href="http://www.actiontarget.com/2011-law-enforcement-training-camp/" target="_blank">20th Law Enforcement Training Camp</a> earlier this year.</p><p>While pondering some of the unfortunate recent tragedies that have struck the law enforcement community nationwide <em>—including a higher percentage of lethal attacks against police officers as well as the accidental shooting death of a <a
href="http://www.myfoxatlanta.com/dpp/news/local_news/GBI-Probes-Probation-Officer%27s-Death-20110901-am-sd" target="_blank">24-year-old corrections officer</a>—</em> I thought I’d offer some tactical tips to law enforcement training instructors.</p><p>Now, although this piece mentions officers and may be geared towards law enforcement in general, all the points can most definitely apply to the tactical shooting community as a whole.</p><p><strong>Here’s my advice:</strong><br
/> Repetition is the law of learning. The more students accurately perform a variety of techniques, the more comfortable they will become. Tactical training drills allow officers to develop individual skill and assist in building muscle memory.</p><p>Muscle memory is a kinesthetic phenomenon whereby specific muscular patterns and movements become ingrained. When movements are repeated over and over, eventually these movements can be performed without conscious effort.</p><p>Under such extreme stress, cognitive ability is diminished and thought process is narrowed acutely. When facing the stress of lethal confrontation, officers should not have to think about basic weapons manipulation or marksmanship fundamentals; if they have to think about these basic fundamentals under stress, their chances for losing increase.</p><p>On the other hand, regular practice and difficult, realistic, and challenging drills will increase survivability. Repetitive training, therefore, is vitally important when considering survival and life-saving tactical techniques.</p><p>As with any type of improvement, officers can never increase their ability unless they fail on occasion. No person can develop unless they try something new and push themselves to the limits. Failure or imperfection on a specific technique or drill is likely to occur. The idea is to have officers meet successes. Small improvements provide satisfaction which, in turn, buoys individual esteem and maintains interest and encourages persistence.</p><p>As a training instructor, here are some of the key points to remember during every range training opportunity or any tactical firearms training period.</p><p
style="padding-left: 30px;">1) Individuals that are considered “experts” in their chosen field are extremely good at the fundamentals. Focusing on the basics is a positive thing. On occasion, give students something fun too. No one wants to be bored at the range.</p><p
style="padding-left: 30px;">2) When training, it is important to remember the end goal: preparing for lethal confrontations. In order to maximize training, (a) the individual shooter should envision that each and every shot during the tactical evolution is, in reality, a lethal force situation; and (b) trainers should mimic real world events. For instance, in my last custom tailored Patrol Rifle Course, I had police officers wear the same Active Shooter go-bag that they carry in their squad cars. I had them reload from that pouch. The feedback was positive, mostly because the training mimicked real circumstances. In short, train as you fight. Don’t say, “In reality we’d do this but we’re not going to train like that.” That’s cheating yourself and your team of valuable training! Cheating or foregoing reality will get someone hurt or killed in the long run.</p><p
style="padding-left: 30px;">3) Give students several tools to fill up their tactical toolbox, but focus on what will work best. Remember, it’s not a good tactic if it doesn’t work well (a) on the move, (b) in low-light, or (c) under stress.</p><p
style="padding-left: 30px;">4) Start out slowly. Speed will come in time. Or, perhaps once you’ve done some drills at full speed, slow down to quarter or half speed until techniques are perfected, then speed back up.</p><p
style="padding-left: 30px;">5) Weapons handling skills can increase dramatically without ever shooting a single round. Dry and/or dummy round training periods are extremely helpful and are all too often overlooked. The nice thing about that is the price is right. With the budget crunch, remember, weapons handling skills doesn’t mean you have to shoot a lot of rounds. In fact, dummy rounds work wonders.</p><p
style="padding-left: 30px;">6) Firearms are inherently dangerous. Safety briefings and safety are occasionally thought of as the same thing; we’ve said it and we’ve heard it said a thousand times. Unfortunately, it’s under that premise when accidents happen. Don’t think it will never happen here. Creating an atmosphere where everyone’s comfortable enough to say, “Watch your muzzle” or “Get your finger off the trigger,” is essential. No egos among the instructors or the students. Remember, always keep safety first.</p><p>Use these tips for a safer, and more effective, training environment and continue to hone your skills and keep adding to your tactical toolbox.</p><p><strong>About Jeffrey Denning</strong><br

title="AmmoLand Reports" href="http://www.ammoland.com/" target="_self">Ammoland.com</a>)- With Wisconsin&#8217;s new concealed carry law going into effect there has been a proliferation of speculation about the consequences of having law-abiding citizens carrying concealed weapons.</p><p>Ironically, one day after Act 35 went into effect, a Milwaukee police officer negligently discharges his weapon in Southridge mall on Wednesday.</p><p>http://www.fox6now.com/news/witi-20111103-cop-fires-gun-southridge,0,5018946.story</p><p>As an organization that promotes safe carry in the manner of a law-abiding citizens choosing, we find it concerning that both the GreenDALE Police Chief, and Milwaukee Police Chief Ed Flynn refer to the incident as a <em>&#8220;freak accident&#8221;</em> and an <em>&#8220;complete accident&#8221;</em> respectively.</p><p>Carry of a gun tucked in the waistband <em>*without*</em> a holster aka <em>&#8220;Plaxico Burress&#8221;</em> style is no accident, and is not a safe way to carry a handgun. Its unfortunate that with all the purported training that we often hear that police officers obtain with regard to firearms that both Police Chiefs do not take the opportunity to use this as a teachable moment.</p><p>Handguns should be carried in holsters. Carry in a holster prevents negligent discharge. The gun-accessory marketplace has thousands of options for holsters for open carry, concealed carry, inside the waistband, outside the waistband, and dozens of other carry options. When a firearm is carried in the waistband, and subsequently discharged unintentionally that is not an accident, but rather negligence.</p><p>Negligent discharge of a firearms is a violation of the law. It is unfortunate that in this case, a police officer that should be held to a HIGHER standard is unfortunately given a <em>&#8220;free pass&#8221;</em> when he could have very easily injured or killed someone with his negligent <em>(not accidental)</em> behavior. Thousands of our members have researched and obtained holsters that serve their style of carry over the last several years. We are confident that as large numbers of Wisconsin residents apply for and begin to exercise their human and constitutional right to self-defense under Wisconsin&#8217;s new concealed carry law they will not follow the example set by this Milwaukee Police Officer and instead visit their local gun store to research the variety of holsters available for conceal or open carry which will prevent negligent discharges like this Milwaukee Police officer&#8217;s from happening.</p><p>We also hope that law enforcement would not give a <em>&#8220;free pass&#8221;</em> to a violation of law and cite this officer for negligent discharge of a firearm as an example to all that failure to take personal responsibility and carry in a safe manner will have legal consequences.</p><p>Carry On,</p> <address>Nik Clark Chairman &#8211; Wisconsin Carry, Inc.<br

Bies, Assembly rules committee, Assembly Criminal Justice Committee, et al,</em></p><p><em>On October 5th of this year a letter was submitted by Asst. Police Chief Dean J. Collins who is championing a request for the legislature to change state law with regard to forfeiture violations.</em></p><p><em>Currently there are violations which the state legislature felt were not serious enough offenses to warrant potential incarceration. Those violations are punishable only by civil forfeiture (fine).</em></p><p><em>Wisconsin Carry is mindful that the legislature is faced with a diverse assortment of requests for potential new legislation.  We are also aware that, unfortunately, it is nearly impossible for you to become an expert in each piece of legislation that you will evaluate and vote for in your capacity as a legislator.  For that reason you rely on what you hope to be the honest and truthful input from your constituencies.</em></p><p><em>The purpose of this letter is to bring to your attention some glaring and significant misrepresentation of fact that we have become aware of which occurred in both the letter submitted to the Criminal Justice Committee on October 5th, as well as the testimony given by Brookfield Asst. Chief Collins suggests that this legislation is necessary to protect municipalities from lawsuit for unlawful arrest.  Mr. Collins uses a lawsuit that Wisconsin Carry filed against the City of Brookfield and some of its police officers as evidence that this legislation is necessary.  It is important for the committee and legislature to be aware that the primary reason Brookfield was sued was because their officers initiated a felony stop with guns drawn against, made an unlawful arrest of, unlawfully searched a vehicle of, and unlawfully seized property of, one of our members <em>*without probable cause*</em> nor <em>*reasonable suspicion*</em> that she had committed any crime OR violation of any statute.</p><p>Let me be perfectly clear. Brookfield was not primarily sued because they lacked the statutory authority to arrest for unlawful transport.  Brookfield was sued because they had no probable cause or reasonable suspicion to detain or arrest our member for any reason at the time they initiated the felony stop against her.  Brookfield officers violated our members 14th amendment due process rights which incorporate the 4th amendment rights to be free from unlawful search and seizure.  If you pass this law, Brookfield would still have faced a nearly identical lawsuit and the outcome would have been identical.</p><p>Changing this law vastly expands police authority, but it <em>*will not*</em> protect Brookfield or any other municipality from the very same litigation that they faced and that other departments who violate the civil rights of our members will face in the future. It is our hope that we never have to file another lawsuit.  This will be possible if police departments around the state train their officers to understand the basic concepts of reasonable suspicion and probable cause before detaining or arresting people.  AB 237 will have the opposite affect.  It will perpetuate a false belief that police can arrest anyone, at any time.  Ironically, Wisconsin Carry believes that despite the months that have passed for Brookfield to conduct a full review of their procedures, Asst. Chief Collins testimony and his misconceptions about why his department was sued make a convincing argument that the people of Wisconsin need MORE legislative protections from law enforcement personnel who fail to grasp the basic US Constitutional rights that his officers violated in this situation, not less protections.  When civil rights are violated, the solution ought not to be to request new legislation to expand police power and erode citizen’s rights so they cannot be violated, but rather to end the practice of violation of people’s civil rights.</p><p>Furthermore, in the video testimony from Asst. Chief Collins he makes the statement that if the legislature does not pass this bill there will be <em>&#8220;nothing the police can do&#8221;</em> to enforce civil forfeitures.  This is also categorically false.  Police will continue to be able to issue citations for fines in these situations.  If those fines go unpaid,courts can and will continue to issue bench warrants for the arrest of the persons who do not pay their civil forfeiture.  This procedure has worked very well throughout the history of our state.</p><blockquote><p><em>It is intellectually dishonest for Asst. Chief Collins to misrepresent this truth to the Criminal Justice Committee in his testimony.</em></p></blockquote><p>State civil forfeiture violations are things the legislature felt were not serious enough violations to be punishable by jail, rather only monetary penalty.  Therefore the authority to arrest a person for those very same violations was not appropriate.  If the legislature now believes that there are some violations that are currently only civil forfeitures that the legislature believes <em>*should*</em> be punishable by greater penalties than we would encourage the legislature to address those individually and make those specific violations crimes so that law enforcement can exercise the statutory authority to arrest that already exists under state law, and NOT create new legislation that gives the police blanket authority to arrest citizens for violations so simple as <em>&#8220;dog at large&#8221; &#8220;sending an unsolicited fax&#8221;</em> or<em> &#8220;fireworks violations&#8221;</em> just to name a few.</p><p>We recognize the police would surely like to have the power to arrest anyone at any time for any violation no matter how minor, but we believe that a *critical* role of government has always been to limit the authority of law enforcement to a specifically defined set of parameters and thus protect the civil rights of citizens and provide protection from an over-reach of authority and prevent a move toward a police state.</p><p>Thank-you for your thoughtful consideration.  On behalf of the Wisconsin Carry, Inc. title="AmmoLand Reports" href="http://www.ammoland.com/" target="_self">Ammoland.com</a>)- According to recent news reports, on October 15, 2010 a narcotics officer in Texas shot and killed an unarmed suspected drug dealer as the officer moved in to arrest him; and on January 25, 2011 a police officer in New York shot and wounded an allegedly unarmed man while serving a warrant.</p><p>As reported, each officer said he was trying to operate his pistol-mounted light when the weapon discharged.</p><p>We at SureFire are deeply saddened by these tragic events. Ensuring the safety, success, and survival of our warfighters and peacekeepers has always been the key element in SureFire’s corporate mission.</p><p>The Texas and New York shootings reportedly involved pistol-mounted lights manufactured by SureFire. Although both shootings remain under investigation, we are confident these investigations will conclude that SureFire lights are safe and effective. According to news reports, a police spokesman for the Texas department said the department does not believe there is a problem with the flashlight in question or the way it is activated.</p><p>We take this opportunity to review the crucial benefits that weapon-mounted lights provide to police officers and the citizens they protect, and to emphasize the need for proper officer training in both the use of these lifesaving tools and in low-light tactics in general.</p><p>In 1986 SureFire introduced the first light designed specifically for mounting on handguns. This light was quickly adopted by SWAT teams, including LAPD’s D-Platoon. In 2004 SureFire introduced the current X-Series WeaponLights, intended primarily for attachment to handguns.  There are well over 100,000 SureFire X-Series lights and tens of thousands of optional grip-activated “DG” and “SL” switches in use today, and our competitors have sold hundreds of thousands of other pistol-mountable lights themselves. During this 24-year period the only reported safety-related incidents involving such lights are the two           incidents mentioned above.  These figures alone prove that SureFire WeaponLights, and weapon-mounted lights in general, are safe.</p><p>We strongly believe that any department that does not permit its officers to use a weapon-mounted light increases the risk of wrongful shootings due to suspect or weapon misidentification, and the risk to its officers of serious injury or death due to the lack of illumination control in critical situations.</p><p>According to the NYPD (1996 SOP-9), as many as 77% of police shootings occur under some degree of diminished light. Yet most departments continue to dedicate a small percentage of firearms and tactics training to realistic low-light conditions. In an analysis conducted by Tom Aveni of the Police Policy Studies Council (www.theppsc.org), over a 13-year span the Baltimore County PD (which Mr. Aveni regards as one of the best trained in the country) achieved an average hit ratio of 64% in daylight shootings. In shootings that occurred in low-light conditions the average hit ratio dropped to 45%—a decline of 30%.  Mr. Aveni determined that as much as 18% to 33% of law enforcement shootings are of the “mistake-in-fact” variety, i.e., when a suspect displays an item that is mistakenly believed to be a deadly weapon or engages in furtive behavior that is mistakenly perceived to be threatening. As many as 75% of the “mistake-of-fact” shootings examined by Mr. Aveni occurred at a time of day “we&#8217;d generally associate with reduced light conditions.”</p><p>In a New York Post article about the NYPD shooting mentioned above, a person identified as a firearms   expert was quoted as stating, “<em>When you put a flashlight on a weapon system, there are numerous things that you have to manipulate, and under stress, things are more difficult…” </em></p><p>While we agree that under stress things are more difficult, by eliminating the need to hold, point, and activate a handheld light, a weapon-mounted light actually reduces the complexity of illuminating a threat as soon as lethal force is deemed potentially necessary.  It’s worth noting that the same purported firearms expert testified as an expert witness in connection with the 1999 Amadou Diallo shooting. In that case, four NYPD officers shot and killed an unarmed suspect in low-light conditions. As reported, the officers were operating under the belief that Diallo, who appeared to match the description of a serial rapist and initially ran away from the officers, was brandishing a weapon, which later proved to be his wallet. It is very likely that this tragedy, and the resulting $3,000,000 settlement, could have been avoided if the officers had been equipped with weapon-mounted lights and adequate low-light training.</p><p>Every experienced law enforcement officer we know would agree that, in use-of-force situations that occur in diminished-light conditions, supplemental lighting is necessary for sound decision-making and effective action. Adequate illumination is required both before the decision to pull the trigger is made, and as the officer is firing.  These officers also would agree that a proper two-handed grip is required for optimal accuracy. While flashlight/handgun-shooting techniques can be effective, they do not allow the full               two-handed grip and the degree of stability afforded by a pistol-mounted light.</p><p>Consider the rapidly evolving nature of threat situations: Time does not always permit the use of a handheld light; an officer may need to draw his or her weapon immediately.  In such time-critical situations, an officer equipped with a pistol-mounted light has an instant source of illumination in hand, which can be crucial to proper decision-making and, indeed, to survival.  Both handheld and weapon-mounted lights are important safety tools. Handheld lights may be preferable in circumstances when the threat of a lethal-force encounter is low, but they are not optimal in lethal-force situations.  Should an officer equipped only with a handheld flashlight have cause to present and/or discharge his or her weapon, they must either use a one-handed grip with a consequent decrease in accuracy, or hold the flashlight and weapon together in a less than optimal grip. Activating a pistol-mounted light is much more mechanically efficient and, consequently, is much quicker and easier to use than a handheld flashlight and has the added benefit of improved accuracy under stress.</p><p>Every piece of equipment issued to an officer requires training to be used effectively. Flashlights and weapon-mounted lights are no exception.  The Four Basic Rules of Firearms Safety are taught to every academy cadet and posted within virtually all police and civilian shooting ranges. While each of these rules are equally important, two of them are particularly pertinent to the use of weapon-mounted lights:</p><p><strong>Rule #2: </strong>Keep your finger off the trigger until your sights are on target and you are ready to fire.</p><p><strong>Rule #3: </strong>Never point your weapon at anything you are not willing to injure or destroy.</p><p>These rules must be fully ingrained in law enforcement officers by means of proper training of sufficient quality and frequency.</p><p>Proper training is required not only to enhance officer safety and to avoid accidental shootings, but also to protect departments and municipalities against financial liability.  The courts can and will hold a municipality liable for failure to adequately train its police force.  See, e.g., City of Canton v. Harris, 489 U.S. 378 (1989); Zuchel v. Denver, 997 F.2d 730 (10th Cir. 1993).  And law enforcement agencies must conduct firearms training that is realistic, and that reflects the environment the officers are likely to encounter.  See, e.g., Popow v. City of Margate, 476 F.Supp. 1237 (Dist. N.J. 1979).  Unfortunately, many police agencies still have not developed such training. The failure to have appropriate and realistic “decisional” training with respect to the use of deadly force is a risk that agencies cannot afford to take.</p><p>We believe that weapon-mounted lights are crucial safety-enhancing tools for law enforcement officers, and that departments and municipalities must provide training adequate to the task. Too often officers are placed under extreme duress in complex, rapidly evolving, life-or-death situations without the necessary equipment and/or training.  To that end, SureFire is developing and will release free of charge to any U.S. law enforcement agency a comprehensive multi-media training course curriculum entitled Low-Light Safety &amp; Survival: Tools, Tactics, and Techniques.  These materials will provide departments with a training format based on 15 years of testing and teaching low-light tactics and Officer Survival at the SureFire Institute.</p><p>In closing, we offer these reminders for the safe use of weapons used in conjunction with weapon-mounted lights or any other piece of equipment:</p><ul><li>Keep your finger off the trigger until your sights are on target and you are ready to fire.</li><li>Never point your weapon at anything you are not willing to injure or destroy.</li></ul><p><strong>About SureFire</strong><br

title="AmmoLand Reports" href="http://www.ammoland.com/" target="_self">Ammoland.com</a>)- Reactive shooting is the skill a police officer must rely on when confronted with a suddenly hazardous situation.</p><p>It is a critical skill that can save officer&#8217;s lives, and it is the result of conditioned hand-eye coordination developed by training on Action Target air-powered reactive steel systems</p><p>As we learn more and more about the human dynamics involved in armed confrontations, we understand that physical skills that require conscious thought or intellectual processing tend to break down rapidly under high levels of stress. If defensive skills and responses are not programmed in at a subconscious level, the sudden stress may cause us to fumble, freeze or panic. It is in this environment that reactive shooting skills are needed. Such reflexive shooting skills can be taught through the use of extremely short time limits, thus pushing the shooter to function at the limits of reaction and response time. This can be compared to learning how to hit a fast moving ball with a bat or racket, or developing the reflexes to block a punch or kick at full speed. Reactive steel targets provide the instant feedback required to program an officer’s reflexive shooting skills effectively and efficiently.</p><p>Over the next several months, we will be showcasing our entire Reactive Steel line of targets. First one to be discussed is our Bobber-Xtreme</p><ul><li>Reactive steel with automated reset &#8211; Independent target control</li><li>Multiple AR500 steel target plates &#8211; Variable exposure times</li><li>Choose knock-down or “flop” heads &#8211; Computerized scenarios</li></ul><p>The basic function of the Bobber-Xtreme will probably sound familiar. A steel plate is presented to the shooter from behind cover. This plate can be hit at any time while it is exposed, and a computer interface is used to control the frequency and duration of the target exposures.</p><p><strong>Speed -</strong> The exposure times with the Bobber-Xtreme can be as short as a ½ second, so speed is of the essence. The whole idea behind reactive shooting is to train the body to automatically carry out the complex action of firing a gun without having to process the whole sequence with your conscious mind.</p><p><strong>Accuracy -</strong> Not only is missing the intended target inefficient and ineffective, it is a staggering liability during an actual armed conflict. Because the 8-inch target plates on the Bobber-Xtreme jump up from and retreat behind total cover, only accurately placed shots will have any effect. Painting the chest plate and assuming it to be an innocent bystander or hostage increases the pressure for accuracy even more.</p><p><strong>Judgment -</strong> Split-second judgment and threat analysis may be the most important elements of the training triangle. The revolutionary Bobber-Xtreme addresses this issue by presenting the shooter with two separate target plates, one directly behind the other. One plate is an 8-inch circle, and the other is an 8-inch octagon. Depending on your training scenario, you can classify all the circle plates as hostile, and all the octagon plates as friendly. When one of the plates jumps up from behind cover, the shooter must quickly determine whether the plate is hostile or friendly and then take the appropriate action. Put them side by side and you&#8217;d have a hard time telling them apart.</p><p>They feel the same, have the same weight balance, sights, materials. The only distinguishable characteristic is an orange tip and when you drop the mags one&#8217;s holding 15 9mm rounds, and the other is holding 15….plastic airsoft BB pellets.</p><p>It&#8217;s an airsoft gun, often considered to be a toy and recreational item. But they can be so much more. Many law enforcement agencies are utilizing them already with great success. And you can get in on it too. Airsoft fields and events can be an invaluable and inexpensive tool to reinforce gun safety, combat preparedness, and proper use of a firearm for defense.</p><p>Airsoft is different from air rifles and pellet guns in that they use standardized airsoft 6mm plastic bb&#8217;s that weigh far less than metal pellets or sabots, and are perfectly safe in a controlled play environment.</p><p>There are an increasing number of airsoft clubs and airsoft organizations establishing multiple day events that can be attended for a set fee. They&#8217;re run on weekends, centered around military scenarios, and the core skills practiced are valuable to real world preparedness. There are varying degrees of immersion, ranging from <em>&#8220;play and go back to the car for a snack&#8221;</em> to full airsoft milsim, where one acts, functions, and performs like a real military force for the entire duration. These latter are great for testing weapons skills.</p><p>Most events are in outdoor wooded areas, while some are more modeled after urban environments. Each type has its own advantages to real firearms training. Wooded areas teach players to scan large areas quickly to look for potential threats. They also put hunting camo to the test by seeing how effective it is against the ultimate target –watchful human eyes. Urban areas teach how to use cover effectively and about lines of fire and engagement.</p><p>For those that don&#8217;t have the time to dedicate a weekend or full day to these events, there are even small walk-in arenas where one can pay a flat fee for the entire day. They operate on round based team-on-team matches. The downside is that anyone can join in, so you&#8217;ll have lots of younger teenage boys playing war gung-ho, which can detract a bit from the experience. Find a group of like-minded friends, and it can make for both a fun and educational experience.</p><p><strong>Proper Weapon Usage</strong><br
/> Airsoft teaches proper weapon usage, maintenance, and safety precautions. Most airsoft guns in the mid-range price look, feel, and function as close to the real steel guns as possible. Most pistols are 1:1 true to scale, so if you own a real pistol, you can find its airsoft version and even use your carry holster to train smooth drawing. A few popular models made by airsoft manufacturers are 1911&#8242;s <em>(both single and double stack)</em>, m92s, USPs, and Sig P226 series pistols. Some gas airsoft pistols even disassemble the same way as the real thing! Real firearms training is great for becoming accustomed to the physical feel of shooting a gun, but airsoft simulation events teach valuable self-defense tactics in actual firefights scenarios against other people.</p><p><strong>Physical Fitness</strong><br
/> Another often overlooked benefit is physical fitness. Running around all day from cover point to cover point with adrenaline rushing is fantastic exercise. Just make sure to stay hydrated! You&#8217;ll be sweating a lot more than you think. It also trains your body to react well under stress and flight/fight situations. The more you&#8217;re exposed to these moments, the faster your brain is able to process the correct actions and pathways, your muscle memory knows exactly how to draw your weapon , cock it, and fire it, and reload it. When you can do these actions unconsciously, you have more presence in the moment to make combat decisions.</p><p
style="text-align: left;"><strong>Warrior Mindset</strong><br
/> The most important skill learned at these events is mindset. You can put all your tactical gear and holsters through real world paces and determine what works, and lose what doesn&#8217;t. You learn to distinguish between friend and foe. You&#8217;ll hone your aiming and marksmanship skills on real targets who will react and move. You&#8217;ll learn how to use your weapon defensively, so you&#8217;ll train yourself how to respond<em> &#8211; rather than react – </em>to surprises and potential threats. And if you&#8217;re <em>&#8220;killed&#8221;</em> you can learn from your mistakes, so you survive next time!</p><div

class="wp-caption-text">Virginia Citizens Defense League</p></div><p><strong>Covington VA -</strong> -(Ammoland.com)- This is the account of the first time I was pulled over by a LEO while carrying concealed.</p><p>I had just finished making a night-drop deposit at the bank of about $3,000 when I proceeded home around 11:45 pm. I lived in Pulaski County, VA at the time. I noticed the LEO&#8217;s lights in the mirror and silently rebuffed myself for not having replaced my burned-out headlight. One very important aspect of an encounter with a LEO, especially at night, is to start things off properly, so I pulled into a well-lit public parking area, rolled down my window, turned on my dome light, turned off my engine and remaining headlight, and kept my hands on the top of the steering wheel in plain view.</p><p>He approached my car and asked me if I knew why he had pulled me over. I responded that it probably was the headlight I had not replaced as I had worked overtime that weekend. He said I was correct and asked to see my license and registration. At that point I politely responded<em> &#8220;Officer, before I do that I want to inform you that I am a CHP holder and am currently armed with a 9mm on my person.&#8221;</em></p><p>I was carrying IWB. He politely asked me if I would open the door from the outside and step out of the car. Note: never reach back inside the car if a LEO suspects or knows you are armed. Why add tension to the situation? I reached through my own window and opened the door from the outside and stepped out of the car keeping my hands on the very top of the door in plain view. He asked me where my firearm and wallet were, and I told him I was carrying IWB in front on the left side and my wallet was in my left rear pocket.</p><p>He asked me to show my firearm so I slowly moved my left hand and lifted that side of my shirt by grabbing my shirt near the top. Do not lift it from the bottom as that puts your hand very close to your firearm. The LEO removed my firearm and placed it on the rear of the car, he also removed my wallet and handed it to me. I removed my license and CHP and handed them to him. He took my firearm with him to run my license. He returned and handed me back my license and CHP which I put back in my wallet and laid it on top of the car <em>(again, no hands on the body).</em></p><p>The LEO removed the magazine from my firearm and handed it to me. He ejected the round that was in the chamber <em>(I carry with one in the pipe)</em>. The round ejected and fell at his feet. I politely asked him if he would like for me to pick the round up for him and he said he would. I did so and held it in my hand. He complimented my firearm, as it is one of the smallest 9mm&#8217;s available today, and we continued to chat for several minutes about its performance, cost, etc.</p><p>He was very friendly, and didn&#8217;t give me a ticket either. The main thing that made this a polite encounter rather than a disaster is the fact that I took most of the stress out of his experience. My step-dad is a retired Virginia State Police officer, and I have other friends and family that are or were LEO&#8217;s. When a LEO stops a vehicle he or she is literally placing themselves in the position of being a potential target.</p><p>Encounters with LEO&#8217;s are not the time to hold a 2-A protest. Most of them are just doing their jobs and want to go home to their families alive at the end of the day like the rest of us. In addition, every LEO that I have asked said that he or she wished law-abiding people carried concealed. If we understand encounters with LEO&#8217;s to be what they are (i.e. somebody just doing their job) and not what they aren&#8217;t (i.e. personal insults or attacks against us as individuals) we can all go home to our families alive at the end of the day.</p><p>Tony</p><p><strong>About:</strong><br

The same courses will also be offered in Nixa, Missouri beginning September 20, 2010.</p><p>Mako Defense teaches the Israeli Method of fighting exactly as it is taught to the Israeli Special Forces, not the modified version that some companies may offer in the United States. Mako Defense instructors have extensive experience as operators and instructors in the most elite Israeli Special Forces units, including:</p><ul><li>·        Yamam – or Special Police Unit is the elite police counter-terrorism unit in Israel. Yamam specializes in hostage-rescue operations and offensive take-over raids against targets in civilian areas. It also performs SWAT duties and undercover police work.</li><li>·        Duvdevan – an elite unit of the Israeli Special Forces. Duvdevan is particularly noted for conducting undercover operations against militants in urban areas.</li><li>·        Sayeret Mat’kal – a top Special Forces unit. Its main roles are counter-terrorism, deep reconnaissance, and obtaining strategic intelligence behind enemy lines. Sayeret Mat’kal is also in charge of hostage rescue missions outside Israeli borders, such as the Operation Entebbe in 1976.</li><li>·        Classified units of the Israeli Secret Service.</li></ul><p>Mako Defense instructors teach and use these fighting techniques in Israel on a daily basis.</p><blockquote><p>“Far more than just the typical carbine and pistol shooting courses, the Israeli Method is a comprehensive martial art that prepares students to effectively defend against, and immediately neutralize, any violent threat. class="wp-caption-text">Montana Shooting Sports Association</p></div><p><strong>Montana -</strong> -(AmmoLand.com)-  It is a matter of record that too many members of professional law enforcement, especially administrators, simply do not trust citizens to be armed and enabled to defend themselves from criminal attack.</p><p>Notwithstanding this too-common attitude among some law enforcement administrators, many street cops understand that they can rarely be present to stop a criminal attack <em>&#8211; to interpose themselves between a criminal and his intended victim &#8212; </em>no matter how they sincerely wish to protect people.</p><blockquote><p>Why do some police administrators distrust armed citizens?</p></blockquote><p>Do they seek a monopoly of force to build their bureaucracies by creating a <em>&#8220;protection racket&#8221;</em>?  Dr. Sarah Thompson reminds us of the phenomenon of <em>&#8220;projection&#8221;</em> that we all learned about in Psych 101, and believes many who oppose firearm ownership do so because they project their own psychological instabilities onto the rest of us.  Could projection be the primary motivator for law enforcement administrators&#8217; opposition to citizen empowerment to reject victimization by being armed?  Or, do they fear that the sheer volume and intrusiveness of the laws they are tasked to enforce will become insufferable to armed people?</p><p>Certainly there is a different perception of the armed citizen by firearm opponents than by the armed citizens themselves.</p><p>Consider only the language used by each.  Those who object to firearms in civilian hands call self-loading rifles <em>&#8220;assault weapons,&#8221; </em>while the owners of these firearms call them <em>&#8220;sport utility rifles&#8221; or &#8220;homeland defense rifles.&#8221;</em></p><p>There is no doubt that police administrators view citizen self defense from a unique perspective.  Everyone sees the world from a unique perspective.  Police administrators perceive the world from their unique point of view as full-time participants in the criminal justice system.</p><p><strong>This unique perspective is influenced primarily by three factors:</strong></p><ol><li> The clientele they deal with are not a cross section of the population.  The people subject to their work are primarily ne&#8217;er-do-wells of one sort or another, conditioning some in law enforcement to grow to believe that anyone not a police officer and not in jail just hasn&#8217;t been caught yet committing his or her special crime.</li><li>Their peer associations tend to be limited to their narrow circle of co-workers, so they don&#8217;t have the level of everyday exposure to usual citizens that those not in law enforcement have.</li><li>Their mission has changed.  The primary mission of the people hired to wear badges and guns used to be to keep the peace in the community, and to prevent the strong and mis-intended from preying on the weak.  They were called <em>&#8220;peace officers.&#8221;</em> Their title has gradually changed and they have come to be called <em>&#8220;law enforcement personnel.&#8221;</em> Along with that change in descriptor has come a change in mission. Their primary mission has come to be enforcement of government edicts of one sort or another.</li></ol><p>These and other factors causes those overseeing the<em> &#8220;thin blue line&#8221;</em> to perceive very differently those people who do not wear uniforms but do have firearms, perceived from a very unique perspective.</p><p>Police administrators appear to be thinking only about how guns in citizens&#8217; hands will affect their relatively small sphere of law enforcement activity, but not about how they will affect everything outside that sphere.  In Montana, only about 7/10ths of 1% of the population are actively involved in law enforcement <em>(including game wardens and detention personnel; 2/10ths of 1% with only sworn MHP, sheriffs and police &#8211; [mpera.mt.gov] ).</em> Police administrators are a tiny part of that, a minuscule subset of Montana.</p><p>Analogies about how this tiny subset sees armed citizens differently than armed citizens see themselves are easy to offer.</p><p>Suppose two people look at an empty tube from a roll of paper towels.  However, one looks at it end-on, and another looks at it from the side.  Each will see, perceive and describe a much different reality.</p><p>This may be a better analogy.  Some people describe firearms as our <em>&#8220;liberty teeth.&#8221;</em> Teeth and firearms are surprisingly analogous.  They may each be used benignly, defensively or offensively.  Teeth may be tools only<em> (for eating)</em>, weapons for defending, or weapons for aggression.</p><div

While she can destroy a nearly bulletproof golf ball with these teeth in about 30 seconds, I am NEVER concerned that she will use her formidable teeth to rip out my throat in the night while I sleep.  Never!  When I think of canine teeth, I think of this picture.</p><p>When police administrators think analogously of canine teeth, they may imagine the wolf in the picture at the beginning of the article.&#8221;</p><p>This illustrates the difference between how most citizen gun owners see themselves and each other, and how Montana&#8217;s tiny subset of police administrators may see citizen gun owners. class="wp-caption-text">Buckeye Firearms Foundation</p></div><p><strong>Ohio -</strong> -(AmmoLand.com)- I don&#8217;t know exactly how long Colleen Long has been employed by the Associated Press, but if the journalist publishes many more facts that expose the lies of the gun control movement, I expect she&#8217;ll be visiting the unemployment lines very soon.</p><p>In an article noting an increase in the number of officers killed in the line of duty by gunfire in 2009, Long departed from the anti-gun media template by providing a great deal of perspective on the increase.</p><p>From the story:</p><blockquote><p>The number of officers killed in the line of duty by gunfire increased 24 percent from 2008, according to preliminary statistics compiled by the National Law Enforcement Officers Memorial Fund, a national nonprofit organization that tracks officer-related deaths.</p><p>As of Saturday, 47 police officers have died nationwide this year after being shot while on duty, up from 38 for the same time in 2008, which was the lowest number of gunfire deaths since 1956, according to the data.</p></blockquote><p>Just publishing the actual numbers themselves (38 last year, 47 this year) provides a great deal of perspective. And keeping in mind that there are close to 1 million officers on the street (a number Long also provides later in the story), the situation becomes even clearer.</p><p>But Long didn&#8217;t stop there.</p><blockquote><p>The availability of guns compounds the problem, criminologists say. But Pennsylvania, the state with the most gun-related officer deaths so far this year, has among the strictest gun laws in the country, according to a ranking by the pro-gun-control Brady Campaign to Prevent Gun Violence. Other states, like Louisiana, Oklahoma and Kentucky, have very little oversight and had few, if any, officer gun deaths this year.</p></blockquote><p>Amazing! This is the type of analysis that is completely absent from the vast majority of gun-related reports in mainstream media. Pro-gun advocates often point out that the Brady Campaign gives better grades for having tough gun control laws to states that also have the highest gun violence, but the point is rarely repeated by media who dutifully publish the Brady bunch&#8217;s grade card press release each year.</p><p>The story goes on to note that Kevin Morison, a spokesman for the Officers Memorial Fund, which keeps the statistics, said he sees people on both sides of the gun debate using the numbers to prove points.</p><blockquote><p>&#8220;But folks who are willing to intentionally target police officers seem to be able to find a way to accrue guns regardless of what the laws in those state would be,&#8221; Long quotes Morison as saying, again raising a point those who oppose gun control laws often make, only to have their observations spiked by a biased media.</p></blockquote><p>As if she is unaware she is writing for the anti-gun Associated Press, Long includes still more perspective at the conclusion of her story.</p><blockquote><p>Overall gunfire deaths have more or less been on a steady decline for decades as more tools become available to keep officers safe. More officers are required to wear bullet-resistant vests. There&#8217;s also better and faster medical care to save an officer&#8217;s life.</p><p>In 1973, during a heyday of corruption and crime, there were around 600,000 officers and about 156 gunfire deaths. Currently, there are about 900,000 law enforcement officers nationwide and only 47 gunfire deaths this year — a per-capita decrease of nearly 21 percent.</p></blockquote><p>I&#8217;m not sure how Colleen Long&#8217;s story made it past the biased editors at the Associated Press, but I&#8217;m glad it did. Poll after poll shows a majority of Americans support the right to bear arms for self-defense, and oppose new gun control laws. No one is asking for the bias to simply switch to the pro-gun side, but it is high-time the American media start telling the whole story in its coverage of gun-related issues, and Colleen Long has written an excellent example of how such articles can be written.</p><blockquote><p><em>Chad D. class="wp-caption-text">THOR Global Defense Group</p></div><p><strong>Southeastern Oklahoma -</strong>-(AmmoLand.com)-  Oklahoma based LOKI Weapon Systems, a subsidiary of THOR Global Defense Group,  recently donated the first of ten custom built TR-15 rifles to the Council on Law Enforcement Education and Training (CLEET) in Ada, Oklahoma. LOKI manufactures the THOR TR-15, an AR-15 rifle – and produces a variety of parts and accessories based on THOR designs.  This donation (10 rifles) has a retail value over $15,000 but the real value is in the training opportunities it provides for Oklahoma’s peace officers.</p><blockquote><p>When Larry Knesek, President &amp; CEO of THOR Global Defense Group was asked why they made this donation he said, “The individuals who train here are the same men and women who are putting their lives on the line every day to ensure a safer society for all of us, it is truly an honor for us to provide them with the support and equipment they need.”</p></blockquote><p>CLEET is the state agency, which is responsible for training the majority of Oklahoma’s peace officers. This donation will expand CLEET’s armory, which did not include any AR-15 tactical rifles until now. The TR-15’s will allow CLEET to offer an Advanced Rifle course to Oklahoma’s peace officers.  CLEET Director, Dr. Larry Birney noted that “By expanding the armory at CLEET to include AR-15 rifles, we will be able to provide Oklahoma’s peace officers with advanced rifle training that was previously unavailable. By expanding our training opportunities, CLEET is preparing officers for all types of situations, thus increasing the level of safety statewide.”</p><p>The TR-15 rifle is used frequently by law enforcement agencies nationwide, and as part of this donation THOR has agreed to allow communities with graduates from the CLEET Advanced Rifle course to purchase this firearm at a significantly reduced cost.</p><p>Senator Susan Paddack was one of those in attendance for the donation.</p><blockquote><p>She stated, “This donation comes at a time when all state agencies are experiencing budget cuts and scaling back operations. Oklahoma is fortunate to have businesses that recognize the needs of state agencies and take steps to help them better serve our citizens.”</p></blockquote><p>All those in attendance were not only impressed by the generosity of THOR/LOKI but by the superior quality of the firearms.</p><p>LOKI Weapon Systems is part of the growing firearms industry in Southeastern Oklahoma. For the past seven years, members from various organizations in southeastern Oklahoma have made the annual trek to the SHOT Show, the world largest shooting, hunting, and outdoor trade show, to attract new businesses to the area. Southeastern Oklahoma’s hunting industry is only a small portion of what makes the area an attractive location for firearms manufacturers.
