Manasquan, NJ --(Ammoland.com)- The term “surplus” simply means an over supply; yet when used in conjunction with militaria or pretty much anything to do with the military, it often evokes used equipment or to some a substandard product.

This most certainly isn’t the norm when discussing surplus ammunition, and in fact, a lot of military ammo could be considered far superior to the commercial grade ammo in the same calibers.

To understand surplus ammunition, at least from an American perspective, requires a basic understanding of the nature of surplus equipment. Following the American Civil War there was simply more equipment than the vastly reduced U.S. military forces could ever use. This in turn led to the original surplus market, which spawned mail order catalogs such as the famous Bannerman’s catalog, where all sorts of used as well as un-issued equipment could be purchased. And while those prices may look like bargains by today’s standards, these were hardly bargain basement prices.

“Surplus ammo surely came early, as modern cartridge firearms evolved very rapidly in the late 1800s,” says Chris Clinton, who previously ran the old surplus ammo business Cannon and Cartridge. “Each time a rifle or round became the new performance ‘champ,” many issue weapons and their cartridges were sold off as obsolete. Sometimes a round (as well as rifle) would pass down to second line troops before it entered the civilian market.”

One early example of this says Clinton was the 45-70 government, which was adopted by the U.S. in the early 1870s, and used until the 1890s. This was likely the first cartridge surplus “milsurp” on the U.S. market. As the U.S. Army and other military forces adopted new rifles and small arms, the old equipment was sold off, and with the adoption of the traditional bullet that we know today, the same thing happened with ammunition.

“Ammo was dumped as it was deemed obsolete,” says advanced gun collector Rob Summerhill of the SurplusRifle.com forum. “Old ammo was just no longer of use, and it was sold off.”

This process has been repeated with military rifles numerous times. The military would gear up for a conflict, fight the war, come home and sell of the surplus ordinance. But after World War II an interesting thing happened, captured German small arms were sold to the active shooters - and later collectors - market, along with the ammo.

“German ammo in the 1950s and the 1960s was extremely common,” says Summerhill, noting that oddly Japanese ammo was not. “The Japanese surplus ammo was dumped in the Pacific at the end of the war, and even today much of the Japanese ammo you’ll find isn’t original from the war.”

With the end of the Cold War in 1990, the surplus ammo market was flooded with previously difficult to find Soviet calibers, notably 7.62x54r and 7.62x39r.

While this ammo is still available the amounts are drying up says Summerhill.

“You aren’t seeing the massive import of ammo like we saw from a few years ago. You could buy a wooden crate with two sealed metal cases filled with the 7.62 ammo for $40 or $50.”

This price is why shooters and collectors such as Doug Wozny love the surplus ammo.

“For me the biggest benefit to surplus ammunition was the ability to buy it in bulk. Rarely do you find case lots of commercial ammunition offered.” The other benefit says Wozny is that the ammo often fits like a glove with the firearms it was built for. “I like to see how the weapon-ammunition combination performs using the ammunition intended for the weapon.”

Surplus Ammo by Definition
Today surplus ammo comes in many shapes, sizes and calibers, but yet there remains a disagreement among shooters as to what is rightfully classified as “surplus.” Even those in the business have very distinct opinions – and some of it differs from the aforementioned American surplus.

International surplus ammo, say some experts can be identified from a number of key distinctive aspects.

“Generally it has these characteristics: it is foreign, it is military de-commissioned, it was produced many years ago - at least 10-25, sometimes much older - and it should come in air and water tight packaging, its markings are typically in a foreign language - unless British of course - and the markings should be in metric units. Finally its generally cheaper than new production ammo,” says Dustin of LuckyGunner.com. Despite the moniker of “surplus,” it isn’t always readily available.

While the very nature of surplus was ammo that was simply dumped on the market, as collectors bought it up, shot it off and wanted more, surplus ammo has become less common.

“There are always two sides to every coin. In this case, supply and demand is what controls how easy it is to obtain.”

Dustin says that on the supply side surplus ammo is generally slow and stable over the long-term, but very sporadic in the short-term.

“Unlike new production ammo that rolls off the assembly line in a steady stream to the market, foreign surplus ammunition generally becomes available in large chunks and is imported into the United States by the container load. If you aggregate this across the entire United States it results in a relatively steady flow of product, but it can certainly result in some wild swings in availability on a per caliber basis. Feast or famine, as they say.”

On the demand side of the coin, says Dustin, the picture more resembles the broader ammo marketplace.

“Shooter’s propensity to pull the trigger and the resulting need to re-supply, when aggregated across the entire United States is also pretty constant. The obvious exception to this has been the recent ammunition shortage. While the market has largely normalized by now, there were certainly periods in the last 24 months when surplus ammunition, like all ammunition, was very hard to come by.”

Surplus Ammo Safe to Shoot?
The other notable concern about surplus ammo isn’t just whether the supply will dry up, but rather whether the ammo is generally safe to shoot. Most shooters and collectors say the bigger danger is the potential damage it can do to a rare firearm.

“There is no surplus ammunition that I would consider dangerous today,” says Summerhill. He does note that old Carcano ammo from World War II was considered dangerous, but the problem wasn’t the rifle, but rather the conditions used to make the rounds. “That ammo was made under slave labor in North Africa, and it was forced labor. So there was sabotage going on, and as a result shooters after the war experienced bad ammo. “

The results could include gases that could come back into the shooters face. He notes there has been some issues with 303 British coming out of Afghanistan that includes worrisome problems such as “hang fire.” A similar problem has been encountered with some Yugoslavian ammo, including hang fire and failure to fire, but he says that keeping the ammo in a warm space “seems to bring the ginger back to the primer.”

However, Summerhills says that much of the Cold War ammo is very good, notably the supplies coming from Romania. If anything, he adds the problem isn’t the reliability or the safety but the contents of the bullets.

“My main concern besides safety is the corrosive primers,” says Wozny. “I know that the ‘older,’ as in 1940s, 1950s and 1960s stuff is most likely corrosive but some surplus ammunition even made in the 1980s and 1990s - such as the French made - are corrosive. You can’t always trust the distributor to know, so you need to do some research.”

This is a real concern, as a lot of the surplus ammo hitting the market these days includes salt-based primers or those with corrosive chemicals high in mercury.(IE: Berdan Mercury Primers) For those in a dry climate, as well as those who clean the bore with ammonia based Windex right after use and normal gun car within 24 to 48 hours this shouldn’t be much of a problem however.

As such the worry isn’t really justified.

“There is a lot of misinformation out there,” says Summerhill. “If you keep the gun clean the ammo isn’t a problem. But issues like this can result in a bias against surplus ammo that just isn’t warranted.”

Surplus Ammunition Calibers

While the aforementioned German ammo from World War II was common following the war, the “vintage” stuff has really started to dry up. Other World War II ammo was also far from rare in the “good old days,” says Wozny.

“In the 1960s and 1970s it was .45ACP and .30-06. I can tell you what ammunition wasn’t heavily surplussed, it was the 8mm variety.”

How the times have changed. Today the most commonly encountered calibers say the experts are those Soviet 7.62×54 and 7.62×39. That ammo, while a bit more expensive today than say a decade ago, is far from uncommon. Even when the price of ammo skyrocketed in late 2008 and 2009, the Communist Bloc ammo remained easy enough to obtain – albeit at inflated prices that the market could bear.

Some ammo that has all but vanished from the surplus market includes the British .303, and today shooters of the Enfield style rifles can expect to pay $1 or more a round – not exactly what you’d think would be the price for surplus ammo. As expected this has driven the price of the most common Lee Enfield rifles down, although the serious collector examples still fetch a high price. Other ammo that could rightfully be deemed “uncommon” or even “rare,” and is thus hard to find are the Italian 6.5 Carcano and the 7.35 Carcano. Likewise, Argentine ammo has also dried up, with reloads being the future for shooters of those vintage firearms.

Interestingly, in addition to the more common Communist ammo, surplus rounds are coming from countries that were essentially neutral in the World Wars as well as throughout the Cold War.

“The Swiss stuff is really flooding the market,” says Summerhill. “The Swiss have changed their small arms, and with it have flooded the market with ammo. The same thing is happening with the Swedes and we’re seeing a lot of the surplus ammo coming in from up there.”

The other equation with surplus ammo is that it has red tape that can “gum up the works” because this involves international and global markets. Thus the normal “supply and demand” equation is still true, but government regulations can actually create a problem with supply, which only further increases the demand. The Soviet era ammo that was once impossible to find, and then became plentiful could again dry up as some anti-gun / anti-freedom groups look to block its entry into the United States.

“Ironically, the BATF along with the Hillary Clinton State Department, is trying to end the importation of ammuntion and arms,” says Summerhill, noting that while the government can claim to have made no attempts to regulate firearms, a backdoor gun ban is possible if the government tightens control on surplus ammo. “They’re trying to block the importation of ammo. There are no laws to stop the importation, but they’re trying to increase regulation, which would still block the ammo from coming in. That’s what we’re seeing now. It is going to be interesting to see what surplus ammo is allowed in the country.”

Likewise says Summerhill, “the countries that have the ammo might not want to deal with the hassles of bringing it in here, even if the market conditions suggest it is favorable for them to do so. But others don’t see this as the end, or even the beginning of the end”

Clinton says there will never be an “end” of surplus ammo. “Maybe not but will there be an end to the SALE of surplus ammo? Could be, as the UN and others press nations to keep the surplus ammunition off the world market.”

The issue here is whether a treaty could ever be finalized and whether all the nations would even comply with such a restrictive treaty. For one thing ammunition is still big business for many nations, and if there are large stockpiles it still makes sense to sell the ammo rather than let it continue to age and go bad. There are even suggestions that the treaty would only obstruct ammunition that is generally not suitable to sporting use, and most surplus ammo still is useful for sport shooting.

“I don’t fear the UN treaty as much as some in the hobby,” says Clinton. “I see such a deal so complicated as to be just not workable worldwide.”

Surplus Ammo’s Future Outlook
The final truth is that there remains a lot of surplus ammo in the United States already. Prices will go up and down with the supply. But as we’ve seen, numerous conditions, including fear of bans will no doubt influence and affect the price of ammo in both the short term and the long term.

This happened last year, but as with other inflated prices - notably the cost of gasoline - the “stabilized” price that is the new “normal” is still higher than the pre-inflated prices. Likewise, with a return to “normal” prices, the supply has seemingly increased – an irony in supply and demand economics. The fact is that as the supply increases, the prices do fall.

“Lately, most surplus military ammo has been relatively easy to find since the ‘Obama panic’ buying has ceased,” says Gunboard.com member Jeremy. “The prices have dropped slightly too. I don’t expect the market to ever return to the days when surplus ammo was cheap however.”

The Great Recession Adds Fuel to the Fire
Americans were already living in uncertain times before the election of a President who many feared would be hostile to firearms and ammunition.

The following events were making weekly headlines in the months preceding the election:

• Bear Sterns had been taken over by JP Morgan Chase in a fire sale to avoid bankruptcy.
• The FDIC was still digesting the Indymac Bank failure, the fourth-largest in US history.
• The Federal government had effectively nationalized Fannie Mae and Freddie Mac.
• Layoff announcements and bank failures filled the evening news.
• Merrill Lynch was absorbed by Bank of America and Lehman Brothers filed for bankruptcy.
• The Federal Reserve had just lent $85 billion to AIG to stave off bankruptcy.
• Congress was doling out billions of dollars in bailout funds.

In times like these, it doesn’t matter if you are a Republican or a Democrat, a conservative or a liberal, or if you live in a city or the country. There was ample cause for concern for all Americans. As these factors began to sink into the conscience of every day Americans, the demand for ammunition only increased.

From Customers to Co-Founders
While the confluence of the low ammunition production capacity, two foreign battlefronts, the Obama Victory, and the Great Recession created a perfect storm for ammunition demand, the recognition of these macro-forces weren’t the cause that prompted the co-founders of LuckyGunner.com to start a new business.

“We were already customers of other online retailers and simply realized that all our normal sources were chronically out of stock,” recalls one of the founders. AP .30-06 M2 BALL: The .30-06 AP ammo that we now have available includes headstamps: AYR, SL, TW, and LC. Dates of manufacture vary from the 1940s to the 1950s. Most of the ammo is corrosive, but some may be non-corrosive.

The ammo is packaged in 8 round M1 Garand enbloc clips, in bandoleers, in spam cans.

Purchases of multiple cans will be shipped in what appear to be the original wooden crates (two spam cans per crate). Cans and crates will be selected luck of the draw as to the headstamp.

It seems that there may be two separate problems related to destruction of military brass:

1. The sweetheart side deals defense contractor ATK has been promoting with military installations to destroy brass, and
2. That many military installation commanders may not be in compliance with a congressional prohibition that no Congress-appropriated funds may be used to destroy brass. This may be because DoD simply didn’t make the effort to inform installation commanders that Congress had prohibited destruction of brass. Here’s the language that was included in the 2009 Department of Defense appropriation by Congress:

“None of the funds available to the Department of Defense may be used to demilitarize or dispose of M-1 Carbines, M-1 Garand rifles, M-14 rifles, .22 caliber rifles, .30 caliber rifles, or M-1911 pistols, or to demilitarize or destroy small arms ammunition or ammunition components that are not otherwise prohibited from commercial sale under Federal law, unless the small arms ammunition or ammunition components are certified by the Secretary of the Army or designee as unserviceable or unsafe for further use.”

It will be very interesting to see what answers Baucus and Tester get from DoD by the deadline set in their letter. ALSO, members of Congress from other states need to be pestered to join Baucus and Tester in this effort, or make similar efforts separately. FAIRFAX, Va. – -(Ammoland.com)- As reported first on AmmoLand, last week, NRA-ILA learned that quantities of once-fired small arms cartridge cases recovered from firing ranges on military bases, which by federal law the Department of Defense is prohibited from demilitarizing or destroying, were being sold for scrap.

A governing law in this matter, developed with input from NRA-ILA, is a rider to the 2010 Department of Defense Appropriations Act. It stipulates that “None of the funds available to the Department of Defense may be used to demilitarize or dispose of M-1 Carbines, M-1 Garand rifles, M-14 rifles, .22 caliber rifles, .30 caliber rifles, or M-1911 pistols, or to demilitarize or destroy small arms ammunition or ammunition components that are not otherwise prohibited from commercial sale under Federal law, unless the small arms ammunition or ammunition components are certified by the Secretary of the Army or designee as unserviceable or unsafe for further use.” However, military bases are authorized to dispose of a variety of items, including surplus cartridge cases, via the Qualified Recycling Program, in place for more than a decade.

NRA members will recall that it was one year ago when a bureaucratic glitch led to the Department of Defense temporarily suspending sales of once-fired cartridge cases, Montana’s U.S. Senators Max Baucus and Jon Tester quickly conveyed to the Defense Logistics Agency their judgment that “The destruction of fired brass is unwarranted and has far reaching implications,” including its “impact on small businesses who sell reloaded ammunition utilizing these fired casings, and upon individual gun owners who purchase spent military brass at considerable cost savings for their personal use.” A summary of last year’s “demil” controversy can be reviewed here.

Last week, NRA-ILA again contacted Senators Baucus and Tester to request that they investigate the current disposition of surplus small arms cartridge cases with a view to determining the best way to assure their continued provision to Americans who buy the cases for resale and reloading use. Jointly, Senators Baucus and Tester have made their concerns known to the Defense Logistics Agency and asked its chief to explain, by April 15, the extent which military installations have contracted with private companies for the scrapping of fired cartridge cases, whether such contracts comply with federal law, and what steps the agency is taking “to ensure that all interested buyers have the opportunity to purchased once-fired small arms cartridge cases.”

NRA will continue working with members of Congress and the Pentagon to guarantee that the long-standing practice of making surplus military small arms cartridge cases available for reuse by reloaders continues in perpetuity. NRA members are encouraged to inform their U.S. Senators and Representatives that they expect Army bases to do everything possible to ensure the continued supply of once-fired cartridge cases through channels making them available to the public.

Once Fired Military Brass Casings

Each contract is awarded through the military installation’s procurement process. The installations received fair value for the brass.

Washington, DC --(AmmoLand.com)- The cure that was arranged by Montana Senators Baucus and Tester to fix the intended military destruction of once-fired cartridge brass last year appears to be suffering from a fatal end-run.

Interested persons will remember that a year ago, helpful intervention by Montana’s senators persuaded the Department of Defense to rescind a fresh DoD directive to military installation commanders requiring them to destroy once-fired brass, prior to selling it at auction into the civilian marketplace for ammunition reloading and other purposes.

An end-run is being done around the rescinding order through quiet and sweetheart side deals with installation commanders that is being aggressively promoted by ATK.

Some characters must be introduced to explain this story. ATK/Alliant Techsystems is the defense contractor that currently has the contract to operate the Army’s huge Lake City Arsenal, the last government-owned facility in the U.S. for production of small arms military ammunition. While other contracts to operate Lake City have been cost-plus, the contract ATK arranged allows ATK to retain profits of operation. Although government/private partnerships always seem to be strange creatures, the nature of the government/ATK partnership may be stranger than most.

Government Liquidation is another private entity that has an exclusive government franchise to sell surplus military equipment, from all military installations nationwide, to all bidders.

Until recently, most used cartridge brass sales were put up for public bid through Government Liquidations, bids available to scrap metal purchasers, foundries processing brass, and specialized cartridge brass processors that reconditioned millions of surplus cartridge brass for sale to commercial reloaders of civilian ammunition, and to civilians for ammunition loading. The steady supply of reloadable brass from military sources has been a sizable and essential component of the currently stressed ammunition market in the U.S.

Although the private Government Liquidations retains a fee for the auction services it provides, the bulk of income from Government Liquidations’ sales of surplus military property is directed into the U.S. Treasury, to be reallocated and appropriated by Congress, as needed.

In a recent turn, ATK has been aggressively promoting sweetheart side deals with military installation commanders for those commanders to sell used cartridge brass directly to ATK (which ATK then renders unsuitable for reloading), the income from which is deposited, NOT into the U.S. Treasury for reallocation by Congress, but into accounts controlled by installation commanders for installation operation.

ATK even provides portable equipment to demil tons of cartridge cases at the military installations, destroying the brass for reloading purposes. Because the destroyed cartridge case brass is not suitable for reloading, it cannot command a price driven by auction for the highest-value use of reloading. Military installation commanders sell the Alliant-destroyed brass to ATK at a private, non-auction, special price. Commanders are willing to accept the reduced price because the sale proceeds go to the commanders’ discretionary accounts and not back to the U.S. Treasury via Government Liquidations.

Quote from ATK program sales literature:

“Payment is made to Fort Irwin not DRMO [now Government Liquidations], so Fort Irwin utilizes the money that is generated from the Recycle project for other recycling efforts.”

ATK, then, ships this destroyed cartridge brass to the foundries from which ATK gets new stock for manufacturing new cartridge cases, offsetting in significant part what ATK would otherwise pay the foundries, and thereby increasing ATK’s profit from operating the Lake City Arsenal.

Government Liquidations suffers a substantial decrease in business since fired military brass has long been a most lucrative product they’ve traditionally handled.

Meanwhile, the big losers are the U.S. Treasury (U.S. taxpayers), and civilian ammunition consumers who will see higher prices and more shortages in the ammunition marketplace from this scheme. U.S. gun owners are effectively being taxed by this scheme to provide greater profits for ATK.

There is one additional motive at work here. In part, this juicy scheme is being sold to military installation commanders with the reasoning that “We cannot allow this reloaded ammunition to fall into the hands of militias.” The sell-direct-to-ATK idea is being sold to installation commanders as a way to deprive imagined U.S. civilian enemies of firepower.

Quotes from ATK program sales literature:

“Currently handling brass scrap for ATK Lake City — for sole purpose of recycling material and preventing any reloading of spent cases by the public with military grade brass.”

“Keeps Military Grade Brass from being re-loaded by unauthorized users.”

“To PREVENT anyone from using your scrap ammunition components for non-military purposes.” (Emphasis in the original)

“Assurability for the [military] installation, that no one can use this cartridge against law enforcement or our military personnel, by reloading the case.”

It’s time to cure this problem finally with congressional action. The Montana congressional delegation is spooling up to address this issue. Senators and Representatives from other states need to join the Montana delegation in fixing this problem finally with congressional direction to DoD to require that all expended military brass of civilian-useable calibers generated domestically goes through the public auction process. his will benefit the U.S. Treasury, America’s gun owners, and the adequacy of the ammunition marketplace.

There are an estimated 75 MILLION gun owners in the United States of America. If each gun owner or Second Amendment supporter buys 100 rounds of ammunition, that’s 7.5 BILLION rounds in the hands of law-abiding citizens!

Belgrade, Serbia --(AmmoLand.com)- At least six people, possibly seven, were killed on Thursday evening in a series of explosions at the Prvi Partizan Ammunition munitions factory at Uzice in western Serbia, police said.

Police, firefighters and the military sealed off the area around the Prvi Partizan ammunition factory in the town of Uzice, some 100 miles west of the capital Belgrade, said Deputy Interior Minister Predrag Maric.

“Rescuers found six bodies inside an ammunition loading facility. That’s the death toll. The injured people have been admitted to hospital,” Mr Maric said.

Another 10 people were hospitalized due to injuries in the four explosions at the Prvi Partizan ammunition factory in the town of Uzice, some 200 km southwest of the capital Belgrade, the Serbian national television reported.

The TV report said that the explosions occurred around 10 p.m. local time (20:00 GMT) Thursday in an underground part of the factory. Police said firefighters had put out the resulting fires and there is no danger of more explosions.

Mr Maric said firefighters had “doused the fires and there is no danger of more explosions”. He did not elaborate about the causes of the blast pending the end of the initial investigation.

An investigation has been launched to determine the cause of the explosions.

Interior Minister Ivica Dacic was on his way to the site, said a ministry spokeswoman.

Prvi Partizan is Serbia’s largest ammunition factory. It produces military and hunting ammunition as well as gun powder and explosives.

Prvi Partizan, which employs around 600 people, has been Serbia’s major ammunition factory for 80 years, producing military and hunting ammunition as well as gun powder and explosives.

None of the machinery at the plant was damaged, but other damage was caused by activation of the sprinkler system which resulted in a flood that will delay production. It is estimated that production and shipping will be delayed approximately 2-3 weeks.

Serbian defense industries have stepped up production in past two years, mainly exporting to Iraq, Libya, the United States and Burma. The total value of export deals in 2008 exceeded $600 million.

Serbian Defence Minister Dragan Sutanovac said last week that Serbia had secured a $100 million export deal for weapons and military equipment to Iraq.

MIAMI, FL - -(Reuters)- A U.S. arms dealer who illegally supplied Chinese-made ammunition to Afghanistan under a Pentagon contract pleaded guilty to a single conspiracy charge and the U.S. government dropped 84 other counts, court documents said.

Efraim Diveroli, 23, of Miami Beach, Florida, faces up to five years in prison and a $250,000 fine on the charge of conspiring to defraud the United States and make false statements. Sentencing was scheduled for Nov. 10.

Diveroli’s Miami Beach-based company, AEY Inc, held a $298 million Pentagon contract to supply munitions to the Afghan government. The contract barred the company from shipping ammunition acquired directly or indirectly from a “Communist Chinese military company.”

Cheaper Than Dirt

Fort Worth, TX --(AmmoLand.com)- For approximately the last 12 months, hunters, shooters, and everyone involved with or familiar with the firearms industry has noted a dramatic spike in firearm sales, along with a corresponding rise in ammunition sales. Coinciding with these spikes has been an acute shortage of certain firearms and almost all ammunition. We interviewed Cheaper Than Dirt! CEO Michael Tenny about the shortages to gather some insights on the state of affairs within the ammunition industry.

One thing is immediately clear: the ammunition shortage did indeed begin around the time of the presidential campaign and escalated subsequent election of President Obama. During this time, the industry saw unprecedented volumes of sales in both firearms and ammunition. While the demand has waned to some extent, it still remains significantly higher than in the past.

Tenny commented on the situation saying “With the change in the political landscape, many citizens decided to buy firearms and ammunition before any additional restrictions on ownership or purchasing were enacted. Rumors about increased restriction and taxes on these items drove many to stock up on firearms and ammunition.”

The increased purchasing has centered on high capacity firearms and magazines that had been previously affected by the Assault Weapon Ban. Most of these used the same calibers of ammunition as the military and police.

Tenny had this to say about the shortages of popular calibers of ammunition: “Not only do you have the civilian sales, but law enforcement and the military use many of the same calibers of ammunition. For example, the popular AR-15 rifle uses the same round as the military M16. Many popular handguns use the same 9mm ammunition as the military’s M9 pistol.”

Manufacturers are usually contractually obligated to fulfill military contracts first, leaving the civilian and law enforcement market with whatever is left. They were faced with an increased demand for common calibers from civilians that they could not meet.

Confronted with the fact that manufacturers could not meet the commercial demand, retailers were faced with a dilemma: increase prices to slow down sales, or sell out of the ammunition that they had and have empty shelves and nothing to sell. Not wanting to be faced with ongoing business expenses and no inventory to sell, retailers began scrambling to find ammunition from any source.

Tenny explains it like this: “The increase in demand has many companies similar to Cheaper Than Dirt searching for ammunition to supply their customers, and each is willing to pay more to have stock to sell. This drives the wholesale price up, and the retail customer sees the price increase too. The cost of the components that the manufacturers use to make the ammunition, such as brass, lead, and copper, has also increased.”

So, how long will the shortage last?

Michael Tenny answered “I don’t think demand will slow down to pre-election levels. Ammunition sales have tapered down some from the peak around the election-inauguration period. Manufacturers are working at full capacity around the clock to meet the demand, but no one knows if supply will catch up to the demand any time soon.”

Overall demand for ammunition has risen. Individuals who, prior to the election, did not feel the need to own a gun and practice with it are now new gun owners and add to the base level of ammunition consumption. While stockpiling has slowed, it will take a while for manufacturers to catch up to current levels of consumption.

Tenny explains it thusly: “We’ve seen many first-time firearm owners discover they enjoy shooting, while the avid shooter is purchasing large quantities of ammunition to save money in case of the increased restrictions and taxes. Both are now competing for the same supply along with the military and law enforcement.”

Phoenix, Arizona - -(AmmoLand.com)- Where has all the ammo gone? That’s a common refrain these days and not just in a few places, but all across the country. The answer is simple and complicated, but it’s not part of a nefarious plot hatched up by Washington politicians.

Ammo supplies got thrown out of kilter as a result of military action in Iraq and Afghanistan and several former Warsaw Pact nations transitioning to NATO caliber arms. Some sources of military surplus ammo have been drying up under a UN agreement to “de-militarize” (read destroy) surplus ammo rather than let it into the open market.

During the same period the costs of metals for components, particularly lead and copper, started climbing due to global demand. Ammunition prices, which have held remarkably low with little increase in decades, started going up. As prices crept up, many high-volume ammo users, such as police training ranges, fearing continuing price escalation and tightening supplies, decided to stock up. This put manufacturers, who were already a little behind the curve, even further into the hole. At this point there wasn’t really a shortage though, just an imbalance.

Industry sources say that the ammo was out there, but it was in the wrong places. Still, the news of these regional shortfalls spread and, even though manufacturers were ramping up their production, demand continued to empty shelves. The perception of a shortage became a self-fulfilling prophecy as consumers tried to beat the shortage by buying all they could find whenever they could find it. Some retailers actually began limiting purchases to no more than 4 or five boxes a day as a way to make sure more of their customers could at least get some.

Enter Barack Obama.
By last November, the ammunition supply was already stretched thin and the election of Barack Obama pushed it over the edge. November 5th, the day after the election, Internet search engines saw a huge spike in searches for “Barack Obama + gun control.” The results of those searches drove thousands of people into local gun shops all over the country to get that rifle, shotgun or handgun that they feared they might not be able to get once Obama got settled in and started getting laws passed. Naturally, along with the increased demand for firearms was an increased demand for ammunition – both from the new gun buyers and from folks concerned about the political and economic future of the country.

Many of these have moved into survivalist mode with bottled water, canned food, and as much ammunition as they can get their hands on. That group is growing, not shrinking, and has become a “black hole,” absorbing thousands of rounds of ammunition as soon as it rolls off the assembly line.

To counter the shortage ammunition manufacturers tell me they have been running at maximum production levels for months – 3 shifts, 24 hours a day, 7 days a week. Adding additional machinery would help, but that doesn’t make financial sense because once demand tapers off and supplies begin catching up, there will be no more need for the additional machinery. It is also worth noting that, just like the home reloader who might have just one press and several sets of dies, most manufacturers use the same equipment for loading a variety of different calibers. With demand outstripping supply, they are concentrating on the highest demand calibers, ignoring the less popular cartridges for the time being. When production finally catches up with demand, expect to see these most popular calibers come back first with .380, .41 Magnum, and .45-70 trailing along sometime later.

While there have been some rumors about import restrictions and other regulatory changes interfering with ammo supplies, so far none of those have proven to be true. The only detrimental action taken by the federal government to this point was a decision by the Pentagon to destroy once-fired brass rather than sell it to remanufacturers. That decision was quickly reversed before any brass was destroyed.

Eventually some people who have stashed cases of ammo – including some cagey resellers betting on price increases – will begin to think about prices coming back down and will decide to cash in before the bubble bursts. This will trigger an end to the shortage and a decline in prices in much the same way the shortage was originally created.

Or the economy will continue its downward spiral leading to runs on banks, a market crash and disruption of the food supply resulting in widespread hunger and food riots. If that happens, those of us with a basement full of Charmin, Spam, and 5.56 NATO are going to be sitting in the catbird seat.

The Great Ammo Shortage of 2009

Anywhere USA - -(AmmoLand.com)- In every corner of the USA, at every gun show and at every gun club meeting we are hearing the same question.  Where is all the ammunition?

It seems we are in the dust bowl of all ammo shortages. Store shelves are bare and when new ammo does arrive it is over priced and still sells out in a flash.

We have been flooded with reports of retailers gouging shooters by hiking up the prices. A box of 45ACP on average now goes for $22.00 a box up from $15.50 just one year ago. That is if you can find it.

Even 22 LR ammunition of all things is hard to find.

The real reason is a combination of events.  Let look at a few.

The New Administration:
With the new election of President OBama and his appointments of one radical gun banner after another, combined with his lust for reinstating the assault weapons ban, has many normal everyday people who would never have had any concerns about their 2nd amendment rights lined up at gun stores and gun shows across the USA to make sure they have the guns they deserve before the new president can implement some form of new gun bans.  With every new gun purchase you now have new shooter who want to fire their new firearms and are each buying a 1000+ rounds of ammo.

Fear of Ammunition Bans:
Combine that with the existing shooters who under the same political outlook fear that restrictions on ammo would be the same as a gun ban and they too have been buying and stock piling ammunition at record levels.

Increased Military and Police Demands:
Another huge impact on the availability of ammunition and the US ammunition industry has been the war on terror. With our military in need of the most popular ammo for training and the war effort the DOD is modernizing its three government-owned ammo plants that were built in 1941 with an infusion of $93.3 million since 2001, but that isn’t enough to keep up with the demand. “Commercial producers within the national technology and industrial base have not had the capacity to meet these requirements,” says GAO. “As a result, DOD has had to rely at least in part on foreign commercial producers to meet its small caliber ammunition needs.**  Even with US Ammunition MFG’s working around the clock they are having trouble meeting the demand for the military’s ammo requirements and that means making ammo for retail sales is 2nd on MFG’s to-do lists.

International Influences:
With China’s booming economy, and the massive amounts of raw materials used to manufacture ammunition, especially lead, being purchased by the Chinese this has also contributed to the rise in ammo prices and the lack of raw materials for ammunition production has slowed down the delivery of ammo for ammunition stores.

Other influences include the Israel Military Industries, an Israeli ammunition manufacturer linked to the Israeli government, which produces the bulk of weapons and ordnance for the Israeli Defence Force. The Pentagon reportedly bought 313 million rounds of 5.56mm, 7.62mm and 50-calibre ammunition last year and paid $10m more than it would have cost for it to produce the ammunition at its own facilities or purchased from USA bulletsmiths.***

The End is Near:
The end of the Great Ammunition Shortage of 2009 that is.  All sources claim that this is just a temporary shortage and that with the increased production coming online at ammo manufactures in the private and government sectors that we should start to see increased availability in the next few months as the supply stream catches up to the demand.

The PSL receiver is a stamped sheet metal design which has reinforcements below the barrel trunion and at the rear cut-out to prevent cracks due to the strong recoil. The gas system is like an AK series with the gas piston being attached to the bolt carrier.

The ROMAK (Anian Vtomat Alashnikov)3′s imported were made at the Regia Autonoma de Tehnicå Militarå (RATMIL)and had their bayonet lugs removed to meet import restrictions. After a consolidation of military arsenals when Romania joined NATO, production of the PSL is now at the ARMS arsenal in Cugir, Romania and is completely retooled with all brand new state-of-the-art modern equipment purchased from Belgium and Croatia.

Romanian version of the PSO-1 which has no battery compartment. It is designated LPS 4×6° TIP2. These scopes are manufactured by IOR and have very high quality lenses. The reticle is illuminated by mildly radioactive tritium. Almost all scopes that came with commercial PSL’s have dead or expired tritium so don’t expect to see the reticle in low light. These scopes are normally equipped with a rubber shock absorbing eye piece and a front rubber cover which is held to the scope by a rubber collar around the scope tube.

Internals of this rifle also differ considerably from the Dragunov design. The PSL, with it’s stamped steel receiver, has trigger and hammer components that will be very familliar to AK-type owners. The Dragunov design, on the otherhand, has a trigger assembly that removes as a unit from the receiver. More information can be found in the FAQ. The gas system on the ROMAK 3 consists of the gas piston and bolt carrier which is one piece, also similar to the AK series rifles. The buttstock is made from laminated wood and differs from the SVD by having a cheek pad designed into the comb. The SVD has a detachable leather cheek pad.

A GP WASR-10 is a Romanian semi-automatic AKM (aka AK-47) clone. This version of the rifle has a pistol grip and can accept Hi-capacity magazines because the receiver was milled out.

The end of the barrel has threads, a bayonet lug, and comes with a muzzle brake. It uses the standard AK-47 7.62*39 cartridge.

The fit and finish of this rifle is average; this rifle has wood similar to the SAR and some minor machining marks. The glaring disadvantage of this rifle is some machining burrs on the mag-well should be removed with a file because it causes some magazines to fit tightly. Also this rifle lacks the dimples for to keep the Hi-capacity magazines from wobbling side to side, and instead have plates welding inside the receiver.

This rifle has 10 Imported parts and 5 US parts. The advantages of this rifle are its reliability, cheap ammo, large selection of replacement parts, accepts single and double stack magazines, comes with a threaded barrel, and now has a bayonet lug.

This is a good starter AK and is great if you cannot find a SAR-1, want to save some money, or want an AK that accepts both single and double stack magazines with all the post AW ban features.

This unique product alleviates the problems associated with reloading 40 S&W brass, which has been fired in some popular autoloaders.

This problem is that of the bulged and often unusable, fired cases produced by some of the most popular current autoloaders in the 40 S&W caliber. With the current high cost and difficulties in obtaining brass cartridge cases, the market needs a method to restore these cases to reliably function when reloaded. Normal sizing dies do not resize the bulged section as it often extends into the web area of the case.

Redding Reloading Equipment’s Director of Product Engineering and Development, Patrick T. Ryan responded by designing a unique push through die, which fully resizes the bulged area of the fired case back to within the accepted SAAMI specifications for case diameter. The case may then be resized in a standard sizing die for the remaining reloading process.

Redding Reloading Equipment G-Rx Die Set

The Redding G-Rx die set is comprised of a pusher rod, which fits into the ram like a shell holder plus the unique push through sizing die with lock ring. To use, the case is set on top of the pusher. Then the ram is raised to push the case entirely through the die. The die has a rebated section at its top to hold the finished case so that it may be easily removed. With the Redding G-Rx Die Set you can remove the bulge from literally hundreds of cases per hour preparing them for the reloading process.
