feet per second. At the most commonly encountered home defense distances, Remington HD Ultimate Home Defense produces very tight patterns for one-shot confidence.

HD Ultimate Home Defense ammunition is the perfect compliment to Remington’s recently expanded line of tactical shotguns. Recent additions to the line include the Model 870 Express® Tactical with XS® Ghost Ring Sights and the Model 870 Express Tactical with Gray Powder Coat Finish. Both shotguns are 12 gauge and feature 3-inch chambered 18 ½-inch barrels which are threaded for the included Tactical Extended Rem™ Choke. Average weight for both models is 7 ½-pounds, overall length is 38 ½-inches and both guns are equipped with a black synthetic stock and fore-end.

The Model 870 Express Tactical with XS Ghost Ring Sights is optimized for rapid target acquisition and precise shot placement with a front XS blade sight and a receiver-mounted picatinny rail with an integrated XS Ghost Ring rear sight. This “Remington exclusive” sighting system is fully adjustable for windage and elevation.

The Model 870 Express Tactical with Gray Powder Coat Finish has a bead-sighted barrel and the receiver and barrel are finished with a gun metal gray powder coat for increased durability and reduced glare.
