<p><strong>Michigan -</strong> -<a href='http://www.ammoland.com' rel='dofollow' target='_blank'>(AmmoLand.com)</a>- Things are going well with the Second Amendment March. We now have 29 State Coordinators and website traffic is holding steady at 45,000 unique visitors per week. Donations were up slightly last month but still painfully short of what we&#8217;ll need to pull this event off. I hate to beg, but even five dollars per person would be a great help in organizing efforts.</p>
<p>Dennis Sanford, our Field Representative, will be sending out the official letters to the gun industry next week asking for monetary and logistical support. We&#8217;re hoping that during these times of record firearm and ammo sales that the gun industry will help us out. If you have any leads on corporations or businesses (large or small) who would like to support the march, please email me at skip@secondamendmentmarch.com with all the details and I&#8217;ll follow up.</p>
<p>Also, I&#8217;ve recently mailed letters to Chris Cox and Wayne LaPierre of the National Rifle Association officially asking for their support. They have a lot of resources at their command and it would be great to get their help. Already, many NRA members are helping us out, but it is NRA headquarters who controls the assets we need to help publicize the march. Feel free to call or write the NRA asking that they support the Second Amendment March in some capacity. Gun Owners of America has already pledged their support to the Second Amendment March. <p>A new and improved Second Amendment March website will be up and running in a few weeks. More details will follow in next week&#8217;s newsletter.</p>
<p>Your Board of Directors meets every Wednesday night to discuss and organize the march. Also, your State Coordinators meet every other Thursday to share plans and concerns as they organize on a state level.</p>
<p>Lately we&#8217;ve been getting a lot of help from nine-twelvers and TEA party folks. This is great because they are highly motivated and organized and they&#8217;ve already done a successful march on DC. We are learning from them everyday, and we appreciate their help.</p>
<p>I would like to do more radio interviews to publicize the march, so please have your local radio station contact me at 269-838-5586 to set it up. No radio station is too large or too small.</p>
<p>We&#8217;ve been working on a new online store and that should be up and running in two weeks. Stay tuned for details in next week&#8217;s newlsetter.</p>

<p><strong>Florida -</strong>-(AmmoLand.com)-After a three-year fight, the Orlando Sentinel reports, gun rights advocates in Florida won the right to keep firearms in their cars at work.</p>
<p>According to a story in the Orlando Sentinel, you can take your gun to work, but there are restrictions. &#8220;Florida&#8217;s Preservation and Protection of the Right to Keep and Bear Arms in Motor Vehicles Act of 2008&#8243; isn&#8217;t completely cut-and-dried. So don&#8217;t put your pistol in your lunchpail until you know the rules.</p>
<p>First, not just anyone can bring a gun to work.</p>
<p>Only those with a concealed weapon permit from the state of Florida are protected by the law. The NRA had pushed for this change for years, arguing that many law-abiding gun owners were left unprotected on their way to and from work because their employers prohibited firearms on their property.</p>
<p>The Florida Chamber of Commerce and the Florida Retail Federation fought hard against the bill. They argued it would trample businesses&#8217; private property rights by taking away their ability to set policies for their employees.</p>
<p>But a federal judge upheld the law, which applies to full- and part-time employees, independent contractors, volunteers, interns and other similar positions. Employers aren&#8217;t allowed to search workers&#8217; vehicles looking for guns — or even ask employees if they have one, according to the story in the Sentinel.</p>
<p>What was labeled the &#8220;guns-at-work&#8221; law really should be called the &#8220;guns-in-the-parking-lot&#8221; law, gun-rights advocates say.</p>
<blockquote><p>&#8220;It conjured up images of people having guns in their office or in their plant. It was deliberately misleading,&#8221; NRA lobbyist Marion Hammer said.</p></blockquote>
<p>The law doesn&#8217;t allow gun-owners to carry semi-automatics weapon into offices or supermarkets where they work. Rather, it only allows them to leave it locked up in their car outside. In effect, it prevents most employers from telling their workers to leave their weapons at home.</p>
<p>There are exceptions. The law doesn&#8217;t apply to schools, prisons, nuclear power plants, defense plants or businesses that have combustible or explosive materials.</p>
<p>The exemptions built into the law became controversial after the law was passed. Some employers, including Disney and Universal Studios, twisted themselves into odd shapes to get an exemption.</p>
<p>Disney claims an exemption because it has a permit for explosives — namely, fireworks used in its extensive pyrotechnic displays. Universal Orlando houses a work-study program staffed by Orange County Public Schools, so it also prohibits firearms on its property.</p>
<p>A Disney security guard defied the ban and sued after he was fired. Eventually, the case was dismissed.</p>
<p>State law also allows people to carry a gun in their vehicle even without a concealed-weapon permit, as long as it is secured and &#8220;not readily accessible for immediate use.&#8221;</p>
<p>So, businesses can&#8217;t kick you out for having a firearm on their property, as long as it&#8217;s locked up and not being brandished.</p>

<p><strong>New York, NY -</strong>-(AmmoLand.com)- Billionaire anti-gun zealot Michael Bloomberg, mayor of New York City, recently appeared on &#8220;Meet the Press.&#8221; Host David Gregory asked him, &#8220;How can you muster the clout and the power to take on the NRA?&#8221; Bloomberg raised some eyebrows with his response.</p>
<blockquote><p>&#8220;If you look at what the real numbers are, I think that we can pull together here and raise enough money . . . to take on this issue and explain to Congress this is just an outrage,&#8221; said Bloomberg.</p></blockquote>
<blockquote><p>Having called your Second Amendment rights an &#8220;outrage,&#8221; Bloomberg went on to add, &#8220;I`m going to not only do that myself, I`m going to ask plenty of other people to do it. If you want to beat the NRA, you have to go out and get your message out. And it costs money to do that.&#8221;</p></blockquote>
<p><em>But not all is well in the ranks of Bloomberg`s supporters.</em><br />
His anti-gun lobbying group, &#8220;Mayors Against Illegal Guns&#8221; (MAIG), is in a state of turmoil. That may explain why Bloomberg has had to provide more than 95 percent of the funding for his anti-gun crusades from his personal fortune.</p>
<p>Bloomberg proudly cites the number of mayors in his group. But at least 25 members of his group are not mayors at all. Another five members have already lost their re-election campaigns or have retired.</p>
<p>The superstitious might wonder if joining Bloomberg`s group brings bad luck to its members. But read the rest of this column before you decide, because that`s just the beginning. There`s more. Much more.</p>
<p>Nine members of the group&#8211;all of them actual mayors, at least for the moment&#8211;were arrested or indicted on criminal charges. These include the perennial misdeeds of corrupt politicians at the lowest levels of government&#8211;bribery, corruption and money laundering. The list of charges hanging over Bloomberg`s members also includes conspiracy, tax fraud, possession of child pornography and sexual assault on a child.</p>
<p>Criminal cases involving five other members of the Bloomberg corps have already been completed, with the mayors in question convicted of the charges against them. Again, we have the garden variety of government corruption&#8211;bribery, extortion and conspiracy. But we also see charges for assault and even assaulting a police officer.</p>
<p>That particular ex-mayor, Kwame Kilpatrick of Detroit, faced 10 felony charges in two cases before he made a plea deal. He has been erased from MAIG`s official membership roster, but is still counted when Bloomberg proudly states that &#8220;over 450 mayors from more than 40 states have joined&#8221; his group. He doesn`t talk about how many have left his group (and political office) in disgrace.</p>
<p>But corruption charges and criminal trials aren`t the only reason mayors have resigned from MAIG. More than 40 other mayors have resigned from the group when they were made aware of its true legislative agenda.</p>
<p>Oldmans Township, N.J., Mayor Harry Moore resigned his membership in a letter to Bloomberg, which said in part, &#8220;I joined your coalition because of its purported purpose to combat the criminal acquisition and misuse of guns, which is a goal shared by all Americans. Regrettably, it has become abundantly clear to me that you are using this coalition of mayors to advance a hidden agenda of bringing lawsuits against members of the firearms industry and spreading anti-gun propaganda.&#8221;</p>
<p>Moore also protested Bloomberg`s illegal &#8220;sting&#8221; operations, which jeopardized the safety of actual law enforcement personnel.</p>
<blockquote><p>&#8220;The Department of Justice warned you to refrain from these actions &#8230; I do not want the blood of a police officer on my hands so that you can advance your anti-gun litigation campaign,&#8221; wrote Moore.</p></blockquote>
<p>Another resignation came from Mayor Marlene Anielski of Walton Hills, Ohio.</p>
<blockquote><p>Her letter forcefully stated, &#8220;Mayor, you and your coalition of allies have misrepresented yourselves to the mayors of America and its citizens,&#8221; and closed by saying, &#8220;I can only hope that you will see my departure and the recent departure of other mayors from your coalition as a sign that things must change. We are all on the same side when it comes to stopping criminals from getting guns. Where you lose me is in your true quest&#8211;to end lawful firearms ownership and destroy a lawful American industry.&#8221;</p></blockquote>
<p>One current MAIG member, Mayor Cory Booker of Newark, N.J., actually reinforced our point when he said,</p>
<blockquote><p>&#8220;I`m not concerned about law-abiding citizens having access to guns. Not one shooting in my city last year was by somebody who went, had a background check, bought a gun and shot somebody in my city. Does not happen.&#8221;</p></blockquote>
<p>Bloomberg apparently did not hear Booker`s wisdom, despite the fact that they were sitting next to each other on the same Sunday show when Booker made the comment.</p>

<p>Don`t let your city`s or town`s good name be used against your Second Amendment rights. Check the list today&#8211;and if your mayor is on it, it`s time for City Hall to hear from you.</p>

<p><strong>FAIRFAX, VA –</strong>-(AmmoLand.com)- As a critical Second Amendment case goes before the United States Supreme Court, U.S. Senators Kay Bailey Hutchison (R-TX) and Jon Tester (D-MT), and Congressmen Mike Ross (D-AR) and Mark Souder (R-IN) are gathering signatures for an amicus curiae (&#8221;friend of the court&#8221;) brief by Members of Congress.</p>

<p>The training-oriented DVD is based on NRA’s Basic Personal Protection Outside The Home Course, developed by NRA’s Education &amp; Training Division and taught to the public by NRA Certified Instructors.</p>

<p>Produced for the NRA by MetaMedia, Personal Protection Outside The Home focuses on methods of concealed carry, and covers the basics of firearm safety, as well as topics including range instruction, self-defense, and multiple-threat response. The film tells the stories of two characters that choose to carry a concealed firearm, detailing their decision to carry, training, and situations in which they must use their firearm to protect themselves.</p>
<p>The CINE Golden Eagle Film and Video Competition is held each spring and fall. The selection of winners involves hundreds of media and content specialists who judge entries in several moving-image genres. Over the years, the judging procedure has evolved into an efficient multi-stage jury process to determine which productions are deserving of the coveted CINE Golden Eagle Award. Each year, hundreds of jurors judge nearly 1,000 entries in 32 categories. The award acknowledges high quality production in a variety of content categories for professional, independent, and student filmmakers.</p>
<blockquote><p>“This statue represents the fourth CINE award given to MetaMedia in the last five years,” said MetaMedia Vice President Chris Held, who also served as Project Manager for the DVD. “It’s certainly a long-running point of pride for both our staff and clients like the NRA.”</p></blockquote>

<p><strong>Phoenix, Az. -</strong>-(AmmoLand.com)-  As part of NRA&#8217;s continuing efforts to protect hunters from special interest groups seeking to eliminate the use of ammunition containing lead projectiles, attorneys for NRA filed paperwork in the United States District Court in Arizona on October 14, 2009 asking the Court to allow NRA  to intervene and join in the lawsuit Center for Biological Diversity v. United States Bureau of Land Management et al (3:09-cv-08011-PCT-PGR).</p>
<p>The court could rule on NRA&#8217;s intervention request as early as the end of this month.</p>
<p>The lawsuit, filed January 27, 2009 by the Center for Biological Diversity (CBD), alleges that the U.S. Bureau of Land Management and the U.S. Fish &amp; Wildlife Service (BLM, FWS) are illegally mismanaging federal lands in Arizona because those agencies failed to consider the potential impact on local wildlife resulting from authorizing activities like off-road vehicle use and allowing livestock grazing.  CBD&#8217;s lawsuit also claims that California condors in Arizona are becoming ill or dying as a result of eating lead in scavenged game shot by hunters using lead shot or <a href='http://www.pjtra.com/t/RUBESUdIRUBGR0NKSkBGQ0tHSg?sid=Bullets&url=http%3A%2F%2Fwww.sinclairintl.com%2Fprod_detail_list%2FBullets' rel='nofollow' target='_blank'>bullets</a>, and that BLM and FWS are violating the Endangered Species Act by allowing hunters to use of lead shot and bullets while hunting.</p>

<p>NRA has been at the forefront of debunking the so-called &#8220;science&#8221; behind the theory that lead bullets are responsible for condor illness.  NRA most recently worked with experts, researchers, and attorneys in California to defeat proposed state hunting regulations based on the unproven condor/lead bullets link.  That success was based in large part on meticulous scientific reports prepared by experts working with NRA that exposed the deficiencies in the science, showing the theoretical link to be rooted in &#8220;psuedo-science,&#8221; as one California Fish and Game Commissioner described it.</p>
<p>Because of NRA&#8217;s previous experience and expertise with this issue in other states, and because there is no guarantee that either BLM or FWS will vigorously challenge the unproven assertions CBD is making about lead-based ammunition, NRA is seeking to intervene in CBD&#8217;s lawsuit to protect its members&#8217; interests.</p>
<p>NRA is especially interested in defending against CBD&#8217;s lawsuit because California condors were introduced to Arizona based in large part on express promises by FWS, among others, that the reintroduction  of condors would not be allowed to impact hunting.</p>

<p><strong>North Carolina -</strong>-(AmmoLand.com)- In 2005, North Carolina established an NRA license plate, but we needed 300 North Carolinians to commit to purchasing them before they could be issued.</p>
<p>We have finally reached the magic number!</p>
<p>The applications, along with the necessary payments, have been submitted to the North Carolina DMV, and we thank everyone who has been patiently waiting for their chance to show support for NRA on their vehicle—especially those who applied in the beginning.</p>
<p>It has been a long road, but your patience will soon pay off.  We will be sure to post further updates as soon as we can, to let you know when to expect your NRA license plate.  Again, thank you for your patience!</p>
<p>Our special thanks go out to NRA Western North Carolina Field Representative Doug Merrill, who has been handling all of the submitted applications, and fielding anxious calls looking for updates.</p>

<p><strong>Seattle, Washington -</strong>-(AmmoLand.com)- On October 28, NRA filed a complaint in the Superior Court of Washington State against the City of Seattle, asking the court to enjoin and declare invalid a recently enacted parks and recreation administrative policy that prohibits firearms in parks, community centers and other city-owned buildings.</p>
<p>Other plaintiffs in the case include state correctional officers and private citizens.</p>
<blockquote><p>&#8220;NRA members are outraged that the City of Seattle has ignored and defied state law and an opinion of Washington Attorney General Rob McKenna,&#8221; said NRA-ILA Executive Director Chris W. Cox.  &#8220;The NRA will continue to fight this senseless infringement on the rights of law-abiding Seattle gun owners.&#8221;</p></blockquote>
<p>The city is in violation of Washington&#8217;s preemption statute, which forbids localities from enacting this type of ban.  In October 2008, Attorney General Rob McKenna issued an opinion, which put the City of Seattle and Mayor Nickels on further notice that Washington cities may not enact local laws prohibiting possession of firearms on city property or in city-owned facilities.</p>
<blockquote><p>&#8220;Law-abiding Seattle gun owners should be allowed to protect themselves when they go about their business, even in a park or other recreation facility,&#8221; concluded Cox.</p></blockquote>
<p>The Second Amendment Foundation, the Citizens Committee for the Right to Keep and Bear Arms and the Washington Arms Collectors, Inc. are working in conjunction with the NRA and are co-plaintiffs in the lawsuit against the city.</p>

<p><strong>FAIRFAX, VIRGINIA -</strong>-(AmmoLand.com)-  The National Rifle Association is sponsoring a free shoot for interested U.S. military veterans at its headquarters range in Fairfax, Virginia, on Tuesday, November 10. Space is limited. In order to attend, please e-mail Sylvia Schneider at nrarangeadmin@nrahq.org.</p>
<p>The event is scheduled from 6 to 9 p.m. and includes a casual dinner. Firearms and ammo will be provided. Military personnel and veterans will be asked to take a short range test if they have not shot at the NRA’s range prior to the event.</p>
<p>The program features an exclusive display from the NRA National Firearms Museum. Senior curators Phil Schreier and Doug Wicklund will be available to answer questions.</p>
<blockquote><p>“The NRA is always looking for new ways to show our brave servicemen and women we care, and this event combines the best of both our National Firearms Museum and our NRA Headquarters Range,” NRA Executive Director and retired Marine Kayne Robinson said.  “We also extend a special ‘thank you’ to our friends in the industry who have offered their time and support.”</p></blockquote>

<p><strong>Washington, DC -</strong>-(AmmoLand.com)- Back in June, we reported on a proposed U.S. Customs and Border Protection (CBP) rule change that would have expanded the Switchblade Knife Act of 1958 to include spring-assisted or one-handed-opening knives, and would have directly targeted the importation of  &#8220;assisted opening&#8221; folding knives.</p>
<p>Assisted opening knives are frequently used by hunters, anglers, farmers, ranchers, firefighters, law enforcement and emergency personnel and anyone else who may need to open a knife with only one hand.</p>
<p>The proposed regulations would have designated all such knives as &#8220;switchblades&#8221; &#8212; despite the fact they do not fall under the federal definition of &#8220;switchblades&#8221; &#8212; and would have made them illegal for import into the United States.</p>
<p>Fortunately, in July, the U.S. Senate unanimously passed an amendment to the Federal Switchblade Act as part of the Homeland Security Appropriations Act of 2010.  This NRA-supported amendment then headed to a House-Senate conference committee.</p>
<p>Last week, the U.S. House passed the amendment.  We are happy to report that this week, the U. S. Senate passed the measure as well.</p>

<p><strong>FAIRFAX, VA –</strong>-(AmmoLand.com)-  The National Rifle Association recently recognized the STX-01 Committee from Corpus Christi, Texas, as winner of the 2008 Most Outstanding Friends of NRA Committee award at its September Board of Directors meeting.</p>
<p>Friends of NRA is a grassroots fund-raising program that fosters community involvement, raises money and gives 100% of the net proceeds to qualified local, state, and national programs. Since the inception of the program in 1993, Friends of NRA has awarded over 140 million dollars to promote shooting sports throughout the United States.</p>
<p>The Most Outstanding Friends of NRA Committee  Award  is presented each year to the Committee that raises the most funds at a single Friends of NRA event. STX-1 Friends of NRA Committee from Corpus Christi, Texas, led the nation in 2008 by raising over $188,000 in net income. Through 2008,  they have raised an astounding $ 1,415,671 for The NRA Foundation and had almost 12,000 attendees.</p>
<blockquote><p>&#8220;It&#8217;s because of the leadership and dedication of people like Laura Berry, Chairwoman of the STX-01 Committee, that we can effectively promote the shooting sports and all NRA programs to gun owners everywhere,&#8221; said NRA Executive Director Kayne Robinson.</p></blockquote>
<p>The NRA&#8217;s National Awards Program was established in the 1980s to recognize the exemplary service of those persons who support the NRA in areas such as legislative affairs, club operations, women&#8217;s and youth programs, and fund-raising activities.</p>

<p><strong>Washington, Dc –</strong> -(AmmoLand.com)- The Senate has passed the conference report for the fiscal year 2010 Homeland Security Appropriations Bill with our amendment to the Federal Switchblade Act intact.</p>
<p>The bill will now be sent to the President for signature. There is no indication that he would veto the bill.</p>
<p>This is the culmination of an incredible effort on the part of Knife Rights, American Knife and Tool Institute, NRA, Congressional Sportsmen&#8217;s Foundation, Citizens Committee for the Right to Keep and Bear Arms and many other organizations who contributed.  Each organization made key contributions to the effort, without which the end result might not have turned out so well.</p>
<p>Not many folks gave us much hope of succeeding when Customs first proposed revoking their rulings and redefining what is a switchblade back in May.  At a time when bipartisanship is rare as hen&#8217;s teeth in Washington, we garnered support from both sides of the aisle.</p>
<p>We succeeded because the coalition of groups that came together to fight Customs represented a broad swath of American industry and grassroots.  We succeeded in large part because of YOUR contributions, letters and calls in support of our efforts.   You can give yourself a pat on the back for your effort and a job well done against all odds.  It is time to pop the cork on that bottle of champagne and celebrate a victory for your knife rights and for all America.</p>

<p><strong>Fullerton, CA &#8211; </strong>-(AmmoLand.com)-CRPA and NRA are acting now to cosponsor Assembly Bill AB 373 (R-Hagman), which is targeted at repealing AB 962, the handgun ammunition registration bill signed into law by the Governor on October 11.  With your help, we intend to repeal AB 962 before it takes on February 1, 2011.</p>
<p>Hearings on AB 373 will begin when the Legislature returns from recess in January 2010.</p>
<p>At the first hearing for AB 373 we want the Legislature and the Governor to see a flood of letters and to know that tens-of- thousands of CRPA and NRA members are demanding immediate action to begin the process to pass AB 373.</p>
<p>To accomplish this, we have attached a form letter for your use in sending a strong and loud message to the Legislature and the Governor.  Please get the word out about this letter campaign.  Copy and distribute this letter far and wide.  Send it to gun clubs and hand it out at gun shows, gun stores and to fellow firearms owners &#8211; give a copy to everyone.</p>
<p>Letters are to be mailed to the CRPA office; the address is listed on the bottom of the attached form letter.  All letters received will be personally delivered to the Capitol by CRPA&#8217;s lobbyist.</p>
<p>It only takes a few moments to complete the bottom portion of the letter and send it to CRPA.  Help us restore your right to purchase ammunition without excessive government intrusion.</p>

<p><em>REPEAL AB 962 &#8211; SUPPORT AB 373!</em></p>
<p><em>As a resident of the State of California, I hereby voice my strongest opposition to the passage of Assembly Bill 962 (Deleon) [Restrictions on ammunition sales] by the California Legislature and Governor in 2009.</em></p>
<p><em>This action was an attack on common sense and an insult to law-abiding firearms owners throughout the state. Furthermore, AB 962, taking effect on February 1, 2011, mandates individuals purchasing ammunition to be fingerprinted and registered at the time of sale and outlaws mail-order ammunition purchases. AB 962 also requires dealers to maintain these records for at least five years and make them available for inspection by the California Department of Justice. As an additional burden, ammunition retailers are also required to store ammunition away from purchasers.</em></p>
<p><em>This scheme to register firearms owners, as if they were common criminals, must not be allowed to be implemented! Therefore, I respectfully urge the passage of Assembly Bill 373 (Hagman) [Repeal of AB 962].</em></p>
<p><em>If passed, AB 373 would return a level of sanity to the issue of obtaining firearms ammunition by law-abiding citizens. Since it is well-known that most criminals don&#8217;t purchase their firearms and ammunition from lawful sources, AB 373 would allow our already over burdened law enforcement agencies to focus on catching criminals instead of turning them into paperchasing clerks attempting to implement the ill-advised scheme that is AB 962.</em></p>
<p><em>It is for these reasons, and many more, that I must respectfully, but strongly, urge legislative support for Assembly Bill 373.</em></p>

<p><strong>Sacromento, CA -</strong>-(AmmoLand.com)- Outrage!  That&#8217;s the reaction that CRPA and NRA members in California are understandably having to the news that the Governor signed AB 962 into law on October 11, 2009.  AB 962 is slated to go into effect February 1, 2011.  But we are not going to just stand by and wait.  CRPA and NRA have already started the legislative wheels turning to halt AB 962 before the 2011 implementation date.</p>
<p>CRPA and NRA members want this bill reversed, and that is what we are going to do!</p>
<p>Assemblyman Curt Hagman (R- Diamond Bar) has stepped up and agreed to carry legislation on our members&#8217; behalf.  Earlier this year Assemblyman Hagman introduced AB 373 which proposed to streamline the sale of handguns.  He has now agreed to amend AB 373 to call for the repeal of AB 962.  NRA and CRPA will be cosponsoring AB 373, and we will need your help immediately in this effort.  The bill is currently being amended and will be introduced in January 2010.  Things need to start happening quickly since hearings on AB 373 will begin in January when the Legislature reconvenes.  Everyone needs to get involved.  Gun owners, shooters, hunters, vendors, collectors, affiliate clubs and anyone who values their Second Amendment right and freedom all need to work together to reverse AB 962.  NRA and CRPA will be planning many activities in the near future to attack AB 962.  Watch for CRPA and NRA alerts asking you to contact your legislators and involve yourself in future volunteer activities.</p>
<p><strong>How Can you Help Now?</strong></p>
<p>If you are not already a member, join CRPA and NRA immediately (call 1-800-305-2772; this number will link you to you CRPA and NRA).  We need you support to fight this and other anti-gun legislation.</p>
<ul>
<li> Contact Assembly Hagman and thank him for his willingness to take on this issue (email: assemblymember.hagman@assembly.ca.gov   phone: 916-319-2060</li>
<li> Immediately share this information with anyone you know who cherishes their Second Amendment right to keep and bear arms.</li>
<li> Continue to monitor the CRPA and NRA websites for updates and watch for alerts (www.crpa.org &amp; www.nra.org).</li>
<li> Be proactive and get involved in planned activities to halt AB 962.</li>
</ul>
<p>AB 962 should be of real concern to all firearms owners for two important reasons.  First, it is of concern because of the requirement to collect personal information from purchasers of handgun ammunition &#8211; a serious privacy rights issue.  Second, it will prohibit the purchase of ammunition through internet and mail order vendors.  This second part has the potential to severely impact junior shooting sports programs that rely on internet and mail order ammunition purchases.</p>
<p>AB 962 requires purchasers to show bona fied ID to ammunition vendors in order to purchase handgun ammunition.  The bona fied is spelled out as a government issued ID with a photo.  Acceptable forms include a driver&#8217;s license or military ID.  In addition, the vendor is required to record the purchasers name, driver&#8217;s license number, state of issuance, signature, thumbprint, residential address, date of birth and phone number.  In addition the name of the sales person, the date of sale, brand type and amount of ammunition sold must also be recorded.  The records must be kept on the vendor&#8217;s premises for a minimum of five years.  There is no provision for how the records are maintained (paper or electronic) stored, or securely destroyed.  Vendors would not intentionally allow misuse of your personal information.  However, there is always a potential for theft or misuse by others.  If you think about the number of ammunition vendors in California, large and small retailers, I&#8217;m sure that you can easily imagine the potential for identity theft and misuse of your unsecured personal information.  AB 962 sets exposes vendors and customers to be victimized by unscrupulous people that could profit from theft of your personal information.  AB 962 clearly creates a privacy rights issue that we all should be extremely concerned about.</p>
<p>With regard to internet and mail order sales, AB 962 allows for only face-to-face transactions for the purchase of handgun ammunition.  Therefore, internet and mail orders sales for California residents are banned.  This means that you will not be able to purchase handgun ammunition from your favorite internet or mail order store, including Cabelas, Midway and Midsouth.   Sadly, this means that many junior shooting sports programs will be eliminated because they rely heavily on purchase of surplus ammunition, at a reduced cost, through the civilian marksmanship program via internet and mail order.</p>
<p>Unfortunately, AB 962 was unnecessary legislation for California.  It is already unlawful for persons prohibited from possessing firearms to obtain or possess ammunition.  To view the full text of AB 962, please go to the CRPA website at www.crpa.org.</p>
<p><strong>The following is the Governor&#8217;s signing message for AB 962.</strong></p>
<blockquote><p><em>To the Members of the California State Assembly:</em></p>
<p><em>I am signing Assembly Bill 962. This measure would require vendors of handgun ammunition to keep a log of information on handgun ammunition sales, store ammunition in a safe and secure manner, and require the face-to-face transfer of ammunition sales.</em></p>
<p><em>Although I have previously vetoed legislation similar to this measure, local governments have demonstrated that requiring ammunition vendors to keep records on ammunition sales improves public safety. These records have allowed law enforcement to arrest and prosecute persons who have no business possessing firearms and ammunition: gang members, violent parolees, second and third strikers, and even people previously serving time in state prison for murder. Utilized properly, this type of information is invaluable for keeping communities safe and preventing dangerous felons from committing crimes with firearms.</em></p>
<p><em>Moreover, this type of recordkeeping is no more intrusive for law abiding citizens than similar laws governing pawnshops or the sale of cold medicine. Unfortunately, even the most successful local program is flawed; without a statewide law, felons can easily skirt the record keeping requirements of one city by visiting another. Assembly Bill 962 will fix this problem by mandating that all ammunition vendors in the state keep records on ammunition sales.  As Governor, I have sought the appropriate balance between public safety and the right to keep and bear arms. I have signed important public safety measures to regulate the sale and transfer of .50 caliber rifles, instituted the California Firearms License Check program, and promoted the use of microstamping technology in handguns. I have also vetoed many pieces of legislation that sought to place unreasonable restrictions and burdens on firearms dealers and ammunition vendors. Assembly Bill 962 reasonably regulates access to ammunition and improves public safety without placing undue burdens on consumers.  For these reasons, I am pleased to sign this bill.</em></p>

On September 24, 2009, Senators Mark Udall (D-Colo.) and James Risch (R-Idaho) introduced S. 1702, a bill that would help remedy this problem by promoting the construction and maintenance of target ranges on public lands.</p>
<p>The bill would amend the Pittman-Robertson Act, a 70-year-old federal law that uses federal excise taxes on firearms and ammunition to fund wildlife conservation programs and the construction of shooting ranges.</p>
<p>The bill’s improvements to the Pittman-Robertson Act would allow the states far greater ability to purchase land, build new target ranges, and improve the ranges that currently exist. Currently, Pittman-Robertson only allows the federal government to use these funds to pay 75 percent of the cost of building or maintaining a range. S. 1702 would change the funding requirements under Pittman–Robertson to allow the federal government to finance up to 90 percent of target range construction and maintenance with Pittman Robertson funds.</p>
<p>This change would allow states greater latitude in the allocation of Pittman-Robertson funds and provide an incentive for the use of these funds for the construction of target ranges.</p>
<p>The bill would also provide new authority for states to use Pittman-Robertson funds to acquire lands to use for target range development. Under S. 1702, a state could use its share of Pittman-Robertson funds to finance up to 90 percent of the cost of land acquisition. This is a vital change, as it would allow the states for the first time to use Pittman-Robertson funds to buy land for target range construction. In addition to providing an incentive to the states to develop new ranges, this change would provide greater flexibility to the states in allocating these funds to the projects that are the highest priority for sportsmen.</p>
<p>The bill would give the states up to five years to use Pittman-Robertson funds for range projects and land acquisition. This would allow the states to accumulate funds during a five-year period, to provide more latitude to build range projects or purchase land. Presently, states have only two years to “use or lose” the funds apportioned to them.</p>
<p>Another important provision of S. 1702 is a provision that would protect the federal government from legal liability in relation to the construction and operation of shooting ranges. Despite the fact that such lawsuits have been very rare, the threat of legal action that might result from an accident at a range funded by federal money or located on federal land pprevents federal agencies from authorizing areas of public land fore recreational shooting. S. 1702 would provide immunity from civil lawsuits or money damages for any injury caused by activity at a public range located on federal land or constructed or maintained using Pittman-Robertson funds.</p>

<p>This hunting season WTU again encourages hunters to donate venison they cannot use personally to food pantries in their area.</p>

<p>Whitetails Unlimited and local WTU chapters have financially supported numerous programs over the years, and continue to expand new programs. “These programs provide a valuable service to the communities, and are an easy way for hunters to help out while they enjoy their sport,” said Gerl. Hunters who want to financially support their local, regional, or state program can make donations at any time during the year by contacting the local program office.</p>
<blockquote><p>“This economy has made it even more important for sportsmen and women to support local food pantries,” said Gerl. “Donations of venison can really help them out.” Gerl noted that in most parts of the country, whitetail populations are at an all-time high and deer tags have never been more generous.</p>
<p>Harvesting an extra deer for a local food pantry makes sense when you realize you are helping both your local community and wildlife conservation.</p>
<p>“If you get your deer early in the season and still want to hunt, taking another deer to donate to a food pantry is a great way to continue your season,” stated Gerl.</p></blockquote>

<p><strong>FAIRFAX, VA – </strong>-(AmmoLand.com)-The National Rifle Association’s Hunter Services Department is pleased to announce the launch of the NRA Great American Hunting and Outdoor Show. The event will be held January 29-31, 2010 at the Carroll County Agriculture Center Shipley Arena in Westminster, Maryland.</p>
<p>Many of the East Coast’s top hunting, outdoor, and shooting sports retailers have already signed on as exhibitors, including numerous outfitters and guides such as Gsell’s Whitetail Refuge. Nationally-known hunting and outdoor personalities will also be speaking at seminars during the show including Ralph and Vicki Cianciarulo of Archer’s Choice Media and Ray Eye of “Eye on the Outdoors” and “Winchester Turkey Revolution.”</p>
<p>Other features include the NRA Mason/Dixon Big Buck Contest and the Great American Whitetail Collection, which will be on display, showcasing forty of the largest and highest-scoring whitetails in the world.</p>
<blockquote><p>“The NRA Great American Hunting and Outdoor Show will help us to promote hunting and let people know about all the things that NRA does for hunters. This is a great opportunity for people and their families to learn more about hunting and outdoor activities. Everyone from seasoned hunters to those new to the sport will take something away from the show,” said Bill Poole, Director of NRA’s Education &amp; Training Division.</p></blockquote>
<p>General admission to the show is $10.00, but NRA Members pay just $8.00 when they present their membership card. Children 11 and under receive free admission. Visitors can also join or renew their membership at the show for only $35.00 and receive a free weekend pass to the show.</p>

<p>McDonnell has consistently proven he understands and values the importance of the Second Amendment. In February 2008, McDonnell was one of 31 state attorneys general to sign the amicus brief in the historic District of Columbia v. Heller case, supporting an individual right to keep and bear arms. In 2007, McDonnell issued an opinion stating that the Department of State Police should not release to the public the names and addresses of people who possess a concealed carry permit, as releasing such information puts permit holders at risk.</p>
<p>Bob McDonnell also played a key role in bringing to an end New York City Mayor Michael Bloomberg’s use of non-law enforcement agents to conduct unauthorized “straw purchases” in Virginia and other states. After concerns were raised about these unauthorized tactics, McDonnell drafted and requested the introduction of HB 2653, which prohibited such reckless actions from occurring again.</p>

<p><strong>Virginia -</strong> -(AmmoLand.com)-This election season, Virginia NRA members and Second Amendment supporters are more inspired than ever to protect the Second Amendment in Virginia! On July 28th, 2009, grassroots activists from all over Central Virginia gathered at Bass Pro Shops in Ashland for a standing-room-only volunteer reception with 119 energetic activists in attendance.</p>
<p>The meeting included an informative presentation by Brent Gardner, NRA-ILA Grassroots Coordinator, covering the many ways to become more politically active and successful methods to advocate for our Second Amendment rights.</p>
<p>Over 50 people signed up to become FrontLines™ Volunteers, NRA-ILA’s most dedicated volunteers who work vigorously at the local, state, and federal levels to defend our Second Amendment rights.</p>
<p>Additionally, dozens of the meeting’s attendees took call lists in an effort to register pro-gun voters prior to Virginia’s October 5th voter registration deadline.</p>
<p>Excitement from the meeting drew in several other Second Amendment groups. With all of these organizations united to protect our rights, the grassroots force in Virginia is sure to be outstanding as we focus toward victory on November 3rd. To become more involved with NRA-ILA’s efforts across Virginia.</p>

<p><strong>Virginia -</strong> -(AmmoLand.com)-Over the course of the summer, the NRA Grassroots team in Hampton Roads has recruited and spoken with thousands of Second Amendment voters on the importance of the state elections taking place this fall in Virginia.</p>
<p>On September 5-6, Showmasters/C &amp; E Gunshows was the perfect place to go for Hampton Roads gun enthusiasts and future voters. NRA-ILA’s Grassroots Division set up camp at the show and had a great time distributing NRA bumper stickers, buttons, and literature. Hampton Roads-area EVC Steve Vann and his wife Lorie, helped with voter registration.</p>
<p>As our Virginia NRA family steps up our grassroots activities in fall 2009, we are laying a solid foundation for the 2010 congressional elections that are just around the corner.</p>

<p><strong>Fairfax, Va. &#8212; </strong>-(AmmoLand.com)-The National Rifle Association applauds the Supreme Court&#8217;s decision, announced today, to hear the landmark Second Amendment case of McDonald v. Chicago. The case will address the application of the Second Amendment to the states through either the Due Process clause or the Privileges or Immunities clause of the Fourteenth Amendment.</p>
<p>The case has major implications for the legality of restrictive gun laws not only in Chicago, but also in other cities across the United States.</p>
<p>The decision to hear the case, which will be argued later this year or early next year, gives Second Amendment advocates across America hope that this fundamental freedom will not be infringed by unreasonable state and local laws.</p>
<blockquote><p>&#8220;The Second Amendment applies to every citizen, not just to those living in federal enclaves like Washington D.C. In the historic Heller decision, the Supreme Court reaffirmed what most Americans have known all along &#8212; that the Second Amendment protects an individual right and that it applies to all Americans. The government should respect the Second Amendment rights of law-abiding citizens throughout our country, regardless of where they live, and NRA is determined to make sure that happens,&#8221; said Wayne LaPierre, NRA executive vice president.</p></blockquote>
<p>In the June ruling that the Supreme Court will now review, the U.S. Court of Appeals for the Seventh Circuit held that the Second Amendment does not apply to state and local governments. That opinion left in place the current ban on the possession of handguns in Chicago.</p>
<p>However, the Seventh Circuit incorrectly claimed it was bound by precedent from 19th century Supreme Court decisions in failing to incorporate the Second Amendment. Many legal scholars believe that the Seventh Circuit should have followed the lead of the earlier Ninth Circuit panel decision in Nordyke v. Alameda County, which found that those cases don&#8217;t prevent the Second Amendment from applying to the states through the Due Process clause of the Fourteenth Amendment.</p>
<p>To the contrary, a proper incorporation analysis supports application of the Second Amendment to the States.</p>
<blockquote><p>&#8220;It is an injustice that the residents of Chicago continue to have their Second Amendment rights denied,&#8221; said Chris W. Cox, NRA’s chief lobbyist. &#8220;It’s time that the fundamental right of self-defense is respected by every jurisdiction throughout the country. It is our hope that the Supreme Court will find, once and for all, that all law-abiding Americans have the God-given, constitutionally-protected right of self-defense, no matter what city, county or state they call home.&#8221;</p></blockquote>

<p><strong>FAIRFAX, Va. -</strong>-(AmmoLand.com)- Beginning in 2009, the National Rifle Association&#8217;s Friends of NRA banquets program has allowed the public to purchase its tickets online. With a growing number of banquet attendees becoming more technologically savvy and the ever-increasing amount of services available online, Friends of NRA decided it was the right time to implement the feature.</p>
<p>Projecting only $10,000 in online ticket sales for the first year as people became accustomed to the new system, as of September 15, 2009, just over $100,000 in sales had been made. Friends of NRA is hopeful that as the website expands and more becomes available through it, online ticket purchases will increase further. Having become a vital component to the success of the program in just its first year, the huge success of online ticket sales can be attributed to the Friends of NRA field representatives who are continually pushing for sales through their volunteers, email blasts, and the program&#8217;s website.</p>
<blockquote><p>&#8220;It&#8217;s exciting to see our program make this step with technology,&#8221; said Kyle Weaver, Managing Director of Field Operations.  &#8220;These types of improvements make all aspects of Friends of NRA more efficient and help our volunteers in their grassroots work.  We look forward to introducing more of these changes in the near future.&#8221;</p></blockquote>
<p>Friends of NRA is a grassroots fund-raising program that fosters community involvement, raises money, and gives 100% of the net proceeds to qualified local, state, and national programs. Working with the NRA&#8217;s field staff, thousands of volunteers nationwide participate in the program by organizing committees and planning events in their communities.</p>

<p>Since its inception in 1979, the NRA Bianchi Cup has retained its original course of fire, consisting of four events: Practical, Barricade, Moving Target and Falling Plates. Speed and accuracy are the key to winning the Championship. Each event is timed and worth 480 points, equaling a total of 1920 possible points. Action pistol competitors are permitted to use a two-handed grip, and competitors must start with their guns holstered. This dynamic type of competition makes the match more appealing to spectators.</p>

<p><strong>Trenton, NJ -</strong>-(AmmoLand.com)-Last week, we reported on the Wicker amendment—a NRA-backed amendment to H.R. 3288 (the FY 2010 Transportation, Housing, and Urban Development appropriations bill) that would reform policies regarding the transportation of firearms on Amtrak trains.</p>
<p>The measure was adopted by the Senate on Wednesday, September 16, by a vote of 68-30, and would allow law-abiding Amtrak passengers the ability to securely transport firearms in their checked baggage while traveling by Amtrak train.</p>
<p>Currently, passengers who choose to travel by passenger rail in the United States cannot transport a firearm in checked baggage as they can on airlines.</p>
<p>Not wanting to miss any opportunity to grandstand and show off his vehemently anti-gun views, New Jersey Governor Jon S. Corzine (D) sent a letter to Congressional leaders asking them to oppose the Wicker amendment.</p>
<blockquote><p>The Governor said in his letter, “I am outraged by a provision included in the Senate FY10 Transportation, and Housing and Urban Development (&#8221;THUD&#8221;) appropriations bill that requires Amtrak to accept passengers who carry firearms and ammunition in their checked baggage. This provision creates an unacceptable threat to the safety of New Jerseyans.”</p></blockquote>
<p>Corzine, of course, ignored the fact that American citizens safely transport firearms in checked baggage on airlines every day.</p>
<blockquote><p>Corzine went on to say that he “will not allow the NRA to force guns to be transported or carried into places like Newark and New Brunswick Stations, the gateways to our major universities.”</p></blockquote>
<p>“Force guns to be transported or carried” into New Jersey?  That’s sensationalism at its finest.  So much for the option of exercising our Second Amendment freedoms.</p>
<p>Another career anti-gun politician also jumped on the bandwagon to punish the law-abiding for political gain—none other than New York City Mayor Michael Bloomberg.</p>
<p>We have been reporting a lot lately about Bloomberg’s anti-gun group “Mayors Against Illegal Guns” (MAIG), which has built its membership by selling itself as a group solely interested in fighting “illegal” guns.  A look at its agenda, however, clearly shows that fighting criminals is not what this group is about.  Instead, MAIG has focused its efforts on promoting new gun laws and regulations and on furthering its anti-gun agenda in the courts.</p>
<p>So it comes as no surprise that Bloomberg would also come out against the Wicker amendment.</p>
<blockquote><p>Speaking from Penn Station on September 20th, Bloomberg said, “If anyone in Congress thinks that the threat of a terrorist attack on a train has gone away, they are sadly mistaken.  And the American people will blame the Senate if a terrorist attack does occur.”  He went on to say, “The legislation allowing guns on Amtrak was passed because of ideological politics—not public safety.”</p></blockquote>
<blockquote><p>Bloomberg was joined by a contingent of local mayors, as well as anti-gun Rep. Carolyn McCarthy (D), who concluded, “This shows that the [National Rifle Association] has too much influence over Congress.”</p></blockquote>
<p>It appears you can add participatory politics by voting citizens to Hizzoner’s growing list of dislikes.</p>

<p><strong>Fairfax, Va. -</strong>-(AmmoLand.com)- Captain Philip Hemphill of the Mississippi Highway Patrol has won first place in the NRA&#8217;s 47th annual National Police Shooting Championships (NPSC) Shooting Range Park in Albuquerque, New Mexico.</p>
<p>Hemphill&#8217;s score of 2989-215x beat out nearly 400 other law enforcement competitors, making the Captain a record-setting 10-time champion of the National Police Shooting Championships.</p>
<blockquote><p>&#8220;No one is surprised by Philip&#8217;s win,&#8221; Executive Director of NRA General Operations Kayne Robinson said. &#8220;He is one of the top shooters in the world, and we welcome him back to the NRA National Police Shooting Championships.&#8221;</p></blockquote>

<p><strong>Fairfax, Va. &#8211;</strong>-(AmmoLand.com)- The National Rifle Association&#8217;s 47th annual National Police Shooting Championships (NPSC) are underway this week at the Shooting Range Park in Albuquerque, New Mexico.</p>
<p>Returning champion Robert Vadasz, a senior agent with the U.S. Border Patrol based in Tampa, Florida, is up against nine-time champion Captain Philip Hemphill, with the Mississippi Highway Patrol. The competition is fierce.</p>
<blockquote><p>&#8220;At this point in the game, it&#8217;s hard to tell, but there certainly has been spirited debate about who will leave with this year&#8217;s title,&#8221; Executive Director of NRA General Operations Kayne Robinson said.</p></blockquote>

<p><strong>RICHMOND, VA -</strong>-(AmmoLand.com)-  Bob McDonnell, Republican gubernatorial nominee and former Attorney General of Virginia, was endorsed today by the National Rifle Association.  The NRA is recognized as America’s foremost defender of Second Amendment rights, and the group has over 120,000 members in Virginia.  The association interviewed Bob McDonnell and Creigh Deeds prior to making the endorsement, in addition to reviewing questionnaires filled out by the two candidates, and thoroughly reviewing their voting records and policy positions.</p>
<p>Speaking about the endorsement, McDonnell remarked,</p>
<blockquote><p>“Over the course of my career in public service, I have worked to protect and uphold the Second Amendment rights guaranteed in the Bill of Rights to the United States Constitution. The Second Amendment rights of law abiding Virginians must be respected and protected. That is what I did while serving as Virginia’s Attorney General.  We worked to stop unauthorized attempted straw purchases by outside agents operating in the Commonwealth. We moved quickly to make the Commonwealth one of the first states to file an amicus brief in support of the individual right to bear arms in the historic Supreme Court Case of District of Columbia v. Heller. As governor I will continue to defend the individual right to keep and bear arms, and stand on the side of Virginia’s law abiding gun owners. The National Rifle Association is committed to protecting our constitutional rights and I am honored to receive this endorsement.”</p></blockquote>
<p>Chris Cox, NRA Institute for Legislative Action executive director, noted, ““Bob McDonnell is an effective leader for Virginia hunters and gun owners.  His opinions and actions as an attorney general have protected and enhanced the Second Amendment rights of law-abiding Virginians. His zero-tolerance attitude toward criminals makes him the best choice for governor. We ask every Virginia hunter, gun owner and Second Amendment advocate to vote McDonnell for Governor this November.”</p>
<p>This endorsement comes just weeks after McDonnell received the support of four organizations representing Virginia’s major job creators. <p><strong>New York, NY -</strong>-(AmmoLand.com)-Over the past few months, NRA-ILA has received hundreds of e-mails warning us about &#8220;SB-2099,&#8221; a bill that would supposedly require you to report all your guns on your income tax return every April 15.</p>
<p>Like many rumors, there&#8217;s just a grain of truth to this one.  Someone&#8217;s recycling an old alert, which wasn&#8217;t even very accurate when it was new.</p>
<p>There actually was a U.S. Senate bill with that number that would have taxed handguns &#8212; nine years ago.  It was introduced by anti-gun Sen. Jack Reed (D-R.I.), and it would have included handguns under the National Firearms Act&#8217;s tax and registration scheme.  This has nothing to do with anyone&#8217;s Form 1040, of course.</p>
<p>Fortunately, S. 2099 disappeared without any action by the Senate, back when Bill Clinton was still in the White House.  We reported about it back then, just as we report about new anti-gun bills every week.  Now, it&#8217;s time for gun owners to drop this old distraction and focus on the real threats at hand.</p>

<p><strong>Sacramento, California -</strong>-(AmmoLand.com)- Yesterday, the Senate gave final approval to Senate Bill 585 by a 21-18 vote.  SB585 now heads to the desk of Governor Arnold Schwarzenegger (R) for his consideration.</p>
<p>SB585 is a stepping-stone to banning gun shows on all publicly-owned property in California.  Introduced by State Senator Mark Leno (D-3), SB585 would prohibit the sale of firearms and ammunition on the property or inside the buildings that comprise the Cow Palace in Daly City, just outside of San Francisco.</p>
<p>The Senate also passed Assembly Bill 962 yesterday by a 21-18 vote.  AB962 will now return to the Assembly for concurrence.</p>
<p>As we reported earlier this week, AB962 was amended by the Senate in an effort to make the bill easier to pass.  It remains, however, a serious threat to our rights.</p>
<p>The Senate removed a requirement that ammunition retailers be licensed to sell ammunition.  In addition, the bill would no longer prohibit the private transfer of more than 50 rounds of ammunition during a 30 day period.</p>
<p>Despite these changes to the bill, AB962 is still unacceptable and represents a dire threat to our ability to exercise our Second Amendment rights. Ammunition retailers would still have to store ammunition in such a manner that it would be inaccessible to purchasers. The bill still requires that individuals purchasing ammunition be fingerprinted at the time of sale, mandates that dealers keep these records and make them available for inspection by the Department of Justice.</p>
<p>Finally, mail order ammunition sales are still prohibited under AB962.</p>
