New York –-(Ammoland.com)- New York residents have continued to suffer under the oppressive NY SAFE Act and many other unconstitutional laws handed down by Cuomo and cronies.

The State of New York contains a tremendously diverse population and is unique in its dichotomy. The overwhelming majority of the state consists of small to medium sized communities set in a rural and suburban climate; generally conservative values blend with moderate liberal ideals to create a unique political platform. Meanwhile, the downstate counties that make up New York City are significantly more liberal leaning in their values and are world famous for the size and power of the most significant city in the world.

It is equally unfair to both upstate and downstate residents to share a representative government; the vast differences in lifestyle and aspirations demonstrate that both downstate and upstate should have their own autonomous governments so as to more effectively serve their constituents.

The state of New York really should be two separate regions The New Amsterdam Region and the New York Region; which is almost the same as being separate states!. Since Congress is unlikely, in the foreseeable future, to give the Northeast two more US Senate seats a new state would require the autonomous regions method is more likely to succeed!

There are TWO methods (see below) to amend the NY State Constitution to divide our state into two completely autonomous regions, with a token state government that does not need the approval of Congress.

1) The NY Legislature must pass the amendment twice with an election of Legislators, in be between, and then it is submitted to the voters. The earliest the amendment would go to voters under this method is Nov 2017.

2) Every twenty years the people of NYS get to vote on whether to hold a NY State Constitution Convention. If the Convention is approved, Delegates are elected for the Convention the following November. The Convention can then submit amendments to the NY state constitution directly to the voters. The next time the Convention vote will be held is Nov 2017.

Outline of Amendment, to NYS Constitution, to divide NY State into Upstate (New Amsterdam) and Downstate (New York) Regions.

While the approval of both Congress and State Legislature is needed to divide NY into two states, an amendment to our New York state constitution is all that is needed to divide our state into two completely autonomous regions which is almost the same as being separate states.

Since Congress is unlikely give the Northeast two more US Senate seats a new state would require; the two autonomous regions plan, with a token state government, is more likely to succeed.

  • The New York Region shall consist of the counties Bronx, Kings, New York, Queens Richmond, Nassau, Rockland, Suffolk, and Westchester.
  • New Amsterdam Region consists of the rest of NY State’s the counties.

This Amendment creates two fully autonomous regions. The token state government is needed to comply with the US constitution is kept small by limiting its taxing power to a three (3) percent sales tax; with all other taxing power to transferred to the regions. The token state laws are limited to those related to Executive (for the state only), Indian, Legislative (for the state only), National Guard, Retirement & Social Security, State Administrative Procedure & State Finance (for the state only), Civil Service (state employees only), Court of Appeals, State Court of Claims, State Judicial Conduct.

All rest of the laws, which are about 3/4 of NY laws, become regional laws of each region and are deleted from the state code. Each region can then independently modify them.

Regional Senators from both regions will also serve as the New York State Senate; Regional Assembly persons from both regions will also serve as the New York State Assembly. The regular sessions for regional Legislatures are limited to January, February, and March. Fiscal years of each region will be from March 1 to last day of February. The State Legislature regular session is limited to April and May; The State fiscal year, from May 1 to April 30.

Each region shall have an elected regional governor, regional lieutenant-governor, and regional secretary of state. The token state government will keep an elected-governor, lieutenant-governor, and comptroller. In order to prevent opposition the transfer of state departments/agencies/employees to regional departments/agencies/employees is explained in detail in the amendment and the pension system remains at the state level unchanged.

The New York region would still pay for its residents attending New Amsterdam’s regional colleges and vice versa. Local Governments ownership rights are not affected by this Amendment so the City of New York retains ownership of its water system. Most of the powers of the Court of Appeals powers are transferred to each newly created Regional Superior Court which has final say on ruling on its region laws. Felonies can only be enacted under regional law. Judicial departments are adjusted so they do not cross regional boundaries.

Everyone should support this movement, whether you agree or disagree with the details like the name or where the border resides. This is a grassroots movement and everything is up for debate but in order for this to go beyond just Internet talk, there needs to be a lot more support. So spread the word!

Hold the effin phone, there, Ammoland!!! Why is Suffolk County included in the NY Region, purely because of geographical location??!!!!! We just fired Tim Bishop and sent a conservative, Lee Zeldin, to Washington. Many of us, out here, are pukin’ sick of being held captive to NY Liberalism. Hence, the recent vote. Any effort to abandon regions that are, pretty much just as unhappy as the rest, will lead to failure because those areas will vote against it. Cuomo won his primary, this year, with 6% of elligible democratic voters. Not a very impressive turnout. NY is, IMHO, not the… Read more »

DrSique, Ammoland didn’t make up this map. It’s been around for a while, and is obviously not an “official” map of any type. Even the name “New Amsterdam” is hotly debated (I for one dislike that name but that’s another topic). This is purely a grassroots movement and there is much debate as to where the divide should be made. Many Long Islanders also want to join Upstate, effectively making the 5 Burroughs something like Washington D.C. rather than a full secession. Unfortunately many people lose interest in this cause because they don’t like one proposal or another. For this… Read more »

Like Chicago, NYC survives by sucking the rest of the state dry through taxation. I’d like to see both states secede from the parasitic, socialistic cities

ya’ll want to see a mass of parasites take a look @ My Maryland…

I agree 100% I think that true Americans, one’s who still believe in the constitution and want “OUR” America back. Should ask states like CA, NY, CT, NJ, all the major liberal states to become there own country. The people that want to leave can come to states where they can live free with there constitutional rights intake! I don’t know we need to do something these ignorant destroying our country!

Eric

Should be called New Welfare City instead of New York City. More people on welfare than the population of Alaska. Maybe kick NYC out of the US and make it a communist country.
