This ignorant councilman had better get educated fast about the myths, fallacies, and failures of 911 and police protection. The courts have ruled for decades the police and law enforcement have no legal duty to protect individuals, only the public at large. Too, in many regions across the nation (Southern Oregon and Northern California for example) fiscal cut backs, budget restraints, layoffs, etc. have hampered and limited sheriff's and even police departments.
