On April 28, 2025, Representative Sheri Biggs (R-SC-03) reintroduced the No Frivolous Applications for Short-Barreled Shotguns (NFA SBS) Act (H.R. 3034). This legislation removes short-barreled shotguns from the National Firearms Act so that they will be treated the same way as any other shotgun under current law.

According to the ATF, the NFA was designed in 1934 to “curtail, if not prohibit, transactions” of certain items such as short-barreled rifles and shotguns.

This legislation will remove the $200 “sin tax” and paperwork requirements that deter law-abiding Americans from purchasing short-barreled shotguns.

“The NRA commends Representative Sheri Biggs for introducing the No Frivolous Application for Short-Barreled Shotguns (NFA SBS) Act which will remove short-barreled shotguns (SBSs) from the National Firearms Act,” said John Commerford, Executive Director of NRA-ILA. “Law-abiding Americans should not have to pay the ATF a $200 tax and complete onerous and unnecessary paperwork in order to purchase these practical tools for self-defense. It’s time to repeal this antiquated restriction on our right to bear arms.”

“South Carolinians and Americans across the country deserve leaders who will protect their constitutional rights — not bureaucrats who tie them up with red tape,” said Congresswoman Sheri Biggs.  “Freedom shouldn’t be measured by the length of a shotgun barrel or limited by a post office counter. NFA SBS Act defends personal liberty, protects small businesses, and makes it clear that in America — especially in South Carolina’s 3rd District — we still believe in the Constitution. I am proud to fight for gun owners, hunters, and defenders of freedom.”

NRA-ILA will continue to update you as this important legislation makes its way through the legislative process.

HR3034 may be easier to pass than the more encompassing HR2395, but both bills will be an uphill battle despite the GOP majority. Both bills need our active support.

Several gun sites have mentioned that the usual far leftist gun banning democrats , Chris Murphy, Charles Schumer and others, have introduced a bill to restrict and ban all semi auto rifles, shotguns, and handguns. The usual nonsense about these guns were made for the battlefield and are to kill as many people as possible. If that is so, why then do the police and fbi have AR-15 rifles? Are they going to kill as many Americans as possible? These crazy gun banning politicians forget that on the battlefield, the. idea is to wound a enemy soldier, as it takes… Read more »

What about removing short barrel rifles from the ( illegal) NFA of 1934? Several artices have mentioned that no one seems to know why trapper lever action rifles were added to the 1934 NFA. Trapper lever action rifles with barrel lengths of 10″, 12″, 13″, 14″, 15″, were popular up until 1934. Reprints of old Firearm catalogs show them available. Sawed off shotguns were put in the 1934 NFA because Al Capone has his henchmen ( dressed as ” policemen”) kill rivals in the Saint Valentines day massacre using sawed off shotguns .Say, isn’t murder illegal? And isn’t dressing up… Read more »
