ATK will manufacture both the 25mm M242 and the 30/40mm Mk44 automatic cannons at its facility in Mesa, Ariz. Delivery is scheduled to begin in early 2012 and will be complete by late 2015.

MINNEAPOLIS, Minn --(Ammoland.com)- ATK (NYSE: ATK) has received a $77 million, three-year contract to develop and qualify the M829E4 120mm Advanced Kinetic Energy (AKE) tactical tank round for the U.S. Army.

At the completion of this contract, ATK will have completed the second phase of the Engineering Manufacture Design (EMD) work required to qualify the new round for use with the Army’s M1A2 SEP Abrams Main Battle Tank. Upon qualification, the round will enter full-rate production.

“During our 30 years of program experience partnering with the Army, we have type classified 10 of the 12 120mm tactical and training rounds for the Abrams tank. This experience makes ATK uniquely qualified to develop this next generation capability for the Army,” said Bruce DeWitt, Vice President and General Manager for ATK Advanced Weapons Division.

“ATK provided the 120mm ammunition that helped ‘upgun’ the Abrams from a 105mm to a 120mm main gun and we look forward to working with the Army to maintain the Abrams’ standing as the world’s dominant tank.”

The M829E4 is the Army’s fifth generation, 120mm kinetic energy cartridge. The round is being developed to provide the Abrams M1A2 SEP (System Enhancement Package) with heavy armor defeat capabilities that allow the tank crew to engage and destroy threat Main Battle Tanks protected with advanced, explosive reactive armor at extended ranges as well as in Military Operations in Urban Terrain (MOUT), mountain, and nontraditional battlefields. The round will allow for the use of fewer rounds and allow for faster enemy engagements – factors that will ultimately increase crew and platform survivability.

Having successfully completed the first EMD phase, ATK was selected to advance to the second EMD phase based on an industry competition that included the results of a ballistic demonstration test and shoot-off and final proposal used to provide the best value decision for the Army.

Bill Conrad 4-H Leadership Award Recipient

New Award Signifies Conservation Efforts in Youth
Bill Stevens retired in 2007 after more than 40 years working as Federal Premium Ammunition’s Conservation Manager. He increased Federal’s support of the 4-H program and also helped launch the 4-H Shooting Sports Program—now reaching nearly 200,000 total participants each year. Bill was also instrumental in recruiting other members of the firearms industry to support the 4-H family, the Youth Shooting Sports Alliance and other successful programs.

This year marks 32 consecutive years of support from Federal for the 4-H Shooting Sports Program. Federal also sponsors numerous 4-H youth shooting camps that teach safe hunting, shooting and wildlife management techniques. Conrad Arnold is an extension educator from Cambridge, MD, and is the first ever Bill Stevens 4-H Leadership Award winner. The CASTOR 30XL is a larger and higher-performance solid rocket motor, with greater payload capability than the CASTOR® 30A, which is used on the current configuration of the Taurus II. “The CASTOR® 30XL is another important addition to our expanding portfolio of commercial propulsion products, which include the GEM, Orion, and CASTOR® solid rocket motor lines.” said Scott Lehr, ATK Aerospace Systems vice president and general manager of Strategic and Commercial Systems. “We leveraged our heritage flight-proven and cost-effective technologies to develop a customized, higher-performing second stage solution for Orbital’s Taurus II launch vehicle.”

The first two test flights of the Taurus II will use the original CASTOR® 30A configuration, the next two flights will use a higher-performing CASTOR® 30B motor, while the CASTOR® 30XL will be used after the first four flights.
Orbital’s Taurus II medium-class launch vehicle is slated to perform commercial cargo re-supply missions to the International Space Station (ISS) for NASA. It will be demonstrated under the Commercial Orbital Transportation Services (COTS) program and put into service under the Commercial Resupply Services (CRS) contract.

ATK Security and Sporting developed the round in partnership with the Naval Surface Warfare Center – Crane Division under the Special Operations Science and Technology (SOST) ammunition program.

The SOST ammunition will be manufactured in 5.56x45mm and 7.62x51mm calibers, and is short-barrel optimized. It is designed for use with the MK16 and MK17 Special Operations Combat Assault Rifle Weapon System. Production will be performed at ATK’s Federal Premium Ammunition plant in Anoka, MN. Deliveries are expected to be completed in 2015.

ATK used its core capability of ammunition technology development to create a customized solution to meet the needs of the FBI. Production of the duty round was tailored to the specifications of the FBI and is already underway. Deliveries are expected to begin by the end of 2010.

MINNEAPOLIS, --(AmmoLand.com)- Alliant Techsystems (NYSE: ATK) has received follow-on production contracts valued at $32 million to produce rocket motors and warheads for the precision-strike laser-guided HELLFIRE® II missile.

ATK will manufacture approximately 7,100 rocket motors and 2,200 metal augmented charge (MAC) warheads at its manufacturing facility in Rocket Center, West Virginia. The contracts were awarded by Lockheed Martin (NYSE: LMT), the prime contractor for the HELLFIRE II missile.

ATK was awarded the HELLFIRE II baseline contract in November 2008 to produce and deliver rocket motors and warheads. The most recent follow-on contracts represent the first option to the baseline, with deliveries scheduled to begin in April, 2011, and completed by July, 2012. A second option could be awarded in late 2010.

“This order builds on ATK’s HELLFIRE heritage of reliability and effectiveness. Our goal is to provide our Warfighters with the highest quality rocket motors and warheads possible to ensure mission success,” said Bart Olson, interim President of ATK Missile Products Group.

“The HELLFIRE II missile’s in-theater reliability exceeds 95 percent, and the reliable performance of the ATK motor is a major contributor to achieving that level of mission success,” said Ken Musculus, Air-to-Ground Missile Systems director at Lockheed Martin Missiles and Fire Control. “At a recent users’ conference, Warfighters from all four U.S. services told us how the HELLFIRE missile has enhanced their ability to minimize collateral damage during Operation Iraqi Freedom and Operation Enduring Freedom.”

Dating back to HELLFIRE I in the 1980s, ATK has produced nearly 80,000 HELLFIRE rocket motors and over 6,400 MAC warheads. In addition, ATK manufactures the copper liner for the main shaped-charge warhead for the high-explosive anti-tank (HEAT) Hellfire, the AGM-114K.

The HELLFIRE II can be launched from several rotary-wing aircraft, special mission fixed-wing aircraft, unmanned aerial vehicles, ground-based tripods and boats. Montana --(Ammoland.com)- I received a call yesterday morning from a staffer at the office of Montana’s lone Congressman Denny Rehberg.  In a meeting with military contractor ATK, Rehberg’s staff learned that ATK is withdrawing from the military brass “recycling” (destruction) program.  A similar message went out late yesterday from the offices of Montana Senators Max Baucus and Jon Tester.

Although I’d like to see a copy of the theoried memorandum from ATK to military installations canceling their brass destruction program, this already seems to me to be huge step in the right direction for ATK, and a reasonable step towards getting Department of Defense compliance with the 2009 congressional prohibition of military brass destruction.

Although ATK was complicit in a big chunk of military brass destruction, there is still a lot of military brass that has been destroyed all along apart from the ATK program and despite the 2009 congressional prohibition.  I’m still trying to learn what mechanisms may be available to enforce the congressional non-destruction mandate upon clueless or recalcitrant military installations.

MISSOULA, MT --(AmmoLand.com)- Having suffered a “Zumbo moment,” corporate giant ATK now seeks to redeem its image after its aggressive run at destroying all used military brass.

Even though ATK was actively soliciting military installations to join its brass destruction program as recently as last Wednesday, ATK said in a fresh press release on Friday, “ATK fully supports the provision passed by Congress last year to ensure that demilitarized spent brass casings remain available for civilian use.”

Industry and gun culture insiders report that ATK head Mark DeYoung is one of us, a gun owner and sportsman.

Great. However, to refurbish its image and get beyond this “Zumbo moment,” ATK will need to do more than simply post a statement announcing that it now fully supports a congressional ban on brass destruction enacted last year.

Two suggestions for ATK:

1. ATK could release a list of the military installations with which it has had Memoranda of Understanding to take and destroy fired brass, AND a list of the installations for which it has now canceled such MOUs; and
2. ATK could identify those employees responsible for both hatching and approving the ATK-sponsored program to destroy military brass, the people who approved pitching this program to military installations with the argument that allowing brass to be sold to the public somehow fosters domestic terrorism. Having identified those responsible, ATK could reassign those personnel to a commission-only job of hauling excess Lake City ammunition around the U.S. and selling that ammo to the public at shooting ranges and gun shows.

These two steps would go a long way towards reassuring the public that ATK is indeed a good corporate citizen and is actively complying with declared congressional intent.

Even if ATK is willing to go the extra mile to get beyond its “Zumbo moment,” that will still leave a pervasive problem in the U.S. military of non-compliance with the congressional prohibition of brass destruction. That problem will still need to be addressed, probably with further congressional action.

Washington, DC --(AmmoLand.com)- The cure that was arranged by Montana Senators Baucus and Tester to fix the intended military destruction of once-fired cartridge brass last year appears to be suffering from a fatal end-run.

Interested persons will remember that a year ago, helpful intervention by Montana’s senators persuaded the Department of Defense to rescind a fresh DoD directive to military installation commanders requiring them to destroy once-fired brass, prior to selling it at auction into the civilian marketplace for ammunition reloading and other purposes.

An end-run is being done around the rescinding order through quiet and sweetheart side deals with installation commanders that is being aggressively promoted by ATK.

Some characters must be introduced to explain this story. ATK/Alliant Techsystems is the defense contractor that currently has the contract to operate the Army’s huge Lake City Arsenal, the last government-owned facility in the U.S. for production of small arms military ammunition. While other contracts to operate Lake City have been cost-plus, the contract ATK arranged allows ATK to retain profits of operation. Although government/private partnerships always seem to be strange creatures, the nature of the government/ATK partnership may be stranger than most.

Government Liquidation is another private entity that has an exclusive government franchise to sell surplus military equipment, from all military installations nationwide, to all bidders.

Until recently, most used cartridge brass sales were put up for public bid through Government Liquidations, bids available to scrap metal purchasers, foundries processing brass, and specialized cartridge brass processors that reconditioned millions of surplus cartridge brass for sale to commercial reloaders of civilian ammunition, and to civilians for ammunition loading. The steady supply of reloadable brass from military sources has been a sizable and essential component of the currently stressed ammunition market in the U.S.

Although the private Government Liquidations retains a fee for the auction services it provides, the bulk of income from Government Liquidations’ sales of surplus military property is directed into the U.S. Treasury, to be reallocated and appropriated by Congress, as needed.

In a recent turn, ATK has been aggressively promoting sweetheart side deals with military installation commanders for those commanders to sell used cartridge brass directly to ATK (which ATK then renders unsuitable for reloading), the income from which is deposited, NOT into the U.S. Treasury for reallocation by Congress, but into accounts controlled by installation commanders for installation operation.

ATK even provides portable equipment to demil tons of cartridge cases at the military installations, destroying the brass for reloading purposes. Because the destroyed cartridge case brass is not suitable for reloading, it cannot command a price driven by auction for the highest-value use of reloading. Military installation commanders sell the Alliant-destroyed brass to ATK at a private, non-auction, special price. Commanders are willing to accept the reduced price because the sale proceeds go to the commanders’ discretionary accounts and not back to the U.S. Treasury via Government Liquidations.

Quote from ATK program sales literature:

“Payment is made to Fort Irwin not DRMO [now Government Liquidations], so Fort Irwin utilizes the money that is generated from the Recycle project for other recycling efforts.”

ATK, then, ships this destroyed cartridge brass to the foundries from which ATK gets new stock for manufacturing new cartridge cases, offsetting in significant part what ATK would otherwise pay the foundries, and thereby increasing ATK’s profit from operating the Lake City Arsenal.

Government Liquidations suffers a substantial decrease in business since fired military brass has long been a most lucrative product they’ve traditionally handled.

Meanwhile, the big losers are the U.S. Treasury (U.S. taxpayers), and civilian ammunition consumers who will see higher prices and more shortages in the ammunition marketplace from this scheme. U.S. gun owners are effectively being taxed by this scheme to provide greater profits for ATK.

There is one additional motive at work here. In part, this juicy scheme is being sold to military installation commanders with the reasoning that “We cannot allow this reloaded ammunition to fall into the hands of militias.” The sell-direct-to-ATK idea is being sold to installation commanders as a way to deprive imagined U.S. civilian enemies of firepower.

“Currently handling brass scrap for ATK Lake City — for sole purpose of recycling material and preventing any reloading of spent cases by the public with military grade brass.”

“Keeps Military Grade Brass from being re-loaded by unauthorized users.”

“To PREVENT anyone from using your scrap ammunition components for non-military purposes.” (Emphasis in the original)

“Assurability for the [military] installation, that no one can use this cartridge against law enforcement or our military personnel, by reloading the case.”

It’s time to cure this problem finally with congressional action. The Montana congressional delegation is spooling up to address this issue. Senators and Representatives from other states need to join the Montana delegation in fixing this problem finally with congressional direction to DoD to require that all expended military brass of civilian-useable calibers generated domestically goes through the public auction process. his will benefit the U.S. Treasury, America’s gun owners, and the adequacy of the ammunition marketplace.
