The Citizens Committee for the Right to Keep and Bear Arms says the newly-introduced Second Amendment Guarantee Act (SAGA) by U.S. Rep. Claudia Tenney (R-NY) “is a timely proposal that deserves passage.”
Congresswoman Tenney’s proposal, part of her detailed Second Amendment Plan, would prohibit the states from banning the manufacture, sale, importation, or possession of any rifle or shotgun that is lawfully permitted under federal law, according to a statement from her office. The measure is co-sponsored by Reps. Doug LaMalfa (R-CA) and Nick Langworthy (R-NY).

Press Release
Washington, DC – Congresswoman Claudia Tenney (NY-24) today introduced the Second Amendment Guarantee Act (SAGA) to ensure that states are prohibited from banning the manufacture, sale, importation, or possession of any rifle or shotgun that is lawfully permitted under federal law.
Additional cosponsors of this legislation include Representative Doug LaMalfa (CA-1) and Nick Langworthy (NY-23).
New York’s SAFE Act, signed into law under disgraced former Governor Andrew Cuomo, prohibits law-abiding New Yorkers from purchasing, transferring, and owning certain firearms. If signed into law, this SAGA Act would nullify the SAFE Act and prevent New York and other states from passing unconstitutional gun bans.
“The Constitution clearly established our Second Amendment right to keep and bear arms. The SAGA Act nullifies New York’s unconstitutional SAFE Act and prevents other states from enacting laws that violate the Second Amendment. This legislation upholds our country’s founding principle of protecting the rights of law-abiding Americans, even from liberal states with anti-gun policies,” said Congresswoman Tenney.
“No matter how hard radical Democrats in Albany attempt to limit lawful gun ownership, the New York Congressional delegation will stand firm to protect law-abiding New Yorkers and manufacturers in protecting their constitutional rights. I am proud to join Rep. Tenney and my New York colleagues in Congress to ensure these rights ‘shall not be infringed, and I will never back down in my fight to protect the Second Amendment,” said Congressman Langworthy.
“This important legislation comes at a time when a minority of states, run by anti-gun legislative majorities, have adopted or are trying to adopt bans on the most popular rifles and shotguns in the country,” said CCRKBA Chairman Alan Gottlieb. “These prohibitions deprive citizens in those states of their Second Amendment rights under color of state law, which cannot be allowed.”
While Tenney’s legislation is described as a response to New York’s Draconian “SAFE” Act, which was signed into law by disgraced former Gov. Andrew Cuomo, passage of SAGA would nullify bans in other states, and prevent consideration of such laws in the future.
“The Citizens Committee will encourage its members and supporters, and the tens of millions of honest American gun owners to energetically support the SAGA legislation,” Gottlieb said. “The time has come for our voices to be heard, on Capitol Hill and in the halls of every anti-gun state legislature and governor’s office in the country.
“Thanks to Congresswoman Tenney’s proposal,” he observed, “America’s gun owners can put anti-gun lawmakers on notice that we’re tired of being treated like second-class citizens, and that our rights are more important than their ill-advised crusade to disarm law-abiding Americans and erase the Second Amendment from the Bill of Rights. Millions of people already own these firearms across the country and there is no good reason to penalize them for crimes they didn’t commit, and for merely choosing to exercise a right guaranteed by the Constitution.”

What a joke…Believing another law or Constitutional Amendment will stop liberal progressive democrat tyrants from usurping rights that are already clearly defined in the laws and Constitutions. It is foolishness like this that has given them the hubris to refuse to abide by such laws including those already well established and codified in the Constitution and by the courts. Tyranny allowed is Tyranny deserved. 91 days
Progressive utopias like CA and NY reject the natural rights theory behind our Constitution. A fundamental tenet of progressive ideology stated time and again over the past 140 years is there is no Divine Creator hence no basis for natural rights. They reflect this in nearly every public policy stance they take. From self defense to property rights to rights in criminal and civil trials all the way down to the most fundamental right of ‘Life, liberty and the pursuit of happiness.’ Proof, you ask? The whole ‘my body, my choice’ logic is all the proof you need. They reject… Read more »
There is nothing about New York that the elected and the appointed do not try to sink there democratic teeth into. While removing the freedom of that states residents and their ability to enjoy life without the permission of the elected. Red flag laws the safe act , cutting you tree down in your own yard constitutes democrats removing your freedom. They do this every chance they get in the middle of the night while residents sleep to awake to a new rule a new law that enriches those in power. ” Choosing to exercise a right guaranteed by the constitution” that’s all I need to know and the gun grabbers can cry all they want because the right is “guaranteed by the constitution “.
Where does congress get authority to pass this bill, or to tell states they cannot ban any gun that feds don’t already ban? Excuse me, who the FK gave the feds authority to ban ANYTHING? And why would states follow this when they don’t follow the 2nd, just as Congress ignores the 2nd? This establishes more precedent of congress having regulatory power over guns… it doesn’t! This is congress assuming powers it was barred.
If the Supreme Court had any balls, legislation like this would be unnecessary…
Natural Rights are rights of nature – by name and definition, both semantically and in the reality of that nature. There is no government above or equal to those rights; it can only pledge to uphold them as a matter of principle of its founding. Whether you are a member of a religion or not, subscribe to “In God we trust” or not, the reality of nature is that all living things have, as their most important directive, to preserve their life. It is the highest of all directives – the prime directive. No agency has authority over that natural right – it can… Read more »
LAME….a law that criminalizes abuse of rights needs to be passed and all the bozos that attack rights need to spend some time like ten years in the grey bar in and pay restitution from their pockets ,if everything they own needs to be sold so bee it they can be on the street when they get out of jail
What’s good about the Second Amendment Guarantee Act (SAGA) is, unlike a lot of pro 2A proposals, this grabs the bull by the horns, or better said, takes on the whole anti-civilian gun ownership movement, and, if enacted, will nullify most restrictive laws.
It’s gratifying as well that two of SAGA’s sponsers are from the highly restrictive state of New York.
Good! protect our rights as recognized by our Second Amendment despite the anti rights legislation passed by anti American politicians. My rights shouldn’t stop at state lines.
