Ammunition Encoding
Ammunition Accountability is a term invented by a company called Ammunition Coding System that holds a patent for laser engraving a serial number on the base of the bullet, and another on the inside of the case. Of course no one would want to buy or produce such ammunition, so Ammunition Coding System hired lobbyists to try to get states to pass laws to require the use of their “technology”. Of course they’re not doing it out of the kindness of their hearts: Ammunition Coding expects to get paid a licensing fee for every round of ammunition produced.

To date, no such bills have been passed in any state, but last year there was legislation submitted in 18 states, including Illinois. Ammunition Coding System’s lobbyists had contacted every legislator in the Illinois General Assembly.

In the now past 95th General Assembly, there were four bills introduced in the Illinois House, and one [through amending a bill] in the Senate. All of these bills would have required the formation of a state-wide ammunition registry. Some of the bills would apply a monetary fine paid to the state for each round of ammo of $0.05. (Don’t forget, the base price of the ammo will go up as well, as Ammo Coding System will get their cut from the manufacturer.) Some of the bills contained lists of firearms for which the ammunition must be encoded, others covered all firearms ammunition. And forget holding onto any old ammunition for that family heirloom, these bills would create penalties for ammunition that wasn’t encoded.

Is this technology safe, and does it even work? Would this technology create obsolete relics out of modern firearms for which this encoding scheme does not work? Ammunition Coding System’s own data only shows a small sample of centerfire handgun calibers gone through any testing.

The criminals would always have an ample supply of ammunition that cannot be traced to them if this kind of legislation passes somewhere; there would be a thriving market in stolen ammunition. This would cause crime investigations to point squarely at the theft victims, not the criminals. It doesn’t take long to realize that legitimate usage of ammunition is jeopardized with encoded ammunition. Used cartridge cases cannot be disposed of without risk, and every empty case at a public range would need to be accounted for by each individual shooter, lest the criminal element obtain used cases and scatter them at crime scenes. This would have a chilling effect on recreational shooting. Expect casting and reloading to later become criminalized activities if ammunition encoding were to pass into law.

Note that all bills in the 95th General Assembly that did not become law are now dead (“Session Sine Die”) as of January 13, 2009, and any further movement would be through the introduction of new legislative bills in the 96th General Assembly.

Ammunition Encoding vs. Microstamping
Also in the news has been the term “Microstamping”. This is a patented scheme where the cartridge cases are marked during firing with identifying info from the firearm. This involves engraving the tip of the firing pin and the breech face with the serial number of the firearm. Unlike “ammunition encoding”, microstamping does not impact ammunition manufacturing, sales and possession. This technology was passed into law in California; AB 1471 was signed by Governor Schwarzenegger on October 13, 2007. Effective in 2010, this will make unlawful for sale any new models of semi-automatic firearms in California that do not incorporate microstamping in two places on the cartridge case. Opponents of this scheme predict that the markings will prove unreadable due to normal wear and tear of the firearm. One likely effect of this legislation is that new models of popular firearms simply will not be available to law-abiding citizens in California.

The police in California apparently will be unaffected. Like other California laws which define their so-called “unsafe firearms”, AB 1471 does not apply to any firearms used or purchased by any law enforcement agency. Any civilians unfortunate enough to own firearms that microstamped the cases would need to beware of someone else in possession of their used brass, again, in case they were dropped at a crime scene.

Looking Forward
This new legislative session will bring a fresh batch of misguided bills introduced in Illinois that would infringe on the rights of law-abiding citizens. Unfortunately, it happens every year. The ISRA lobbyists will remain vigilant in 2009 against reappearance of this type of legislation in Illinois. Your support is important and really needed.

The Brenneke Quik-Shok Copper bullet is a completely lead-free design, providing a combination of excellent penetration with “controlled fragmentation” that results in a more powerful terminal effect than conventional rifle bullets can produce-regardless of bullet material.

While a conventional rifle bullet expands slowly and progressively during penetration, creating a single wound channel, the Quik-Shok Copper expands very quickly upon contact, then separates into four segments that continue to penetrate deeply. The result is a highly dynamic terminal action that creates expansion far larger than the bullet’s initial caliber, four wound channels versus just one, increased hemorrhage and more primary shock and blood loss than ordinary bullets can generate.

The principles of the Brenneke Quik-Shok Copper have been successfully researched and field-tested for well over 20 years. Traditional lead-based bullet designs are not adequate to create a lead-free projectile with exceptional accuracy, good velocity and fast, humane effectiveness on big game. Matthews, N.C. – -(AmmoLand.com)- An extremely rare Winchester New Rival 10-gage empty Christmas shell box, professionally restored and with all the labels intact, sold for $12,870 in an Internet and catalog auction held by SoldUSA.com, the premier hunting and collectibles site. The auction went online mid-November and concluded Dec. 13-14. The Winchester box was the top lot of the hundreds of lots sold.
Strong and, in some cases, record prices were realized for many of the items that came up for bid. This, despite the deteriorating condition of the nation’s financial markets. “It would seem that when the stock market is down, people begin to switch to tangible items,” said Chris Roberts, the president of SoldUSA.com. “This was a great sale for us. Bidding was fast and furious, especially in the final days.”
Mr. Roberts attributed the sale’s success to the huge numbers of people who viewed the firm’s advertisements and auctionzip page. “We registered over 500 new people to our mailing list,” he said, “and we had over 3,000 active bidders, 900 of which were winning buyers. We had over 800,000 hits per day the last few days of the sale, and we actually had to enlist backup servers to handle the traffic.”
The Winchester box showed a hunter with two pointers on point, and exhibited only minor soiling and wear. The restoration was so impeccably executed, only a trained eye could ever detect a hint of it. But it was the piece’s rarity that drove the price up. “We’ve only offered four of these boxes in 20 years,” remarked Mr. Roberts. “It would most certainly be the centerpiece of anyone’s collection.”
Predictably, hunting and fishing collectibles dominated the event’s offerings, but the auction also featured a large selection of World War II German militaria. “This is an area of collecting we are looking to expand into, and I feel we took great steps in that direction with this auction,” Mr. Roberts said. The sale also featured a broad array of general store and advertising items, plus other quality lots.
Additional highlights from the auction follow. All prices include a 13 percent buyer’s premium.
A magnificent lithograph on cardboard bullet board for U.M.C., titled Canvasbacks Through the Snow, in the extremely rare green variation, gaveled for $11,865. The image on the 35-1/2 inch by 54-1/2 inch board was bright and clean, in full color. It required a bit of touch-up by SoldUSA.com’s conservators, as it was slightly faded when received. Otherwise, it was a fine example of a rare item.
A well-documented first-generation Colt single-action Army pistol, engraved by Cole Agee, hit the mark at $7,998. The pistol, made in 1901, was pictured on the November 1994 cover of The Gun Report, with an article picturing both sides of the weapon. The fine engraving featured a stylized scroll pattern in gold wash. The stocks were in perfect original condition and the firearm presented itself well.
A Peters New Victor 12-gage fully correct shell box – King’s Smokeless, for Trap and Field Shooting – changed hands for $6,972. A similar box was pictured on page 76 of The Encyclopedia of Shotgun Shell Boxes (the one offered by SoldUSA.com was even nicer). It boasted near perfect correct shells, nice clean labels and sharp corners and edges. It was a new world auction record for such a box.
A Peters League Rabbit 10-gage blank sealed shell box, one of the most coveted Peters boxes, climbed to $5,695, also a new world auction record for such a box. Like with the above Peters box, an example like this one was also pictured in The Encyclopedia of Shotgun Shell Boxes. And, like that box, the one offered by SoldUSA.com was nicer than the one in the picture, with near perfect partial sealing.
A 1916 DMW manufactured World War I German Luger — with original holster, tool and two matching clips — realized $3,842. The wonderful example had only light rubbing, where it had been drawn from its original 1916 dated holster. The weapon had all matching serial numbers, including both magazines. The blue retained about 92 percent of its color. The bore was graded an 8 out of 10.
A World War II Ortzgruppen Einsatzleiter (ranking political leader) Nazi uniform went to a determined bidder for $3,672. The uniform included a high-peaked visor cap, blue piped; brown belt with gold wash political buckle; tunic with tag inside pocket, indicating rank;  riding-style breeches with all ties; high boots; political three-place ribbon bar; DRL sport badge in bronze; and a black tie.
A rare World War II German Army Panzer wraparound black uniform, with pants, commanded $3,390. The uniform included uniform with black plastic buttons and elongated collar tabs with metal skulls attached; slip on shoulder boards with pink piping; Iron Cross ribbon attached to button hole; loops on left chest area for badges; Army breast eagle on right breast area; and pants with all buttons.
A Laflin & Rand Powder Company Orange Sporting Powder poster from 1873 fetched $3,265. The poster – produced by Raynor & Co. Lithographers – is a litho on canvas featuring flying mallards with a large ten-point buck swimming in the foreground. The framed piece was signed and dated lower right. The 22-1/4 inch by 28-3/4 inch poster is quite rare — one of only a few examples known to exist.
Rounding out the top lots, a Townsend Gun Company 12-gage hand-load empty shell box, one of the most sought-after of all the hand-load boxes and pictured in The Encyclopedia of Shotgun Shell Boxes, rose to $2,396 (a new world auction record); and an E.W. Vine 12-gage hand-load empty shell box, pictured in The Encyclopedia of Shotgun Shell Boxes, made $1,315 (a new world auction record).

Fiocchi adds 9mm Subsonic To Shooting Dynamics Line

NSSF Alert - -(AmmoLand.com)- During the past week the National Shooting Sports Foundation (NSSF) — the trade association for the firearms and ammunition industry — has received inquires concerning state legislation that would require the serialization of ammunition on a mass production basis.

Bullet serialization — the process by which each individual round of ammunition is identified and marked with a laser engraved serial number — is not feasible from a practical standpoint and any legislation mandating such action could rightfully be considered a de facto ban on ammunition.

While legislation has been introduced in more than 20 states, NSSF has successfully defeated all of these bills. NSSF will continue to closely monitor state or federal legislation to require bullet serialization and will continue to issue Legislative Alerts to industry members and Second Amendment advocates in those states when bills are introduced or scheduled for a hearing or vote.

Demonstrating the effectiveness of the NSSF Legislative Alert system, several bullet serialization bill sponsors withdrew their bills immediately following public outcry stemming from the NSSF alerts — in the case of Kentucky, this was within 48 hours of the bill’s introduction.

Many of these have been imported to the United States and are found at relatively cheap prices compared to commercial ammo. Although the types of surplus readily at hand change on a regular basis there hasn’t been a time recently when 7.62×54r was completely unavailable. Several commercial firms are also currently producing 7.62×54r in a variety of loads. Shooters seldom have to worry about finding Mosin Nagant ammo as they did in the past, but the problem now is deciding which ammo to buy. There are several factors to consider when making the decision, although each rifle will have a “preference”. Some shooters experience sticky extraction with lacquer coated cases and avoid them at all costs while others find some of these loads to be the most accurate. Others are limited to lead core by the rules of the ranges they use and even steel jacketed bullets are not allowed in some cases. Lighter bullets generate less recoil and can make extended range sessions with lighter rifles and carbines more pleasant.
