Made for extreme-duty cycles, emergency and municipal service trucks are sometimes left idling for extended periods of time. The Ram 1500 includes 100,000-mile sparkplugs and a larger oil cooler to protect the engine during the unforgiving stop-and-go operations associated with first responders.

To handle the high electric loads, the Ram 1500 Special Service Truck includes a 220-amp alternator. A unique wire harness is capable of providing power, ground and fusing for a variety of law enforcement lighting, siren, computer, modem, radar or camera systems. The package also includes a Power Distribution Center (PDC) with fusing and relays for circuits contained in the wire harness. The PDC is supplied from the battery with two separate 100-amp main fuses for camera, computer, modem and printer systems.

The unique instrument panel houses a certified speedometer with engine hour and idle hour meter and a 110-volt inverter. The truck is available with a four key fobs and ten-way power front seats, which quickly accommodate multiple drivers.

A special headliner with auxiliary dome lamp sits over stain-repellent cloth bucket seats in the first row and a vinyl bench in the second row. The center console is removed to add space for extra equipment and the shifter is located on the steering column.

The Ram 1500 Special Service truck is offered exclusively in a roomy Crew Cab configuration with 125 cubic feet of interior volume. Additional welds in the front door structures handle the weight of ballistic material used by law enforcement vehicle upfitters. The truck also is available with the popular RamBox storage system. RamBox measures 50.5 inches and offers 7.3 cubic feet of lockable and lighted storage capacity.

Powering the new package is the reliable 5.7-liter HEMI V-8 with Fuel Saver Technology, a six-speed automatic transmission and four-wheel-drive with standard ESC. The new model benefits from a 5-year/100,000-mile powertrain warranty.

Steel wheels wrapped with Goodyear LT 265/70R17 tires offer improved cooling to the ABS equipped 13.2-inch front vented discs and 13.8 –inch discs in the rear. The innovative coil-spring rear suspension on the Ram 1500 has provides best-in-class ride and handling both on- and off-road.

A Police Officers Guide and Handbook to Tactical Casualty Care (Under Fire)

Austin Police Department
After making the decision to switch over to a standardized departmental side arm, the Austin Police Department began actively taking submissions from a number of manufacturers in the firearm industry. Once the test and evaluation period had concluded, the agency selected the Smith & Wesson M&P40 polymer pistol as the new standard agency side arm.

As part of the full department conversion, the Austin Police Department ordered 1,775 M&P pistols chambered in .40 S&W. The new side arms are manufactured with standard features, which include three interchangeable grips sizes, ambidextrous controls, and the ability to disassemble the firearm without pulling the trigger. In addition, the M&P40 pistols have been equipped with night sights and three magazines as requested by the department.

San Antonio Police Officers Association
The San Antonio Police Officers Association has ordered 550 Smith & Wesson M&P15A patrol rifles for individual officer purchase. The San Antonio Police Officers Association selected the design specifications of the new patrol rifle and allowed officers the ability to customize their individual firearms by working with Smith & Wesson’s specialized services and capabilities. Recently an article appeared in an email newsletter distributed by the Force Science News of the Force Science Institute, quoting its own Dr. Lewinski. The article and Dr. Lewinski make several troubling assertions that must be rebutted in the (long-term) interest of officer safety.

The gist of the article and Lewinski is that grip-activated pistol-light switches are unsafe. I paraphrase (to clarify), quote, and respond to some of the more disturbing assertions below.

1) You cannot train officers to keep their finger off the trigger under stress. According to the article, “…despite training to the contrary, officers in high-stress situations tend to move the finger onto the trigger…”

Response: If true, this has nothing to do with grip-switches, but it would support a ban on the use of firearms in general. But obviously, it is not true; officers can be trained to keep their fingers off the trigger in high-stress situations. If the fact were otherwise there would be thousands of unintended discharges each day.

2) The device is unsafe. The article states, “At least twice in recent months the device has been associated with shootings in which officers reportedly said they thought they were turning on the flashlight…”

Response: In 1986 SureFire introduced the first light designed specifically for mounting on handguns. This light (equipped with remote switching) was quickly adopted by SWAT teams, including LAPD’s D-Platoon. In 2004 SureFire introduced the current X-Series WeaponLights, intended primarily for attachment to handguns. There are well over 100,000 SureFire X-Series lights and tens of thousands of optional grip-activated “DG” and “SL” switches in use today, and our competitors have sold hundreds of thousands of other pistol-mountable lights themselves. During this 24-year period the only reported safety-related incidents involving such lights are the two incidents mentioned above. These figures alone prove that SureFire WeaponLights, and weapon-mounted lights in general, are safe.

3) According to the article, Lewinski asserts that, “…an officer pressing his middle finger against the flashlight switch pad will produce a sympathetic reaction in the index finger. If that finger happens to be inside the trigger guard and on the pistol’s trigger, the reaction may be forceful enough to cause an unintentional discharge.”

Response: Sympathetic Response is a real phenomenon, but it’s not the boogeyman and it can be addressed with training. Think about it: our trigger finger doesn’t magically pull the trigger when we use our thumb to manipulate the safety or the magazine release. Nor does the trigger finger unconsciously jump into action when we use our opposite hand to activate our radio, handheld flashlight, or pepper spray. The answer to Sympathetic Response is training and adherence to Rule #2 of The Four Basic Rules of Firearms Safety: Keep your finger off the trigger until your sights are on target and you are ready to fire.

And please note, if an officer experiences Sympathetic Response while his or her finger is on the trigger when it shouldn’t be there, it would not matter which light switch the officer is using, or whether the officer has a weapon-mounted light at all. The point is, the officer’s finger is on the trigger when it shouldn’t be there.

4) The article quotes Lewinski as saying, “When you think you’re doing one thing but are actually doing another, the result often is directly opposite of what you intended.”

Response: I believe he is referring to the phenomenon of reverting (under stress) from an intended action (activating the grip switch) to another action (pulling the trigger).

Let’s borrow Lewinski’s own analogy of drivers stepping on the gas pedal when they meant to step on the brake pedal. Can this happen? Of course, it’s called a mistake. Does every driver do it? No, in fact, most do not. Do trained drivers—such as highway patrolmen, or professional racecar drivers—make this mistake? No, not in any number that is statistically significant. Again, the issue here is training. You cannot make officers safer by taking away their equipment—you must provide them with adequate training.

Dr. Lewinski lists research as one of the services he provides. Yet—with the newsletter in question—he has published what most would assume to be a professional opinion—based on just two isolated incidents (out of 24 years of safe use) that he read about in news reports, incidents that are still under investigation and that he is not privy to at this time. While he may have conducted legitimate research regarding human dynamics during deadly force encounters, he does not appear to have done any research particular to SureFire products or the use of weapon-mounted lights. For that reason alone I find the article to be unprofessional and certainly not qualified to stand as an expert opinion.

I assume Lewinski is acting out of a real concern for officer safety—and not to generate future engagements as an expert witness. But I fear the article may actually have the opposite effect by frightening some administrations into depriving their officers of crucial safety tools. Regardless, Lewinski’s opinion is just that.

The greater issue is whether officers are provided adequate training to ensure they can safely use the tools they have. To address that issue I have attached a separate document, unconcerned with Dr. Lewinski’s opinions, entitled, Officer Training for Low-Light Conditions: A Matter of Life and Death.

It should be noted that Force Science News is a communications vehicle for the Force Science Research Center, of which Lewinski is the executive director. Quoting yourself in your own publication and referencing your own studies is questionable at best. And finally, the article ends with this statement: “Lawsuits have been filed in both shootings.” For clarification, SureFire has not been named in those lawsuits.

Evaluators at the Hawaii Sheriff’s Office indicated that the M&P pistol incorporated several key features including the ability to change the grip size of the pistol to meet individual officer’s needs along with the pistol’s ambidextrous controls and ease of maintenance.

Plymouth Sheriff’s Office
In Plymouth, MA, the Sheriff’s Office received 593 M&P45 pistols that will replace currently issued, non-Smith & Wesson firearms supplied by a European-based manufacturer. During the evaluation process for a new pistol, the M&P45 pistol was noted for its advanced ergonomics, ambidextrous operating controls and interchangeable grip sizes. The enhanced features of the M&P pistol along with its reliability and accuracy during live fire assessment drills were all primary factors in the agency’s decision-making process. The agency also noted that the M&P pistol was backed by a wide variety of services from Smith & Wesson, further supporting their decision to transition to the new pistol.

West Virginia State Police
After evaluating new patrol rifles for its officers, the West Virginia State Police elected to purchase 752 Smith & Wesson M&P15 tactical rifles. Along with a specialized control number on both the upper and lower receiver, the M&P15 rifle is laser engraved with the West Virginia state patch. Nevada DPS Selects Smith & Wesson M&P15 Tactical Rifles

Nevada DPS
During the department’s selection process for a new patrol rifle, the Nevada DPS made a decision to change from the individual authorized carry program to a single operating system and platform for all of its officers.

Along with the 500 M&P15X rifles, Smith & Wesson provided the Nevada DPS with a training and armorers course package. As the department continues its full conversion over to the new Smith & Wesson rifles, officers will complete a certification course before being issued the new patrol rifle.

Nebraska State Patrol
After an extensive testing and evaluation period that involved eight different firearm manufacturers and 17 different submissions, the Nebraska State Patrol decided to equip its officers with M&P15 tactical rifles. During the review period, the Nebraska State Patrol acknowledged the M&P15 rifle for its accuracy, high quality components, and ability to operate reliably throughout frequent firing. The department also noted that the semi-automatic rifle was fully supported with training and attentive customer service from Smith & Wesson.

Smith & Wesson recently completed shipments of 475 M&P15 rifles to the Nebraska State Patrol. Officers have completed certification courses and the M&P15 rifle is currently in service.

Bureau of Alcohol, Tobacco, Firearms and Explosives

Hammond, Indiana - -(Ammoland.com)- Special Agent in Charge Andrew L. Traver of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) announces the arrest of Eric Caldwell, a 34 year old Country Club Hills, Illinois resident, for the illegal possession of a firearm by a felon. Caldwell was arrested on May 24, 2010 in Hammond, Indiana.

On Friday May 28, 2010 Caldwell appeared before United States Magistrate Cherry for a preliminary hearing. Caldwell waived a probable cause hearing and was released on an unsecured $20,000 bond.

In addition to Caldwell, Delekeists Q. Walls, a 19 year old Harvey resident and a juvenile offender were also arrested. Walls was charged by the Lake County Indiana Prosecutor’s Office in Crown Point, Indiana with the illegal possession of a machine gun and a 9 mm semi-automatic pistol. Walls appeared today before Judge Kathleen Sullivan in the Lake County Indiana Superior Court. Bond was set at $20,000. The Juvenile is being held in Juvenile Detention for Juvenile Delinquency.

If convicted Caldwell could face up to 10 years in prison and a fine of $250,000. Walls is facing a Class C Felony punishable by 2 to 8 years in prison and a fine of up to $10,000. The arrests culminated from a burglary investigation of the Harvey Police Department’s firearms range in Harvey, Illinois earlier this month. These subjects were arrested by ATF Agents along with officers from the Harvey Police Department, the Cook County Sheriff’s Police and the Hammond Police Department. As a reminder, in all cases, criminal complaints are an allegation of criminal violations of law, all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

On May 20, 2010 ATF posted a reward of up to $5,000 for information leading to the recovery of firearms stolen from the Harvey Police Department’s storage container at their outdoor firing range in Harvey, IL. Sometime between May 8th and May 10, 2010, individuals broke into a building at the Harvey Police Departments outdoor range and stole 27 firearms comprised of shotguns, rifles and handguns. The firearms stolen also included several weapons classified as being able to fire Fully-Automatic (more than one round with the single pull of the trigger).

To date 17 of the firearms have been recovered through the work of ATF and the Harvey Police Department. The goal of this reward is to facilitate the expeditious recovery of these law enforcement weapons and to ensure the safety of the community. ATF agents and the Harvey Police Department continue to actively pursue all leads and will work with our state and local counterparts to recover these weapons.

Anyone who has information on the location of the remaining stolen firearms or individuals who possess the stolen firearms should contact ATF’s firearms hotline at: 1-800-ATF-GUNS (1-800-283-4867). Persons can also provide anonymous tips or information at the same number.

Tactical Tips with Bob Haught

Berryville, AR - -(AmmoLand.com)- In this second article dealing with Shotguns, I would like to go into my personal preferences in setting up a defensive Shotgun and why I choose the accessories that make up the “Rob Model”. I’m often asked during shotgun programs why I have a particular accessory bolted to my gun and over time it has morphed into what I refer to as the “Rob Model”.

It’s probably appropriate to go back to the genesis of the modern social shotgun and see how these things developed. In the 80”s the American Pistol Institute, now known as Gunsite began the first real development of the “Social Shotgun”. Basically they took a standard Police duty shotgun and added a sight system that allowed the use of both slugs and buckshot to an acceptable level. The Ghost Ring sight system that we all are familiar with today came about as a result of experimentation there. Also developed was the widespread use of the butt cuff shell holder and several custom holster makers started offering it in their catalogs.

The Sidesaddles originally came only in the six round versions. My good friend John Markwell was the first person I know of who cut them down to hold three shells and gave room to grasp the receiver during manipulations and we all used these until factory four shell models became available and were workable. Magazine extensions were offered as a “Police Only” option from Remington but it seemed everyone had them. Various sling options were used with the standard straight strap; three point and tactical slings were unheard of at the time. One of the popular mods of the day was an attachment point at the pistol grip which allowed taking a knee without the muzzle hitting the ground when performing a weapon transition.

Barrel technology was in its infancy as well, with different options of choking being used. Then along came a crazy Swede named Hans Vang who set the world on its ear with his Vang Comp barrels. Later on came the Rem™ Choke system and factory options but early on it was Improved Cylinder only. Wooden stocks were only available in one size. It wasn’t until years later that the synthetic stocks in different lengths became an option. Most of what we now see as technique and types of setups can trace their roots directly to Gunsite. About this time a company in Brentwood TN, named Scattergun Technologies™ came on the scene. This was the first place to offer a one stop source for a tactical oriented shotgun. They were extremely popular and were the basis for what we now recognize as the typical setup. Wilson Combat® purchased Scattergun Technologies™ and it became part of the Wilson Combat family and continues to evolve the state of the art in tactical shotguns to this day. Having used the original Scattergun line of weapons quite a bit I was very exited when they became part of Wilson Combat and have been involved with the line since then as a consultant and end user in my work and training business.

One thing to remember is that all this took place before the carbine came into the widespread use that we see today. The shotgun was pressed into the dual role of scattergun and short range rifle. At the time a battle rifle was a 308 and the AR-15 was most commonly found in its full size variant and was considered too powerful for general LE use. A 12 ga. Slug was the preferred option for shorter range conflict resolution and the Ghost Ring sight allowed a competent operator to engage man sized targets out to 75-100 yards and reasonable speed in using buckshot.

That’s why I have always referred to it as a compromise sight. It gives most of the speed of a bead sight and most of the precision of rifle sights. The shotgun’s biggest rival was the submachine gun and at distances past about 50yds the shotgun slug was superior. Today the Subgun has faded into the shadows with the development of the carbine but for some reason the shotgun simply refuses to die off.

With all the above in mind, I have taken what I feel is the best of the past and added a few twists of my own to the way I like to set up my shotgun. Let’s start from the ground up.

Scattergun Technologies Standard Model Shotgun

First is the stock, I find the factory standard of 14” to be too long for most folks. I prefer a short 13” “youth” stock. This allows for more movement around body armor or load bearing gear as well as winter clothing. Most folks can manage a shorter stock better that one that is too long. As in most things in life an inch makes a big difference. I use a large head safety. Some swear by them, some at them. I find with gloves they are easier to hit under stress.

As I mentioned before I prefer a short Sidesaddle. This is due to the balance point of the shotgun being located at the receiver. With the longer version I can’t get my hand around the receiver and the gun is awkward during reloading and other manipulations. As far as forearms go, I feel a weapon mounted light is absolutely vital on a defensive weapon. The gold standard is the Surefire® model. They have never let me down.

When it comes to magazine extensions, I prefer a simple one round model. Yes I can hear the clamor now about how the shotgun is way behind the curve on ammo capacities anyway so why not opt for six or eight rounder? It’s simple, balance; a muzzle heavy shotgun is not a balanced shotgun and is both harder to index on target and fatiguing to carry around and manipulate. A one round extension allows me to have one round of dead air space in the tube for slug transitions. Otherwise I wouldn’t personally use one at all. I also like a high visibility follower that I can tell at a glance the state of readiness of the shotgun.

That brings us to barrels, shotgun barrels are like ladies, and no two are alike. Give me a pile of barrels from the same manufacturer and you will find some that shoot better than others with different ammo and some that are just plain good with whatever you put through them. Perhaps no greater development in the shotgun field has taken place in recent years than that of barrel technology and ammunition development. No one ever asked the ammo manufacturers to tighten patterns until recently. Now we have several new types of buckshot that perform like a Vang Comp from a standard barrel. That being said I am a fan of Vang Comp Barrels. Legal length is 18” unless you go through the Class 3 process so I have standardized on this for the “Rob Model”.

Sight wise, I have taken the proven Ghost Ring design and added my personal touch. I cut the ring in half creating a large “U” notch which I have dubbed the “Friendly Ghost”. It gives a very fast presentation and still gives enough reference for slugs out to about the same distance you get from a full circle. The modification can be had from Scattergun Technologies on request. Slings are useful when using the long gun in conjunction with a support weapon. For a home defense scenario I leave them off. Whether you opt for a three-point, two-point or single point is a matter of personal choice and will be dictated by your mission. Rounding off the “Rob Model” is an Armor Tuff finish that helps keep the gun from suffering from rust and offers a slick internal surface to help the gun run smoothly. So to sum up the “Rob Model”, you will end up with an Remington® 870 with a short stock to allow smooth presentations in all situations, a light to identify threats, a sight system that gets the most out of the full range of ammo types, a spare ammo carrier that allows manipulations of the gun to be performed smoothly and a simple mag extension that doesn’t unbalance the weapon and allows for rapid change of ammunition types to respond to changing circumstances. Top this off with a sling system to suit your mission and a finish that will protect the gun from corrosion and you have what I have come to believe is a model that optimizes the modern social shotgun.
