class="wp-caption-text">Meet Edwin. He&#39;s sporting the BAR Booger Picker Pocket.</p></div><p>Edwin has come to war equipped with a cup, as all good privates should. Mainly so the private can protect his privates. It&#8217;s not like you think, however, as Edwin&#8217;s cup, or pocket, protects him in an entirely different way. Offensively, not defensively.</p><p>Early BAR men were issued an automatic rifleman&#8217;s belt with a special metal <em>&#8220;cup&#8221;</em> between the BAR magazine pouches and pistol magazine pouch. This cup was intended to support the BAR&#8217;s stock as the shooter fired from the hip in a concept called &#8220;<em>walking fire.&#8221;</em></p><p>The idea behind this was to make an automatic weapon portable enough to accompany advancing troops. The <a
href="http://www.vickersmachinegun.org.uk/" target="_blank">Vickers Machine Gun</a> was a tad too bulky and heavy for this use, even by a hunk like Edwin, and the <a
href="http://www.firstworldwar.com/atoz/mgun_chauchat.htm" target="_blank">Chauchat Machine Rifle</a>, which was portable, was entirely French in terms of reliability and performance.</p><p>Enter the Browning Automatic Rifle. Awfully heavy to shoulder fire under control while dashing across the shell-cratered battlefields of France, designers developed the &#8216;<em>walking fire</em>&#8216; concept. The stock was snugged in to a pocket or cup on the shooters ammo belt, thereby supporting some of the weight of the rifle and allowing a semblance of controlled hip firing. Historians are unclear as to whether elite troops like the <a
title="AmmoLand Reports" href="http://www.ammoland.com/2011/06/13/marquis-nazi-belt-buckle-pistol/">German salsa-dancing belt buckle guard</a> were specifically recruited. Among other problems with the<em> &#8216;walking fire&#8217;</em> concept was that the very first BAR&#8217;s featured a top mounted ejection port.</p><div

We all have been known to<em> &#8216;dig for gold&#8217;</em> now and then, but very few of us would voluntarily choose to cleanse our nasal passages with burning hot .30-06 brass at a rate of 500 to 650 rounds per minute. Semi-automatic maybe, but no way would I fire my favorite index finger in favor of steaming brass ejecta.</p><p>As you can imagine, early testers, even those with serious allergies, complained. Something had to be done. So Mr. Browning went back to the drawing board and relocated the ejection port to the side of the BAR&#8217;s receiver. title="AmmoLand Reports" href="http://www.ammoland.com/" target="_self">Ammoland.com</a>)- David B. Fein, United States Attorney for the District of Connecticut, Guy N. Thomas, Special Agent in Charge of the Bureau of Alcohol, Tobacco, Firearms and Explosives, Boston Field Division, and Robert Nivakoff, Chief of the Stamford Police, today announced that 16 individuals have been charged with various federal offenses related to the alleged trafficking of firearms, including machine guns, and narcotics in southwestern Connecticut.</p><p>More than 100 firearms have been purchased or seized during the investigation.</p><p>On May 10, a federal grand jury sitting in New Haven returned a 20-count indictment charging a total of 15 individuals. The indictment was unsealed following the arrest of 13 defendants today. One individual also was arrested on a federal criminal complaint. Two of the defendants are in state custody on unrelated charges.</p><blockquote><p>&#8220;I want to commend all of the law enforcement officers involved in this investigation,&#8221; stated U.S. Attorney Fein. &#8220;Their coordinated efforts both today and over the past several months have removed scores of dangerous weapons from the streets, disrupting what we allege to be a significant gun trafficking network.&#8221;</p></blockquote><blockquote><p>&#8220;We believe that ATF’s collaborative work with Stamford Police Department and our other law enforcement partners in this complex investigation, culminating in today’s safely executed operations, will have a significant impact on reducing violence and improving the quality of life for residents of Stamford and surrounding communities, stated ATF Special Agent in Charge Thomas.&#8221;</p><p>&#8220;I want to thank the ATF, DEA, U.S. Marshals Service, Bridgeport Police, Norwalk Police and the Connecticut Department of Correction for their work during this investigation, which has taken many dangerous heavy weapons out of the wrong hands,&#8221; stated Stamford Police Chief Nivakoff. &#8220;We’re proud to have been involved in this operation, which now includes the largest seizure of firearms in the history of the Stamford Police Department.&#8221;</p></blockquote><p>The indictment and today’s arrests represent the culmination of a long-term joint investigation conducted by the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Drug Enforcement Administration, the United States Marshals Service, the Stamford Police Department, the Bridgeport Police Department, the Norwalk Police Department and the Connecticut Department of Correction. The investigation was funded in significant part by the United States Attorney’s Office Organized Crime Drug Enforcement Task Force and supported by the Office’s Project Safe Neighborhoods and Anti-Gang programs.</p><p>The indictment alleges that, on multiple occasions beginning in approximately July 2010, PATRICK UZAR of Stamford acquired firearms from relatives, as well as fellow members and associates of the Stamford Chapter of the Latin Kings, sold the firearms to a third party and distributed some of the sale proceeds to members of the conspiracy. The indictment further alleges that UZAR and others also were involved in the distribution of cocaine and Ecstasy.</p><p>During the investigation, law enforcement acquired several firearms, including machine guns, through controlled purchases. Main Street, Stamford;</li><li>RODOLFO REVELLO, aka &#8220;Rudy,&#8221; 38 of Unity Road, Trumbull;</li><li>ANTHONY UZAR, SR., 49, of Lafayette Street, Stamford;</li><li>GEORGE UZAR, SR., 47, of Granite Drive, Norwalk;</li><li>SANTOS ZAMBRANA, aka &#8220;Tos,&#8221; &#8220;Inca&#8221; and &#8220;Pres,&#8221; 24, of Montauk Drive, Stamford.</li></ul><p>In addition, ANTHONY UZAR, JR., 28, of Frederick Street, Stamford, was arrested today on a federal criminal complaint charging him with possession of firearm and ammunition by a previously convicted felon.</p><p>The Indictment charges PATRICK UZAR and GEORGE UZAR, SR. with one count of conspiracy to sell machine guns and four counts of possession and transfer of machine guns. If convicted, each defendant faces a maximum term of imprisonment of five years and a fine of up to $250,000 on the conspiracy charge, and a maximum term of imprisonment of 10 years and a fine of up to $250,000 on each of the possession and transfers charges.</p><p>PATRICK UZAR, GOULBOURNE, ZAMBRANA, DAVIS, BLACKBURN and ANTHONY UZAR, SR. are each charged with one count of conspiracy to engage in illegal firearms dealing and one count of illegal firearms dealing. Both of these charges carry a maximum term of imprisonment of five years and a fine of up to $250,000.</p><p>GOULBOURNE and BLACKBURN are each charged with one count of possession of a firearm by a previously convicted felon. If convicted of this charge, each defendant faces a maximum term of imprisonment of 10 years and a fine of to $250,000.</p><p>PATRICK UZAR, CRESPO, REVELLO and FELICIANO are charged with conspiring to distribute and to possess with intent to distribute 500 grams or more of cocaine. If convicted of this charge, each defendant faces a mandatory minimum term of imprisonment of five years, a maximum term of imprisonment of 40 years and a fine of up to $2 million. The indictment also charges PATRICK UZAR with four counts and CRESPO with two counts of possession with intent to distribute cocaine. UZAR is charged in one of these counts with possession with intent to distribute cocaine and MDMA (&#8220;Ecstasy&#8221;). This charge carries a maximum term of imprisonment of 20 years and a fine of up to $1 million, on each count.</p><p>PATRICK UZAR, BROWN and NUNEZ are charged with conspiring to distribute and to possess with intent to distribute MDMA (&#8220;Ecstasy&#8221;). If convicted of this charge, each defendant faces a maximum term of imprisonment of 20 years and a fine of up to $1 million.</p><p>Finally, MARTINEZ, NIEVES and ALIAGA are each charged with one count of using a telephone to facilitate a drug trafficking offense, which carries a maximum term of imprisonment of four years and a fine of up to $250,000.</p><p>U.S. Attorney Fein stressed that the charges are not evidence of guilt. The charges are only allegations, and the defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt.</p><p>This matter is being prosecuted by Assistant United States Attorneys Anthony E. title="AmmoLand Reports" href="http://www.ammoland.com/" target="_self">Ammoland.com</a>)- Cory Melvin was sentenced today to 121 months in federal prison for offenses related to his illegal possession and sale of firearms, including the sale of a machine gun in Newark, U.S. Attorney Paul J. Fishman announced.</p><p>Melvin, 36, of Newark, previously pleaded guilty to charges of unlawful transfer of a machine gun, illegally dealing in firearms, unlawful possession of 11 firearms, and conspiracy before U.S. District Court Judge Joseph A. Greenaway. The case was later reassigned to Judge Dennis M. Cavanaugh, who presided over today’s sentencing.</p><p>According to documents filed in this case and statements made in court: Melvin admitted that between September 2008 and February 2009, he, along with coconspirator Rashan Clark, sold multiple firearms on four separate occasions for profit and without a license. During this five–month period, he and Clark sold a total of 11 guns – including a machine gun, two shotguns, and eight handguns – in the city of Newark. Melvin also admitted that he possessed the firearms after having been convicted of a felony.</p><p>In addition to the prison term, Judge Cavanaugh sentenced Melvin to three years of supervised release.</p><p>Clark previously pleaded guilty to unlawful transfer of a machine gun and was sentenced to 36 months in prison by Judge Greenaway.</p><p>U.S. Attorney Fishman credited special agents of the Bureau of Alcohol, Tobacco, Firearms and Explosives, under the direction of Special Agent in Charge Matthew W. Horace, for the investigation of the case.</p><p>The government is represented by Assistant U.S. Attorneys Sarah Wolfe and John E. title="AmmoLand Reports" href="http://www.ammoland.com/" target="_self">Ammoland.com</a>)- A federal grand jury here has indicted Todd Allen Lamb, 37, of Bellefontaine, accusing him of illegally possessing five machine guns.</p><p>He is also charged with making false statements on paperwork filed with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).</p><p>Mark T. D’Alessandro, Acting United States Attorney for the Southern District of Ohio; Robert J. Browning, ATF Special Agent in Charge, and Logan County Sheriff Andrew J. Smith announced the indictment today.</p><p>The indictment alleges that Lamb possessed five machine guns. Logan County deputies discovered the weapons when they responded to a call for service at Lamb’s business.</p><p>The indictment also alleges that Lamb filed a firearm tax renewal and registration form with ATF on June 12, 2006 claiming that his business, Almite Services, Inc. had a license to sell machine guns, knowing that it was not a licensed dealer.</p><p>Each count of possession of a machine gun is punishable by up to ten years imprisonment. Making false statements is punishable by up to three years imprisonment.</p><p>Lamb will have an initial appearance before U.S. Magistrate Judge Elizabeth Preston Deavers at 11 a.m. on March 2.</p><p>D’Alessandro commended the cooperative investigation by ATF agents and Logan County deputies assisted by the Ohio Highway Patrol, and Assistant U.S. Attorney Dale E. Something with firepower, of course.</p><p>If battleships could smile, the <em>“Mighty Mo”</em> would have been beaming on Dec. 8 when a 40mm quad gun was delivered from Patriots Point Naval and Maritime Museum, “home of the USS Yorktown,” in South Carolina.</p><p>The 40mm quad is an old friend of sorts. It was one of two quads traced back to the USS Missouri that, until last month, guarded the Patriot’s Point entrance. Former USS Missouri crewmembers had arranged to have the guns placed at Patriot’s Point well before the decommissioned Missouri opened in 1999 as a memorial in Pearl Harbor. Recently, the two historic attractions teamed up to secure permission from the Naval Heritage and History Command, who owns the guns, to have one of the WWII-era quads returned to the Missouri on extended loan.</p><blockquote><p>“During World War II and the Korean War, the USS Missouri had 20 40mm quad mounts and 49 20mm guns, all of which were removed during modernization in the 1980s, replaced with four Vulcan/Phalanx 20mm Gatling guns,” said Mike Weidenbach, the Missouri’s curator. “It is important that we remember the entire five-decade active-service history of USS Missouri, which ran from World War II to the Korean War to Operation Desert Storm. Through the Missouri, we are uniquely able to portray the evolution of defense technology. For example, the 40mm quad mount will be installed on the main pier, within view of the modern CIWS gun mount that made the 40mm and 20mm anti-aircraft guns obsolete prior to action in Operation Desert Storm.”</p></blockquote><p>The 40mm anti-aircraft gun has a unique history of it own, as it was one of a very few types of weapon systems used by both sides in World War II. Manufactured by neutral Switzerland, it was used on almost every major U.S. warship. Known for its efficiency, the 40mm proved itself in close-in air defense until outflanked by the Kamikaze attacks in the final months of WWII. Each twin 40mm fired 160 rounds per minute, per barrel effectively up to 4,000 yards. The quad’s seven-man crew included a gun captain, pointer, trainer, two first-loaders and two second-loaders.</p><p>Other historical items with ties to the Missouri, such as the “Surrender Plaque” (marking the site of Japan’s World War II surrender) and ship’s bell are similarly on extended loan to the memorial. Just last month, the Missouri’s “defenses” received a boost in the form of eight .50-caliber machine guns from the Naval Surface Warfare Center in Crane, Indiana. They were restored to their original mount locations around the perimeter of the Missouri’s main deck as a tribute to a time when formal Marine Detachments (MARDETs) served on Navy ships as dedicated units.</p><div

title="AmmoLand Reports" href="http://www.ammoland.com/" target="_self">Ammoland.com</a>)-  SureFire, LLC, manufacturer of high-end illumination tools and tactical products, has been awarded a contract for a Visible Bright Light III (VBL-III) in support of the U.S. Special Operations Command weapons accessories program.</p><p>The $14.9 million contract, for an indefinite quantity of SureFire weapon-mounted lights, was awarded by officials of the Naval Surface Warfare Center, Crane Division, in Crane, Indiana.</p><p>The objective of the VBL-III is to provide improved illumination capability for the small arms used by special operations forces. SureFire will be fulfilling the contract with its new <em>“V-Series”</em> LED WeaponLights, specifically, the M620V Scout Light® and M720V RAID™ light, both of which feature high-output white-light and infrared illumination from the same sealed unit. Unlike incandescent weapon-mounted lights, which require an infrared filter to produce enough infrared illumination for use with night vision devices, V-Series LED lights require no IR filter. To convert from white to IR light (or vice versa), the user need only twist the light’s self-locking selector ring, even on the fly.</p><p>Work on this contract will be performed by SureFire at their Southern California facilities and is expected to be completed by September of 2015. title="AmmoLand Reports" href="http://www.ammoland.com/" target="_self">Ammoland.com</a>)- SureFire, LLC, manufacturer of high-end illumination tools and tactical products, has been awarded a major military contract to produce the VBL-H <em>(visible bright light heavy)</em> fire control device for the crew-served weapon systems used by U.S. Special Operations Forces.</p><p>The $16.6 million contract, for an indefinite quantity of SureFire HellFighter heavy-gun WeaponLights, was awarded by officials of the Naval Surface Warfare Center, Crane Division, in Crane, Indiana.</p><p>The primary objective of the VBL-H program, a subsystem of the Miniature Day/Night Sight &#8211; Crew Served Weapons project of the U.S. Special Operations Command Weapon Accessories program, is to provide increased optical augmentation to crew-served operators. This increased optical augmentation is expected to help crews with target detection, recognition, and identification in low-light/observation conditions on the battlefield.</p><p><strong>SureFire’s HellFighter WeaponLight</strong> &#8211; designed specifically for the M2HB .50 caliber machine gun, M134 Mini-Gun, and M240—generates 3,000 lumens of focused, HID (high intensity discharge) light capable of reaching hundreds of yards into the darkness. HellFighter has been used in combat operations in both Iraq and Afghanistan and has proven to be an effective target illuminator and searchlight, as well as a non-lethal escalation-of-force preventer.</p><p>In addition to mounting to the .50 caliber M2HB, M134 Mini-Gun, and M240-variant machine guns, HellFighter can also be hand carried as a searchlight or mounted to a vehicle or watercraft.</p><p>Work on this contract will be performed by SureFire at their Southern California facilities and is expected to be completed by September of 2015. When it comes to buying certain types of guns you certainly don&#8217;t want to cross into any gray area.</p><p>This is especially true when it comes to machine guns.</p><p>Despite numerous anti gun media misconceptions, buying a fully functional machine gun involves a lot more than merely going to a gun show. It can be a long and often times tedious process, one that includes no small amount of paperwork, <a
href="http://www.ammoland.com/2009/12/19/national-firearms-act-forms-and-their-use/">see:(National Firearms Act Forms and Their Use)</a> and when all that is done, be prepared to do some waiting.</p><p>With the kind help from our friends at <a
title="AmmoLand Supports GunBoards.com" href="http://www.GunBoards.com/?ammoland" target="_blank">GunBoards.com</a> they offered some thoughts on what it is actually involved in buying a machine-gun.</p><p><strong>Currently, there are basically 4 types of machineguns in the US market today:</strong></p><ul><li>C&amp;R (curio and relic) transferable Machine Guns, including Deactivated War Trophy Guns</li><li>Transferable Machine Guns</li><li>Pre May Dealer Sample Machine Guns</li><li>Post May Dealer Sample Machine Guns</li></ul><blockquote><p>&#8220;The first is the C&amp;R <em>(curio and relic)</em> transferable machine guns,&#8221; says Frank, an advanced collector of firearms. &#8220;These guns are original factory guns registered generally prior to the end of December, 1968 when the Gun Control Act of 1968 passed, banning the import of machine-guns for civilian sales.&#8221;</p></blockquote><p>He notes that DeWaTs <em>(Deactivated War Trophy)</em> are in this group. These are registered as<em> &#8220;unserviceable firearms&#8221; </em>and transferred via 5320.5 or form 5 tax exempt.</p><blockquote><p>&#8220;Those were guns that came in under the US DeWaT<em> (Deactivated War Trophy) </em>program. The GCA 1968 defined the receiver of a firearm as the firearm owner and since most DeWaT&#8217;s were deactivated in a manner that left the receiver intact they were allowed to be registered during the amnesty in December of 1968. If they were registered they can be reactivated legally and returned to functional status.&#8221;</p></blockquote><p>Next up are machine guns that were manufactured in the US after the 1968. &#8220;These guns are transferable but unless they are put on the C&amp;R list individually they aren&#8217;t normally C&amp;R. These guns had to be built and registered in the United States in order to be transferable. Many original guns were cut in half to destroy them then re-welded and registered during the period between the Gun Control Act of 1968.&#8221;</p><p>This cutting and rebuilding was the only way to take an existing <em>&#8220;contraband&#8221;</em> machinegun and make it legal.</p><p>All this changed on May 19, 1986 with the signing of the McClure-Volkmer Act or Gunowners Protection Act. This <em>&#8220;controversial act&#8221; </em>banned the further manufacture of all machineguns for civilian sales</p><blockquote><p>&#8220;Pre May <em>(May 19, 1986)</em> Dealer samples are machine-guns that were imported between the Gun Control Act of 1968 and May 19 of 1986. It wasn&#8217;t legal to import machine-guns for civilian sales after 1968 so anything imported could only be sold to a class 2 or class 3 dealer as a<em> &#8216;Dealers Sales Sample.&#8217;</em> As such the guns could be kept by the dealer after he gave up his Federal Firearms License (FFL) or Special Occupational Taxpayer (SOT) but could only be sold to another SOT paying FFL. They never become transferables but since the dealer can keep it they call them keepers. Also they don&#8217;t require any special paperwork above and beyond the normal forms for transfers so they are easy and simple for dealers to buy. They will transfer on form 3s between active dealers and if the seller has given up his FFL/SOT then the transfer will be via tax paid form 4.&#8221;</p></blockquote><p>Post May Dealer Samples therefore refer to any machine gun made or imported after the McClure-Volkmer Act.</p><blockquote><p>&#8220;These guns can only be registered to an SOT paying FFL holder who has a letter from a recognized and certified law enforcement agency asking for a demonstration of the firearm. The letters are a pain to get and the guns have to be abandoned, sold, destroyed or otherwise transferred out of the SOT&#8217;s inventory when he gives up his FFL/SOT. The value of these guns is the lowest because the market is very limited.&#8221;</p></blockquote><p>For this reason C&amp;R guns are usually the most valued.</p><blockquote><p>&#8220;These will transfer on form 3s tax exempt between active FFL/SOT holders, on form 4s tax paid if a non FFL/SOT is at either end of the transfer or a form 5 tax exempt if the firearm is unserviceable or transferring to or from a government agency. Transferables are next in value and transfer the same as the C&amp;R&#8217;s.&#8221;</p></blockquote><p>Special Occupational Taxpayer and this is what converts an otherwise ordinary every day FFL dealer into a class 3 dealer.</p><p><object

Wagner and Bureau of Alcohol, Tobacco, Firearms and Explosives Special Agent in Charge Stephen C. Herkins announced that Robert John Ronning, 42, of Salida, owner of Ronning Arms Inc. in Modesto, a federal firearms licensee, was arrested today on charges of illegal gun sales, including the unlawful transfers of unregistered silencers and a machine gun.</p><p>According to a criminal complaint filed earlier this week, ATF became involved in an investigation of a drug trafficking organization in approximately February 2009. As part of the investigation, quantities of methamphetamine, machine guns, and assault weapons were purchased. It appeared that some of the firearms came from Ronning Arms Inc. <a
title="Ammoland Supports CalGuns" href="http://www.calguns.net/calgunforum/showthread.php?t=148721&amp;page=1" target="_blank">More discussions about Ronning</a></p><p>Following the arrest of the initial targets of this investigation, an undercover agent and others were able to purchase two silencers, seven assault weapons, and a machine gun from Robert Ronning at his place of business, in violation of federal law.</p><blockquote><p>U.S. Attorney Wagner said, &#8220;Selling guns to unknown individuals, especially those without identification, is a dangerous business. Guns trafficked back to Mexico help fuel the cartels and perpetuate the violence over the border. Licensees who hide behind their licenses to traffic in guns violate the trust that the government bestows upon them.&#8221;</p></blockquote><blockquote><p>&#8220;ATF partners with local law enforcement agencies to aggressively pursue firearms traffickers who are diverting firearms from lawful commerce into the hands of violent criminals,&#8221; stated Special Agent in Charge Stephen C. Herkins.</p><p>&#8220;In this case, the illegal sales of several high-caliber firearms that were earmarked for the black market were purchased and intercepted by an ATF Agent acting in an undercover capacity. This is an excellent example of ATF doing what we do best, preventing criminals from possessing guns.&#8221;</p></blockquote><p>The maximum statutory penalty is 10 years in prison and a $250,000 fine for unlawfully possessing or transferring a machine gun and 10 years in prison for unlawful transfer, receipt and possession of an unregistered firearm and the related conspiracy. The actual sentence, however, will be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables.</p><p><a

class="wp-caption-text">FirearmsTruth.com</p></div><p><strong>Michigan -</strong>-(Ammoland.com)- It might seem like a strange thing to buy; a machine gun that doesn&#8217;t actually shoot.</p><p>But for collectors this really isn&#8217;t such an odd thing. Consider that military airplanes in museums don&#8217;t exactly fly, and those tanks you&#8217;ll see outside National Guard posts aren&#8217;t going to be doing any fighting any time soon. So while it may seem like heresy to the faithful gun collector, one alternative when it comes to machine guns is actually getting one that is <em>&#8220;non-gun&#8221;</em> or <em>&#8220;dummy gun.&#8221; </em>But there is a lot more to it.</p><p>Actually until the last decade even machine guns that couldn&#8217;t fire had been strictly regulated in many states. However, the Bureau of Alcohol, Tobacco, Firearms and Explosives <em>(ATF)</em>, now sees that the only part to be concerned with in a machine gun is the receiver. For a long time even non-operable machine guns had to be registered.</p><blockquote><p>Today the rules have changed, and that <em>&#8220;receiver&#8221;</em> is the key to the puzzle.</p></blockquote><p>These are built from what are called <em>“parts kits,”</em> and then assembled in a way to make the gun look complete, but still remain completely harmless as a firearm. These cannot fire or even chamber ammunition. The receiver, the portion of the gun that chambers and essentially operates the weapon, is replaced or cut. This renders the weapon inoperable, and for this reason ATF has no actual classification for dummy or non-guns, except to say what is not a gun.</p><blockquote><p>The Gun Control Act of 1968 defines the term <em>&#8220;firearm&#8221;</em> to mean in part,<em> &#8220;…any weapon (including a starter gun) which will or is designed to or may be readily converted to expel a projectile by the action of an explosive”</em> or <em>“the frame or receiver any such weapon.&#8221; </em></p></blockquote><p>Furthermore, the National Firearms Act specifies that a <em>&#8220;machinegun&#8221;</em> is <em>&#8220;…any weapon which shoots automatically more than one shot, without manual reloading, by a single function of the trigger…[and] the frame or receiver of any such weapon.&#8221; </em></p><p>The most important part regarding this matter is listed in the NFA as well in terms of how to create a proper non-gun:</p><blockquote><p>&#8220;A machinegun receiver that has been properly destroyed may be used to assemble a <em>‘dummy gun’</em> that is not subject to the controls of the National Firearms Act or Gun Control Act. When sections of destroyed machinegun receivers are used to build a dummy gun and the severed sections welded back together, the dummy gun receiver must be at least one (1) inch shorter than the original machinegun receiver. The bolt, if present, must be welded to the receiver in the closed position. The breech of the barrel must be welded closed and an obstruction welded into the barrel. Alternatively, a solid metal/plastic bar in the same shape and configuration as the original model maybe used as a <em>‘dummy receiver.’&#8221;</em></p></blockquote><p>Thus if the gun can&#8217;t fire or operate, it isn&#8217;t technically a machine gun in their eyes and is legal for ownership &#8211; but as always check the local laws. For example, dummy guns are still legal in California, but these require an orange plug at the end and the size of the magazine is restricted, while New York City has cracked down and banned anything that looks like a gun &#8211; including all toy guns. But if you can own these, the dummy guns make a good way of filing a hole in your collection.</p><p>Alex Cranmer, vice president of International Military Antiques (ima-usa.com) agrees that non-guns are a great way to round out a collection.</p><blockquote><p>&#8220;You really can&#8217;t tell until you go to see if the action moves. What I like to say is that we&#8217;re selling Model T Fords with solid engine blocks. That&#8217;s the difference between replica guns and a display gun. The display is 90 percent original parts.&#8221;</p></blockquote><p>One thing to keep in mind however is how the conversion was done. Some states have laws on modifying guns, this reporter has personally encountered a<em> &#8220;non-gun&#8221;</em> that probably would have been able to chamber and cycle rounds, thus it wasn&#8217;t really a <em>&#8220;non-gun&#8221;</em> after all. ATF can confirm if a firearm meets the criteria, but it will need to actually see the example.</p><p>While this might seem fairly complex, the best advice is to purchase any non-guns from a specialized and reputable dealer, rather than from an individual at a militaria show or online, unless you are certain the item meets the aforementioned standards. As previously mentioned you should check for local laws, and be sure to ask any sellers if they are familiar with the National Firearms Act or Gun Control Act. If they say<em> &#8220;no&#8221; </em>then they can’t possibly claim to be compliant to ATF standards. In those cases it is best to walk away from any potential transaction.</p><p>Alternatively some collectors opt to go a bit to rely on a modern-made display copies, and these similar to non-guns, except in that none of the parts are real, but from any distance they look good. Still many collectors prefer the machine guns where at least <em>&#8220;most&#8221; </em>of it was actually there.</p><p>However, the days of non-guns maybe coming to an end, at least in terms of availability. In 2005 a ban was been placed on the importation of these parts kits. Thus the items that are in the country are the last of the so-called <em>“new”</em> ones will be seeing. So get those machine guns anyway you can, and while you can.</p><blockquote><p><em>Peter Suciu is executive editor of <a

class="wp-caption-text">FirearmsTruth.com</p></div><p><strong>Michigan -</strong>-(Ammoland.com)- The mainstream anti-gun media does a terrible job in reporting on guns, and much of it is misunderstood even when the reporting is close to accurate.</p><p>The media would have you believe that<em> &#8220;assault weapons&#8221;</em> are in fact<em> &#8220;machine guns,&#8221; </em>but that&#8217;s not really the case. Here is why.</p><p>Anyone who has studied issues such as the assault weapon ban will tell you that the media gets upset about nothing &#8211; the truth is that assault weapons or rather firearms that look like assault weapons are often just commercial version of military firearms. These aren&#8217;t actually<em> &#8220;machine guns&#8221;</em> in the true sense. You certainly can&#8217;t go to most gun shows and buy a machine gun, nor can you go to the local sporting goods chain and buy one either.</p><p><strong>Machine Guns are Legal</strong><br
/> Machine guns can be legally purchased <em>- but you should check with your local law enforcement agency as it still could be banned in your city or state. </em></p><p>To understand how to purchase a live and firing machine gun, as opposed to a non-firing <em>&#8220;dummy gun,</em>&#8221; you need to understand the National Firearms Act (<a
title="AmmoLand Reports" href="http://www.ammoland.com/tag/nfa-firearms/" target="_self">NFA</a>) of 1934, which was enacted on June 26, 1934. It imposes a statutory excise tax on the manufacture and transfer of <em>&#8220;certain firearms&#8221;</em> and mandates the registration of said items. This essentially came about as a result of the crime waves of the 1920s and early 1930s during prohibition.</p><blockquote><p>&#8220;This required that guns be registered with the government, and that those registering the guns had to pay the excise tax of $200,&#8221; explains advanced collector Ken Niewiarowicz. &#8220;Who had an extra $200 to spend to buy a gun in 1934?&#8221;</p></blockquote><p>This registration explains Niewiarowicz was actually done through the IRS, and it wasn&#8217;t just limited to live guns. Those aforementioned <em>&#8220;dummy guns,&#8221;</em> which today are sold by companies such as <a
title="AmmoLand Supports International Military Antiques" href="http://ima-usa.com/?ammoland" target="_blank">IMA-USA.com</a> previously had to be registered as well.</p><blockquote><p>&#8220;Most of the guns brought home by the GIs after World War II were deactivated and those still needed to be registered.&#8221;</p></blockquote><p>The first major update to the old laws occurred in 1968 with the passage of the Gun Control Act, when guns were added to the jurisdiction of the Bureau of Alcohol and Tobacco. This restricted certain categories of individuals from owning guns &#8211; including felons, users of controlled substances or those who were convicted of a misdemeanor crime of domestic violence. This year also made it legal for <em>&#8220;new&#8221;</em> machine guns to be produced with old parts. Thus many older guns suddenly came out of the woodwork.</p><p>The law changed again in 1986, which essentially banned the creation of new machine guns again. As a result it is only possible to own machine guns that were produced prior to 1986. To obtain a gun an individual doesn&#8217;t actually need a special license either<em> &#8211; this is a common misconception -</em> but instead needs to live in a state <em>(as well as city)</em> that allows for ownership, and to pay to receive the $200 transfer stamp.</p><p>Again, this isn&#8217;t as easy as going to a large gun show and throwing a wad of cash. A background check is conducted and it can take weeks, or even months for the stamp to come through. Interesting enough, the 1934 produced stamps are still being used today.</p><p><strong>Curio and Relic (C&amp;C) License</strong><br
/> Another major misconception when it comes to collecting antique firearms is what exactly is the purpose of obtaining a 03 Federal Firearms License, sometimes called the <em>Curio and Relic (C&amp;C) license</em>. It should be stressed that holding a C&amp;R FFL doesn&#8217;t actually make one a dealer, but rather this is a special license for firearms collectors. It allows these collectors to purchase C&amp;R FFL eligible guns across state lines and to receive them directly. Introduced as part of the Gun Control Act of 1968, the 03 FFL does not entitle those individuals to be in the business of reselling guns as a dealer. The C&amp;R list changes yearly and readers should consult the list to determine if a specific gun is on said list.</p><p><strong>Gun Show Loophole</strong><br
/> Now the issue of <em>&#8220;dealer&#8221;</em> comes up, because of the so-called <em>&#8220;gun show loophole&#8221;</em> that anti-gun zealots actually preach about. What exactly is a<em> &#8220;gun show loophole&#8221;</em> is never really made clear by the anti-gun crowd, but it basically targets any sale that is done from private individual to private individual so it clearly isn&#8217;t aimed at just those transactions taking part at gun shows.</p><blockquote><p>&#8220;To require guns to be sold through dealers would mean additional taxes on the item,&#8221; says Dean Sova, promoter of the Old Time Gun, Military &amp; Sporting Shows in Michigan.</p><p>&#8220;On a used item it has already had taxes paid and claimed by the government. This would just be further government intrusion to tax an item again.&#8221;</p></blockquote><p>Ironically say many gun collectors, weren&#8217;t taxes what the whole Revolution and later the purpose of including the Second Amendment in the Constitution was all about?</p><blockquote><p><em>Peter Suciu is executive editor of <a

class="wp-caption-text">Kahr Arms</p></div><p><strong>PEARL RIVER, NY –</strong>-(AmmoLand.com)-  Kahr Arms is proud to announce that it has partnered up with LAN World, Inc. to introduce CA legal Tommy Guns to the market.</p><p>LAN World, Inc. had a device called a Bullet Button designed for them that attaches to the lower receiver of the Thompson style rifles. The Bullet Button prevents the actuation of the magazine release lever by hand. Following California law, if the user needs to use a <em>*tool*</em> to release/remove a magazine, then the firearm is considered to no longer have a detachable magazine. Without a detachable magazine, the firearm is allowed to have the <em>*Assault Weapon*</em> features such as a pistol grip or flash hider. The LAN World, Inc device attaches to the rifle and restricts the user to use a <em>*tool*</em> to remove the magazine, therefore being compliant in the state of California.</p><p>Thompson style semiautomatic center fire rifles have traditionally fallen short of complying with restrictions in the state of California because of the following:</p><ul><li> accepting a detachable magazine</li><li> magazine with the capacity to accept more than 10 rounds</li><li> overall length of less than 30 inches</li></ul><p>Kahr Arms and LAN World, Inc. have chosen 6 of the Thompson model rifles that, with the Bullet Button device kit applied, will be California compliant and will come with 10 round stick or drum magazines, depending on the model. With this kit, the Thompson rifles will:</p><ul><li> remove the ability to accept a detachable magazine</li><li> include a magazine that does not have the capacity to accept more than 10 rounds</li><li> fall into the acceptable length range of more than 30 inches</li></ul><p>This device does not modify the firearm in any way, and is able to be removed once outside of the state of California. class="wp-caption-text">Montana Shooting Sports Association</p></div><p><strong>Montana -</strong>-(AmmoLand.com)- Below is an important message from the staff of Montana&#8217;s lone congressman, Rep. Denny Rehberg (R-MT).</p><p>Denny has sponsored H.R. 442 to allow an amnesty period for registration of prohibited firearms that U.S. veterans have brought home from overseas.</p><p>Although there are over 100 cosponsors to this bill, it has not yet been granted a committee hearing.</p><p>Once again, Montana takes the lead on an important issue, but we need help from other states.</p><p>Please circulate the link to this article to all your friends in and out of Montana.  Ask them to contact their members of the U.S. House and ask them both to cosponsor H.R. 442, AND insist on a committee hearing for the bill.</p><p>The bill is called the Veterans Heritage Firearms Act.  I have attached a short summary below.  We&#8217;re looking for more grassroots pressure on this because even with the NRA pushing it, we&#8217;re just not seeing the movement in a Dem Congress.</p><p>This is the information published by the NRA:</p><blockquote><p>T<em>he &#8220;Veterans&#8217; Heritage Firearms Act of 2009,&#8221; introduced by U.S. Representative Dennis Rehberg (R-Mont.), would provide a 90-day amnesty period during which veterans and their family members could register firearms acquired overseas between June 26, 1934 and Oct. 31, 1968, without fear of prosecution. Congress granted a limited amnesty in 1968, but most veterans did not receive enough notice to participate.</em></p><p><em>The bill would not apply to all firearms brought home by veterans. The only firearms that normally have to be registered at the federal level are those subject to the National Firearms Act (NFA). More common trophies, such as bolt-action rifles or semi-automatic pistols, need not be registered. Therefore, H.R. 442&#8242;s proposed amnesty would only apply to machine guns and other NFA firearms. (It also would not apply to &#8220;destructive devices&#8221; such as bombs and grenades.)</em></p><p><em>H.R. 442 states that &#8220;in the absence of clear and convincing evidence to the contrary the Attorney General shall accept as true and accurate any affidavit, document, or other evidence submitted by an individual to establish that such firearm meets the requirements.&#8221; This allows for the fact that in the chaos of wartime troop movements, many veterans may have acquired war trophy firearms lawfully under military regulations, but without receiving official paperwork to document the guns. Naturally, too, many veterans or their family may have lost such paperwork over the years.</em></p><p><em>Under the bill, the Attorney General would have to create and distribute clear printed notices providing information regarding the amnesty period and the requirements for registering a firearm during such period.</em></p><p><em>Recognizing that veterans&#8217; trophies represent an important part of the nation&#8217;s history, H.R. 442 would require the Attorney General to transfer each firearm that has been forfeited to the United States to the first qualified museum that submits a suitable request. The Attorney General would be prohibited from destroying any forfeited firearm until the end of the 5-year period beginning on the date of such a forfeiture. Information about forfeited firearms would have to be made available to the public within 60 days after the forfeiture. Lastly, H.R. 442 would amend federal law relating to machineguns, allowing their &#8220;transfer to or by, or possession by, a museum which is open to the public and incorporated as a not-for-profit corporation under applicable State law.&#8221; Current law only allows transfer of machineguns to government museums, but many of America&#8217;s finest collections of historic firearms are in museums run by private organizations, rather than by the government.</em></p><p><em>Here is a link to a news story about an NFA weapon found in Massachusetts: http://tinyurl.com/3alpp8</em></p><p><em>And another in Illinois: http://tinyurl.com/y5v8brs</em></p><p><em>If possible we would like to drum up more support from members of the committee and subcommittee that has jurisdiction over this issue. class="wp-caption-text">ATK</p></div><p><strong>MINNEAPOLIS, MN -</strong>-(AmmoLand.com)-  Alliant Techsystems (NYSE: ATK), developer of the combat-proven 30/40mm Mk44 Bushmaster cannon system, has enhanced the system&#8217;s effectiveness and performance to accommodate integration into various ground combat vehicles, including the United Kingdom&#8217;s Warrior Infantry Fighting Vehicle.</p><p>The enhanced cannon offers various vehicle mount and feed configurations, with either the traditional bayonet mount with a single recoil damper and linked feeder, or with a bespoke integral mount with dual recoil dampers and linkless feeder. The linkless feed system is driven from the cannon&#8217;s integral electric motor and feeder gearing, eliminating the need for a separate magazine drive motor and associated burden on the vehicles&#8217; electrical system.</p><p>The enhanced cannon utilizes a modified 30mm Mk44 with additional recoil stroke capacity that reduces recoil loads associated with 40mm x 180mm (&#8220;Super 40&#8243;) ammunition. The cannon can be easily upgraded to fire Super 40 ammunition with simple component changes by the end user.</p><p>Technical maturity of Super 40 ammunition was proven on the Mk44 during the U.S. Army&#8217;s Advanced Light Armament for Combat Vehicles (ALACV) program, initiated to evaluate increased lethality in medium-caliber cannons. The ALACV program included live-fire tests of Target Practice-Tracer (TP-T), Programmable Airbust Munition (PABM), and Armor Piercing Fin Stabilized Discarding Sabot &#8211; Tracer (APFSDS-T) rounds and demonstrated a technology readiness level six (TRL-6) in 2003. Subsequent development of the &#8220;Super 40&#8243; system (cannon and ammunition) resulted in a common 180mm case design for both the full and sub-caliber rounds. The overall round design significantly improves system performance, accuracy, and reduced barrel wear.</p><p>As with previous Mk44 cannons, the enhanced cannon system is compatible with ATK&#8217;s PABM, and offers the user increased tactical flexibility and greater lethality as compared to conventional high-explosive ammunition.</p><p>ATK has applied its integrated weapon systems capability to develop the most cost effective, compact and lightweight 40mm cannon system available today. class="wp-caption-text">BATFE</p></div><p><strong>Los Angeles, CA -</strong> -(AmmoLand.com)- An investigation into guns being trafficked from Arizona to California has led to the arrest of four individuals, one of whom sold several machine guns to a undercover operative and claimed to be tied to a Mexican drug cartel.</p><p>The four defendants were arrested early this morning by special agents with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and investigators with the Los Angeles Police Department. During the course of the 10-month investigation, authorities purchased or seized 50 firearms, including 17 guns that were discovered during the execution of search warrants this morning.</p><p>During the investigation, an undercover operative made a series of gun purchases from three of the defendants. The purchases included guns similar to AK- 47s, Uzis and AR-15s, some of which were fully automatic weapons.<br

/> Those arrested today are:</strong></p><ul><li> Edgardo Prado Casteneda, aka &#8220;Primo,&#8221; 26, of Azusa, who claimed to be a Southern California operative of the La Familia drug cartel based in Michoacan, Mexico;</li><li> Vicente Garcia Jr., aka &#8220;Chevy,&#8221; 38, of Azusa;</li><li> Steven Scott Blanks, 47, of Norco; and</li><li> Victor Velasquez, aka &#8220;Fingers,&#8221; 34, of El Monte, who is accused of delivering a quarter-pound of methamphetamine that was purchased by the undercover operative.</li></ul><p>The four defendants are scheduled to make their initial appearances this afternoon in United States District Court in Los Angeles.</p><blockquote><p>“Today&#8217;s arrests and enforcement actions conclude a successful investigation by LAPD and ATF into a firearms trafficking ring with possible ties to Mexican drug cartels,” said Christopher Shaefer, Acting Special Agent in Charge of ATF&#8217;s Los Angeles Field Division. “Many firearms were taken off the street that may have otherwise ended up in the hands of those determined to further their criminal activity. ATF will continue to utilize our expertise in conducting firearms trafficking investigations, and will trace each firearm purchased or seized in this operation to determine who else may be facilitating illegal firearm sales.”</p><p>LAPD Captain Kevin McCarthy stated: “Today&#8217;s arrests were the result of a collaborative effort between the Los Angeles Police Department, ATF and the Los Angeles County Sheriff&#8217;s Department. By bringing together each agency&#8217;s unique expertise, we were able to effectively and efficiently stop this firearm and drug trafficking ring. LAPD will continue to work jointly with other agencies to further reduce crime in our city.”</p></blockquote><p>The arrests were made today as Prado apparently made plans to collect a “debt” and possibly kidnap a man he said owed money to La Familia. Over the past several weeks, Prado allegedly had a series of conversations with the undercover operative about helping collect a large “debt” that a man owed to La Familia. According to the affidavit, Prado told the informant that a boss in the cartel that he called “Cuete” had sent a courier to Mexico to transport narcotics, but the courier was arrested and provided information to Mexican authorities that led to the arrest of another high-ranking cartel member in Mexico City. As a result of this, &#8220;Cuete&#8221; owed the Cartel $3 million. If the informant participated in the collection of the “debt,” Prado promised him a share of money that would be paid by the cartel.</p><p>A criminal complaint filed in United States District Court in Los Angeles charges Prado with selling firearms without a license and distributing methamphetamine. Garcia is charged with being a felon in possession of a firearm.</p><p>Blanks is charged with possession of a machine gun. Velasquez is charged with distribution of methamphetamine.</p><p>If convicted of the crimes alleged in the criminal complaint, the defendants would face maximum potential sentences of at least 10 years in prison.</p><p>A criminal complaint contains allegations that a defendant has committed a crime. Every defendant is presumed innocent until and unless proven guilty.</p><p>The investigation that led to today’s arrests was conducted by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the Los Angeles Police Department. class="wp-caption-text">Gun Owners&#39; Action League - The Official Firearms Association of Massachusetts</p></div><p><strong>Massachusetts -</strong> The Patrick Administration through the Executive Office of Public Safety and Security has proposed yet another change in regulations regarding firearm issues. This particular change would alter <em>501 CMR 6.00 MACHINE GUN LICENSE BONA FIDE COLLECTORS OF FIREARMS.</em></p><p>This regulation determines who is eligible to receive a machine gun license under Chapter 140, Section 131(o)(ii) and 131 (p).</p><p>(o) No person shall be issued a license to carry or possess a machine gun in the commonwealth, except that a licensing authority or the colonel of state police may issue a machine gun license to:<br
/> (ii) a bona fide collector of firearms upon application or upon application for renewal of such license.<br
/> (p) The executive director of the criminal history systems board shall promulgate regulations in accordance with chapter 30A to establish criteria for persons who shall be classified as bona fide collectors of firearms.</p><p>While the intentions of the newly proposed regulations are not spelled out, what is clear is that they will further restrict machine gun license holders.</p><p>Comparing the current regulations and the newly proposed, the administration is removing the words &#8220;demonstration&#8221; and &#8220;test firing&#8221; from the regulatory language. The new language also adds the ability of licensing authorities to establish restrictions on the license and set further conditions on the actual licensing. This is the same abused authority that is currently given to local licensing authorities over Licenses to Carry.</p><p><strong>To understand what is being done here we must cross reference several things (all found below):</strong><br
/> 1.    Sections 9, 11, 12 and 15 of the Governor&#8217;s legislative package H.4102 &#8220;An Act to Reduce Firearm Violence&#8221; that deal with changing the laws regarding machine guns, and<br
/> 2.    The last sentence of the proposed Firearms Exhibition regulations, and<br
/> 3.    The proposed regulations concerning &#8220;Bona Fide Collector&#8221;</p><p>After reviewing these items collectively, it appears that what the administration is attempting to establish is a license that might allow a citizen to possess a machine gun, but that the licensee would never be allowed to fire it. For certain, they would never be allowed to let anyone else fire it.</p><p>Once again, the citizens of Massachusetts are facing a systematic erosion of our Second Amendment rights and the continuation of a culture of government that continually abuses and persecutes lawful citizens. GOAL urges our members to oppose these regulations and the combined effort of the Patrick administration to erode our rights.</p><p>The regulations are scheduled to have a public hearing on Monday, July 20, 2009 at 10:00 am at the Massachusetts State Police Headquarters, 470 Worcester Road, Framingham, MA 01702. An official copy of the proposed regulations may be obtained from the same address.</p><p><strong>Current Regulatory Definition:</strong></p><blockquote><p>Bona Fide Collectors of Firearms: A &#8220;bona fide collector of firearms&#8221;, for the purpose of issuance of a machine gun license, shall be defined as an individual who acquires firearms for such lawful purposes as historical significance, display, research, lecturing,  demonstration, test firing, investment or other like purposes. For the purpose of issuance of a machine gun license the acquisitions of firearms for sporting use or for use as an offensive or defensive weapon shall not qualify an applicant as a bona fide collector of firearms. An individual licensed pursuant to 18 U.S.C. Chapter 44 Sections 921-929 and 27 CFR part 178 shall be deemed a bona fide collector of firearms for the purpose of this regulation.</p></blockquote><p><strong>Newly Proposed Regulation Definition:</strong></p><blockquote><p>Bona Fide Collectors of Firearms: A &#8220;bona fide collector of firearms&#8221;, for the purpose of issuance of a machine gun license, shall be defined as an individual who:</p><p>(a)    Is licensed to carry firearms pursuant to M.G.L. c. 140, S 131:<br
/> (b)    Is licensed to engage in the business of importing, manufacturing, or dealing in firearms, or importing or manufacturing ammunition, or is a person licensed to be a collector of curio and relics pursuant to 18 U. S.C. c. 144, SS 921 through 929 and 27 CFR Part 478;<br
/> (c)    Meets at least one of the following criteria<br
/> 1.    Is an individual who can demonstrate that he collects firearms for investment purposes; or<br
/> 2.    Is an individual who can demonstrate that firearms are necessary for historical display or research or lecturing conducted by the individual; and<br
/> 3.    Is subject to such license conditions and restrictions as the licensing authority deems proper.</p></blockquote><p><strong>Newly Proposed Firearm Exhibition Language</strong></p><blockquote><p>Firearms Exhibition means any event held at a sporting or shooting club or facility open to the general public or to non-members where firearms, rifles, shotguns or ammunition, all as defined in M.G.L. c.140 § 121, are provided to attendees for the regulated shooting on the premises of the said sporting or shooting club or facility.</p><p>(2) Machine Guns. The use of machine guns, as defined in M.G.L. c.140 § 121, is prohibited at any firearms exhibition.</p><p>Sections of H.4102 pertaining to changes in the machine gun laws:</p><p>SECTION 9. Section 129C of chapter 140, as so appearing, is hereby amended by inserting after the word  &#8220;purpose&#8221;, in line 84, the following words:- , provided, however, that nothing in this subsection shall allow for the holding, handling, or firing of a machine gun by any person other than a person licensed to possess a  machine gun under section 131(o) or police personnel receiving instruction from a firearm instructor  certified by the municipal police training committee or the colonel of the state police.</p><p>SECTION 11. Section 130 of chapter 140 of the General Laws, as so appearing, is hereby amended by 70 inserting after the word &#8220;shotgun&#8221;, in line 8, the following words:- or machine gun</p><p>SECTION 12. Section 130 is hereby further amended by inserting after the word &#8220;years&#8221;, in line 28, the following words:- ; and provided further, that nothing in this section shall allow for the holding, handling, or firing of a machine gun by any person other than a person licensed to possess a machine gun under section 131(o) or police personnel receiving instruction from a firearm instructor certified by the municipal  police training committee or the colonel of the state police</p><p>SECTION 15. Section 131 is hereby further amended by striking out, in lines 341-347, subsection (o) and  inserting in place thereof the following subsection:-</p><p>(o) No person shall be issued a license to carry or possess a machine gun in the commonwealth, except that a licensing authority or the colonel of the state police may issue a machine gun license to an individual who possesses a valid license to carry under this section and is:</p><p>(i) a firearm instructor certified by the municipal police training committee for the sole purpose of firearm instruction to police personnel;</p><p>(ii) a bona fide collector of firearms upon application or upon application for renewal of such license; or</p><p>(iii) a law enforcement officer employed by such licensing authority or a law enforcement officer employed by or appointed as a special state police officer by the colonel.</p></blockquote><p><strong>About:</strong><br

class="wp-caption-text">General Dynamics</p></div><p><strong>CHARLOTTE, N.C. –</strong> -(AmmoLand.com)- General Dynamics Armament and Technical Products, a business unit of General Dynamics (NYSE: GD), has been awarded a $10 million contract extension by U.S. Army TACOM-ARDEC for the production of MK19 grenade machine guns. Deliveries are expected to begin in April 2010 and will be completed in July 2012. This award brings the total contract value to date to over $67 million.</p><p>According to General Dynamics Armament and Technical Products gun systems program manager, Jeffrey Gramse, “The MK19 has been in service for over 20 years, providing lethal fire against a variety of targets. The weapon’s high lethality and broad versatility gives the U.S. Armed Forces an essential weapon for use in both offensive and defensive operations.”</p><p>Production work will be performed at General Dynamics Armament and Technical Products’ Saco, Maine, facility using its existing workforce. Program management will be performed in Saco with support from the company’s Burlington, Vt.-based Technology Center.</p><p>General Dynamics Armament and Technical Products’ site in Saco is the company&#8217;s production site for single- and multi-barrel aircraft and crew-served weapon systems. The site provides complete production capabilities, from design and development to manufacturing, testing and integration.</p><p>General Dynamics Armament and Technical Products’ site in Burlington is the company’s Engineering Center of Excellence. The campus spans four buildings: Lakeside offices, an engineering development lab, a systems modernization initiative office, and an expansive test facility.
