Rep. Wesley Hunt (R-TX) introduced the Second Amendment Restoration Act on November 12, 2025, launching a direct assault on the Bipartisan Safer Communities Act signed by President Joe Biden in June 2022. The legislation represents a direct challenge to the first major federal gun control law enacted in nearly three decades, which passed following the mass shooting at Robb Elementary School in Uvalde, Texas.
Hunt’s bill targets two primary components of the 2022 law. First, it would eliminate the $750 million federal grant program established to incentivize states to adopt extreme risk protection orders, commonly known as red flag laws, and other crisis intervention programs. Second, the legislation would cut federal funding for expanding the National Instant Criminal Background Check System (NICS), which the BSCA bolstered to tighten record keeping and create enhanced background checks for firearm purchasers under age 21.
According to Hunt, the bill maintains provisions allowing law enforcement to prosecute illegal weapons trafficking while reducing what he describes as excessive federal oversight.
“The Second Amendment Restoration Act reverses the dangerous provisions of the so-called Safer Communities Act, which pushed red flag laws on Texans and funded their expansion nationwide,” Hunt stated. “The Constitution is crystal clear, our right to keep and bear arms shall not be infringed. Every lawmaker who claims to stand for freedom should support this bill without hesitation. Protecting the right of Americans to defend themselves and their families is not just policy, it’s principle.”
The legislation has garnered strong endorsements from prominent gun rights organizations. Chris McNutt, President of the Texas Gun Rights Association, expressed unequivocal support. “We stand 100% behind Congressman Hunt in his mission to torch the Cornyn gun control disaster,” McNutt declared. “Not only did Cornyn bankroll red flag laws, he ballooned the flawed NICS gun ban registry and handed the ATF a blank check to expand its war on gun owners. This legislation rips Cornyn’s betrayal out by the root and stem.”
Dudley Brown, President of the National Association for Gun Rights, characterized the original 2022 law as fundamentally unconstitutional.
“Senator John Cornyn’s so-called ‘Bipartisan Safer Communities Act was never about safety, it was meant to be a backdoor assault on our God given Second Amendment rights,” Brown proclaimed. “Congressman Wesley Hunt’s The Second Amendment Restoration Act takes a sledgehammer to Cornyn’s unconstitutional nightmare and will demolish the Biden era anti gun agenda.” The National Association for Gun Rights posted on Twitter/X, “It’s time to repeal Senator @JohnCornyn’s gun control.”

Hunt himself announced the legislation, stating “Today, Congressman Wesley Hunt introduced the Second Amendment Restoration Act of 2025. This legislation begins to undo the damage of the Biden Administration’s so called Bipartisan Safer Communities Act of 2022.”
The bill arrives during a contentious Republican primary for Cornyn’s Senate seat, where both Hunt and Texas Attorney General Ken Paxton have challenged Cornyn for his role in crafting the 2022 legislation. The Texas Republican Party censured Cornyn shortly after the bill’s passage, and his involvement has become a central campaign issue.
Hunt’s bill faces significant obstacles. While Republicans control the House, passage in the Senate would require 60 votes to overcome a filibuster, a threshold that appears unlikely given that 15 Senate Republicans supported the original 2022 law. Even prominent conservatives like Senate Minority Leader Mitch McConnell (R-KY), who holds an A+ rating from the NRA, endorsed the Bipartisan Safer Communities Act as commonsense legislation.
Second Amendment advocates should be concerned about the precedent established by the BSCA. The red flag law funding creates financial incentives for states to adopt laws that allow firearm confiscation based on allegations rather than convictions, potentially circumventing due process protections. As the 2026 midterms approach and Cornyn faces primary challenges over his gun control legacy, Hunt’s bill serves as both policy proposal and political statement about the future direction of Republican gun rights advocacy.

Okay, so color me old and skeptical, but I often wonder if some bills are intentionally proposed with knowledge and belief that they don’t have a snowball’s chance in hell of becoming law, just so they can say, “…we tried…”. If this bill makes it out of committee and if it receives a full House vote, chances are slim it will actually pass. But it might just make it to the Senate, where under current occupation, it will surely die; POTUS will never see it. I truly hope and pray I’m wrong and I’ll rejoice if I am. Sounds good to me. This is not a gun control bill. It’s a bill to reverse gun control legislation. If I were a Texan I would support Congressman Hunt’s bid for Senator Cornyn’s Senate seat. Cornyn’s introduction of the gun bill passed under Biden indicates he is a Rino. Mr. Hunt is far more conservative and pro second amendment.
Cornyn is running for reelection now against a known 2A supporter, Ken Paxton. This is the ONLY REASON Cornyn suddenly wants to vote for anything Pro-2A.
I don’t know anything about this bill but if Cornyn the TRAITOR supports it, that automatically makes me suspicious of it. This traitorous SOB should have been thrown out of office DECADES AGO! He’s just another stinking fish that should have been tossed out a long time ago. Its just a shame we have to keep paying this dirtbag a retirement for having betrayed us, the American people.
I don’t know much about Cong. Hunt, but he sounds like he would make a good senator. He would probably do more good staying in the House, for now.
Abbot is a strong 2nd supporter and would do well as a senator.
