class="wp-caption-text">Kansas State Rifle Association</p></div><p><strong>Bonner Springs, KS -</strong> The citizens of Kansas voted overwhelmingly on November 2nd to ensure that their Second Amendment rights are never questioned in Kansas.</p><p>Voters decided with 710,255 votes <em>(89% of votes cast)</em> that the Kansas Constitution should be changed to insure that every individual has the right to bear arms in Kansas.  Only 91,004 persons (11% of votes cast) declared they did not want this change made.</p><p>It was a great victory and shows how important the people of Kansas believe this issue is.  This was a record setting vote as no other gun rights initiative has passed with this overwhelming of a vote in the entire country.</p><p>The previous record was set in 1986 when West Virginia voters approved their Constitutional Amendment with an 83.6% approval.</p><blockquote><p>Article 4 of the Kansas Constitution will now read, &#8220;A person has the right to keep and bear arms for the defense of self, family, home and state, for lawful hunting and recreational use, and for any other lawful purpose.&#8221;</p></blockquote><p>The Kansas State Rifle Association worked with the NRA and Senator Mike Petersen and several other members of the Kansas legislature to pass a resolution to provide for this new language and get it placed on the ballot for this general election.</p><p>The Kansas State Rifle Association would like to thank everyone who assisted in educating the voters about this amendment.  It was a huge effort to inform voters to make sure they understood what was being done and why it needed to be done.  Volunteers spent countless hours passing out bumper stickers, fliers and yard signs and explaining the issue to citizens.</p><blockquote><p>Our voices have been heard loud and clear and the Second Amendment prevails in the great State of Kansas!</p></blockquote><p><strong>About:</strong><br

class="wp-caption-text">Kansas State Rifle Association</p></div><p><strong>Wichita, Kansas -</strong><strong> </strong>-(AmmoLand.com)-  The Kansas Wildlife and Parks Commission is considering two changes to regulations that will benefit hunters by expanding their options in the field.</p><p>It is critical that NRA members and others support these important changes by attending the Commission meeting this Thursday April 22, 2010 at the Great Plains Nature Center in Wichita, KS.</p><p>The first proposed change would allow hunters to carry handguns for self-defense while hunting.  This is an option provided to hunters in many states throughout the country and these states have experienced no problems.  There is no reason that sportsmen and women should be prohibited from choosing to legally carry a self-defense sidearm.  One of the obvious examples of when this might serve as a life-saving measure is when a female bow hunter who is being stalked or harassed chooses to hunt.  Under the current regulatory prohibition, she could be defenseless against attack while in the field.</p><p>The conflicting section of KS Wildlife and Parks game regulations is Section 115-4-4(e), which states that: <em>&#8220;Big game permittees shall possess hunting equipment while hunting only as authorized by this regulation and by the most restrictive big game permit in possession while hunting.&#8221;</em></p><p>The second proposal would allow hunters to use suppressors on their firearms.  Many hunters would choose to use suppressors to protect against hearing loss, allow them the option of taking varmints while in the field without disturbing the primary game species they are pursuing and to help prevent noise complaints from neighbors and other land users.</p><p>It is vitally important that you make every effort to attend this meeting and express your support for these proposals for rule changes. class="wp-caption-text">Kansas State Rifle Association</p></div><p><strong>Kansas -</strong>-(AmmoLand.com)-  HB 2685 was passed by the House of Representatives today with a vote of 65 -57, a narrow but successful margin.  The bill must now be worked  by the Senate.</p><p>To refresh your memory, this bill does the following:</p><blockquote><p>This bill requires that if any state or municipality facilities post NO CCH signs that they must provide <em>&#8220;adequate&#8221;</em> security and ensure that NO guns are allowed on the premises.</p><p>Adequate is defined as, minimally, metal detectors, electronic detection and wands and security personnel.  Also mandates that no state agency can prohibit their employees unless adequate security measures are provided as well.  Sets the stage for arguments concerning the liability issue of any facility that prohibits your right to carry on those premises.  Also sets the stage for arguments concerning any business which makes the choice to post those signs.  Also requires secure storage for lawfully carried guns upon entrance to the facility.</p></blockquote><p>Please call and/or email your Senator and request that they urge the Senate Federal and State Affairs Committee to schedule a hearing for this bill before the session clock runs out.</p><p>The Kansas Board of Regents is strongly opposing this bill.  Please contact the Kansas Board of Regents and ask them what they are doing specifically to keep college campuses safe from criminals.  Their written statement concerning these measures do NOT satisfy our definition of adequate security and display they do not even possess a clear understanding of the current concealed carry law. <a
style="color: blue; text-decoration: underline;" href="mailto:kpeterson@ksbor.org" target="_blank">CLICK  HERE</a> TO SEND EMAIL TO KIP PETERSON at KBOR.</p><p><strong>Following is their statement:</strong></p><blockquote><p><em>On behalf of the Kansas Board of Regents, I write to you in opposition to House Bill 2685, legislation that would prohibit the state&#8217;s seven public universities, 19 community colleges, and six technical colleges from exercising meaningful efforts to make their campuses weapons-free. </em></p><p><em>House Bill 2685 seeks to amend the Personal and Family Protection Act to preclude State agencies and municipalities, including state universities, community colleges, and technical colleges, from prohibiting the carrying of a concealed weapon anywhere on campus where there is not a metal detector or other electronic equipment and personnel to detect the presence of weapons.  The Board of Regents has substantial concerns about the implications of this legislation. </em></p><p><em>The six governed state universities consider the safety of their students, employees and visitors to be among their highest priorities.  Each has expended considerable effort working to create a safe and secure environment for students to study, learn and reside in while attending the university to further their educational pursuits and for all other individuals to continue their legitimate activities.  Soon after the Virginia Tech tragedy in April of 2007, the Board of Regents and the state universities engaged in a system effort to ensure that all possible measures were being implemented to ensure the safety and security of students, faculty, staff and other persons spending time on the campuses.  Margolis Healy &amp; Associates,[1] a professional services firm specializing in higher education safety and security, was retained to review each university&#8217;s plans, procedures and policies compared to national best-practices, and campuses have been actively addressing recommendations made by that firm, as well as otherwise continuing to enhance their crisis management plans and numerous other security measures.  Additionally, the Board implemented policies for background checking state university and Regents office employees and creating/maintaining weapons-free campuses.  The Board&#8217;s weapons policy is attached for your review.</em></p><p><em>The safety and security efforts of these universities would be substantially undermined, if not crippled, by the passage of House Bill 2685.  It is our firm belief that allowing weapons on campus would significantly increase the risk of violence and harm to students, faculty and others rather than making anyone safer.  While persons licensed to carry a concealed weapon no doubt receive training to qualify them for licensure, we should not assume that such limited training will enable them to react in violent situations in the same manner a trained law enforcement officer would.</em></p><p><em>Each state university campus maintains an onsite police department with 24-hour coverage and the ability to respond quickly to incidents of violence.  University police are state certified law enforcement officers and are highly trained in the proper use of firearms during a violent encounter.  The presence of firearms, legal or not, would complicate the job of our police officers.  Eighty-six percent of campus police chiefs disagree or strongly disagree that allowing students to carry concealed weapons on campus would prevent some or all campus killings. Thompson, Amy, James H. Price, Adam Mrdjenovich, Jagdish Khubchandani, &#8220;Reducing Firearm-Related Violence on College Campuses-Police Chiefs&#8217; Perceptions and Practices,&#8221; Journal of American College Health, 58(3)2009:247, 250.</em></p><p><em>We do not believe it appropriate to &#8220;test the theories&#8221; on our college campuses.  About 1,100 college students commit suicide every year, and another 24,000 attempt to do so, according to a 2006 newspaper report (M. Cintron, &#8220;College Campuses Grapple with Escalating Suicide Rates,&#8221; Near West Gazette, October 2006).  Reports from the Brady Campaign to End Gun Violence indicate that &#8220;if a gun is used in a suicide attempt, more than 90 percent of the time it is fatal, compared to a 3% fatality rate for suicide attempts by drug overdose.&#8221;  We are concerned that if students are allowed to carry guns on our campuses, the number of suicide fatalities could increase substantially, and that would be a tragedy of immeasurable proportions. </em></p><p><em>Students and parents seek safe and comforting environments in which to live, study, learn and grow; neither weapons nor metal detectors seem consistent with or conducive to a safe and comforting living and learning environment.  We note that one of the state university campuses houses the KAMS program, and therefore high school age youth reside, study and learn on that campus.  Others house daycare facilities where young children are regularly on campus.  The Medical Center has patients on its campus.  Thus, in addition to the college students, parents and employees, there are other more vulnerable populations on the campuses to consider.</em></p><p><em>Finally, we note that the &#8220;adequate security methods&#8221; proposed in this bill would have very limited effectiveness from a safety perspective.  The requirement to have electronic equipment and security guards in place would not absolutely guarantee safety because those with intent to do harm will find an alternate route (such as a window) or use alternative weapons, and given the number of buildings on our college campuses, these security methods would be cost prohibitive.</em></p><p><em>The Board of Regents does not favor legislation that would preclude the Board and the public universities and colleges from choosing to make our campuses weapons-free.  If the House&#8217;s desire is to move this bill forward, the Board would request that the state&#8217;s 32 public higher education institutions be exempted from the legislation. This legislation is actually about reducing excessive Federal regulation in areas such as education and intrastate trade.</p><p>Proponents contend that the commerce clause was amended, by the Tenth Amendment, and that the Tenth Amendment, being the most recent expression of the enacting authority, must prevail over an unlimited interpretation of commerce clause authority to regulate firearms made and retained in a state.</p><p>The Montana Shooting Sports Association and the Second Amendment Foundation have filed a lawsuit in federal court to validate the principles of the Montana Firearms Freedom Act. The renewed debate over states rights and the pending litigation over the FFA have set the stage for re-examination of the scope of federal commerce clause authority. class="wp-caption-text">Kansas State Rifle Association</p></div><p><strong>TOPEKA, Kansas -</strong>-(AmmoLand.com)- A hearing concerning SB 504 &#8211; Amendments to the Concealed Carry laws &#8211; will be conducted by the Senate Judiciary Committee this Friday, February 26, 2010 at 9:30am in Room 548-S.</p><p>Your support of this bill is needed.  Please attend this hearing.  Legislators take notice when the hearing room is full of supporters and it increases the odds of having a positive outcome.  If you cannot attend, please contact the committee members and ask them to pass this bill out of committee.</p><p>This bill does the following:</p><p>1. Allows Military Dependents to get their permit without a KS drivers license.</p><p>2. Changes reciprocity requirements to &#8220;reasonably similar or greater&#8221; instead of &#8220;equal&#8221;.</p><p>3. Allows anyone with a current CC permit from a state we have reciprocity with who has moved to KS to continue carrying as long as they carry a copy of their KS CC application or a receipt of submission of the application until receiving their KS permit.</p><p>4. Eliminates the 6 month residency waiting period.</p><p>5. Changes permit issuance requirements to conform with 18 USC 922 (g) and (n) and KSA 21-4204.</p><p>6. Reduces the initial permit fee to $100.00, $40.00 to the Sheriff and $60.00 to the Attorney General.</p><p>7. Eliminates fingerprint requirements for renewals.</p><p>8. Designates funds to Sheriff can only be used to cover expenses incurred for processing CC applications.</p><p>9. Designates the renewal process as follows: You will receive a renewal form which must be completed and returned to the Sheriff by certified mail or in person with a current photo and $50.00 fee, $25.00 to the Sheriff and $25.00 to the Attorney General. Eliminates any training of any kind.</p><p>10. Removes the word &#8220;facility&#8221; concerning colleges and universities.</p><p>11. Pertaining to the NO CCH Signs as follows: First violation is $50.00 fine. Second violation is $100.00 fine. Third violation is Class B Misdemeanor. Also clarifies that &#8220;building&#8221; does NOT include any parking structure or any part of a parking structure.</p><p>12. Designates specific NO CCH sign requirements as follows: Must be 8&#8243; tall and 10&#8243; wide and posted on all exterior entrances at eye level and not more than 12&#8243; to the left or right of the entrance and may not be obstructed or altered in any way.</p><p>13. Provides for the following exemptions where carrying or using a firearms in self defense while or after consuming liquor. First exemption is if you are in your own dwelling, own land or own place of business. Second exemption is provided for the use of the firearm IF JUSTIFIED and lasts no longer than is immediately necessary. class="wp-caption-text">Kansas State Rifle Association</p></div><p><strong>TOPEKA, Kansas -</strong>-(AmmoLand.com)-  The Kansas Firearms Freedom Act, House Bill 2620, crafted by The Kansas State Rifle Association was introduced this morning in the Kansas House of Representatives by Representative Ray Merrick and several other co-sponsors.</p><p>The Firearms Freedom Act <em>(FFA)</em> is principally a Tenth Amendment challenge to the powers of Congress under the &#8220;commerce clause,&#8221; with firearms as the object &#8211; it is a state&#8217;s rights exercise.  Originally introduced and passed in Montana, the FFA declares that any firearms made and retained in-state is beyond the authority of Congress under its constitutional power to regulate commerce among the states.</p><blockquote><p>&#8220;The FFA may affect congressional authority other than for firearms.&#8221; said Patricia Stoneking, President of the Kansas State Rifle Association. &#8220;This legislation is actually about reducing excessive Federal regulation in areas such as education and intrastate trade.&#8221;</p></blockquote><p>Proponents contend that the commerce clause was amended, by the Tenth Amendment, and that the Tenth Amendment, being the most recent expression of the enacting authority, must prevail over an unlimited interpretation of commerce clause authority to regulate firearms made and retained in a state.</p><p>The Montana Shooting Sports Association and the Second Amendment Foundation have filed a lawsuit in federal court to validate the principles of the Montana Firearms Freedom Act. The renewed debate over states rights and the pending litigation over the FFA have set the stage for re-examination of the scope of federal commerce clause authority. While it is still unclear exactly where this re-examination will end up, the outcome could drastically change application of federal authority.</p><blockquote><p>&#8220;The Firearms Freedom Act has been enacted by two states, Montana and Tennessee.&#8221; said Stoneking.  &#8220;Kansas makes the twenty-first additional state to introduce this bill and five other states have expressed their intentions to introduce this legislation at this time.&#8221;</p></blockquote><p><strong>About:</strong><br

/> The political climate was such that in late 1891, four Kansas newspapermen felt obligated to meet and discuss the date of the Republican Party in Kansas. The four &#8220;founding fathers&#8221; included Harry W. Frost, Topeka, first president of the Kansas Day Club; C.M. Harger, Abilene; Ewing Herbert, Hiawatha; and William Allen White of Emporia.</p><p>The Kansas Day Club&#8217;s first meeting was originally scheduled for the first week in January 1892, but respect dictated delay because of the death of Senator B. Plumb of Emporia. It was quite by coincidence that the replacement date chosen fell on the anniversary of Kansas&#8217; statehood. The banquet has been held every year since 1892 except in 1945 because of World War II.</p><p>The first meeting was attended by 105 young Republicans, Harry Frost attributed the Club&#8217;s success to the &#8220;tendency of birds and men to flock together.&#8221;</p><p>In his address to the second annual meeting in 1893, Mr. Frost said the mission of the Kansas Day Club was: &#8220;To promote Republicans, and to call together in a social way, upon the anniversaries of Kansas&#8217; admission into the union, the Republicans of the State.&#8221;</p>Tags: <a

class="wp-caption-text">Kansas State Rifle Association</p></div><p><strong>Kansas -</strong>-(AmmoLand.com)- This is the time of year when <span
style="font-weight: bold;">Kansas State Rifle Association </span>nominating committee is working on determining the slate of proposed Board Members to serve for the 2010/2011 election year.  The proposed slate of Board Members will be presented to the Board at the January 2010 meeting where we will vote to approve the slate as presented.</p><p>The slate is then published in the April 2010 issue of the CHIPS &#8216;n&#8217; RICOCHETS newsletters as per the bylaws of the association.  A vote will take place at the Annual Members Meeting which will take place in Hutchinson, KS on June 12 &amp; June 13, 2010.  Term of service for Officers and Quadrant Directors is one year and term of service for Directors At Large are two years.</p><p>Our Secretary, Elizabeth Brown, has notified us that she is returning to school to obtain her Master&#8217;s Degree in Engineering and will no longer be able to serve.  We will hate to see her go but certainly wish her the best in her endeavor.  Elizabeth has done a wonderful job and she will be greatly missed.</p><p>In addition to needing a new Secretary, there will likely be openings for other board positions as well.</p><p>If you are interested in getting involved in the business of <span
style="font-weight: bold;">Kansas State Rifle Association</span> we encourage you to contact us.</p><p>Requirements for Board positions are the willingness to work on a volunteer basis, attend quarterly Board Meetings in Salina, KS and attend the Annual Members Meeting once per year, as well as any duties relevant to a specific position.  We are looking for people who are heartfelt about protecting our Second Amendment rights and preserving the shooting sports in all disciplines.  Of course, membership in the KSRA is required.  You must be dedicated to the cause and willing to actively serve as a member of the governing body of the KSRA.</p><p>If you have any interest in serving on the Board, please contact me by phone or email so we can discuss your area of interest and I can relate specific requirements for any position you may be interested in.</p><p>I believe that most people will find that serving on the Board of Directors is a personally gratifying experience and one that you will not regret. class="wp-caption-text">Kansas State Rifle Association</p></div><p><strong>Kansas -</strong>-(AmmoLand.com)-The KSRA Mid Range  individual match was held on Saturday  Sept. 12. The team match was held on Sunday the 13th. Fourteen shooters showed up for the individual match. The match is made up of four stages. Each one is 2 sighter shots and 20 shots for record at 600 yards for 200 possible points. The first  two stages are fired with scope sights and the second two are fired with iron sights.</p><p>After an hour and a half rain delay we got started. After the two scoped events three people had 400 points. Three others had 399. The scores stayed close all day.</p><p><strong>Awards were given for service rifle and match rifle classes.</strong></p><ul><li>The service rifle was won by Andrew Timmons with 727-9x.</li><li>In the match rifle class first Sharpshooter was Andrew Borkon with748-20x.</li><li>First master went to Kelly Snider with 781-31x.</li><li>Second High Master went to Dennis Selfridge with 797-46x</li><li>First High Master went to Steve McGee with 799-55x</li><li>Match winner was John Myer with 800-53x. To set a range record</li></ul><p>A special recognition and congratulations goes to Shirley McGee. She shot a 200-18x in one scoped stage to set a range record an also a national record.</p><p>Sundays team match started with near perfect weather. The match is fired with two man teams. Each member shoots one twenty shot sting with scoped sights and one with iron sights. Coaching each other is allowed. Five teams entered.</p><p>Second placed was taken by Brad Mosiman and Greg Krebaum with a score of 796-37x</p><p>First place was taken by Steve and Shirley McGee with 798-53x</p><p>To help understand the accomplishments of these people you should know all shots are fired from the prone position with a sling as the only other support. The 600 yard target x ring is six inches in diameter. The 10 ring is 12 inches across. Throw in wind, haze, sun, pulse and normal body wiggles it gets interesting.</p><p><strong>About:</strong><br

class="wp-caption-text">Kansas State Rifle Association</p></div><p><strong>Kansas -</strong>-(AmmoLand.com)-Wow! What a summer it has been! In June, I competed in the USA Shooting National Championships, held annually at Fort Benning in Columbus, Georgia. After a solid smallbore shooting match, I walked away from the Women&#8217;s Prone Championship as the Junior Women&#8217;s Prone Champion. I also finished as 3rd Junior in the 3-Position Women&#8217;s Championship.</p><p>Then, in July, Dad and I traveled to the NRA National Championships, held annually at Camp Perry near Port Clinton, Ohio. One of the many traditions at Perry is the tricky weather. During the 3-Position phase, it rained and was rather windy. Although this posed a challenge for the competitors, the match still went on without delay.</p><p>After the first day of competition, which was shot with metallic sights only, I was on top of the junior and women categories. The weather for day two was better, but still tricky for the any sights match. I hung in there and fired a solid score, keeping me near the top of the leader boards. The final results were posted and there was my name, at the top of the junior category for the entire 3-Position championship.</p><p>The next morning was the firing of the team matches. Because I was not there with a team, I slept in a little bit, then got up and ready and went to play &#8220;cheerleader&#8221; for my buddies on the United States Army Marksmanship Unit Team. That evening was the awards ceremony. We got all dressed up and walked over to the post auditorium.</p><p>Not long after the start of the ceremony, and the presentation of team awards, the lights went out. After a bit of scurrying around and flashlight searching for the problem, the executive decision was made to open the doors and carry on. So, the side doors were opened and the audience was lit up, even though the stage was still dark. During that ceremony, I was called to stage to receive numerous awards, to include Junior Champion for 3-Position Smallbore Rifle. I was also awarded a Walther KK300, presented to me on stage by Charles Pearson, President of Champion&#8217;s Choice, and Hichem Hanafi, Export Manager for Walther.</p><p>The next morning, the prone phase began with the metallic sight championship. Although the sky looked like it could pour rain on us any minute, it held off. The wind was tricky at times, but manageable. I held in there with decent scores, enough that is to qualify for the Randle Team Match.</p><p>The Randle Match is an International Team Match that members must qualify for during the metallic sight championship at Camp Perry. The top ten ladies, plus two alternates are selected for the team. Firing happens at 7:00 am the morning of the team matches during the prone phase.</p><p>Following prone team day, was the any sight championship. The weather was very favorable and almost perfect for shooting on the first day. I fired a 1200/1200, my first time ever shooting a perfect score in an outdoor prone match. I guess if there is a good time to do it, Camp Perry is the time and place. The weather got a little more tricky the second day, but I fired a solid score, enough once again to hang in there.</p><p>Although I didn&#8217;t win any overall prone championships, I didn&#8217;t end up too shabby. I won my Expert-Junior class/category and I still got to go onstage to receive my bracelet and charm for making the Randle Team.</p><p>Overall, Camp Perry was very successful this year and therefore was a lot of fun. It&#8217;s always MORE fun to shoot, when you are shooting well!</p><p>As most everyone knows, I will be attending Texas Christian University this fall and will be competing for TCU on their Women&#8217;s Rifle Team. Although I will be busy at school, I hope to get the chance to continue writing to the shooting publications in Kansas to keep everyone back at home updated. And to answer everyone&#8217;s first question about TCU, yes, we are the Horned Frogs and proud of it!</p><p>Start making your plans for Camp Perry and USASNC 2010 now!
