The Thune-Vitter bill, S. 2213, is important because it would give full reciprocity to all law-abiding gun owners in “constitutional carry” states.
The bill balances the constitutional rights protected by the Second Amendment with the rights of each state to enforce its own laws regarding concealed firearms.
A competing bill, however, pulls the rug out from under “Constitutional Carry.” Sponsored by Sens Mark Begich and Joe Manchin, the compromise bill still requires a government permit.
S. 2188, like H.R. 822, would allow any person with a valid state-issued concealed firearm permit to carry a concealed handgun in any other state that issues concealed firearm permits.
Under the legislation, an individual with a valid ID and concealed carry permit would be allowed to carry a concealed handgun into any state that allows residents to carry concealed firearms.
